Police clearance certificates can be time consuming to get in India but they last a year. My fiance and I have a NOA1 date of 12/1/10 and he started working on his Delhi PCC in mid-Feb and didn't get it until mid-March. He's going to his hometown to get it in three weeks, hopefully that will be faster.

Our goal is to have everything ready except the medical before the consulate even receives our case so that we can just drop of the Packet 3 stuff and the checklist saying we have everything without waiting for the Packet 3 in the mail as India's mail system is terrible. Hopefully that will speed up the wait for the interview date as some people have had to wait 3-4 months before an interview.

Congratulations. Thanks for the detail explanation. It will definitely help us out. My fiancee went to Ahmedabad to get her pcc but they wouldn't give it to her without the interview letter. Were you able to get your medical done before you got your interview letter or did you have to wait for that to make an appointment? Btw, did you have the affidavit of support notorized by someone in the US?


My fiance is having trouble getting a passport clearance certificate too.

A couple of years ago, the USCIS removed the requirement to have the I-134 notarized. However, the Indian embassy websites still request a notarized copy. Better to be safe than sorry, we got our notarized.

By the way, the I-134 expires on May 31, 2011 and I haven't found an updated copy on the net yet. However, the USCIS website does say that for the current version, previous editions are still accepted so it may not be that big of a deal.

more expensive route - book a car
less expensive route - auto rickshaw (three wheeler)
least expensive bus or metro, but will have to get off 3km before embassy - so you will have to switch modes of transportation.
I think you would be most comfortable and save time by just booking a car and you will get AIR CONDITIONING!!! =)


I think the car is the route we're going, but when I've driven past the embassy, I've never seen a waiting place for cars. Do you know if there are pay phones in the embassy so we can call the driver when we're ready to be picked up? Or is there a waiting lot somewhere nearby that we can meet him?

Anyone who interviewed at the New Delhi embassy - how did you get to the embassy? Bus, cab, hired car, rail, submarine, roller blades, camel ?

My fiance and I are planning to have our hotel driver from Gurgaon take us. But what does our driver do while we're interviewing? How do we contact him after the interview if we can't take cell phones with us? Is there a place near the embassy where cabs congregate so we could just pick up one of those for the ride back to Gurgaon?

We would appreciate any advice you have on how to easily travel to and from the embassy without breaking the bank.

Then you should always let people with fancier cars pass you when at a light. Does that sound fair to you?
Most, if not all, of USCIS's services are first-come-first-serve basis. Those who applied before you shouldn't be surpassed in line just because you have more money. If anything, you should think about USCIS recruiting more officers to speed up processing for everyone.

And there already are some districts with same day oath, and that's primarily because they're capable staff-wise to do so.


I agree that it should be first come, first serve...but the fact that isn't as evidenced by the many people who randomly get processed ahead of others makes me wish there was a "pay to play" way to get processed faster. I don't know why the USCIS lowered rates for a K1, they could have kept the rate the same and used the extra income to hire more people.

If I and others are willing to pay more, then perhaps the USCIS would use the extra revenue to hire more workers, thereby increasing the speed at which everyone gets processed and then people who pay the standard rate would be benefiting. And if something like that did happen, I might not even pay the higher fee, I might just sit back and smile that I'm am reaping the benefit of other people's investments.

But since you're so big on fairness...could you please have a word with the owners of Sam's Club? Every time I go in there, people refuse to form a line and just try to bully there way to the customer service desk. I bet it's all those fancy car drivers...grrrrr.

Complaints about slow processing and delays appear in many posts. Given that the USCIS is a “self-funded” agency, I’m curious how many of VJ members would pay extra to have their N-400 applications processed faster (or much faster). What I have in mind is that the USCIS would offer some sort of expedited service. For example, you would get an interview as soon as the FBI clears your fingerprints -- no delay, or maybe just a few days. Another example would be the same-day oath. These services would cost extra, and would not make waiting times of people opting for “regular” services longer.

How much could the USCIS charge for this type of service?


I personally would be willing to pay up to $5,000 to have my K1 processed faster. It should be like Disney World, buy a special bracelet and jump the line. If everyone starts paying the extra fee, then you are justified to hire more workers to process the applications.

Now what kind of plan can we put in place to get the consulates' butts in gear so the interviews aren't scheduled 2-4 months out at some and only 2-3 weeks out at others?

Whatever you do, if you plan to work in the US, you may want to keep on good terms so that you can use your employer as a reference and maybe even get a letter of reference before you leave. Also, if your employer is international or has US customers/connections, you may be able to use those as references too. Don't burn any bridges :)

AP is Administrative Processing. It happens a lot in India. There have been a couple of cases in India in the past year where someone was approved at the interview and then placed in AP a few days later. They usually tell you this at the interview, but just play it safe and wait.

If you are placed in mandatory AP, you will not be told why and you will not be provided with a timeline of when it will be over. If you are given a 221(g) form, it will request specific actions or information from you. You still won't be given a timeline, but most of that seems to be reviewed within a month of your fulfilling the request.

I would recommend waiting until you have the visa in hand. Regardless of how well prepared you are and how much information you have provided, you may still be denied or issues a 221(g) for more evidence or placed in AP for a background check.

If one of these issues happen, you will not know how long it will take to get resolved.
Case in point: my fiance and I attended his interview on August 3, 2011 and we are still in AP for a background check 2.5 months later.

Unless you can afford to be unemployed for an undetermined amount of time, I would not turn in the notice without the visa in hand. Even if they tell you that you are approved at the interview, I would still wait until you receive it because there have been a few stories where people were told they were approved and then a few days later they were notified that they were put in AP.

He won't be going on the cruise unless we get the stamp or letter. All of my research shows that as long as he has one or the other, he is copacetic. The problem is getting one or the other.

 

I looked up the Ombudsman and it led me to a www.uscis.gov page where I can fill out an electronic request about not receiving the I-797 notice and wouldn't you know that when I hit submit, it says that the form number doesn't match the receipt number despite being the exact combination they reported on the biometric appt letter.

Removing Conditions on Residency General DiscussionI-751 NOA Receipt never received

We filed the I-751 in July and received a biometrics appointment letter but we never received the NOA receipt that extends hubs' green card for another year. We have a non-refundable cruise in Oct that leaves after his green card expires (we were expecting to get the receipt and not have an issue).

 

We had our second Infopass appointment today and they refuse to give him a stamp in his passport or any other notice of extension unless they have a letter form his employer stating he will be terminated without the extension or evidence of our cruise. Hubs work refuses to write the letter because they will not terminate him if his green card expires and USCIS refuses to issue a temporary stamp until 72 hours before our trip. 

 

Our issue is that they didn't clarify if the 72 hours is before we fly out for vacation or 72 hours before we depart on the cruise. We are going to Disney for 4 days before the cruise, so 72 hours before we fly to FL is more than 72 hours before we leave the country. Does anyone know what the 72 hours refers to?

 

Also, is there a way to just get the USCIS to print the freaking letter and mail it to us? We paid for the service, we deserve the receipt. We shouldn't even have to go through this garbage but when we tried to call them, they refused to help us and told us we could only resolve this through an Infopass appointment.

 

I'm feeling a lot of rage right now.  :angry:

For passport clearance do you mean the same as a police clearance? I think it wouldn't matter where you went..although others on here may know better than I..My fiance has to jump through a few hoops to get his from a country he is no longer living in..Directions I saw say it has to be from the country; I never saw anything specifying cities..Someone please correct me if needed!


Because his passport is older than 6 months, he has to get both a police clearance certificate based on his current residence and a passport clearance certificate. I'm not really sure what the purpose of the passport clearance certificate is but whatever he read online said "originating passport office" which would be in Guwahati. When I went to the New Delhi embassy website, it stated:

Indian citizens residing in India for six months or more since turning 16 years of age must present Indian police clearance certificates from both their district police station and the local area passport office.

So I guess my question is local area literally local to his current address or local from when it was issued?

Has anyone from India ever gotten his/her passport clearance certificate at a different office than the one that issue his/her passport? If so, did you have any problems doing this?

Can you get a passport clearance certificate from the nearest passport office in India (in our case, New Delhi) or does the beneficiary need to travel back to the passport office that issued the passport several years ago (in our case, Guwahati, Assam)?

My fiance is having a lot of trouble trying to obtain a PCC from the Guwahati passport office and is only able to stay in Guwahati through the end of April. He already has a police clearance certificate from New Delhi and the New Delhi passport office seems to be much more efficient, so if we are allowed to go there, it might be much easier for him.

We have been waiting for two months now, the office has all of the paperwork they need and our agent won't even take more money because there's no one left to pay. We've been delayed from turning in our Packet 3 so we can schedule our interview for over a month now.

This is soooo stressful and depressing. I feel like everything in our lives is at a standstill and at the mercy of people who do not care why we need it or why it is time sensitive. We could risk just turning in Packet 3 and going into AP until we get it, but the passport office has his passport, so Dipu couldn't even attend the medical and would not be allowed to enter the embassy without it.

Good Morning Everyone!

I was able to make Sarma (stuffed grape leaves with a buckwheat/pearl barley/fresh herbs & 7 spices -- a nice filling mixture). I did something called, Etli Kuru Fasulye (beef cooked till it falls apart with red beans, chard, yellow bell pepper, onion, garlic, pomegranted molasses and spices). I made a pilav (that's just rice with lightly toasted orzo pasta). Lastly, my Pilaki (an olive oil dish using white beans with potato, carrot, onion & fresh dill--- a "mezze" -- served before the main course, rm temp or cold).


These are the things you have on hand? I have blueberries, two yogurts, pickles, soup and salt on hand. We lead very different lives. :rofl:

I'm one of the few Decemberites still waiting for their NOA2 so I wish I was making plans to go in for my medical or interview. Instead I'm still waiting to see if my petition fell behind the fridge in the lunchroom or something. We got an RFE acknowledgement from VSC in mid May. In a few days, it'll be one full month since they acknowledged that they got our RFE response. We missed one checkbox on our forms. I'm really sad that one silly mistake sets us back a month and probably more because Vermont is not approving RFEs at any sort of logical pace. And I am always afraid that they have forgotten about us and will never approve us. I guess that's a lesson learned for us to always check and recheck our paperwork until our eyes bleed because it is a really crappy feeling to be left behind.

Are any other Decemberites waiting on RFE responses still checking this thread? Or Decemberites who haven't heard anything regarding their petition yet?


We received our NOA2 on 04/21/11 and STILL can't turn in our packet 3 :cry:
We've been waiting and waiting and waiting for Dipu's passport clearance certificate. He's used 3 weeks of vacation and spent a ton of money to make two trips back to his hometown to work on it. Unfortunately, he's stuck going through a passport office that serves 7 states and is in one of the most corrupt states in India.
Not to further rain on your parade, but I thought once we got our NOA2, it would be a breeze. Now I'm wondering if we'll even be able to get an interview before our petition expires on 08/22. This is TERRIBLE. :cry:

NZ's Consulate is awesome - my paperwork already had a huge red stamp saying approved on it. The interviewing officer was fantastic and even made jokes. I would have hardly have called it an interview either, it all seemed so easy compared to the wait!

I am popping back in today to collect my passport, I could have had it couriered but choose to collect it since I am flying out on Friday. So 24 hours is all it takes yay!

From what I've read, the only credit history that would transfer is if he'd held an AmEx card for more than a year. There's also something about adding him as a second card holder and inheriting your credit history, but I'm not sure on the details.

Everything else, you're back to starting from scratch again, unfortunately - I'm in the same boat.

Also a credit score on it's own isn't everything - they like a history too !


Any credit card that is not country-specific (like Citi or Amex) should be able to transfer all of your records to the US credit system once you have a SSN.

If you have a credit card that has excellent payment history and has been open for a number of years, you can add your spouse as a cardholder. Your spouse will get credit for ALL of your years of history. Be very careful which card(s) you choose to do that with and if you can, check all three credit burrows to make sure that you're picking clean cards. Make sure that when you add your spouse, it's not just as an authorized user but as an actual cardholder so that he/she gets the history.

I put he will be my husband. I intend to fully support my husband until the rest of my life. As non-official as it sounds, that's the truth. So that's waht I put. I'm sure they've seen crazier.


I checked that I do intend and then I wrote that it is a K1 and I will support him until our marriage, upon marriage, all future income and expenses will be shared.

For this question, it would probably bee good to search for your embassy and the question, not just the question. When I was researching in March, I found several threads where some embassies wouldn't accept the form if it was checked yes, some wouldn't accept if it was checked no and some didn't care either way.

To be on the safe side, you could also fill out three forms, one that says yes and one that says no and one that says N/A so that if the CO complains, your fiance can whip out another one say boo-yah :rofl:

Well, 6 weeks later and tons of bribes, er, fees later, we still don't have a passport clearance certificate. Dipu has been to his hometown twice now. The police have done everything they need to do and forwarded all information to the passport office. Now I just need someone to get of his or hear lazy behing or forgo tea time to print a piece of paper and place a stamp in his passport.
This is so frustrating!

Even more frustrating...I'm a fly by the seat of my pants type of gal and I think we should turn in packet 3 now and bank on getting the PCC prior to the interview. Mr. Conservative Dipu says no way, no packet 3 until the passport is in hand. Sigh. I just want a stinking interview date so I have something to look forward to.

In the past it has always said 2x2 and this box I think said 50mm x 50mm? I don't know. Its just a teeny bit tall so I don't think it will be a big deal (at least I hope not!)


I actually broke out the ruler and I think the box on the form Dipu was sent measured 2.5" x 2.5". I just thought it was hysterical that they would give such specific instructions and a sample picture and the sample picture was WRONG! It's probably a conspiracy because the embassy in New Delhi has a photographer who will take your pic that day for $50.

Guess what came in the mail today......packet 4 saying I am ready for my interview!!! It was postmarked May 27th; received June 2nd. Never did receive packet 3 in the mail :wacko:
I am slightly confused at the instruction to bring the appointment letter showing the date and time of your interview, is it the website confirmation? And I packed box 19 for the POE, butterfly city in my stomach...can't wait for August!!!

Did your packet 4 contain a letter stating your name, case number and the date and time of your appointment? Most embassies require this for you to be admitted. Kind of like my birthday parties. :rofl:

Thanks for the message Lise. Yes I did go to that link and sign up but it doesn't automatically take you to explain how to send your packet through DHL (I eventually found it on the sidebar, thats how I ended up booking an interview - I just kept hitting 'continue'! haha). Then once I found the instructions, the PDF page wouldn't load for me so I couldn't really go any further. I ended up sending it today via UPS and they said it would get there on tuesday.

I really hope I did everything right, I'm a little concerned about my photo since it didn't completely 'fit' in that box on the form you need to send two of, but I got it at CVS and it said it was for use with visa applications, so.. fingers crossed!


I don't know about your picture box, the picture box on the New Delhi photo instructions page stated that it was 2x2 but it lied. I measured.

so our case has been sent to the NVC now YAY...and its been there for 9 days...what happens next-as in-will we get another email to say 'we have sent your application to sydney consulate' or will daniel recieve a letter in the mail stating that? how will i know that its being processed? and will they send a DHL number??

They will not send you a DHL number. There is some kind of secret code that you can use to track it...search on tracking DHL package here and you'll probably be able to find it. Be warned, just because the NVC says they approved and sent doesn't mean it was mailed the day they said it was. It might go out a few days later.

I did not receive an email from the NVC, I just kept calling until they confirmed it was received an approved.

Neither Dipu nor I received notice from the embassy. Once I had my case number from NVC and knew from DHL that the embassy had it, I emailed them to confirm. Dipu never received his packet 3 but i received a copy a few weeks after the embassy said it sent it to him. He was able to download the packet from the embassy website.

just reporting in that i had my medical exam today! things went fine
on a side note, i called the embassy today, they sent package 3 out on the 27th of may.. hasnt arrived yet, so i phoned the post office, they told me that they have a backlog at the mail office.. and if i dont get it tomorrow its most likely lost ????????? ..............

i do hope it arrives tomorrow. otherwise i have to recall the embassy and ask them to resend it.. such a hassle


Check your embassy's website. Many embassies have the entire Packet 3 online so you can just print it yourself and submit it. Hope it works out!

This has been the best mail week ever!

Received a copy of Packet 3 which is particularly funny because Dipu lives in New Delhi and still hasn't received his copy.

Received our "marital bedding"! Trying to start our life off together with things that are ours not mine :D

Best of all, I received a package from Dipu that he mailed 4 weeks ago and we thought was lost...old family photos of which he doesn't have other copies and a sweet note and a traditional purse from his home state...presents!!! But most importantly, the pictures so I can make a collage of his family to hang up with all of the pictures of my family.

Now if only that stinking passport clearance certificate would arrive, he could actually turn in his Packet 3 so the interview can be scheduled.

SOOOOOOOOOOOOOOOOOO envious of the organization and preparation some of you can make. We have almost everything together, but I am worried about two of the critical components for Gina. The police authority will not give her the background until she has an interview date and then only within 30 days of it. This one really confuses and worries me, they will not issue the long form birth certificate until 10 days before her interview date, like it could possibly change. :bonk: We will be desperately waiting on the Honduran mail system, which is not exactly reliable.

Since we need to interview in Tegucigulpa (the capital) which is only accessible to her via a six hour (one way) bus ride, for security I cannot go with her on this. We cannot even schedule the medical until the week we will be there for the interview, since you can only go to 1 of 3 doctors.

If all of that is not enough, Tegucigulpa has an extremely high crime rate, all Americans are targets for robbery and kidnapping, and calling police will only lead to extorsion. The airport landing is also listed as one of the 3 most dangerous in the world.

It's amazing what we are willing to do for love. I would not go through all of this for a million dollars but I will gladly do it for what awaits at the end of our journey.


Have you checked your regional forum for how others have dealt with the tight timelines? I read a case in India last week where a couple still didn't have the PCC, but the visa was approved and will be issued as soon as they provide it.
Maybe your embassy is understanding of these deadlines and allows you to submit after the interview date if you still don't have the files.

Yes, I'm ready for it a looooooong time ago :D

I'm sort of a perfectionist. I had her packet 3 forms prepared a loooooong time ago and mailed it to her last week. She got it 2 days ago. All she has to do is sign the DS-230 and OF-169 forms and mail them to the consulate with 2 other items when the time comes.

We can't wait to see each other soon :)

I prepared Packet 3 back in March and sent it to Dipu and now I'm freaking out wondering if the embassy will say, "Hey, why haven't you had any contact since March?"
I think I'm going to make another packet of more recent information to send him in June.

DOES ANYONE KNOW WHAT HAPPENED TO OUR THREAD THIS MORNING?

Someone put a post up about being removed from Dizzy's list because the relationship dissolved and then an administrator put up a post about not following the rules of VJ and being banned from further access yadda yadda yadda. Now both of those posts are gone like nothing ever happened.

I'm not sure if the two posts were connected or not, but something fishy has happened in our thread and I DON'T LIKE IT. It's especially weird if the administrator did remove the first post because it didn't seem at all offensive, just an honest request to update the list we keep. I just feel kind of funny about this whole censorship thing in general and then to find all traces of the censorship removed...well, it feels a little like 1984 (the book, not the year). Hmmmmmm...maybe I was dreaming.

Well, I'm off to destroy newspapers thereby removing all traces of history while Big Brother watches(a little 1984 humor). :rofl:

Look up your embassy for embassy-specific rules. Some embassies want you to bring the information with you. My particular embassy wants you to deliver it to VFS no more than 30 and no fewer than 7 days prior to the interview so the CO has time to review it first. I've even read several reviews of various embassies where the CO refused to look at and consider any evidence not deposited prior to the interview.

Evidence I've sent Dipu to deliver to the embassy prior to his interview:

1) Photos of our meetings.
2) Boarding passes and a timeline indicating when we've spent time together physically (about 110 days over the past year).
3) Skype/Google Video Chat logs.
4) Screen prints showing daily IM chats between us and a few sample chats.
5) Screen prints of my email boxes showing sent and received emails between us and a few sample emails.
6) Emails between Dipu and my mom and Dipu and my sister.
7) Copies of letters or notes to each other.
8) Several months of phone bills and calling card logs with a letter explaining how to reconcile the incoming and outgoing calls because we use a calling card.
9) "Save the Season" card.
10) Notarized letters of support from my parents, my grandparents (who met Dipu) and a good friend who went on several double dates with us.
11) Renewed and notarized letter of intent stating that I still intend to marry Dipu.
12) An outline of our wedding plans (date, location, officiant, reception plans, wedding guests and their relationship to us and their phone numbers), honeymoon plans, post-wedding plans. I prepared this statement because in India it is customary to have a formal engagement party. There have been a lot of Indian embassy reviews in which the CO demanded proof of the engagement party and asked for a list of wedding guests to call them. I prepared this letter to put to rest the situation before it becomes an issue.

As I told Mari, I only included new information. I also front-loaded my initial petition with emails, phone logs, Skype logs, chat logs, letters, pictures and proof of meeting. I have only included information occurring after our original petition to show a "continued" relationship.

I CAN'T SAY THIS ENOUGH: read your embassy reviews! There are a lot of pain in the @$$ embassies out there asking for ridiculous things, New Delhi being one of them. If you don't show up armed and ready, you will go into AP. You've waited long enough, don't do anything to encourage them to make you wait more. Read all of the reasons over the past year or two that put people into AP and try to counteract those issues with your evidence. No excuses!!! I don't want to read any posts about people going into AP because they didn't know they would need a certain type of evidence or Mari will hit you with her shoe!!! :rofl:
