It's NOT bizarre. I called every day during July 2008 and got wildly varying answers. In fact, on my BIRTHDAY, I had the "pleasure" of reaching the worst one (a woman named B.J. or V.J.), who told me that we were in full-blown AP and not to call back for months! This was 100% false. I will never forgive or forget her for that. As several experienced immigration attorneys told me during that time, you need to call your consulate for the truth, and not rely on DOS. As a footnote, I did have a chance to call the consulate in early August 2008, and I managed to speak with the Immigrant Visa Unit's Section Chief himself, and my case finally got off the dime and out of that incompetent hellhole.

Just for the record, and emphasizing my concern for your situation: The "critical poster" of above is (in my firm opinion) one of the VERY most sensible and level-headed members of VJ. Folks can rarely go wrong by following his advice.

It's tough to be under stress and to receive blunt-sounding advice over the Internet. We are all at a disadvantage because we can't hear a tone of voice or perceive body language. When in doubt about a poster's tone, I picture the person placing his arm around someone in a kindly way and giving advice with the best of intentions. If that method softens my perception of his tone, there's my answer; if it doesn't, that's another matter altogether. But it usually does soften my perception.

Oh, and OP... please create your VJ timeline.

This is at least part of why you're in AP -- and be thankful that the embassy is being so open by e-mailing you a question about what they need! If you were in the smaller country to Colombia's south/west, you'd have a far worse experience.

Try to give them what they need, both on paper and in written response, to the extent that you understand the reason behind their request. Why would there be a "different copy" of her prior divorce -- differing styles of official paperwork? Something is striking the embassy as not being right. Was your wife married only once previously? Try to look at the situation objectively, and then objectively from the embassy's standpoint, and proceed.

Every case will be different.

In Ecuador, everyone (including the USC) is considered a criminal, and the 221(g) process takes as long as the consulate damned well decides it wants to take. Follow the advice above -- marshal your Congressional allies and keep pestering the embassy on the suggested schedule.

If the OP is talking about the visa interview, that will be at the embassy/consulate, which is part of the Department of State (vs. USCIS, which is Homeland Security). Without knowing how particular the OP's consulate is regarding time together, I recommend that the OP procure a letter from his employer in which the OP's demanding career schedule is clearly explained. That letter can be taken to the interview along with the examples of ongoing communication.

If the second courthouse came up blank, all that you can do is to submit their letter to that effect, perhaps covered with a note from you that consists of a couple of brief paragraphs explaining the lengths that you went to in order to procure the conviction notice. Do the police have any wherewithal to try to find the information for you?

Also, collect one-page letters from your people and hers, who can attest to the validity of your relationship. The writers should state how they know you, how they are aware of your relationship, and that they affirm its authenticity.

Avoid collecting more than 3 letters from her people, because too many can make it appear to the CO that her people may later try to piggyback into the U.S. courtesy of her. The language from her side should be objective and VERY formal.

I got letters from my relatives, boss, some friends... it's optimal if these letters are hard-copy and signed, but if they're scanned or if they're e-mail messages, that will do. It's crucial for each writer to provide complete contact information for themselves.

The above was advice from one of my attorneys, and I heavily credit it with being able to pry my fiancee's visa from the world's biggest hellhole consulate.
