Packet 3.5 is the request of the police certificates, birth certificate, forms ds 156, 156k, 157 and 230 if I recall. Once completed and sent, the embassy sends interview date and go ahead for medical. I don't think there is Packet 3 anymore.


Thanks...so when did you email the embassy which led to electronic Packet 3.5? This looks like a faster way to go.

and did you submit tax forms along with the I-134?

The only thing Ahmedabad passport office really wants to see is any letter of NVC that has been addressed to th ebeneficiary in India. If in India, your spouse has received any letter with her Indian address, she can apply for passport PCC. But if you all have is US address on NVC letter, then they want either checklist or interview letter and that too with Indian address on it not US address.

My wife applied for passport PCC and after all documents were Wednesday, and she received her PCC Monday. SO it takes about 4-5 days at most, atleast for US.

I DON'T KNOW YOU KNOW OR NOT. BUT AHMEDBAD PASSPORT OFFICE REQUIRES MARRIED PASSPORT WHEHTER HUSBAND OR WIFE BEFORE PCC IS ISSUED. If wife passport is still in father's name, they will NOT issue PCC no matter how much you argue. if your husband passport do not indicate his wife name, they will NOT issue PCC. So make sure wife and husband passport whichever is married passport.

But for NVC process now, submit your original documents, DS 230 Part I and II and certified true copy of DSP passport PCC to speed up process. if your case gets completed before June 15, you may well be at a chance of late July or in August interview. Remember you need to also send in photocopies of all documents with originals to NVC with your DS 230.

Yes, psp312 is right. i submitted just local DSP PCC copy and said passport PCC will be brought at interview. NVC approved and completed the case without any problem. SO send in your D 230 with your documents and DSP PCC copy now. Don't worry about passport PCC to NVC now. But remember to keep original DSP PCC with you as Ahmedabad passport office will require to see it before they will issue their PCC. SO send in Certified true copy of DSP PCC instead of original, that's what I did and NVC competed the case. Waiting for interview date now.

Asia: SouthMarriage Certificate for Bangladesh
Nikah Nama is the marriage certificate, however, in some countries, you have to go and register it with the govt. for it to be legally valid. Perhaps, in the translation, you could have had the word Nikah Nama translated to Marriage Contract to make it clear.

The way things work in those countries, my guess is that any of your relatives can go and get an 'official' marriage certificate from the registrar. It will just be a headache to stand in lines and get it pulled from the records. You know how things work there.

If getting an 'official' copy is impossible, you could again send them a copy of the Nikah Nama and attach an explanation that this is the marriage contract. Someone else here from Bangladesh/Pakistan/India who applied like you can hopefully share their experience here.

for those that have sent back their 3.5 packet. Did you just sent back the forms required with the 2 passport sized photos or did you also include the extra documents mentioned in kabhatti's post such as birth certs and police certs?
I just want to get an idea of when exactly these extra docs are collected .. at the initial reply to 3.5 packet or taken in person during interview.
Please let me know.

basically what was sent back when your fiancee/fiance first replied to 3.5 packet material? I know of the forms but not sure of the extra documents.

hope you have a smooth and fast visa journey :)
I filed for K-1 Visa I-129F in January 22nd @ california center..
They cashed my check on Jan 25th which gave me my receipt number. Didn't get a NOA1 so i called them about a month later and they sent a print out of NOA1.
That's about it so far. Also I'm originally from Afghanistan and my fiancee is also Afghani living currently in Islamabad for 16+ years i believe.

I have an explanation of my current situation which basically summarized leads to me sending a few emails and chat logs and in a few of those my fiancee mentions me as her husband and i have used the "wife" word
as well. Now we are muslim and i know the stance on this and we didn't even Nekah while I was there.. just an engagement party and she will come to live with my mom for a few months
til we actually do a full wedding and nekah before she moves in with me. But we love each other and I've knonw her for 2 years now (she's a distant relative). I was wondering on how
strict Islamabad is if they read something like this in our evidence. WE HAVE NEVER BEEN MARRIED in Afghanistan, Pakistan, or anywhere else for that matter.
The mentions have been along the lines of honey, baby or my hotty hubby or what not.. something like this. I sent pictures of my trip to Islamabad for two weeks and our
engagement party as well. She says not to worry and they are not that strict on questioning on such matters and if they do she'll explain that we are very close
spiritually and lovey dovey and it's common among Afghans/Muslims to refer to "namzad" aka fiance/fiancee as wife/husband within the family circles etc.
Please take a look and comment on what you think based on personal experience or having other friends/relatives that might have had similiar situations.
Inshallah i'm hoping they don't sit there and read all the logs/emails (i sent quite a lot and the chat logs are sized in 6 font because they were so many double sided prints as well)
or even if they do they don't make a big deal. If they do my fiancee and i will prepare to show evidence of our wedding plannings here in cali and
invite cards/hall reservation and etc to plan a full wedding here.

Hello friends.......

anyone in the same boat as I am or any advice.........

I have paid my IV Bill online and my wife went to get the PCC from passport office. She had to go through the local District office to get the paper before she can get the PCC from passport office.

Passport office is now asking for a checklist document from NVC that states the requirement of the PCC........

How do I get this checklist....... should I call NVC operator or just wait for the checklist???

Hello VJers,

I have immigrant petitions at NVC pending for my in-laws. I received an RFE that I need to submit a "marriage certificate" for both my in-laws and for myself. I was adamant that I had sent these docs to NVC and assumed it was a false RFE. The case was even escalated for review. I called again and it was brought to my attention that there are 2 separate docs. One is the NikahNama (detailed marriage contract in legal size paper outlining names, addresses, witnesses, dower info, special conditions along with the appropriage signatures, government seal, notary etc etc) and the other is the marriage certificate. I believe what I have is the NikahNama. Whats funny is that this is what I used all these years when I petitioned my wife to come to the U.S. along with numerous times used for her applying for her green card (she came via K3), social security, citizenship, drivers license etc. etc. I always assumed that what we had (the NikaNama) WAS in fact the so-called marriage certificate.

I'm guessing the marriage certificate must be some kind of new requirement because I never got one when my wife and I were married in Bangladesh 7 years ago. I guess its very similar to a birth certificate without all the detail of the NikahNama. All I had was the NikaNama along with the english translation all these years and that served the purpose for all immigration, legal and government matters.

What I'm baffled also is why didn't USCIS request this information before sending the case files over to NVC? Wouldn't a lot of time and anguish be saved had USCIS told us about this in the first place? And why is a so called marriage certificate required now when the NikahNama (marriage contract) was perfectly fine in the past? I don't get it.

My question is, how do I obtain the marriage certificate from the Marriage Registrar since my wife and I are both in the U.S. Can my in-laws obtain it for us from the Marriage Registrar? Has anyone else had similar experiences? Suggestions on how to obtain it? We are stuck now and are very concerned. Please advise. Thank you.

As soon as the Consulate can confirm that they have received your case, you can submit Pkt 3. I did so because I wanted to save as much time as possible because our case got lost for 2 months between USCIS and NVC. So instead of what could have taken weeks (pkt 3, Pkt 4 etc) I completed all formalities within days by submitting the pkt 3 and collecting pkt 4 asa the DOS gave me my interview date.

Hi Moksha, 6 trips to India look really good, also the fast that you will be there for the interview. Just write a letter how you two got engaged and that you did not have a ceremony. Thats the letter they ask from the petitioner and the beneficiary both, in cases where there is no ceremony (I don't know what purpose it serves). Both of you can write the letter and submit it along with other documents to the VFS and they will probably just match the info on both of yalls letters. You should be fine with all the proof you have from last 6 trips. All the best. Keep us all posted good.gif

classicrock68 - Idealy your fiancee will drop everything off at the VFS including copies of tax papers, affidavit of support (just make sure to keep copies), proof of ongoing relationship basically everything. In case, she does not have a document in time (actually can be 1 document or all documents) there is still no need to panic because its the actual interview that she needs to have it all. It just helps to submit the documents before so the Consulate can go through them (don't count on it though, mine were returned unopened yes.gif ). If you can't be there, then you can't be there. As long as you have all the papers and proof of bonafide relationship, she will be alright. Just go through all the papers and have the dates, addresses and relations names at the tip of your fingers. All the best She'll be fine.

dilbert30 - Yes you can print the list of interviews and try to schedule the medical. I don't know if that will work but it might. Don't worry though, she will get enough time to schedule her medical and its not as time consuming as some other Countries like PI. In India, its a much simpler process.

Oh boy, I missed the Kolkata part. THe good thing is once she gets the appointment letter, scheduling the medical will only take a day or 2 and she will be done in one day. She will be able to collect her report after 1-2 days too. So there is still hope. Also Like I said, she just needs to mark her attendance at the VFS and submit the fee so no harm done if she doesn't hv her medical either. Good luck to you both. Are you planning to be there during the interview?

1. She can collect her packet 4 from the Consulate just like she collected Pkt 3.
2. You will need the Appointment letter to schedule the medical hence - Just go and collect it from the window.
3. The important thing is to make sure you go to the VFS and submit whatever you have and submit the fees. I did not have my PCC from the Police station till a day before the interview. There's Another one who did not have any documents but she just submitted the fees and took all the documents to the interview. Its ok to not hv a document to submit at the VFS as long as its documented and the VFS gets the courier fees.

She does not have to personally travel to Delhi Consulate. She can send it too, just send it registered.


Here is what I did when NVC forwarded my case to the Consulate -

Called Consulate to confirm and submitted DS230 part 1 - 01/31/2008
Called DOS for interview date - 02/06/2008 (Date given 03/04/2008)
Went to Consulate to collect pkt 4 - 02/07/2008
Called to mk appt for medical - 02/10/2008
Medical done - 02/13/2008
Collected Medical Report - 02/15/2008
Documents submitted at VFS - 02/19/2008
And then I just relaxed (tried to!) and waited for Daniel who came to Delhi on 03/02/2008, interview on 03/04/2008, got visa 03/06/2008 and flew to the US together on 03/12/08.
It did help to get everything taken care of before panic started. Your fiancee in India will need to get proactive and take care of things if she wants to be as stress free as possible before the interview.

You are cutting it too close right now. The possibility of her getting an interview date by mid feb is slim and if she did, what are the chances she will get the visa in hand in time. Tell her to call the Consulate, they will tell her if her case is there or not. The Consulate receives the case electronically before they get the DHL package so she probably will be able to collect pkt 3.
Still don't count on her travelling to the US with you coz its too close. Not discouraging you but you don't want to end up buying tickets etc and wasting all the money and also being disappointed. All the best.

Dilbert - sorry for the confusion. All I was referring to was that you can call DOS and get the information that you can get from the Consulate (except that it may be next to impossible to get anything from the consulate). For instance, they can tell you if packet 3 has been mailed to you, whether it has been received if you have mailed it back, etc. etc.
Ok, if the pkt has been mailed to you, you can still go collect another one, there is nothing official in the packet.

Q14. National Identification Number --- My fiancee has an Election Commission of India ID Card and also, something called the PAN card (Permanent Account Number). What did you put there ?
N/A for Indians.

Q22. When Do You Intend to Arrive in the US ?
I am assuming you don't know as it depends on the outcome of the interview. So, leave it BLANK ?
Put 1st week of march etc, whatever you think it will be, it does not need to be a specific date.

Q28. Who Will Pay for your Trip ?
I plan to go down and bring her here and pay for both of us. Should she say Herself or Myself and Fiance. If my fiancee says, she will pay... will they ask for proof ? Again,she will not have bought the ticket at this point.
No they will not ask for proof whether she says she will pay or whether you pay.

Q32 Do you intend to work in the US ? Do you say Yes or No ? Example form on VJ says Yes and with work authorization, employer unknown.
I am trying to tie this question to #22 on DS 230, which says to list your employment history and then at the bottom asks In what occupation do you intend to work in the US ( I put N/A there).
Put what the example form says. N/A is fine

Last but not the least,
Q34. Names and Relationships of Persons Traveling with you ? Example form says NONE. But I plan to go down after her interview to bring her back here. Should she then say, my name/fiance, right ?
Put none, it refers to any other person like family, children, friends traveliing with her.

Thats exactly how you can do it. For the case number, when you call the NVC and give them the old number, ask for the new case number assigned and they will be able to tell you. All the best everybody and keep us posted on how it goes!

No you don't have to mark it anywhere. You as USC cannot be denied entry into the embassy or the Consulate. Just carry your passport and they will let you in. Its up to the CO to hv you present during the interview so just walk to the window with her and if the CO tells you to wait, you can sit in the waiting areabut by then the CO already knows that you are there and it helps your case.
A word of advice from experience - Practice handing out the papers to the CO supporting your answer while answering coz they will not ask for them. Its a good idea to show you hv supporting evidence and you are prepared. Not for all the questions but every 2-3 question.

Just call the Consulate and ask if they have received your case. If they have, fill a DS230 part 1 (I filled mine online and printed it out, keep a copy coz you will nd to fill another one when you go for the interview and you don't want discrepancies) submit only the form at the Consulate and wait a week (call NVC to see if they have given you an interview date) once they do, you do not need to wait for pkt 4, just go and collect it from the window too.
All you need to submit from pkt 3 is DS 230 part 1 and if you do it before you get your pkt 3, you have actually skipped that step and do not need pkt 3 anymore.

Pkt 3 has a checklist for you to keep a track of whether you have all the documents or not. DS230 form part 1 & 2. You need to fill up part 1 and submit at the consulate and then you will receive pkt 4 which will hv your appointment letter for the interview, all the forms, medical exam requirements and the list of doctors that you can go to for your medical. Remember you can download DS230 part 1 from the website and fill it out and submit it at the consulate without waiting to receive your pkt 3 (once you know the case has reached the Consulate and save days) a week from then you can go back and collect pkt 4 from the consulate too and save more days. Read instructions on pkt 4 carefully and get medical out of the way asap. Collect all documents na submit to the VFS between 15-10 working days before the interview. Now just wait for the actual interview. All the best! good.gif

That's true, thanks! I will call them tomorrow and harass them. =D Update on me, Sam got his first PPC yesterday and today he went to go get his second one. Should take a week or so to get. All I have to do on my side is get those darn tax transcripts (I requested a few weeks ago and never got them) or make a copy of my tax returns from the last few years and print some emails for the evidence. Everything else is labeled and ready to go to Sam.

Update - I used the less familiar email address for the New Delhi embassy after a week of no response from the main one. They responded within 24 hours this time and said they received the case and packet three has been sent etc. They didn't give me any date references but at least it's a response! Do you think if I call DOS back now they could possibly give me the date the embassy received it and sent packet 3? or should I just hang tight and wait until he gets it? Fyi, the two email addresses I used are listed under the Embassy guide.

Dilbert, you are lucky. I called the DOS this morning and they said it hasn't arrived yet! #######. I'm going to have my man call the embassy directly tomorrow to see what they have to say.

Need your case number for them to look your case up. They will ask for the applicant (not petitioner) name before they release any info.


Thanks for the info! I think I'll give them a call tomorrow to see what's going on. I emailed the embassy on Sunday and haven't heard a response yet. I'm dying to know if they received it and if packet 3 has been sent!

Hi guys, I got my official letter from NVC today saying they sent out the case to Delhi on 20th and got the new case # which I already knew. wink.gif

Wow March 2nd interview date. I wonder which date I'll get? End of March? Sam has yet to receive packet 3 but he should receive it soon and I'm still gathering evidence for support etc.

I found out today that my case left the NVC on the 20th. I'm not sure how accurate that is but I'm currently tracking a package on dhl, hasn't arrived yet.
