Fill out part I and II don't sign Part II. If you read the directions it tells you not to sign, don't sign. You will sign this in front of the Consular at the Interview after taking an oath.

Sorry to hear that. Are interviews there given within 30 days of case complete? I hope it's the same here. I emailed the Embassy to ask about that - no reply. What a building full of stinkers they are.

Question, NVC received my AOS packet last week. They have the IV packet as of today. I have called twice now but I don't really know what to ask. The first time I asked, "what is the status of my case" and was told they are waiting for my DS-230. Today I told the operator that they received my AOS last week and I asked if my AOS has been reviewed and if there are any issues, RFEs, for it. She said, "OK, you have to wait 20 days…" Difficult for me to interpret what's going on in that black box we call the NVC.

They want a NVC case complete letter.
We weren't given one because our case was sent to Manila.
Wouldn't the Appointment letter be good enough?


Did you get an email that your case was complete from NVC? Wait for others to reply but you wouldn't get an Appointment Letter UNLESS your case was complete at NVC. You should ask whoever you are having your medical with. This could just be a case of differing terminology.

I figured I'd let the checklist to be a third opportunity to add more proof of marriage, so I asked my husband to send pictures he took from our trips... and they're really sweet.
That is all.

We never had a photo album. Eight years and no photo album, and I am/was a photographer! So, we put together an album of 50 photos from the past eight years to show at her interview. It was a good excuse to get it done.

Hi everyone,

I would like to know what you think I should do. I've paid all my bills and need to send in the IV package. The ONLY document I'm waiting on is the original police report. It's en route. There's no tracking/express mail service available so it's just coming plain old mail. I know it's hard to believe in this day and age but it's true. Anyway, I Don't know where it is or how long it's going to take.

I have a scanned copy of the police report. Should I send in everything now with the scanned report and then send in the original police report later? OR just wait for the police report to get here.

What do you think? I think you're going to say WAIT. Plz don't say Wait.
I just want this process to be done with already. :)

Wait. It's mandatory to follow the directions on the Department of State website for your country. If you want absolute knowledge call the NVC and speak with a Tier 2 rep. However, IMHO there is no benefit in sending your packet now without the original. All they will do is send you an RFE asking for the Original Police Certificate. This will only delay and unnecessarily complicate your case - not speed it up. I know that's not the answer you were looking for, sorry.

Nope, not true. The packages are reviewed as soon as they get there. Doesn't matter which one they review first and doesn't matter if the other is in the building. This is clear with MANY members here.


OK. Well… it seems you can't pin these people down. I asked him three different ways. Said my Affidavit of Support had been received on Wed and he said it doesn't matter we are waiting on the DS-230 to start reviewing. "There are no half steps" All this confusion and hearsay makes me want to get an official protocol from the NVC itself. Obviously the operators themselves are confused on NVC protocol.

Ok you just cleared this up for me! Because I was getting two dates from NVC, the 4th and then the 8th of March. So which one do you go by when waiting for case numbers?.


Hi, that's strange because your dates are so far apart from each other. Four days is a big difference. Go with the 4th - add ten business days then start calling at the end of their work day to get your case number. Call until you get it. One day they will ask you for the beneficiary's info and you will know that you are getting the case number. Make sure to give them your email addresses that day (if they can attach them then - if not call back the following morning and try to attach your email addresses to the case again)

I guess NVC reviews the packets together "there is no half step" according to the operator. So, until both the AOS and IV packet are both there nothing will be reviewed. So, whatever packet you send last will hold up review of your case at NVC until it has arrived.

If you can, call daily to find out the status on your case. Right now, focus on the AOS being reviewed. Once the IV package has arrived at NVC, include that as well.
The only email you'll get (besides the interview letter) is a possible [false] checklist.

What an experience today. The opposition political parties called a strike in Nepal today - that's a forced countrywide closure through threats of violence and vandalism. I decided to hell with it, "should have sent my wife's IV packet off on Monday and I am certainly going to get it sent today." So we rode into the city on my motorbike, got stopped by protestors half a dozen times, let through half a dozen times and finally made it to FedEx office in Kathmandu. We got it sent off - who would have thought that sending a parcel could be so stressful. Only in Nepal. Now comes the long wait. Hoping we don't get any RFEs, and a quick case complete.

I'd definitely like to see some more cases here where people send packages as soon as they pay the bill and how it goes. It hasn't been too long where the bar-coded cover sheet was available right after you pay (instead of where it was only available after it cleared, like it used to be, when I was going through the process).


I'm exhausted. Re-reading what I wrote, and it makes absolutely no sense. Thank you Saylin for being on your toes and catching that. The cover sheet has to be attached to the DS-230 and the I-864. So it can only be sent once you've paid the fees. Now I am questioning what I heard and why my brain was switched off. I also had no idea that it wasn't until recently that you could print your cover sheet before payment had cleared. Like they say, "a little knowledge is a dangerous thing". Well I hope we got something out of the conversation. Like you said before, a few days. Where is the hoisting a beer Emoticon? Cheers Saylin.

Agreed Posted Image Until I've seen case after case with absolutely no dire consequences, I recommend waiting until the fee shows as paid. It's typically just an extra day or two of waiting.


I am just looking out for future VJers. This is not a personal attack on anyone or their advice.

No one is going to send their packets in early if the instructions given on this site tell them not to. So you will be slow to collect data on that. Everyone on here is a worry wart, including me. I just called the NVC and asked a 'lowly' agent and she said it was fine to send in your packets after you've been billed as long as you plan on paying in a few days time. I think the idea is that you don't want your AOS and IV packets sitting at the NVC for months while they are waiting for your payment.

Oh, forgot to mention that for people overseas sending their packets the same day they get their fee bills or the following day would get their packets in the hands of someone at about the same time their fees showed up as paid instead of a week later. Sort of like sending the DS-3032 email and letting it sit in queue while you wait for the Fee Bills to come via email. Just a suggestion.

Um, I didn't see any dire warnings, just advice. There was another member on her two weeks ago, I think aprice, who sent in their IV packet before the fee showed up as paid and unfortunately the fee didn't show as paid for another 8 days so the package got to NVC before the fee showed as paid. They now have a case complete. So it is possible to do, just not recommended and it's probably not recommended b/c the practice hasn't been tested enough in order to be able to say "yes, do this, you'll absolutely 100% be fine".

The wiki needs to be amended. The impression given is that NVC is very strict - follow the rules.
As it appears now it's cut and dry - wait until the portal shows paid before sending your packets. If there is no consequence then why wait. And why "unfortunate" that their packet got there before it showed paid if there was a positive result.

Hi. Take a look at the time it's taken other's in Hong Kong to get an Interview after their case was sent from the NVC. That will give you an idea. End of May doesn't sound unreasonable though.

I wondered if anyone had weighed the risk to benefits of sending their AOS and IV packets after they've paid the bills but before the check has cleared? I was so tempted to do that since we live on the opposite side of the Earth relative to New Hampshire. My reasoning was that by the time it gets there, and by the time it makes it out of the Common Mail Room onto an agents desk, the check will have cleared, and we'll have saved time. Then I got to thinking about the worst case scenario which was, it was opened too soon and tossed in the "return to sender bin". Then added to the saddle bags at Pony Express. Then all of our Original Documents got lost. Just the thought of having to go to every Ministry in Nepal for new originals turned me into an ultra-conservative. Think I'll wait.

I am bit confused. I received the case # yesterday but they had wrong email address of petitioner in the system, we called again yesterday and today but operators keep saying they cannot update the case becaus it's locked. They cannot even add beneficiary's email address into the system.

Has this happened to anyone? Can I still email the DS3032 email or should I wait till they update our case?


Same thing happened to me. You are being more efficient than the system that's all. Give them a few hours and call back to attach the email addresses. Congrats on your case number.

Yes put the case number on your DS-230 pages too and documents. There was a suggestion to use stickies, if you have them, instead of writing on your original documents. Documents from the government offices are primary evidence. Religious document would be secondary evidence. Just send primary unless it makes you feel more comfortable sending both. Remember to ask for your original documents back at the interview.

I put the NVC number on our originals. They are our documents and it helps them keep the case together. Where have you read that this is forbidden?

I put our photos in an envelope and taped the envelope to a sheet of A4 paper. I also put the case number and beneficiary's name on the back of the photos.

Those sneaky *&**#!s… Really? Have people been required to show their latest tax return if their interview date falls on/after "April 15th" ? Would a tax transcript do? I had never imagined they would do this, I just assumed once they accepted the paperwork at NVC and the case was forwarded that meant you had met the requirements and the case was "Complete". I wonder if they would ask you to re-file a form if they'd updated it in the meantime and the one you used had expired before the interview too. Thank you Saylin.

Hi,

What they are saying is that they will be ready to attach the DS-3032 after you get that email. But also consider that your email will not be seen for a few days while it waits in queue and it also takes a few days for you to get the email from NVS. The members here say there is no harm done sending it now even if it gets rejected.

Something is wrong. Call USCIS and talk with a supervisor. Ask them to give you the day it was shipped and explain that it has not arrived at NVC. You have to speak with someone directly.

I'm asking because we didn't fill taxes in the USA for 2011.

You are not required to submit more than the latest tax return. You still have to list on I-864 her earnings for the last three years. That would be 2012 (If she earned money last year - April 17 is the deadline this year), 2011 and 2010. What's most important is what she is earning now. Keep in mind that total asset value is reduced to 1/3rd of total value when petitioning for a spouse and they must be "easily convertible" assets. She might consider a joint-sponsor or if someone in her household will file an I-864a…?

I think she should file her 2011 taxes anyway. If she didn't owe anything that's fine, but get them to the IRS to establish a record and send a cover letter stating that although you didn't have to pay taxes because your income was too low - you are filing now in order to establish a "filed tax return record" in connection with a Department of State Form I-864 (affidavit of Support), and immigrant visa. This makes you look organized and it limits the IRSs capability to audit you to the previous three years. If you don't file they can audit every single tax return you ever filed. You want a Tax Transcript. She can order these online and they show up in a week.

Beware of Rant!
I am having a real problem with the attitude of the staff at our Embassy. Whenever I send an email asking for information I get an email reply a few days later with absolutely no useful content. Often they just rephrase the question without making any attempt to disclose procedure or local resources. It's such a bizarre change from two years ago - where they would literally tell you every detail of how to proceed. I am in a strange position. On one hand I want to write back asking why they are so curt, and the other I want to just ignore it until our case is finished. But of course I need the Embassy to get us through the case. In this situation I was able to find out via a Google search that there was a court case against the government to let notaries do translations and that the notaries did win the case. This all happened just recently and there is now a website, but no contact numbers for "Official Notaries". Considering that translation of documents in Nepal is absolutely necessary for the US Embassy one would think the Embassy could direct you with the correct contact information. It is after all their requirement that we have to meet.

Has anyone successfully filed for their case to be expedited at the embassy stage to get an earlier interview date?

Believing we could get the visa in a nominal amount of time we didn't appeal for expedition at the beginning of our case. If there is a potential two month wait for an interview I am thinking I will try to expedite our interview. We have a good reason, falling under the personal safety category.
Would this be something I should do before NVC completes the case or talk with the embassy about?

For the benefit of people who have not filed an I-130. I don't know if it was the particulars of our case or not but we got through USCIS "very fast" - 28 days. Looking at other's cases… it has taken considerably longer.


I wanted to make a suggestion to people who are preparing to file a petition for their spouse - send as many photos as you can with your I-130 showing you both together and, if you have any, of your families together. Write the names of everyone in the picture on the back of the photos too. This should decrease concern of fraud and ease your case through USCIS. I am sure there are other factors, however I can only imagine that this would help your case. Whatever other evidence you have, send that too. The idea is to make it easy for the USCIS officer to adjudicate your case and remove doubt.

It seriously boggles me how anyone, anyone can think that filing single is legal when you are LEGALLY MARRIED. It does NOT matter where on Earth (or where in the solar system) the spouse is. ONE IS STILL LEGALLY MARRIED. These tax accountants that suggest filing single while married should all be fired.


I wasn't clear on this myself, however I filed using Married filling separately and entered NRA (non-resident-alien) where my wife's ITIN would go if she had one. On the instructions for Form 1040 page 13 it says, "If your spouse does not have and is not required to have an SSN or ITIN, enter "NRA." This applied to us since she had no income, is not a US citizen, or an LPR. I am hoping this was correct.
