Okay, I seem to have missed a slight change in what the online system at USCIS.gov says. Here's my timeline:

Sep 10: Sent I-130 Packet from Romania, via FedEx. Payment: Check from Romanian bank, drawn on US bank.

NOA1 from CSC
Sep 12: Priority Date

NOA (Transfer Notice) from CSC - transfer to USCIS-NBC
Sep 13: Receipt Date
Sep 20: Notice Date

USCIS website
Sep 26: "Last Updated" date on USCIS "My Case Status" page

w000000t! Approved Dec 6th - 85 days from NOA1, 77 days from Notice Date on NBC Transfer Notice. Oh man, I hope we can wrap the rest of this up quickly!

Status on USCIS.gov says "The I130 IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN was transferred and is now being processed at a USCIS office."

I'm assuming my "last touched" date is Sep 26.

I'm a bit confused...

NOA1 from California Service Center, Priority Date September 12 - WAC Receipt Number
NOA from CSC, transfer to USCIS-NBC, Notice Date September 20 - same WAC Number (Receipt Date September 13)

No further transfer acknowledgements, so no "new" receipt number (MSC or otherwise) or sign that it would have been transferred to a field office. Checked WAC number on website and via phone system, still works and says "Initial Review." Should I call and see if a new number was assigned, or just wait and keep checking using WAC number?

Filed abroad from Romania; residence in US is in New Jersey.

Edited to add: What do I put on the timeline? NBC or CSC? Notice date of Sep 12 or Sep 20?

On G-325A, do I list my "current residence" as being in Romania as well?

USCIS is interested in knowing what your address is right now for mailing purposes and they don't report your address to other government agencies. Hope that helps. Anyone correct me if I am wrong.

I don't mind them considering my temporary residence to be Romania, I just don't want headaches from other places later, like my college e-mailing me and telling me I've lost my in-state/in-county tuition. That alone would require me spending possibly hours on the phone with various people explaining my situation.

However, I would like us to go back to the US quickly, and if this address change expedites the process at all, I think I'll risk misunderstandings with college and whatnot for a slightly earlier return. When I wrote the original post, I didn't know about this rapid service at all, so thanks for letting me know :)

When filing the I-130 its better to put your foreign address, even if you only plan to live there for a year, as you will most likely get expedited at USCIS. I currently live in Ecuador and have a friend here who is only living here until her husbands paperwork is complete. They put their foreign address on the paperwork and it was expedited. There is another thread about this topic somewhere on this forum as well if you want to read more.

All US government agencies consider me a permanent resident of the US, without temporary residence in another country. The Romanian government also considers me a visitor, not a temporary resident.

If I make change that address to my wife's residence here in Romania, wouldn't the US government then consider me a temporary resident of Romania? If that happens, it might mess things up with my college, since they consider me a resident of my specific county for eligibility and tuition purposes.

Hello,

I'm new here, so I apologize if the format of this post isn't easily "the usual." I (US Citizen) am currently here ("here" = Romania) on my yearly visit, and we got married in July. I will be staying here until she gets her CR-1 visa, at which point we will leave Romania together. This means we'll be sending the I-130 packet from Romania to the Chicago Lockbox; payment is by international money order, as recommended by USCIS, because I don't have my checkbook with me and have no clue where to get a foreign draft here.

There are 5 places to put addresses on the I-130:

B-2: "Petitioner's address"
C-2: "Beneficiary's address"
18: "Address in the US where the beneficiary intends to live"
19: "Beneficiary's address abroad"
21: "Last address where you lived together"

What do I put for each? My options are:
my "home address": I've lived there since 2001, and both times my wife was in the US (as a visitor), she stayed with us.
my cousin's address: We'll be staying there when we go back to the US. Even if I were to leave Romania now and she stayed until she got her visa, I would still be moving to my cousin's house. Also, this is what I used as my "mailing address" for naturalization and for my passport application, although every time I was asked for my "home address," I put my actual home address.
my wife's address: This is where she's lived all her life; it's also where I stayed last time I was in Romania; and where I'm staying this time (possibly 9+ months) until she gets her visa.

I'm sure someone will ask this, so I'll state this now: I am not officially becoming a temporary or permanent resident of Romania. I'm still a visitor, even if I stay a whole year until she gets her visa. On my Romanian passport, it still says "Domicile: United States of America," and it will stay that way.

Okay, so let's take it one step at a time. I'm trying to call the NVC to reach the automated system, but I keep being put on hold for an operator. They supposedly close at 12 PM and it's 12:08 now... shouldn't I get transferred directly to the automated system? Has the phone number changed? I'm using 603-334-0700

Also, since I'm in Romania, can I send the DS-3032/DS-230 package and AOS package in a single envelope? Express mail is upwards of $60 per envelope, and I don't trust "snail mail" from here.

Hi all,

I (the petitioner) am currently abroad (living with wife) and will be until my wife gets her visa. We just got our NOA2 (yay!) and aren't sure about a few things.

First of all, please let me know if anything is inaccurate or missing from my list of "next steps":
Receive NVC bill
Pay NVC bill online
Receive OF-169 from NVC, along with I-864
Fill out my I-864
Receive completed I-864 from joint sponsor (in US), his/her tax transcript(s) and copy of his/her passport
Have wife gather her vaccine records and get medical exam
Gather other documents as specified by OF-169
Send the following to NVC:
  • I-864s with necessary tax transcripts
  • copies of passports (mine, wife's, and joint sponsor's)
  • medical exam certificate
  • police certificate
  • marriage certificate
  • DS-230, visa application
  • passport-style photos of wife
Receive interview appointment and list of documents from consulate
Call consulate to reschedule, if required
Go to interview with required documents

Now, the questions:
  • If either I or the joint sponsor hasn't filed a 2012 return, but the I-864 is dated Feb 1 (or similar), could we run into problems? What if one of us has, and one of us hasn't, filed a return for 2012?
  • The I-864 requires only last year's tax transcript (it lists "3 years" as optional). However, I keep reading that 3 years is required. If it doesn't require 3 years, is 3 years preferable?
  • Regarding past vaccine information - can she start gathering records now, or should she wait until we receive OF-169?
There will be more questions, I'm sure... I just can't think of them right now :\
