Since I work in the field of public assistance, I have to chime in on this hot topic. There are a lot of myths about the welfare system that still people totally believe.

1. Poor women have more children because of the "financial incentives" of welfare benefits.

Repeated studies show no correlation between benefit levels and women's choice to have children. States providing relatively higher benefits do not show higher birth rates among recipients.

In any case, welfare allowances are far too low to serve as any kind of "incentive": A mother on welfare can expect about $90 in additional AFDC (Aid to Families with Dependent Children) benefits if she has another child.

Furthermore, the real value of AFDC benefits, which do not rise with inflation, has fallen 37 percent during the last two decades Birth rates among poor women have not dropped correspondingly.

The average family receiving AFDC has 1.9 children -- about the same as the national average.


2. We don't subsidize middle-class families.

Much of the welfare debate has centered around the idea of "family caps"--denying additional benefits to women who have children while receiving aid. This is often presented as simple justice: "A family that works does not get a raise for having a child. Why then should a family that doesn't work?

In fact, of course, families do receive a premium for additional children, in the form of a $2,450 tax deduction. There are also tax credits to partially cover childcare expenses, up to a maximum of $2,400 per child. No pundit has suggested that middle-class families base their decision to have children on these "perks."


3. The public is fed up with spending money on the poor.

"The suspicion that poorer people are getting something for nothing is much harder to bear than the visible good fortune of the richer," wrote columnist Mary McGrory. But contrary to such claims from media pundits, the general public is not so hard-hearted. In a December 1994 poll by the Center for the Study of Policy Attitudes (CSPA), 80 percent of respondents agreed that the government has "a responsibility to try to do away with poverty."
Support for "welfare" is lower than support for "assistance to the poor," but when CSPA asked people about their support for AFDC, described as "the federal welfare program which provides financial support for unemployed poor single mothers with children," only 21 percent said funding should be cut, while 29 percent said it should be increased.

4. We've spent over $5 trillion on welfare since the '60s and it hasn't worked.

Conservatives and liberals alike use this claim as proof that federal poverty programs don't work, since after all that "lavish" spending, people are still poor. But spending on AFDC, the program normally referred to as welfare, totaled less than $500 billion from 1964 to 1994--less than 1.5 percent of federal outlays for that period, and about what the Pentagon spends in two years.

To get the $5 trillion figure, "welfare spending" must be defined to include all means-tested programs, including Medicaid, food stamps, student lunches, scholarship aid and many other programs. Medicaid, which is by far the largest component of the $5 trillion, goes mostly to the elderly and disabled; only about 16 percent of Medicaid spending goes to health care for AFDC recipients.
Furthermore, the poverty rate did fall between 1964 and 1973, from 19 percent to 11 percent, with the advent of "Great Society" programs. Since the 1970s, economic forces like declining real wages as well as reduced benefit levels have contributed to rising poverty rates.


5. Anyone who wants to get off welfare can just get a job.

Many welfare recipients do work to supplement meager benefits. But workforce discrimination and the lack of affordable childcare make working outside the home difficult for single mothers. And the low-wage, no-benefit jobs available to most AFDC recipients simply does not pay enough to lift a family out of poverty.

Although it is almost never mentioned in conjunction with the welfare debate, the U.S. Federal Reserve has an official policy of raising interest rates whenever unemployment falls below a certain point--now about 6.2 percent In other words, if all the unemployed women on welfare were to find jobs, currently employed people would have to be thrown out of work to keep the economy from "overheating."

I have to personally add that in all my years of public service I have never seen someone on assistance living the good life. They struggle just to survive, and as far as having a lot of children, another myth, and most don't have over 3 children. The majorities of women on assistance were once married and middle class and enjoyed the so called American dream, and then divorce hits or the death of a spouse or something happens to change their way of life. It is devastating to see someone lose everything and try to ink out a living on 8 dollars an hour job to support two children. The cash assistance and the food stamps are nothing, I know one mother with two children who works and draws food stamps and she gets 72 dollars a month for food stamps to feed this family for a whole month. It is the American idea of pulling oneself up by their boot straps, I use to feel that way in the old days, but seeing the situation up front and in my face has change my feelings on this subject.
And Kat is correct about the state of Florida, we give you nothing. By the time someone in need comes to our office, they are usually at the end of their rope, they have pride and they feel ashamed. So instead of preventing someone from getting kick out of their home, or starve, we wait until they are on the streets. An example is a woman who noticed a spot on her arm that looked a little specious, goes to the public doctor who gives her appointment to a dermatologist; it took four months for her to get in to see the specialist. What she had was a melanoma, and it spread to her lungs, so now instead of a simple and cheaper procedure to have that removed, we now have to spend a lot more money, and most likely she will lose her life. It happens daily and makes me crazy; we are not big on prevention but try to mop up the mess that should have never happened in the first place. Just my two cents.



My girl TELL IT! I have friend who are very well educated, but when something slams you, it's hard to get back on both of your feet quickly. My friends were looked at differently because they were educated and asking for assistance. It's kind of hard to get back into the work force with 4 young children, been a stay at home mom since the 1st was born and is now a single parent.

Hi sweetness, sorry for all the problems. Unfortunately, I know too many people who have done what your husband did and did not have a positive outcome (sorry). I have cousins who have done the same and have tried in vain to explain at the interview that they didn't know the docs they were entering the US on were fradualent (and that's where the interview ended). They now have a lifetime band on entering the US. Would they have made out better with a lawyer, I don't know (really don't think so). They also spent time in jail. I wishing you the best of luck through this process.

One more thing, friends that have used lawyers to get through this process cost them an arm and a leg and they went through the same fustrations you did. I do have friends who have made it through, but the circumstances were slightly different. The SO never left the US. He was in jail for a while and the lawyer fought to keep him in the states. The case went on for years, but he was able to stay. This was years ago and the laws have changed.

I say just get a cheapo ring from Ebay. Like Omoba said, you can get one for $10 bucks! I think if you are married its good to have a ring for the interview and just in life in general. You don't realize just how much people look at that finger. Women look at it when eyeing a guy, guys look at in when trying to eye you so it just "helps" in lots of ways than just being a pretty rock on your finger, the symbolism is so much more. So just get something til you can afford something better. I find my ring just nice to look at and I play with it alot and it just reminds me of the time hubby and I spent on Ebay looking for it and when we exchanged them at our wedding. We actually got the permanent ones on Ebay but there are many temps on there too.

Not true. If you have filed already then it is fine. 2007 is the most recent tax year any time after Jan 1, 2008 if you have the paperwork completed. Many people already have their refunds for 2007!

I sent scrapbooks with Andre to the interview. The guy was really impressed with how well we had preserved our memories.

You really need to keep up with it, Shrewdie. In the end, our memories are really all we have left......and, if we can't remember them, at least we can look, read what we wrote, and enjoy!


I also have scrap books for everything. From the time I was in Junior High School, the first house I bought, to the birth of my son to my new life with my fiance. It's funny. I only submitted 2 pictures with my petition and if they can't tell we were not in love with each other (Oh, WELL). I took well over 30 pictures and I have them all in my scrap book. Which I think is about 3lbs. We did a lot in Jamaica. I tried to capture everything, while I was in Jamaica. Including me hiking in Ocho and losing my balance. Lets say I made it downhill before everyone else. That was a great day. Nothing that a class of stone ginger wine couldn't cure.

Yep! That's what kept me from pulling out all my EYELASHES....besides other things. It's funny I hadn't checked it for almost 3 weeks (though tempted) and that Thursday I checked saw that it was touched then I got the approval e-mail a few hours later.

So they didnt have any real proof? Does she have an "official" ban, or was she just denied POE that one time. Sounds like she may be ok, but I'm sure it will come up at the interview. Immigration is perfectly fine with taking your money and making you waste all your time to tell you something that could deny you at the very end. If it happened awhile ago she should be fine. I would just have her prepare for the question.


I agree. Only one of my friends were questioned at their interview. Unless the rules changed since the late 90s, I've know of several people who did the same and was filed for my a USC and had no problems. They were stopped and sent back to Jamaica the next day. In one of the cases, he had paystubs in his carryon...yes, he gets the DA certificate of the day.

I believe most police records are good in this case for about 6 months. They want the most recent paperwork. I wouldn't bother getting the police certificate now. I did the same thing only to find that my visa process has taken about 6 months as of yet and I had to get a new one. I would wait until you are into the NVC process before getting the certificate. Make sure beforehand that it won't take too long to get it though. You'll have to find out the time frame that way you can best decide when to get it. I wouldn't bother getting it now though, personally.


I agree...and like I said it didn't take long to get it. Some people like to get it before hand to make sure they're no surprises on it. A few of my friends had simple violations or court dates that came up on the check that they thought were taken care of many years ago. I'm sure all is well.

First of all CONGRATS on the wedding. Wish I could be there...yes I'm free loading...want some free food and liquor...just kidding. I just love weddings. How long will you be in Jamaica. I'll be there 6/19-7/7. Anyway, I'm rambling...On the paperwork we received from the embassy it said that the police certificate was good for one year. I also e-mailed the embassy and was told the same thing. Most people say 6 months, but I'm looking at out paper work right now and it says one year, but it's totally up to you. My fiance just got up early one morning got to Kingston the placed opened around 8am paid the fee got his prints taken and was back in Montego Bay before 11am. He returned 3 days later to pick it up.

What are people's reaction and experiences through this process? Some please help----my interview date is October 6 at 9:00 in Ankara, Turkey. (Yes I live and work in Turkey legally now). Advice please!!!


USCIS approves the I-130 petition (which is NOT a visa application). NVC simply facillitates the paperwork for the visa application (DS-230) but does not approve/deny visas.

Stated a different way, the USCIS (Department of Homeland Security) is only approving your eligibility to apply for a visa if the future based on certain eligibility requirements (ie.. immediate relative of a USC or Fiance(e) of a USC) not your eligibility for the visa iteself, as the USCIS does NOT issue visas. That responsibility (eligibility to receive the visa) belongs solely to the consulate (Department of State).

While it seems messed up, that is what it is.

I know what you mean about dealing with all the paperwork from your clients and the tireness from the pregnancy. Now you're on the other end of it. Everything will workout for the best. Try not to stress over this...the baby won't like it. Just think about the two wonderful things you get to look forward to in 6 months or so.

I'm also new to VJ and my fiance is in Jamaica. I filed my petition (on my own) without the aid of an attorney in January. I had considered hiring one, because I have a hectic work and personal scheduled. As you stated, you're attorney yourself and you know how important it is to have all your paperwork in order. I know attorneys are not the most organized person, but it's not that difficult. "Legal Secretary" I took one weekend to gather all my information, make my copies (2) and FEDEX the packet on Monday. The attorney I spoke to wanted $1795 (I said HECK no)...I'm a secretary, how hard could it be. Just take your time, fill out the paper work, stayed TUNED to this forum and take it from there.

I found so much help here. If you have a question, ask it. Someone will answer you HERE. As you can see, the people here a very friendly and very supportive; and I mean VERY, VERY SUPPORTIVE... your questions don't even have to be IMMIGRATION related.

I come here for SUPPORT...this is not an easy process (a lot of waiting) and that can drive the SANE...INSANE....
