The local office doesn't have his A-File.
You can put in a service request via the National Hotline to ask for location of the A-File.

Then, when you get that, fax the location to the interviewing officer, asking him to request the A-File from where it is stored.

Thank you so much for the helpful advise, I'm going to write a letter right away. We have a lawyer but he seems like he's dragging #### on everything so hopefully this helps.

well, are you calling into USCIS? You should, you know..
at least get an ISO (see ISO - http://www.dhs.gov/f...5658440339.shtm )
and ask if the RFE material got put INTO the casefile.

when talking to a CSR, tell the CSR you have an RFE and you need to talk with an ISO. If you get grief, remind them it is enough that you ask to be transferred, regardless of what they've been trained to do.

getting to EMAIL in China is easy, as there be many internet cafes.
If you have some problem because of the great china firewall, considering using a yahoo email account instead, and set up email passthrough to that OTHER email account.

IIRC there will be 2 I-797-C formletters - one for the receipt notice on the ROC, another for the biometrics thingie.
THERE ARE 2 receipt numbers for tracking, as there are two formletters, each for a different thing.

But you may be ok, regardless, as this requirement is something new, within the last 2 years.

2. fill out the forms. asks you to review for completeness and accuracy (maybe). writes letters of attestation which you then sign (if you need those letters). IMO, that's about it.

re: lawyer allowed in to the building if you have an interview. Absolutely. Most charge 'per hour' for this.

Please note it was the USCitizen Spouse (female) that was asked these 10 questions, over and over.

The LPR (male, sitting in the lobby) never talked with the Immigration Officer, was never interviewed that day.

I know of one case where the USCitizen filed for divorced and told USCIS and ICE about it.

When the LPR returned to USA via POE, he was held in secondary, moved to detention, saw an immigration judge, was given 30 days to leave the country.

It was cut and dry. IMO, if USCIS and ICE know about the divorce, it's a different experience coming through a POE.
