Most of them are returned because the consulate is questioning the "validity of the relationship" -- for whatever reason, they suspect it is only for purposes of immigration. Unfortunately, we have many members who have been forced to face this heartbreaking situation. It will most likely mean a very long additional delay -- even a year or much more -- and you will most probably end up having to refile. But the good news is -- many in the same boat have come through the ordeal successfully and eventually received their visas. Please read the thread pinned at the top of this section called "Returning Petitions to the United States via 221g" -- it is a long thread, but there is much information that will help you a lot. Chiquita, Morocco4ever and Kiya can help you. Good luck to you and your fiance.
