Hello everyone! This forum has been really helpful with our I-130 petition package. I just want to get your opinion on what we currently have.


Quick background:

We met online. Met in person 5-6 times. Got married in my country (Philippines) 2 years after meeting each other.
I currently live with him near a military base outside the US. I have been here as his dependent for almost 7 months now.
We have no kids. We have a joint bank account with a US bank.


What we intend to send as proof of relationship + some questions I have:

2-3 photos from our wedding day, with dates and some explanation
1-2 photos each from the 5 countries we have traveled in together (or will boarding passes weigh more?)
Joint bank account statement
Photocopies of 2-3 cards & their envelopes which has our names on it
Marriage certificate
2 or 3 contracts from our wedding suppliers (caterer's, photographer's, my gownmaker's)
Copy of our marriage license (from Manila)
Boarding passes/itinerary emails of his flights to and from Manila for our wedding
Entry and exit stamps to the Philippines on his passport
My letter from their military command regarding my stay here near their base
My entry stamps to Japan (where we currently live)
My boarding pass/itinerary email to Japan


Questions:

We are already married and living together. Do I have to send proof of how we met? Like maybe his receipt from the dating site where we met? Or pictures from when we first saw each other in person? Or does that not matter since we are already living together?

Should I ask for affidavits attesting to our relationship? Like from our best man (who's his best friend) or from my mother-in-law (who was at the wedding)? Or we don't really need it anymore?

Really hope to get more info... We don't wanna get an RFE. :(

Affidavits of Witnesses of your Wedding. as me and my husband we are just newly married 9 months exact. So far we only send that one. As a proof because we dont have yet any joint bank account yet. which has a stamp from the solicitor. We got married here in Singapore my stamp came from philippine embassy in Singapore. pictures together and flight itenerary. Im patiently waiting for my noa2 in Gods Time

I'd like to know if K1 through Vermont is still the quick deal it is, or if K3 has sped up any.

I have a relative who's engaged to his fiance. She's from Canada. They would like to marry asap, but I told them that k1 through Vermont would probably be faster. No immigraton problems that I know of. Thanks in advance!

I have enquired Singapore US embassy

and Ive asked them so many questions, alternatives, opotions i Have and advice...etc

BUT

they only replied me in one line:

"Unfortunately, if a country’s authority has stopped issuing such clearance, there is nothing much you can do but to accept it as it. Thank you. "


I was like....er,... what does that even mean?

I replied:

I can accept, but can NVC accept?


it's been 3 days no answer -.-


I approached a layer to get me a Statutory Declaration, for 20 bucks.


I cant really advise you all, (outside Singapore), what to do. To fly here to make statutory declaration makes notmuch sense.

U can just approach a lawyer and make one. Because its a voluntary action, which just to declare in front of legal person that U COMMIT NO CRIMINAL ACTION IN SINGAPORE.

thats it. If you look at Police Certificate template, thats basically what it says.

I will let u know if I have more answers.

Ive just made aware yesterday that Police Force office do not give certificate to non-Singapore citizen anymore

starting 18th of October 2010.

Wasted my time going there, and was only give a piece of paper saying why and what is the alternatives and also they said all embassies have been made aware.

Im not a citizen, but has been a Permanent Resident for about 4 years now.


The other alternatives suggested is to go to Singapore Academic Law and get a Commissioner of Oaths to get you sworn for a fee of $20++

I sent an email to singapore usembassy asking for an advice, but still no reply.


Anyone has heard about this? and know what other options do I have?

From I-864 Instruction :

How Do I Count Household Size?

Your household size includes yourself and the followingindividuals, no matter where they live: any spouse, anydependent children under the age of 21, any other dependentslisted on your most recent Federal income tax return, allpersons being sponsored in this affidavit of support, and anyimmigrants previously sponsored with a Form I-864 or FormI-864 EZ affidavit of support whom you are still obligated tosupport. If necessary to meet the income requirements to be asponsor, you may include additional relatives (adult children,parents, or siblings) as part of your household size as long asthey have the same principle residence as you and promise touse their income and resources in support of the intendingimmigrant(s).

You can also use this guide to count your Parents in law household size. For more information you can download I-864 form and read the instructions.



About DCF, from what I read on US embassy website, you can only do DCF if:

U.S. citizen petitioners have been resident in the country (Singapore) continuously for the past six months and have had permission to do so are eligible to file an I-130 petition for an immediate relative at the U.S. Embassy in the country (Singapore).

So, your wife have to have a Singapore PR and stay there continuously for the past 6 months to make you able to do DCF . Of course you still need a joint sponsor if your wife doesn't work.



For your question about working permit:

Once you have received your immigrant visa, you must enter the US within 6 months of visa issuance to obtain an alien registration receipt or “green card” (Form I-151 or I-551) that will allow you to live and work in the US .

At the port of entry, DHS officials will take the immigrant visa and assign you an alien number. They will stamp your passport with this number and make a note that you are registered for an alien registration card. It normally takes between 2 weeks and 3 months for Dept of Homeland Security to process and send the alien registration card to you.

Hi all,

here is a situation that after reading this forum, is kinda discouraged us, nevertheless we would like to find out what our options or advices thru this forum:

WE got married in Spore Jan 1. (Im Spore PR and wife is US Citizen)

She was a nurse, stopped working in Nov 08 (still has tax return for 2008) and moved to Spore and not working ever since (till now June 09)
So basically she canot filled up the I-864 by herself and because of recession her parents both are unemployed (same household) --> so no co-sponsors
her Bank account is probably 10k and parents roughly 20k -->for what its worth

what is/are our options facing with this situation?
fill up I-130 for now and filed/sent while she make her way back to USA and land a job (RN-hoping able to pick up jobs)?
or no choice but for her to move back first and land a job and then start filing?

OR
my letter of employment here does not matter?

Help.

what options do I have for tracking where my documents currently is, as i was stupid enought not to send it as priority/or with any tracking number.

I did fill up a form whereby an email/sms will be sent once UCSIS recived my docs.

I called post office, well you know useless since i have no nothing.

Cheque hasn't been cashed. Im in a dilemma as to send another document or wait. But It has been 2 weeks since i sent it.

I sent the mail, by normal mail on the 27th of May. I realised that 31st is a holiday, but today is already the 9th of June.

Looking at the trend of the timeline, this part usually takes longest 5working days.

Any advice is appreciated. TIA

Yes, even i found that the Chennai and Mumbai consulates have changed their rules a bit (in their web page). I find that now police certificate is only needed from local police. But still dont know whether one need to goto the local police station of district HQ.

How long will u be staying in singapore?

If u'll b staying there next 2 more yrs, then u could write down ur singapore address.

Hi, I'm preparing docs for my NVC journey and one of the prerequisite of NVC is Police Clearance. As per Singapore Police Force, they will not issue Police Clearance until proof of document from relevant consulate/immigration authority/government bodies particular certificate is required by such authority.

Can someone advise me where can I get or request this document without waiting for the NVC letter that they required it?Should I just wait for the NVC letter? sad.gif..I don't want to add this clearance in my waiting period. Btw, singapore police clearance is two weeks process. whistling.gif

The original KSA police cert that you have submited them with your IV documents will be held by the interview officer on the day of your interview. You dont have to have ANOTHER original copy, just bring a photocopy because the consulate officer who will interview you will return you all the original documents you have submitted to the NVC.

Thanks for the fast reply! That's good to hear. I'm sending my I-130 petition for my wife soon so I'll start looking at the IR-1/CR-1 process too.

There are quite a few members that have filed the I-130 from abroad. USCIS has been approving I-130s with a foreign address relatively fast. For example, there was one recently that was approved in 7 days from NOA1 to NOA2.

The K-3 visa is an obsolete visa, your visa options will be IR-1/CR-1.

Hi, I'm a US Citizen who has been living in Singapore for about 6+ years now. My wife (who is from the Philippines) and I married last year and are trying to get an immigrant visa for her. Since it seems that DCF is no longer an option in Singapore since Aug 2011, we'll have to send our I-130 to the Chicago Lockbox. Is there anyone else out there with a situation similar to mine who can share some of their experiences during this process?

Hi there,

Just a little background on our application process: I filed the I-130 Petition for my wife and it has been approved and passed on to the NVC. I received an email from them asking us to establish an agent for communications with them as well as for paying the Affidavit of Support processing fee and are waiting for the packet from the NVC.

So since I'm currently working in Singapore and plan to move with my wife to the US, I will probably have to change jobs. I hope to have employment secured in the US before we leave but in the worst case I would have to quit my current job, move to the US, and start looking for a new job once I'm there. In my case, do I need a co-sponsor for the affidavit?

Hi, we're filing out our DS-230 application for my wife's immigrant visa and wondering what to put for the Intended Permanent Address field. It's supposed to be where we intend to live but as of now I don't have a permanent address in the State we're going to live in.

We're both living in Singapore right now and I'm moving to California to take a job there but don't have an address there.
My parents and my brother live in Texas though so would it be alright for me to put one of my family member's address as our permanent address for now then contact them to change it when I find a place? Or do I need to wait until I find an apartment before sending the DS-230?

We were able to get our police certificate. We just needed to make an appeal (you can get the form at the police station COC office) with a printout of the "p4 for neopost ds-1200" letter that the NVC sent to us confirming our interview date. We pointed out where it showed that our "Singapore Police Certificate" was unavailable. We also brought along the requirements needed by the NVC which states we need a police certificate from every country the applicant has lived in for over 6 months.

After the approval of the appeal, we had to go back to the Singapore police station again to officially file for police certificate and get fingerprints taken. The whole process took us nearly a month so I suggest getting started as soon as you get the interview date from the NVC.

Update: Our interview has been scheduled and the NVC sent us an email with the status of all of our documents. The Singapore police certificate status is U (The applicant has informed the NVC that the required document is unavailable). Does this mean that we won't need it for the interview or do we still need it? The main requirement is that we still need a letter from the NVC or US Embassy specifically requesting the COC from the Singapore government and we still haven't been given that.

I send the required documents for PC or COC through Fedex with the Request letter from US
embassy.by the way,i went to US embassy Manila at window 38 to ask the request letter personally.i emailed them twice but no reply.right now i'm still waiting for my PC to be
mailed in US embassy.hopefully this week...
But in your case,i guess you had to wait until your petition is approved before you can go on
processing the PC or COC in Singapore,you had to have the Manila case number.they will put that on the request letter.i hope this will give you a bit of info..Goodluck! and God Bless!

Hey Wally, I appreciate your reply but where in those instructions did it say the check needs to be no older than one month? If it says to write the date including the "day, month, and year" then we could even argue that we followed the instructions TOO closely by using the DD/MM/YY format instead of the American MM/DD/YY format. Anyway, your point is well-taken, and thanks for copying and pasting the answers for me.

The anger should be directed at yourself for not triple checking all requirements and instructions as stated by USCIS for payment by check.

Please Note
Personal checks must be pre-printed with the name of the bank and the account holder. Also, the account holder’s address and phone number must be pre-printed, typed or written in ink on the check. All checks must be typed or written in ink.

Certificate of Clearance

Available. The police records for Singapore may be considered complete from their origins to the present, except for the "occupation" period during World War II.

For all applicants, a form letter from the requesting/processing office (NVC, KCC, Embassy, employer etc.) is required to obtain a Certificate of Clearance (COC). Such letter should specify the need for the clearance and state explicitly that "a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that he/she does not have criminal convictions". The COC will be sent directly to the requesting/processing office.

Applicants residing in Singapore are to appear in person at the COC Office located at Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762. The office is open from 8.30am to 12.30pm , Monday to Friday (excluding public holidays).

Applicants residing overseas should submit their applications (original) addressed to: Head Criminal Records, CID ( COC ), Blk D Police Cantonment Complex, #02-07/08, 391 New Bridge Road , Singapore 088762.

Processing time for each application is about 10 working days.

Processing fee is S$45.00 per application. Payment can be made by cash, NETS , cash card, or credit cards (VISA/MASTERCARD) for walk-in application. Application sent by post (from overseas) must be accompanied by a bank draft made payable to 'Head Criminal Records CID ' through a Singapore-based bank. In addition to the processing fee, a postage fee of S$5.00 must be included in the payment (total S$50.00) if the COC is to be mailed. Payment is non- refundable once the application is accepted.

All applicants must complete the Certificate of Clearance application form available at http://www.spf.gov.s...coc_appform.pdf in full and submit it with the necessary supporting documents:

A set of applicant's fingerprint impressions (ten prints). Applicants applying in person will be fingerprinted at the COC office at the time of application. For application by post from overseas, the applicant must submit a set of his/her fingerprint impressions taken by a qualified Fingerprint Officer at a Police Station or an authorized office of the country he/she is now residing.
A photocopy of applicant's valid passport (showing biodata page).

Two recent passport-sized photographs. Instant photo machine is available outside COC Office for applicants who appear in person (cost: S$7, approx. USD5.50, for 4 passport size photos).

Photocopy of document from relevant consulate/immigration authority/government bodies or other requestor to establish that the certificate is required by such authority and that a statutory declaration of no criminal conviction by the applicant is not acceptable as evidence that s/he has no criminal convictions. All documents are to be translated into English if written in other languages.

Hi guys, this is a two part post.

1) After sending my I-130 application it was rejected and returned because they said my check was not "current" enough. The check was dated for February 6, 2012 and they received the petition on March 22, 2012 so I don't know what the big deal is. Did anyone else experience anything like this? My suspicion is that the check had the date and month swapped (06/02/12 instead of 02/06/12) and they thought the date was invalid. I didn't have a checkbook so I got one of my Singaporean friends with a US Bank Account to write a check for me but he wrote it the "Un-American" way. I don't know who to be angry at.. myself for not noticing this or the US for using MONTH/DATE/YEAR while the rest of the world uses DATE/MONTH/YEAR..
Also, they returned the whole package to me so I need to send back everything again, which is gonna cost a lot because our petition is pretty thick. Why couldn't they just return the check and keep the application there at the Chicago Lockbox? Wouldn't that have been cheaper and less hassle for the both of us? Sorry for the rant. I just need to vent...

2) I think we'll need to get police clearance for my wife for the interview, and we already got it from the Philippines. However, we've lived in Singapore for the past few years but according to them they won't give out police clearance to non-citizens. I emailed them and they said they'll only make an exception if we receive a letter stating that they don't accept a "Statutory of Declaration." For those of you who had to get a police clearance from Singapore (after they stopped giving them out to non-citizens) what was your experience like?

Update 2: We were able to get our police certificate on our own. We just needed to make an appeal at the Singapore Police Station at Cantonment Road (you can get the form at the police station COC office) with a printout of the "p4 for neopost ds-1200" letter that the NVC sent to us confirming our interview date. We pointed out where it showed that our "Singapore Police Certificate" was unavailable. We also brought along the requirements needed by the NVC which states we need a police certificate from every country the applicant has lived in for over 6 months.

After the approval of the appeal, we had to go back to the Singapore police station again to officially file for police certificate and get fingerprints taken. The whole process took us nearly a month so I suggest getting started as soon as you get the interview date from the NVC.

Update: I called the NVC and they won't give me a letter. they said they will ship our packet to the US Embassy in Singapore along with our explanation that the police certificate is unavailable and the embassy will be the ones to decide if we should need the certificate or not. From what I've already heard from the embassy, they WILL require it. So now we're kind of stuck because neither the embassy nor the NVC wants to give us a letter so we can get the Singapore police certificate.

Other countries should stop giving out police certificates for Singaporeans until they change their stupid policy to let them know how frustrating it is.

You need to fill the attached form, the documents requested at shown on that form and a bank draft of SGD 50.

Musashii, we've seen that document and have talked to the police department here in Singapore but we're having trouble obtaining 5d:

Until I receive a letter from the NVC requesting the COC, they won't give me the police certificate.

Got this email from the US Embassy in Singapore this morning:

The applicant must produce a Singapore police certificate as part of her application. As stated in our previous reply, you should obtain a request letter from NVC in order for the applicant to apply for a police certificate from the Singapore authorities. This office does not issue request letters for cases that are still in the documentary stage.


So I'll need to get the NVC to give us a letter ASAP or else we'll be in trouble if we can't get the police clearance by the time of the interview.

I got message from VJ member that they went through this too,but during their process it was like year 2010 she said that US embassy never ask for it.actually,there's 3 members here in VJ that i knew who successfully got the PC/COC in Singapore,i guess the consul are aware that the PC/COC in Singapore now is obtainable and maybe they only give exemption for those applicant who are in SG for less than 6 months.
SPF will process your PC/COC,you just had to provide the required documents... Goodluck guys!!!...

I just received an email from the NVC that my wife's visa interview has been scheduled at the US Embassy in Singapore. The Singapore police certificate was marked as "U" (The applicant has informed the NVC that the required document is unavailable). Will I still need the Singapore police certificate for the interview? The NVC did not give a letter of request for the police certificate from Singapore but now that the case has moved on the US Embassy should they be able to provide one?
I understand that on Singapore's reciprocity page (http://travel.state....l?cid=9732#docs) it says that the police certificate is available but the process involved to get it is confusing and unclear, while in an email from the NVC, they even stated

Police Certificate for Singapore:

Singapore Police Certificates are unavailable to applicants who are nationals of any country other than Singapore;

So now I'm unsure whether the Singapore Police Certificate is actually required or not...
anyone with any similar experiences out there?
