OMG I just got a email saying " On June 21, 2013, we transferred this I129F PETITION FOR FIANCE(E) to another office for processing because they now have jurisdiction over the case. We sent you a notice of this transfer. Please follow any instructions on this notice. You will be notified by mail when a decision is made, or if the office needs something from you.  

WHAT DOES THIS MEAN???? IS IT GOING TO TAKE LONG?!

I am a transfer to tsc! I received my hardcopy in mail of my rfe on july 8 and then on july 10 I sent my rfe papers to texass, then om july 19 tsc replied to me saying they received my rfe & todayyyyyyy I got noa2 approval im so happy!!! So I guess its 4 days after they receive ur rfeee that's how its working with everyone goodluck!

Depressed? I'm a brazilian filer and just found out that Congressman Tim Ryan is trying to ban brazilian immigration. How depressing is this? Not to mention that the bill was approved by voice vote and the final decision comes out in June. Prayers are needed.

this argument is really a waste of time. Complaining on here isn't going to get VSC moving again. both service centers are going to go through cycles... but I for one, having tracked their progress for the past 5 months have to say that despite the processing times at VSC I would not want to switch my petition to CSC. While Vermont is approving random petitions out of order for the most part they have been advancing month by month. At CSC the only reason Dec and Jan filers are approved at the rates they are is because Oct and Nov were skipped and were gotten back to later in an attempt to lower the processing average...they got what they wanted because their "posted" time is now the 5 month goal.  CSC just a month ago was a mess and the only reason it's been put in motion again is because people voiced their frustration. If us VSC filers want to see quicker movement we need to make ourselves heard. I'll be writing my congressmen and senators this weekend and calling VSC again but we won't be listened to unless we all speak up. 


We are only writing what we feel. And u have a point we should all speak up! I wrote to my senator two days ago!

I feel your pain....the waiting is almost intolerable.   I keep praying......insha'Allah it will be approved soon for all of us

Random 2013 cases? Almost HALF of January are approved. You are not bad mouthing CSC at all, you are being insensitive to the situation we are in and basically saying "Oh, it's not that bad". Well actually, yes, it is. The fact is, January are being approved now and some of February. Me, I am going to have to wait at LEAST another 2 months before I am able to see my fiance again. The point another member made to you in a separate topic - HOW can they NOT be related? They are two different service centers working under the same Government agency. They are not entirely separate entities, they both fall under the jurisdiction of the USCIS. We are not comparing apples and oranges, we are comparing two sides of the same coin. Different heads of a hydra. I work under one company that operates within five Area Service Centers across the country. We operate individually and the same all at once. We also transfer workload between offices and we transfer different branches of operations between offices to try and streamline our processes and to be able to deliver. This has also historically been the case with USCIS. They operate four service centers, and transfer workload between the four if necessary to balance workload and optimize their processing times. There are OBVIOUSLY going to be comparisons between CSC and VSC, as they are currently the two service centers which process I-129F petitions. If one is so obviously outprocessing the other, there are obviously going to be calls for a re-allocation of resources or an adjustment of priorities in VSC. To say that people SHOULDN'T compare is utterly ridiculous and stupid, in my honest opinion.
 
Also - Vermont has moved onto November while leaving a big portion of October behind, so please don't re-iterate the classically incorrect "Vermont is slow but fair" line. They are just as unfair, just slower.

Ali&Amani -- It's been 6 months on my end and the last time I checked the website using my receipt number I was still stuck on Initial Review. I miss my fiancé so much. Our next meeting was supposed to be the day of the interview but because this is taking so very long we decided to fly to St. Lucia to spend some time together. This is getting frustrating. I feel like my life is on hold. :(

I think if you check igors list it seems to much more accurately reflect what is going on regarding CSC aprrovals. Almost nothing!! looks like they approved one VJ member this week where VSC approved over 15 looks like they are almost at a standstill.

It might be beneficial if someone representing all the members of visa journey wrote him a well thought out letter to inquire about the slow down and to inquire as to when it will be back to normal processing times, I would think someone representing several hundred people may get his attention.

You are absolutely right it is rediculous that this is the way the government chooses to treat its citizens and customers I might add, but it is not in the least surprising. Hopefully eveyone invoved in this process will remember this when it comes time to vote, just remember which party is pro big governmet and vote as far opposite as possible. If these service centers were privatized it would be far less expensive and much more productive! Just my thoughts.

I think he is mistakenly assuming that the I129F's went with the DACA petitions to TSC.
Now CSC has approved 9 VJ members in two days eight of which are right around December 1st, this is no coincidence they are up to no good, too many approvals at that target date also they haven't approved that many in two days in recent history.. Something is definitely up! Any ideas what can be done about it if anything?

July/August/September/October filers have been transferred to the Texas Service Center, that's why you are seeing the jump to November filers, hopefully those filers will start hearing something from Texas soon.

I got my NOA2 back in March as well, and I filed mine this year in January. Basically 60 days from NOA1. I was so stoke, but my hope is slowing waning since NVC has yet to get my case files after a month. After 7 phone calls to NVC and 1 to USCIS, I was told by USCIS that my files is sitting in a mailroom in San Jose, CA even though the NOA2 clearly read that "We have sent the original visa petition to the Department of Stale National Visa Center (NVC)". The reply I got from USCIS was "yes, we approved your I-130 petition, and we WILL send it to NVC". The all capitalized "WILL" is as written in the reply. No ETA, and I was instructed to wait for NVC to contact me when they receive my file. What a major disappointment! I guess getting the NOA2 didn't really mean you jumped ahead of the line. Your order of processing is determined by the sending out of your files to NVC. There was another post the other day of a similar case on VJ who has been waiting for 45 days with no NVC case #.

Sigh...


Think about this... This agency is run by the same bureaucrats who will soon be running our healthcare system in this country! Things are looking up!

USCIS Service CentersCSC I-129F Processing Delay Calculator...

Wouldn't it be nice to be able to tell your Congressman or Senator exactly how many days you can expect your petition to be delayed according to the USCIS's own published figures on the CSC slowdown? Well, now you can!

In part of my never ending quest to get to analyze the USCIS's published data and interpret it in meaningful ways, I have created a spreadsheet that can calculate one's expected NOA2 date based on seven different hypothetical scenarios. I believe this is a very useful tool for those who are working with congressional offices, as I recommended in my previous post. Though the hypothetical scenarios are somewhat crude, they should give you a sense of why we need to fight to get the CSC back-on-track in terms of processing I-129Fs.

Directions:

1. Download the excel spreadsheet I have prepared here. (Note: this spreadsheet also includes all the data I prepared for my CSC data analysis thread)
2. Make sure it is open to the "projected delays" tab.
3. Enter the date of your NOA1 in the yellow box at the top. (Note: this will only work through NOA1s issued through December, 2012)
4. Look in awe at the potentially catastrophic effects on our petitions if this slowdown continues.

How It Works:

I've left all of my calculations plainly visible for those who are interested. But for those who do not want to reverse engineer it, the spreadsheet works as follows: It simply takes the date you input and assumes that your petition submitted on that date will be completed once all other applications still pending at the time of your submission have been completed. For each of the seven scenarios provided, it then counts down completions per day (using the USCIS's published rates through January, 2013 and then my hypothetical rates thereafter) until the app has been completed and then reports the completion dates to the top grid for your viewing pleasure.

Limitations:

1. This spreadsheet assumes that, on average, petitions will be processed serially in the order they are received. Obviously that assumption still leaves room for error with any individual petition, so the date provided is a rough estimate.
2. For simplicity's sake, this spreadsheet does not distinguish between weekends and weekdays as far as the service center's completions per day is concerned. This shouldn't drastically effect the estimated completion date, but it may slightly (+/- 2-3 days) in certain cases.
3. The estimated completion scenarios are deliberately crude. They start by assuming that the 537 completions per month rate of January 2013 continued through February and March (in truth, I suspect the February and March rates were likely even lower based on Igor's list data, but I'm using only published data for the spreadsheet). They then assume a flat rate (either the median or fast rate) begins at the specified month and continues indefinitely without change. For now, they do not try to capture the undulating nature of the processing rates over time (though I will have an updated version that does so in the near future); rather, they just provide baselines for worst-case, best-case, and middle-ground scenarios.
4. I'm not perfect and there may be errors somewhere in there. I didn't test every date myself. Please report any errors you find.
5. Note that some July filers may see that they should have been processed by now according to the worst-case scenario data. Yes, I know. That's not an error. It just means that February and March completion rates were likely much worse than we know as of yet and that even the worst case scenarios here are optimistic in a sense.

My next project will be to make some graphs that extrapolate these calculations to truly show the devastating effect of the slowdown on the expected completion dates of those who filed in the fall. So if you find any mistakes in this version, please let me know before I build upon it further.

USCIS Service CentersI Cannot Believe It!!

I used an infopass to go to my local USCIS office in San Jose a few weeks ago. I waited for about half an hour, and finally had a chance to speak to a lady there. I asked her why CSC is taking so long to process, and I showed her the stats and timeline published from USCIS, but she wouldn't even listen to me. She said that CSC is working on things that are not published on the web. I asked her what they have been working on, and she said she does not know. There is one useful thing that she said that day - she has access to as much information as I do, and she can only do as much as what I can do. That almost made me cry that day. I felt so desperate because I realized that these people from the local offices and tier 1 representatives are basically hired to help those people who don't know how to use the internet. They are completely useless, and they can't help anyone. They operate like machines, and helping people is not part of the program. It is really depressing to think that our life and future are dependent on these people.


I have a name for them, I call them mindless government drones!!!

There were also VERY few (if any) last Friday (4/12), or any Friday in recent memory. I kinda suspect they are either furloughed on Fridays (a lot of California state offices are closed on Fridays now, due to to budget issues -- admittedly this should be a Federal office so I'm not sure?) or simply assigned to deal with other casework on Fridays. I'm not panicking because I think it's relatively normal. But I sure will be watching to make sure the pace keeps up next week!
