Hello. I was excited that our I-130 petition has been opened at VSC (just over 1 month from first NOA on Aug. 30). I received an RFE today asking for a marriage certificate from the national "Registry of Persons and not his/her municipality" The thing is I did send them the certified copy of the marriage certificate from Nicaragua's "Central Registry of the Civil Status of People" It lists the municipality where we were married, but it "clearly" states in big letters at the top: Sumpre Electoral Council: Central Registry of the Civil Status of People" It is signed by the Registrar and Secretary and it is sealed with a central registry seal, and some colored stamps as well. I also sent the translation, mimicking the layout of the original certificate.

SO... I'm thinking that I will send the copy I have left, translated AND send the copy of the certificate issued by the municipality (which I didn't send the first time, but which they believe they are receiving.) Does anyone else have the situation where you received an RFE for something that you already submitted?

USCIS has reviewed your petition/applicaiton and supporitng evidence. You did not submit sufficient evidence to establish a spousal relationship with the beneficiary....You ahve submitted a marriage certificate issued by the municipality in which you were married. According to the DOS Foreign Affairs Manaual, the petiioner needs to request marriage certificates from the national Registry of Persons (RENAP) and not his/her municipality. Therefore, you are asked to comply with the following: Submit the RENAP issued marriage certificate . The doucment must contain the seal of the issuing office including the date of registration and signature of the registrar.

You may submit either the original documents or legible photocopies of the originals, cinlduing copies of the front and back of each document. If you choose to submit original documents, they will not be returned to you.
If you submit a document in any language other than English, you must include the English translation. The transltor must certify that the translation is accurate and that he or she is competent to tranlate.

Do not send copies of documents previously submitted.

Hello. I'm wondering if anyone has expedited a request at NVC without them having assigned you a case number. Seems like these days it's taking longer to get from USCIS to NVC and I'm wondering if there's anything I can do to speed up that process. I am 6 mos. pregnant and just got a text with NOA2 info today, Halloween! Leaving the country tomorrow for three weeks. Thanks

The problem is that there are two different computer databases involved here.

The Customer Relations Interface System (CRIS) is the system you use to check your case status online. The Computer Linked Account Information System (CLAIMS) is a network of database servers that contain actual case data. The CLAIMS 3 system contains the data for all cases except refugee, asylum, and naturalization. The CLAIMS 4 system contains naturalization cases.

When you enter a case number into the CRIS system you are not accessing the actual USCIS records for your case. You are accessing a simplified database that contains only case numbers and status codes, in addition to basic information you provide when you create an account. The status codes in the CRIS system are supposed to be updated daily by an update transmission from the CLAIMS servers, but the scripts are not perfect. The data in the CRIS database is often wrong. If a USCIS employee sees a discrepancy then they are supposed to be correct it, but they don't always do that.

USCIS customer service representatives have access to both CRIS and CLAIMS, but they often refer first to the CRIS system because it's simpler to navigate. If you believe the information you're seeing online is not correct, and you call USCIS customer service and they regurgitate what you're seeing online, press them to check the CLAIMS system and verify that the CRIS status is correct.
