 I just research at DHL website while ago. Either DHL Authorized Shipping Center can take your mail, or UPS Store can. Get full address where you intend to mail to and let the clerk (at the place you planned to mail off) figure it out. UPS Store also list multi-carrier such as USPS which amazed me. If your heart is strong on DHL, then DHL it is.

Well, I WANT to use DHL very badly. I trust their service, but as I said...We cannot seem to get the information to produce a quote.

 

We keep getting "Product not available between this origin and destination given shipment parameters" 

 

May I ask what you paid for DHL shipment of documents? Like I said, it's only two documents, a hand-signed I-864 and a birth certificate., it cannot possibly be more than 0.1 kg

 

DHL closed its Wilmington, Ohio back in 2008, causing huge bite of Ohioan economy. Lot of people lost their job right after DHL quickly pulled their mat away. After that their presence in United States has significant reduced. Through I may be wrong in US part but their activity is low to minimal in Asia Pacific and, perhap, worldwide. All I know DHL is Europe-based company centered in Germany. Romania is right in their territory, so check online if DHL has their office in Romania. Since delivery from FedEx is fair in the Philippines (through I claimed having not seen deliver truck), UPS has Philippine strategic partner, regional courier called "2Go."  So check Romania on list of logistic carriers first before commit decision which international courier to handle your mail. Backtrack your finding from Romania.

Use any courier but USPS. Last May, when I tracked my package every couple hours after leaving my post office, I found out my Priority Express Mail has been held up in Chicago. The code for that place was ICS and it remained there for 5 days before it finally moved for Chicago. Roughly it arrived another end at my wife's doorstep just in 12 days!

 

That was 2nd and final test; previously, while living in the Philippines my Mom emailed tracking number and same shipping behavior was shown: her Priority Express remained in ICS for 5 days, too.

 

With UPS they delivered 3 days to a hotel, where they were willing to hold mail for my wife. I chose UPS at last minute decision over $20 saving over FedEx. Same cost but FedEx neglected to mention fuel surcharge to the total. Honest is best policy, eh?

 

Always ask for flat rate envelope or box. When you pack inside chosen package, it will involve in no measurement or weighting. Even through the clerk might weight and measure, it doesn't effect the pricing of one flat rate.

 

When UPS Store clerk asked which shipping option I would want, I choose UPS  Worldsaver option, largely because I did my price comparison on the night before I shipped it off. Don't forgot ask the clerk to do customs declaration form--always ask to include the mail, always. Philippine Bureau of Customs tend to demand for it, or else  they will charge a fee (even after rip the package apart) as their excuse for lack of customs declaration documentation.

Where did you learn of that supposed 3 years residency requirement? Perhaps it is about 3 years immigration rule as part of citizenship prerequisite place like in Canada and some countries.

To be United States of America Citizen, immigration rule is 5 years citizenship prerequisite prior talk naturalization exam.

Fly in and out of Laguindingan International Airport (LIA) daytime is still safe. Through if there is enough visibility abound before coming of rain/storm the plane will lane just fine. LIA was chosen to be situated by the sea where there is prevailing wind to prevent rolling cloud easily push their way in. Also, because the City of Iligan left without running airport (Maria Reyes Airport closed down mid-2000's) it was ideal location where agreement could pacify all future flyers and passengers coming and going both side of Northern Mindanao. 

 

South Korean Government provided soft  loan to Republican of the Philippines brand new navigational aid made in South Korea. Crime to this, everyone thought navigation, all lights, rotating ears, VFT and whistle would be there on opening day. Not true in that case. Even Cagayan de Oro Chamber of Commerce, who first championed of new airport, strongly opposed the opening day of Laguindingan and closing of Lumbia.

Accord to BusinessWeek Mindanao article, written just before I flew away few weeks prior Holy Week 2014, the situation remain true. However, there is control tower erected long before, did this article said it is unmanned. Wow, my plane must'a flying like a bat in sunglass!

Unlike the old Lumbia airport in Cagayan de Oro, the new Laguindingan Airport has no night landing facilities like runway lights, navigational equipment and a control tower. According to the Civil Aviation Authority of the Philippines (Caap), daily flights to Laguindingan have dropped to 17 (Philippine Airlines and Cebu Pacific) compared to 28 to 32 daily flights at the old Lumbia airport, which was night-rated.

BUT if you are going on from Manila (like I did to Cebu) the charge for luggage from Manila to Cebu is quite a shock. Nearly 100 dollars If I remember correctly.


Yep, Air Phils did impose 1,800 PhP on me for having extra baggage when I made Manila connection to fly off 16 hours later with Delta. Best advice is to do pre-boarding addon, which can cost few or several peso/dollars less, with airlines online.

Have I opted to gone online and add (or subtract) the difference by weight those luggages and input my new numbed and pay it up, I could save $15 or so. Cebu Pacific has that feature to modify the baggage category: no checked bag, light, standard, or heavy; I don't know other domestic airlines.

By neglect doing the pre-board addon, there is a risk on being slap with hefty flat-fee by ticket agent at the check in at the terminal. One person had ignore my warning, and got slapped with "at-the-terminal" fee. Going online before enter a terminal there is big chance discount in doing so.

I like this answer very much.

However could CO (which stands for Consular Officer) share information with Social Security representative? Since they located in same Embassy SSA administered by Veteran Affairs, would DoS be privilege to get data from them down the hall (e.g. next door) or prior authorization grant CO to access SSA database.

SSA frequent probe IRS filers and raise up red flag for SS recipients who earn too much. In the past they raised hell with my late Dad for overpayment claim and demand for repayment.

please correct me if I am analyzing wrong:

1-Given that NBC only do the initial processing and then send the application to the local field offices for approval

2-And given that the Kansas center just opened last week and started processing. (and then they would need to send them to the field offices)

Doesn't this mean that we shouldn't expect any approval from Kansas before at least few weeks? (depending on the field offices)
