Thanks for you quick replies. The father is deadbeat, and hasn't been involved in the child's life since birth. Still, he managed to recently sue her successfully to cover half his gambling debts incurred during their marriage. Ah, the benefits of marriage!

My fiance and her six year old daughter have their K-1 /2VISAs to leave Russia and come to USA next week. The biological father of the six year old has refused to give my fiance written permission to remove the child from Russia. My fiance is scared that a Custom's Official may deny them entrance to USA without written permission. Any thoughts? thanks!

Congrats! same here Vermont finally did it. Sent 129f june 11th and approved Sept 23rd. A bit of advice, my case was never visible online until it got approved. I registered for email and text updates and have never gotten any. So dont rely too much on that option. Jim.



Same here--I registered for email updates but only received the NOA2 paper Notice in the mail, and then saw that the USCIS website had updated our NOA2 information. 27 June-->20 September! (85 days, Russia, VSC)

Apparently there must be a fast adjudicator who is on a roll at VSC, because 3 people have gotten approved within 90-100 days today. :wow:


I just got a letter today stating that our NOA2 is approved September 20, 2011. VCS received it June 27th so that's only 85 days! (Russian fiancee who is three times divorced with one kid and I (USA) am once divorced from a Russian woman, no kids, so I thought that this might take a lot longer!). Thanks VCS!! :dance:

I would say that it would be most important to have proof that you earn income over the poverty level requirement currently. Regarding your tax returns, I would suggest you attach an explanatory letter, also indicating that this venture has been closed. You may want to have a sponsor "just in case" they teeter on the financials at the interview. You don't have to give them sponsorship paperwork if they seem alright without it.

It would be good to have suggestions from others who have been through your same embassy. Ours was pretty easy (London), financially speaking, but we didn't have any potential problems, really.

Hello Vjers,

We were recently NOA2 approved (in only 85 days!) Now it's time to submit I-134, but am not sure how to proceed.

Here's my situation: My tax-preparer has not filed 2010 yet (he filed his usual extension and I won't see it until the last day possible). For 2007, 2008 and 2009 I show large losses (failed business venture, and will also show a large loss for 2010).

The good news is that I am done with that business venture and have no debt from it, I own one rental house assessed at $200k, own another rental house assessed at $150k (but have $120 mortgage on it with ten years remaining), and own the house I live in (cost $94k, paid $45k so far on a 5 yr. amortization, with 4.5 years remaining.)

I have documented rental income over many years from these two rental houses of about $4000/month and undocumented income from two tenants in my house now @ $850/month. I'm also working p/t as an independent contractor (10 to 70 hours per week @$10/hr for the last 5 months) while I finish training to start a new career as a flight instructor (which will take another 3 months to complete (and it's all paid for :)

I have no credit card debt, own a new 2011 car, have a credit score of 780, have about $7k in the bank, and wash my dishes after each meal.

Questions:
1) Will my large negative income reported on my taxes require a co-sponsor?
2) Will my reported rental income of $4000/month be looked similarly to W-2 income? If so, then it should be sufficient.
3) Considering my financial history, do you suggest that I get a co-sponsor now?

I'm traveling to Russia to be with my fiancee for four weeks in late October/November. I'd like to mail financial papers to her this week so that she can get a VISA Interview while I'm there.

The I-134 does not need to be motorized, whether it is the petitioner's I-134 or the co-sponsor's I-134. They will need to provide proof of being a US citizen or permanent resident along with all their financial docs though.

To my knowledge: Nothing requires a Notary on any Forms by a Sponsor or Co-Sponsor. Some of the Forms MAY require Certification with a Stamp/Seal. But, I question the I-134 needing to be Notarized.

I realize I-134 does not require notarization for a Sponsor, but the link below led me to think notarization is required for a Co-Sponsor:

To be acceptable, the co-sponsor must live in the US or its territories and possessions, and must be a US citizen or Permanentl Resident aged 18 or over. The co-sponsors income must exceed 125% of the poverty level. The co-sponsor must also complete a form I-134 and have it signed in front of a notary and provide documentary proof of his income, and/or assets. It is preferred to ask a relative or close friend. What you need is a True Certified Divorce Decree Stamped and A Seal from your Courthouse to supply with your 129-F Petition. You will avoid a RFE and save time by doing this.
The Form (129-F) askes to document you are free to Marry.
Include every page from the Courthouse. Without the seal and dated papers you most likely will get a RFE until it is supplied.
The cost is about $5.00 and send the Original and make a copy. So you need to go to the Courthouse. My thoughts and experience with this same situation.


No RFE here. I simply printed my 12-page Divorce Judgement from an email attachment sent to me by my lawyer, and we flew through USCIS: NOA1-->NOA2 in 85 days (VSC, Russia).

Today we cashed the Moneygram that I sent to Oksana last month, then bought Rubles, then paid the 11550 Rubles that was pre-printed on the Internet form. The bank only accepts Rubles for payment of the VISA fee.

Hello everyone!
I am in Ekaterinburg with my beautiful fiance now and we are wondering about the discrepancy in the Consular filing fee to schedule Oksana's interview. In the email I received from "Consular 2 Moscow" the link takes us to a VISA pricing page that says $350usd. However, when Oksana uses the fillable form provided, the amount fixed on the form is 11550 Rubles ($385usd today). Any ideas? Thanks!

No, not yet. Oksana called the Citibank in Moscow to which our local payment was sent, but they were no help. I understand that calling the USA Moscow Consulate will be no better (but costly!) than emailing them. So, we will email them again....


Here's the email I just sent:

My fiance' (copied on this email) made payment on 3 November at a local bank for K-1 VISA inteview for her and her daughter (see the attached photo of payment reciept). Subsequently, she has tried several times to register online to make a VISA interview date, however the following message constantly appears (and a similar message for her daughter, but with a different number):

Hi Everyone,

I'm still in Ekaterinburg with my beautiful fiancee, Ksenia. Way back on 3 November Ksenia paid the obligatory ~$350usd to the bank stipulated in the email from Moscow. The email stated that an interview date may be scheduled online three business days after making payment, however it's been ten days and she keeps getting a message that "payment has not been received."

We've checked at the bank, and the Director verified that it was sent on the 3rd, to the correct account in Moscow. We've emailed Moscow twice, but just get back a short email stating that "your Case has been closed." Has anyone had similar problems? thanks! David & Ksenia :)

I can't imagine why you feel that because you are owed a refund is a good reason to wait to file your return. I would want that money ASAP. Plus you are giving the Govt an interest free loan. If your refund is large, your accountant should adjust your withholding or estimated payments so that you don't have such a large overpayment in the future.

Definitely time for a new accountant if he does not reply to your emails!

I don't have anything do do with when or how my tax returns have ben filed for the past decade. My income from Rental Property and work this year is near $65k, and I have copies of signed leases, bank deposits made by tenants, three previous years of tax transcripts, a copy of my Credit Report (760s), bank statement, employer statement, and a Co-sponsor--but my questions here is:

Will a lack of a 2010 tax form absolutely disqualify me, and if so will they accept am emailed copy of my 2010 taxes whenever I get ahold of them, or will a second full-blown interview be necessary?

Every year I send all my tax documents to my acountant in February. He usually waits until the last minute to file. I have a complicated financial situation and feel fortunate to have been working with him for the past decade.

This year I can only guess about the reasons why he hasn't filed/replied to my emails for he past several months. My best guess is that since I am due a refund this year that he's still sitting on it.

It's an unfortunate coincidence that this is the frist year that I don't have a copy of my current tax return by October, and this year I might really need it. :)

thanks...2011 is not due until 2012 April 15, or 2012 October 15 with an extension. Unfortunatley, I cannot get a new accountant now. I do have a solid Co-sponsor who has completed paperwork. Since I'm getting a Federal Tax Refund this year my accountant either waited until the October extension deadline to file it, or if it's legal for him to file it past that date because I'm due a refund then he is probably still sitting on it!

I'm in Russia now and can't do anything about it now other than email him and hope that he emails a copy to me soon. I ordered the (free!) Federal Tax Transcripts for 2007, 2008 and 2009--2010 was not available when I ordered them last month.

I wish I knew if not having a 2010 Federal Tax Transcript at the Interview is absolutely disqualifying--or of having a Co-sponsor will negate this problem.

And if it is a problem what then? Would the Moscow Consulate be satisfied with receiving an emailed tax transcript later, or would they require another full-blown in-person Interview?
