K-3 Spouse Visa Process & ProceduresPaying fees outside the US

I was told that petition fees for those filing outside the US can be paid through the local US Embassy. Anyone know about this?

Thank you all for your comments and advice. Not having a USCIS office here is a pain in the @%%. I'm also dealing with a back tax issue, which is why I wanted to see about adjusting her B1/B2 visa.

Greetings

 

I'm American, and my wife is Thai. We've been married for 11 years, (Married in Bkk) and have 2 children. (Both have their Foreign Birth Abroad Certs/ passports)

We've been living in Kuwait for the past 10 years, and have recently decided to relocate to the US. 

She has a B1/B2 visa and has been to the US several times. 

The US Embassy/Kuwait does not have a USCIS office and of course does not accept petitions on behalf of the USCIS.

Is it possible for her to enter the US on her current visa, and adjust her status? 

The I-129 that is needed for the K-3 visa, requires that you file it in the country in which you were married. The Bkk office has told me they do not accept petitions from those who are not residing in Thailand.

I've searched for the answer to this question but have not found a response. If I send the 1-130 to the US, but haven't received any information by the time we're planning to relocate, is it possible to wait in the US, and (if approved) complete the process there?
