Thanks for the help . I have checked those links. So it is my understanding that we wait for the embassy to contact us first. Although we already have a head start on docs. The japan police report cannot be translated if it cannot be opened, (sealed) correct? What about not having immunization records ? Are they required or just suggested? Also, how to know where to go for japan police report. Can she go to any of the "main" offices? Also, does anyone have any tips for getting the police report from the Phils? So many things from Manila seem to be complicated or difficult. She will have to get japan and Phil's reports.

Hello All.

I would appreciate some help as I've been searching and haven't found any information specific to the Tokyo Embassy regarding Packet 3.

My fiance and I received our NOA-2 on Aug. 12th. 

 

We want to prepare as much as possible for Packet 3, and I believe there are some basic forms everyone must gather and prepare before the interview process (I have found a bit of info about this, as in, he needs the health check, certificates etc.). However, I was wondering if anyone has a good check-list specific to the Tokyo Embassy that you could share? 

 

So far I am pretty sure we definitely will need:

 

Forms- I-134, DS-230, DS-156 , and DS-156K

Documents- Police Certificate and Birth Certificate, two Visa style photographs

 

Anything else he can start to prepare now for the Tokyo Embassy?

I am wondering where to get police report (local station?), My fiance' is Filippino and I was also wondering how to get police report from Phils too. Which hospital to go for medical? Will the embassy contact us or do we have to send them something first? We also have already prepared I-134,DS156,DS230 and DS156K.

We were very lucky to get have no RFE's and got our NOA2 only 78 days from filing. Now to the next step. I am USC , my fiance is filippino living and working in Japan. We got our NOA2 for K1 a couple weeks ago. I am kind of confused as to if we are supposed to send the Embassy something now, or do we wait until they send her something? I have read both. We went ahead and completed our DS230's and 156,156K and my I-134. Other than police report, birth certs and some more passport style photos, and medical exam, what is there? Should she go to Tokyo British Clinic or Seibo International Catholic Hospital for medical exams?  She lives about an hour from Tokyo. Also, she does not have immunization records for her or her sons. Will this be a big problem do you think?  She has lived in Japan for 15 years, (since she was 25) , before that she lived in Phils. Do I understand corretcly that she will need police report from both? If so, where to get Phils report. And how do we know where to go to request police report for Japan? Can she go to her local Police station?  I also have read that the Japan police report will be sent directly to Embassy. Is that correct? And do we have to sign any of the forms or do they get signed during the interview? sorry so many questions. Thank you for the help.

I will start looking around. Did you try to get a refund or at least credit towards another ticket for the return ticket that you did not use? I have been reading that it may be possible to get a credit towards future ticket even if the original ticket was "non refundable".

I've found that expedia gives good rates, and also Google flights is a new service which is great. Check them both out.

 

I got her a round trip ticket and we just won't use the return ticket. If I had bought 1 way it was around 3 times the price!!

 

She shipped 16 boxes. I'm not certain which service she used and I'm at work so I can't ask right now. Her mother paid for it though, which was nice. I'm thinking it was Japan Post, though.

I was over there late last month and got stuck with that $100 for my extra bag on my way back. Ouch!!  I flew with United on the new  "Dreamliner" 787. Nice plane. Not much more room unless you upgrade to Economy Plus. Where do you generally find your cheapest tickets? Also, I assume that when she flies over here I am better off buying a round trip ticket and just not use the return as opposed to trying to find a reasonably priced one way ticket? And have you shipped any of her things fromn Japan to US yet?  Did you just use regular Japan Post?

We flew last week on United (operated by ANA). It was one checked bag each, I had to pay $100 for her 1 extra bag. They said the rules had changed just a couple months ago about that. You may find shipping to be cheaper.

Congrats on your journey.  My fiance will be moving here (USA) from Japan also. I have not found many choices for shipping companies that offer door to door or door to port service. We are not moving any of her furniture or big things, but she still has a considerable amount of "stuff".  I have found Nippon Express, Econo Move Japan, and Eagle Net.  I am interested in shipping by boat since air would be way too costly.

Any help is appreciated.

Congrats to you both! My fiance flies in next weekend.  13 month journey.  She's arriving with dog and rabbit, had to do extensive quarantine paperwork, testing, and payment for the dog, the rabbit also have to go through an evaluation and come in with English health certificates.  What a journey!

Update; My Fiance was finally able to get a copy of her divorce certificate in Japan last week, and we have the CEMAR that shows she was married in the Phils. I had the divorce certificate professionally translated by certified translator. So I am finally filling out the I29 and as you know the area for my Fiance's name has "Family" "First" and "Middle". And it will only let me put the family name in that field. So since she was married her name is INADA Sharon Grace Butawan. How do I fit all of that on the form? Maybe its a dumb question but I just dont want to make any mistakes. And her passport (Phils) shows her married name. Botht the CEMAR and the Divorce cert. show her maiden name. So I am putting her passport name in the name field and I will list her maiden name in the "other names used" field. Does that sound correct?

Hello again. Can someone tell me what the CEMAR document looks like? The document we have from NSO a year or so ago shows my fiancé full name and birth date and search results for marriages . It also list her parents names . There was one result and it was her marriage from 10 years ago. Shows location of marriage and bride/groom names. Is this a CEMAR? if so, then we will just need to get a more recent one . Or will the CEMAR actually say on it somewhere "certificate of marriage"?

The CEMAR makes sense to me. You say I will need to submit that document along with divorce decree WITH the I-29F? I did not see anything other than a box to check marital status for each of us on the I-29. I was hoping that I could file my I-29F now, while we are getting the CEMAR and translated decree. I did not think I needed those 2 docs until interview time . ?

So when we request CENOMAR it will just show that she is still married in Phils? Or will they deny CENOMAR because she is still showing as married in their eyes? Seems like I am asking same question again, I know. Just trying to be sure that I understand correctly. We are hoping she can interview in Japan. A trip to the Phils just for the interview would be costly. And I will have her inquire about the police report also. Thank you.

Met my fiance' a year ago. (see my story).I am American living in US. She is a Phils citizen who has been living / working in Japan (long term visa) for last 15 years. We are just now starting the visa process (nothing filed yet). She has been married 1 time before to a Japanese man who also lives in Japan. They were married in the Phils 10 yrs ago. They divorced (in Japan) 1 yr later. So she has been divorced more than 9 yrs now. She did nothing to annull her marriage in Phils, only court divorce in Japan. She thinks that a copy of divorce was sent to Phils Embassy but not sure. She requested form from NSO 2 years ago and it states her one marriage and the date it took place. Just last week she went to city hall in her town in Japan to get copy of divorce paper so that we can get CENOMAR. They gave her a form and said that she must get her ex's permission via signature/stamp in order to get a copy of divorce. So this is the first hurdle we have come across. She has not seen or spoken to him since the divorce and now has to locate him just for permission. Once we get this document I understand from reading here that we (she) will have to have to have that document translated into English. Where can she get this done 'officially" so that it is valid? Can that be done at the Phils Embassy in Tokyo? Once done we need to file for petition for recognition of foreign divorce. Is that correct? Where can this petition be filed? Can we do thru the mail? Do we have to have an attorney? Her friend is telling her that it can cost 120,000 PSP and could take 1-2 years!!! This cant be right can it? I certainly hope not. If this petition can be processed and CENOMAR received in say 3-4 months, can I file the I29 while that is being processed? All help and advice is greatly appreciated.I know we have long road ahead of us.

We got our NOA2 on Aug 13. Still no case number yet as that seems to have slowed to a crawl. We have all documents ready except the police reports. She will get one from Japan , where she ives and works, that should be fairly simple. But she also needs one from phils. Is there an easy way for her to get this while she is in Japan? I have read that she can give authorization to a friend/family member in phils to get it for her. As I understand it, she will have to get a finger print card and complete that, and then send it to her family in phils? Is the Phils Embassy the only place to get this fingerprint card? Is it a standard card or specific to phils? I have not found any downloadable forms that she could fill out and send with the card. So she will send authorization letter and the fingerprint card.  

Anyone have experience getting the NBI report from abroad? Any help is appreciated.

NOA2 Aug 13 here. Same result . NVC has not rcvd (processed) yet and could be 8 weeks. We cant really complain I guess, since we got our NOA2 in just 76 days.

Noa2 August 21, 2013 here....still waiting for the MNL case number,  no notification of any file transfer to NVC yet as well...we only received case status update saying the approval...hope we all get our case numbers ASAP

You can check the embassy instructions letter online.   The embassy may have updated their instructions letter to the DS-160 (USEM did it yesterday)

I looked at my original email again, and I did in fact , mention K1 visa. So they have given conflicting information regarding the DS230 vs DS260.  ????????????????????????????

In my original email I did not specify that I was inquiring for a K1 visa. Please see this email I got yesterday in response to my CENOMAR question. They say that DS260 is not used for K visa's and that we should use the DS230 part 1. So maybe this helps?

In my original email I did not specify that I was inquiring for a K1 visa. Please see this email I got yesterday in response to my CENOMAR question. They say that DS260 is not used for K visa's and that we should use the DS230 part 1. So maybe this helps?

We received everything we needed and has been sent to the Embassy. What I read above is very disturbing that the letter asked for DS-230 Part one as you did but they told you in an email to do online form DS-260? No I am really worried.

Fiance' in Japan got her letter from embassy on Friday. It does list CENOMAR along with divorce decree. We do not have CENOMAR. And it would take forever to get one at this point. I am going to email embassy and see if I can get some clarification. I am hoping that it list the CENOMAR with all other docs, but is just not applicable in our case. BTW, the letter aslo still calls for the DS230 part1.  I already emailed them about that and they responded with same information I see here on VJ, that as of Sept 1 we must use electronic form DS260. They just do not have their letters nor their website updated yet.  

Are there any VJ members who did not have the CENOMAR and only divorce decree? If so, please let me know. In the meantime I will wait for response from embassy.

I have seen the terms CEMAR, CENMAR, and CENOMAR used synonymously in posts here.  Just pointing out that NSO doesn't call it a CEMAR.  As long as you know the difference, then great.

 

And what hand said just above makes the most sense.  I think showing a CEMAR would just confuse the matter.  The divorce decree should be all you need.

I don't see the CRS Form No. 5... aka CEMAR listed anywhere in the requirements from the U.S. embassy in Japan, they only ask for a copy of the divorce decree (translated of course).   I would not bother with documents that are not requested.  The CEMAR provide zero evidence of being single (unless the divorce was recorded at NSO, and the petitioner was the Japanese citizen, not your fiancee).

If you are referring to the CEMAR as the Marriage Certificate, that is NOT what you need.  If she's still married, then you can't do a K-1 visa.  She will need a CENOMAR... if she doesn't have one because she never filed it with NSO, then you can try to show the Japan divorce paperwork at the Japanese Embassy.  As Hank said, it will depend on what THEY want, not what folks here tell you USEM wants.

Not so confusing I don't think. The CRS Form No.5  "Advisory on Marriages" aka Marriage certificate, aka CEMAR.

My fiance has never registered her Japan divorce in the Phils. I don't think they would recognize it if she did. So as far as NSO is concerned, she is still married. But since USA and JAPAN both recognize divorce, it does not matter that NSO has not been updated. As I have already said, we sent the "advisory on marriages" (which shows she was married with date) along with her translated Japan divorce decree with our intitial application and got our NOA2 in 76 days. So if these docs were sufficient for the application and approval then will they suffice for the interview?

I'm not sure where this (confusing?) term CEMAR comes from?

We have not rcvd anything from the embassy yet. NVC is saying 8 weeks. I am going by what Brent&Ella said when they got their letter from Tokyo embassy. (post #1). And my fiance' has not recorded her Japan divorce in the Phils,. Hence the CEMAR. instead of the CENOMAR. We can get a more recent copy of her CEMAR by ordering online. But if they require CENOMAR then from what I have read before, it could take 6 months to a year to get. She would have to get attorney probably to prove to NSO that she was no longer married. Since they do not recognize divorce in the Phils. I certainly hope we dont need that. Should I feel confident that since she did not need it for the application, then she won't need it for the interview?  That would throw a big wrench into our plans.

I don't know about Japan but with Manila the embassy want the CENOMAR/CEMAR to be less than 6 months old.   Did the embassy in Japan ask for a CENOMAR/CEMAR?

This is the information I have been following since the beginning. We sent CRS form no.5 (Advisory on Marriages) aka CEMAR along with her Japan divorce decree (translated) with our application. We got NOA2 in just 76 days. So my question is still the same. Do we NOW need a more recent copy of the CEMAR for the interview. I think we have established that she will not need CENOMAR since it was not required for the I29 approval?

NSO will issue a CEMAR (Certificate of Marriage) instead of the CENOMAR because from their records it shows your fiancee to still be married, but as Tahoma said she will have the divorce decree. As long as you do this process from Japan you will be fine.

Here's my opinion:

1. Get the Japanese divorce decree and have it translated into English by a private professional translator.

2. Then, file the I-129F.

3. Have your fiancée interview for her fiancée visa at the U.S. Embassy in Japan.

4. Once she has her visa, have your fiancée fly from Japan to the U.S.

More opinion:

The USCIS and the U.S. Embassy in Japan will acknowledge her as being single and eligible for a fiancée visa because she's divorced, and the U.S. recognizes divorce. The Embassy will issue her a visa.

She won't need a "recognition of foreign divorce" from a Filipino court because she is not leaving from the Philippines after she receives her visa. If she were leaving from the Philippines, she would need the "recognition of foreign divorce" because she wouldn't be able to get a CFO sticker without one. She would not be able to board a flight in the Philippines to the U.S. without a CFO sticker.

If she leaves for the U.S. from Japan, she won't have to have a CFO sticker in her passport.

The interview chacklist on the  Embassy website does not mention Certificate of Marriage. It does list "evidence of divorce / dissolution of previous marriage/s".  Since my fillipino fiance lives in Japan and will be leaving for the US from Japan, does she need to get a more recent copy of her CRS Form no.5 (CEMAR) for the interview? Or will they only ask for the Japan divorce decree (translated)?

I'm assuming you've been approved? She needs to get a CEMAR (Advisory of Marriages, valid for I think 6 months only) not CENOMAR since she was previously married. I'm not sure she could order it online and have it deliver in Japan. But since she'll be going back to the Philippines, I suggests she go to the nearest NSO office and acquire it but it needs to be with her during the interview.

 

If once approved and she wants to fly out of the Philippines to US, she's required to attend CFO counseling prior to departing. They will not let her leave without the sticker affixed to her passport with visa.

Can you actually get the NBI report at the Phils Embassy in Tokyo? I am going thru the same thing. Fillipino Fiance living in Japan. We just got NOA2 mid August. Still waiting to hear from Embassy. How long after NOA2 did you get letter from embassy?

My fiance was told she will have to go to the Phils embassy in Tokyo to get the finger print form. Then send that to someone authorized in the Phils (family) to get her NBI report there. They did not say that she could actually get or even request the report from the embassy.

Yes, the CENOMAR has to be within six months. She can use old birth certificate as long as it was issued by the NSO and she doesn't need the Red Ribbon.

 

She also needs to provide police certificates from Japan and the Philippines (NBI Clearance). She can get the NBI Clearance from the Philippines Embassy in Tokyo. To get the police certificate from Japan, she has to apply at the Prefectural Police Headquarters and bring the following documents with her: passport, alien card, and a copy of her NOA2.

My wife is starting to get a little homesick. I only know a couple of Filipinas in our area(we are meeting them New Years Eve). I was hoping to be able to find some Filipinas my wife could correspond with. I think it would really make her feel better. We were married 12-14-11. I know not having her family with her for the wedding bothered her and I am not sure what else I can do to make her feel better. I think having other Filipinas to talk with or email would definitely help. Any suggestions would be greatly appreciated!

Just found your post today. I am just west of Columbus.And just  30 minutes ago finally sent in our I-129F packet (front loaded to the max). Seems like it took forever gathering up all the info and docs needed. So I guess our official wait time starts now. Would be great to meet some new people when my lady gets here. I know it is probably a year out, but still. She lives in Japan on long term visa and I am going there to spend a couple weeks with her in August. Hopefully this will be last time I have to make that trip to see her. Was last there in December and we went to Phils to spend holiday with her Family. She is originally from Davao City. Hope you and yours are doing well.

I too was surprised when i rcvd text message on Aug 14 that status had been updated. I went to check and low and behold we have been approved!!!  In only 74 days!! I was expecting to wait the 5 months as has been the usual lately. What a pleasant surprise. No RFE's or anything. Wow!

Unfortunately that's how the Government works. Anyone who's had the pleasure of being in the military can tell you that. laughing.gif

 

Just keep your head up, and keep plowing forward. None of us like the wait, and we all want to be with our lovers yesterday... but I think in a lot of ways having to put this much effort into being together makes the relationship more valuable and stable in the long run once you're together.

 

If you can make it through this, you can make it through anything!

Just thought I would weigh in here too. Sent I-129F packet 5/23. Got USPS proof of delivery signature 5/24, then 5/29 email saying it was routed to the California Service Center. Received I-797 on 6/3 by mail. Then today I check status and see the part about "Alien Registration Number was changed".  Very excited that they have even touched it. Have read where some got NOA2 several days after, but not getting my hopes up.
