K-1 Fiance(e) Visa Process & ProceduresReady-Issued-Refused K1- WHY????

Any update? Did you receive the letter from the Embassy?

Nope, not a word from anyone and the CEAC website has not upgraded her status since Feb 4 when it was changed to "Transfer in Progress". We are totally frustrated as we can't get any answers from anyone, no letter was ever received from the embassy. I did send an e-mail to my Senator a week ago, no response as of today.

Anybody know what this means? I just checked the CEAC website and this is posted now: [b]Your Immigrant Visa case has been transferred to another U.S. Consular office. You should check back for your case status at a later date.

Called that number, all they can tell me it is still under andmistrative review. She was asked the typical questions by 4 different consulars. The last one told her that she passed the interview and her visa would be issued. In regards to the lady who I talked to in DC at the suggested phone number told me to send an e-mail to the embassy or call Manila as she didn't have any info that was new to me. Already did that, the circle goes on and on.

Her interview was quite lengthy, she was at the embassy all day and there were 4 different interviews. I have been to the Philippines twice, once in 2011 for a week when we met and another 2 weeks in 2012. I kept all of the receipts, pictures and such and sent them in with the application for our proof of our relationship. She passed her medical no problem, never used any drugs, never admitted to using any drugs, never been married, never been out of the Philippines and does not have any criminal record. I have seen all of he records, thats what makes the refusal of her visa so bizare, especially after the CEAC website was showing it was issued. And yes, the letter from the embassy hopefully will give us the answers we need. I was just curious if anyone else had ever head of this before.
Thanks for the suggestions and comments.

K-1 Fiance(e) Visa Process & ProceduresReady-Issued-Refused K1- WHY????
My fiancee's interview was Oct 23, 2012. She was told she passed and no other documentation was needed. We have wait 12 weeks for the visa to arrive, called the embassy, sent e-mails and checked the status on the CEAC website. 3 weeks ago it said "ready" 2 weeks ago it said "issued" and last week it said "refused." We don't understand what happened, how is was approved and then refused? Anyone else have this happen? Now we have been told to wait for the letter from the embassy to tell us why the visa was refused. Can anyone give me some insight on this?

Her visa was denied for reasons I won't detail here, but it has to do with her CENOMAR. She went thru the entire process with no issues, we filed in March 2011, medical and interview was in the fall of 2011 and then waited from October after her interview until January for an answer which was denied. We know what the issue was for the denial and are in the process of fixing it so we can reapply soon. My questions are "do we start from scratch?" and "where are my original papers we filed for the first I-129?" I have tax forms in the original papers and don't want my personal info floating around somewhere. I have copies of the first submission, so I am not concerned about what we need to complete the application again.

What happens to all of the papers we filed the first time? We never got any of them back from the embassy.

K-1 Fiance(e) Visa Process & ProceduresReapplying for a K-1 Visa
I received a letter today from the USCIS that our visa application had expired and that I could re-file the I-129 and pay the applicable fees. Does this mean we have to start at the beginning of the process in regards to all the papers we filed the first time or will the papers, pictures, evidence of time together still be used?

Thanks in advance for any answers that might help.
