Is there anyone out there that has figured out how this USCIS VSC vs CSC, and the transferred CSC vs. originally at CSC thing is working? I really have a hard time understanding why people that received NOA1 in October / November that were transferred over from VSC are getting approvals at CSC in January / February. Meanwhile there are people that have been at CSC with NOA1 from July, August, September, October and November that sit waiting for a touch.

It does not affect me (yet) because I am a late November/early December CR-1/K-3 filer) but if I were the others I would be confused and very sad headbonk.gif

I was happy when I was assigned to CSC originally, but now it seems to be a big disadvantage.

Has anyone tried to get an answer on this from CSC?

Was your DS-3032 accepted before paying IV Bill? I've not received IV bill but my DS-3032 was accepted, got it through AVR today. I was able to pay IV bill yesterday. Trying to see if I would run into same issue as you...

The DS-3032 was accepted electronically from our emailed DS-3032 submission. This gave us the "IIN" number, which then helped us get to paying the IV Bill. BUT since NVC had not generated the bill internally, it has caused us problems. If you have any patience at all ( I DON'T) then I recommend waiting until NVC notifies you (even if only by email) that you can pay the IV Bill. You know we paid on March 17th and today, April 1, they still haven't resolved the issue. Another Supervisor today said they will "Personally take care of it". We shall see.

As i observed, once the papers is complete at NVC - the Embassy will assigned an interview date to the beneficiary after a month. I just observed it from the couples here as i look at their timeline.. If our papers will be completed this month of April - our interview will be on June. Thats what i observed......



I think it may be different for each embassy/consulate. The consulate in Juarez appears to give out appointment the second week of each month, so you could be lucky and they could receive your file the first week, or not so lucky and they could receiv it the third week. I think we'll be finish in NVC around the third week in April (fingers crossed). I'm hoping the consulate will assign an appointment for us in the second week in May smile.gif

NVC assigns the Intervew Dates, not the Embassy. Only one currently doing that is Guanzhou in China. However, once scheduled, I believe the Embassy can, at their discrection, rescedule or cancel interviews.

I called NVC expecting more discussion on Line 20 of DS230 not saying "Present" instead she said,

"YOUR CASE IS COMPLETE" !!!!!!!!!!!!!!!!!!!!

Now the only problem preventing sending it out of NVC is this issue of verifying that I made my IV payment (online 3 weeks ago!!)

Tomorrow I am going to overnight them a copy of the payment receipt and hopefully get our package out of that building and on its way to Manila!!!!!!!!!!!!

I hope you put PRESENT in question #20. I actually asked to speak to a SUPERVISOR today and after some persistance, I was finally put through. When I asked about our DS-230, she said the review had begun. I asked her about question #20 and she said "If you did not put "Present" you will get an RFE! I just said that was so unfortunate because the form did not allow that. She said, "You should have hand written present". No need to argue with her. I told her I am going to send in a duplicate copy of the form on Monday with "Present" written there. She said, "No don't do that, WAIT, until the review is complete so you can address all the items needing correcting at once. (I don't expect any others). I am not going to wait weeks for them to send me something that I already know needs to be corrected! On Monday I am going to send another IV BarCoded Cover sheet, a separate letter explaining what the change is and then include the new DS-230 form with the damn word, "Present" hand written where it currently says 4/2009). This is stupid..."Stupid is as Stupid Does!"

I told her I really wanted to resolve any issues before I travel for a month and her only response was, "Who is going to handle your case while you are away?". I said "I AM, that is why I am trying to get this resolved now."

Then the Supervisor told me that because I paid online (IV Bill) when the system said we could...their system at NVC had not even issued a hard copy of the IV Bill yet. So now there is this other issue (false RFE) of when and if they are going to finally recognize the fact that yes we have paid the bill and that is why we were able to include the barcoded cover sheet on the DS-230 package.

Oh I wish this were already over !!!!

To All: You can see from my post today that this is what happened to me today (FALSE RFE) because I sent the packages separately. I told them that the 230 was received by them today aso that the missing IV payment information should be taken care of when they see the IV barcode sheet (can't generate until IV is paid). She said no worries, and that everything should still be fine. She said I did not have an RFE on my AOS I-1864 so that was at least good news.

Hey guys sorry for the absence: Things have been moving fast after we finally got the NVC number, then the IINumber, emailed DS-3032 (never did mail hard copy), paid the AOS $70 fee, got the DS-3032 accepted so that the IV bill popped up ready for payement...

Today, we finally got the DS-3032 accepted and the IV Bill showed up online today. I don't know which email they ended up acting on because we sent it again this weekend. Anyway, now the final nerve wracking job of checking over all the documents one more time to be sure everything is included in both the IV and the AOS packages. I AM GOING TO SEND both AOS and IV packet ALL TOGETHER IN ONE MAILING, WITH SEPARATE COVER LETTERS, hope that is OK.

I called today the operator said our Case was Complete!!!!!!!!!!!!!!!!!!
I can't believe it. I have always expected the worst and prayed for the best. So far things have just been moving along great. Now for a successful medical and interview!!

The ONLY hitch in the rug is the fact that the NVC "payment" side of the house still does not show our IV Bill as being paid. I will express mail the receipt to them tomorrow!!

Yippee, looks like we might get the CR1 to catch up to the K3 interview date on May 11th!!!

whistling.gif OK, let's see if I can be a bit more optimistic for everyone!! The good news is that most of the July folks have received their NOA2s !!!! Congrats to you all, I am sure it has felt like forever. A new year has begun (Year of the Ox !) which opens the door to Spring and all the good things that come with the change of season. Change is good, right!

A few of the September folks are clearing the hurdle and in a month or so I am sure the majority will be across the finish line along with some of the Halloween crew. Let's get the gobblins out of the way because all of the Novermber folks are awaiting their own "Thanksgiving Day Parade" in March ... April... and May.

Everyone please keep us all updated, because we are the only "REAL" data we can count on.

First rule when it comes to USCIS: Never ever trust their website, especially when it comes to processing times. It clearly states there that those dates are from end of November. CSC has to post 6 months there because they are within their processing time frame. Hint: Look closer at the Immigration Timelines...
On the other hand it doesn't make any sense for them to touch our files that often. Why should they even open them when they are not working on them?
I was being called pessimistic here when I wrote that the last touches where just file-pushing touches. No offense, but you're posts are pessimistic.

Dear Panacea and Friends,
I have been looking at the group of people that just now have been receiving their NOA2s. Most are for filers from July and August (6-7 months). Doesn't that mean as November filers we have to wait at least another 3-4 months (April / May) before we should expect to receive our NOA2s ?? To me this seems to make sense because the USCIS website graphs and tables indicate it is about a 6 month process, esp. at CSC.

Do any of you have good reason to expect a 3 month turnaround?

We are CR-1 I-130 filers in late November. I filed for both wife and stepdaughter. Stepdaughter is daughter of a US father. No Consular Report of Birth has yet been filed on the 3 year old. Nobody has filed for a US passport either. I am sure this is going to cause delays, but we are working the issue now.

They are accepting Email DS-3032. We did not file a hard copy at all. Just include the information recommended in Ling Che's shortcuts for your email. (Basically same info contained in the form).

We used the maiden name everywhere, until the final document (IV application form DS-230). In that form my wife switched over to her married name. On that form it asks for other names so she included her maiden name which matched it up to all the other forms. I don't recommend this method, but it workd for us. It would have been better to use the married name from beginning to end with the only problem related to the name in the passport etc.

No sure what you are referring to with regard to the SSN. Generally the SSN is received after entry to the US. Many people are reporting that they have had to go to the local SS office and apply (even though the appropriate box is checked off on the DS230)
