K1 petitions can only be submitted to USCIS in the United States, so even if he's living in Ethiopia he still needs to send his petition package to the United States. Many K1 petitioners have used foreign addresses as their current address on the petition, and they never got any subsequent correspondence from USCIS. I've never heard a concrete explanation for this, but it might be dependent on the reliability of the mail service in the country where the petitioner is residing. It might also have to do with the USCIS clerk's ability (or inability) to record a foreign address into the CLAIMS computer system. If they don't enter the address correctly then nothing will get mailed correctly. Your fiance can avoid this by using an address in the US, perhaps an address where a relative lives. They can forward any correspondence to him.

Anh Map is correct about the domicile requirement, but that mainly applies to the I-864 affidavit of support, which he won't be submitting until after you both travel to the US, get married, and file for your green card. The consulate will probably require an I-134 affidavit of support from him, but this doesn't have the same rules as the I-864. In fact, it doesn't have any rules at all. The consular officer uses the I-134 to screen the beneficiary to determine if they might become a public charge in the US, but without any hard rules they can use a lot of their own discretion. There are some things you can presume right from the start. The consular officer will want assurance that your fiance has income sufficient to sponsor you for a green card. He'll have to return to the US and establish domicile there before he can submit an I-864. In order for that I-864 to be sufficient he'll need a job with adequate income. Since your fiance isn't living and working in the United States then the consular officer can presume he can't meet the requirements to sponsor an immigrant, even if his prior income has been sufficient, because he's going to have to go back to the US and land a job first. The consular officer can insist he have a joint sponsor before they'll issue a visa. Some consulates won't accept a joint sponsor for a K1 visa (they aren't required to). I don't know if that's the case with the consulate in Ethiopia, but if so then it's unlikely you'll be able to get past the "public charge" requirement unless he returns to the US, settles in, and gets a job before you have your visa interview.

You will definitely need a police clearance from Kuwait. The available documents and the process for getting them in Kuwait are listed on the Department of State website here:

According to that page, you must be in Kuwait to get a police certificate. Police certificates are usually only valid for six months. If you obtain the police certificate before you leave then it will probably expire before your visa interview in Ethiopia. Most consulates keep a list of countries where it's either not possible to get a police certificate, or too difficult to obtain if you're outside the country. You might want to contact the US consulate in Ethiopia and ask them if Kuwait is on that list. If it's not then you might end up having to return to Kuwait shortly before your interview in order to obtain a police certificate.

You should use the address where the interview will take place. From what you are saying, that will be Ethiopia.

i don't know the exact date when we are leaving from here what if i put an approximate date will they check anything to know when exactly i go to Ethiopia? and do i need a police paper or some kind of clearance from here (Kuwait) when i leave? i read something here and it says you need to have Police clearance certificate for the place you have stayed over 6 month

Petition notification wait time??

Through the mail tracking number, I know that my K-1 petition arrived to the TX lockbox 2 weeks ago, but I have yet to receive an email or hard copy notification and the check hasn't been deposited. Everything I've read in the forums says that it should arrive within 2 weeks. Just so I stop worrying, is this normal? Can I assume that they're just overloaded and haven't gotten to mine yet? Is there something I should do?

we sent ours on nov 22 but still we didn't hear anything too. i know its a bad thing but i feel a little bit better to know am not the only one. i hope they will tell us something soon.

Yes its too much of a headache especially nearing the end of this whole process. I tried calling the embassy but they would not tell me anything by phone and just kept sending me to email and I had to email so many times and wait 2 to 3 weeks to even get a response. It may have helped when my fiance went to the embassy to inquire about packet 3. They told him they had not received anything from NVC even though it had been a month since the petition was sent to them. I received a response from my email the day after he went so Im thinking that it was because he went in person to inquire.

It looks like your NOA2 was a few weeks after ours so I hope you have better luck with the embassy. I am now worried because the interview date is set so far out its after the validity date on the NOA2. I am afraid the embassy will deny us because it expires on August 1st and his interview is scheduled for August 8th.

i hope they won't make us wait for long. i know they will extend the date automatically , i read it somewhere here so you don't have to worry bout that. God Luck with your interview.

They did not call him as I expected. The embassy has been the most stressful part of the process for us because they not respond. I emailed them with his PO Box number and requested that they send it directly to him. This was after they responded to my first email telling me they would mail packet 3 to me here in the USA since they didn't have his PO Box!

ok so i guess we have to start sending them emails too.

it really is a headache specially when you know you are so close to the end but still have to wait .

I am also going through the embassy in Addis Ababa. The embassy in Addis is very slow so I emailed them several times regarding receiving packet 3. It took them over a month from the date our petition was sent from NVC to mail it to my fiance. .

If you email the embassy in Addis be sure and use the ADD case number in the subject line and you will have to email them several times before you receive a response.

can you tell me how they contacted your fiance . did they call her or just send it by p.o.box ?

we are at the same stage . and am kind of worried how the embassy will contact me exactly

but until they send to us the list we need to do with the interview date , there is nothing we can do except wait.
