We are in the same situation. Interview passed on 1/28/10 but visa denied until NBI "AKA" is returned (today). So I will know in the morning (US time) what happened, hopefully they took her passport back again. 6 months ago I gambled and bought her an airline ticket for 2/25/10...I am really, really hoping we can get this thing processed and visa in hand by then!

Thanks for letting me know about the connection. There is about 3 hours ilayover n Hawaii, I hope it is plenty of time to get bags, clear customs, transfer planes. Should be ok. Actually a pretty good connection compared to the 12 hour layover I usually end up with flying through Korea!

Thank you to everyone on VJ that has provided countless bits of helpful information. This is the greatest place for those on this "journey". Some people can't believe that we did it all ourselves without an attorney, but in all reality we would have been lost without those of you here at VJ that have laid the groundwork. Also thanks to everyone who have been there during the hard times when it seemed like there was no end in site. We had to battle through some tough times, but now we are 3 weeks from being together.

It has been such an emotional battle, for those yet to come I wish and hope the process improves as time goes by.

Am i to understand that the blood test is not a compulsory part of the medical exam? I have been stressing and stressing over that part as I have a severe phobia to needles and injections. Can someone clarify if the blood test is always done? If it is... i guess i'll have to psych myself up for it :unsure:

you will not have a blood test. Instead if you are required you will give 3 days of sputum testing and waste 2 extra months for the results...the blood test given here in the US will give you the same conclusion in 2 days.

Actually the blood test is the best combination of accuracy and quick results. It is what my infectous disease doctor used on me here in the States to determine I was negative. (He by the way is from PH as well!) However, the 3rd world countries cannot afford this method.

I believe the Spetum also gives false positives.

The skin test is accurate, especially for those in the province never immunized to begin with.

My wife tested positive on one of 3 spetum tests. I asked for validation via the blood test, they refused. 6 of her family members living with her all tested negative including her daughter that sleeps beside her. Now we have been delayed what will be a total of 9 months from the day they notified us until the day we will finally get a visa. It sucks esp. for those not from Manila who have to find and pay for a new place to live in Manila.

If I read it correctly it have the Skin test to see if been exposed..... and then the Sputum culture to Diagnosis of TB Disease

Persons suspected of having TB disease should be referred for a medical evaluation, which should include a


- Medical history,
- Physical examination,
- Test for TB infection (TB skin test or special blood test),
- Chest radiograph (X-ray), and
- Appropriate bacteriologic or histologic examinations (tests to see if TB bacteria are in the sputum).


Simply because a TB sputum culture is basically the gold standard of determining definite TB activity. The PPD or skin test will give a false positive results, given that all Pinoys get a BCG in infancy.


OK...sound like a decent answer but anyhow, it is a time killer for those unfortunate ones that show problems in the XRAYs.....


yes, BCG will cause a false positive PPD, unless you are one of the rare ones who's immune system never sensitized to the vaccine.. and the TB culture, by standard, is read as "negative" if nothing grows by 42 days... i would assume that any, and i mean any abnormality seen in the lung fields on CXR, would be a knee-jerk reaction to order a sputum culture.. this is because someone with TB that is inactive, may show tiny scarring or nodules. the last thing we need right now is to allow TB carriers into the country , untreated, which would invariably result in a significant rise in hospitalized patients with TB. i pay enuff taxes! let's not give uncle Sam another reason to hike them further. ;p as a side note, in my 6 short years of medicine, i have NEVER managed a patient with known TB. most docs here have to look up how to treat it if they come across it, because they rarely ever see it. however, my older brother went to medical school in PI, and saw it ALL THE TIME as a student. i think that speaks for itself, and says we're doing something right.......... of course, if they throw that sputum culture at MY fiance when it is time, I'll end up throwing a FIT!!! haha ;p

Be ready to have NBI for ALL possible versions of your name. Did you change anything in your past related to your name? Previous marriage. Misspelled birth certificate? If so you should go get an NBI for all these different names you have had. My wife was asked to go get a new NBI for "AKA" Also Known As. Further delays otherwise...

They asked for our most recent US Tax return even if not required per the requirements...

My wife had to undergo the sputum test with 100 other women the week of May 4th. She missed her May 11th interview. Her results are to be complete July 9th. I pray that with the assumed negative result we will get an interview date very soon after July 9th.

Anyone with the experience after the 2 month waiting please tell us your experience. When did they aschedule your interview? etc.

I was happy for those few months when I was able to use a xoom no-fee coupon, but I just considered it an added bonus. I understand their policy too about sending less than $50 repeatedly, I am sure there is a lot of cost to implement their program. If you aren't able to send your spouse $100 a month or more every month then that is your problem, not Xoom's. Just send it every other month. Their fees are low and a good value compared to Western Union. But hey it's your money to waste.

Hi,
My daughter had undergone the sputum smear tests last Nov 17-19, 2009. Her tests were negative and we were advised to make a call on Jan 18, 2010 for the culture results. Today, I called and was advised that on Jan 20, 2010, we bring her passport, the receipt and the original appointment for interview and her new interview is scheduled on Jan 22.

That is great news! Congratulations...I guess by now she is finished with the interview too...bon voyage' !

My finacee is at St Lukes now for the Sputum test which is her 1st day of testing. If we find out that she is positive I will let you know for I am sure that she would like to have a roommate while under going the treatment if this turns out for the worst.

Even if she is negative now on the 3day test, they may very well come back and say in 6-8 weeks that the culture came back positive. So you may not need an apt in Manila until then....GOOD LUCK and be understanding for your spouses as it is very stressful on them. They know how anxious we are for them to be here and yet there is nothing they can do to make things go faster...St.Lukes and the Embassy have this one down to a "science".

when my fiance went through the xray process, the staff claimed that she had a scar on her lungs. she reported back some time later for a sputum test. the test came out negative, yet they required her to have a culture test done, which takes 2 months for the results.

now this is what I don't understand.....whether or not the sputum test is negative or positive, why don't hey just administer the culture test when the xray results show lung scarring???? , because the way "I" see it.......it didnt' matter if the sputum test was negative or positive. The staff was going to have us wait 2 months for a stupid culture test, which actually did come out negative. I don't understand why this st.lukes clinic needs to waste a couple's time.

Yes I remember this process. Yes it is confusing. My wife was negative on the quick 2-3 day spetum result but positive on the culture. She is done now and next week will have her General Exam/Check-Up again. Wow that was 8 months ago the last time she had her General Exam. Now we get to pay that 10,000pesos again!!

I don't want to sound like a downer, but please be prepared in your mind for the worst...we were in a very similar situation. If they do decide to put her through the process, my best advice is to have her get to know 3 or 4 others that are also recent victims and let them all "Graduate" together. My wife now has 4 "Colleagues" and they are able to celebrate birthdays together, go to the mall together and eat a mid-day snack each day together. Because all 5 are from "the province" they have been able to take weekend tours of some of the sites on Luzon that they otherwise would never have had the opportunity to visit (Bagio, Ilocos Norte, etc.).

OK here you go on our experience...we are just finishing the process.
Last May, after a record fast paper processing my wife showed a slight shadow on her XRAY during her general exam. Never had TB before and never had a questionable xray in the past. BUT that does not matter. They did the spetum test and 5 weeks later they claimed that her first of 3 samples indicated that it could be considered positive, although not postive. We were never given the results of the 2nd and 3rd tests even after repeated requests. My wife was ordered to undergo 6 months of daily medicine treatment at St. Lukes (starting mid-June). In the end she will have to repeat the General Exam which obviously, creates more work and jobs and money for St. Lukes and the US Embassy Manila.

So she had to quickly pack her and her daughter things together and move to Manila from her home with her family in Mindanao. Along with her went an Aunt to help watch her daughter.

Meanwhile we had her family that lived with her and her daughter all checked for TB. ALL were negative on skin tests. I too was tested (most reliable method Blood Test) and was negative. Doesn't matter, but just helps us realize she is probably negative as well.

After 6 months and thousands of dollars spent on rent, travel etc., she is finally finished with her treatment (mid-December). However, the final spetum that was taken during the 5th month of treatment (ALL SPETUM EXAMS HAVE BEEN NEGATIVE since that first questionable result) will not be finished until the 7th month of the process (late January).

Late January she will have the repeat GENERAL EXAM including xrays and vaccinations. Soon after that they will hopefully give priority scheduling for an interview at the US Embassy. Regarding the embassy interview, we are being told to provide an updated Marriage Certificate, NBI, and Affidavit of Support. Well she is going to to ahead and get the Marriage Cert and NBI Clearances because they are easy to get, but the AOS states on the instructions that it is valid for 1 year from the date signed (March 13th for us) so I am not redoing it...I am going to send the 2009 Tax Return infor because it was not available when I did the AOS last year.

I went to an Infectious Disease doctor here for my testing. He is from the Philippines and told me that every time he or his children go back for a visit, when they return everyone is tested for TB becuase it is that common. He also told me that the full treatment really only takes 2 months but that policy is not used by St. Lukes. The "Gold" blood test is also the most accurate and quick test to determine TB infection. It only takes a day and not weeks to determine the results. It costs more than the spetum bacterial growth method.

More Questions... Just Ask, we just finished the treatement are awaiting the exam and interview so all of this is fresh in our minds.

Here is another data point related to names and NBI.

My wife had her intervew yesterday, she passed but must provide a new NBI with her incorrect name placed on it, yes INCORRECT name on it.

Her original birth certificate spelled her last name wrong with an "o" instead of correctly with a "u". In college my wife changed her birth cert to correctly have her name with the "u". She had all of her many NBIs done using her proper name spelled with the "u".

Yesterday after passing the interview the CO said, "oh i see you have a corrected birth certificate, but you don't have NBI from the old original birth cert. I want you to go get another NBI with this spelling of the original birth cert (which has her name spelled incorrectly).

She went immediately out of the Embassy, went and got the NBI done with her wrong name and will deliver it to the Embassy on Monday at 1pm. They are really ridiculous at the Embassy.

Bottom line: get the NBI done in every possible name you have had, even if it was a mis-spelled name!!

I wish I would have been able to go the K-1 route but my wife had an X out there that never canceled his K-1 so it was going to cause more delays than just getting married and dealing with the slower K-3 and CR-1 route. RC please include your timeline (add it under My Assistant above) so that we can all have a feel how long it took you to get through the process.

The I-130 is the way to go, plus it saves you a grand! The I-129f was just designed as a stop gap to get couples together when before it was taking forever to get the I-130s to process. I filed both also, and now I wish I would have only filed the I-130 because you have to wait a couple of weeks to file the I-129f and in the end you end up losing those 2 weeks because they both get processed together (like yours).

How long did it take you from NOA-1 to NOA-2?

I really have a hard time understanding why people that received NOA1 in October / November that were transferred over from VSC are getting approvals at CSC in January / February. Meanwhile there are people that have been at CSC with NOA1 from July, August, September, October and November that sit waiting for a touch.

It does not affect me (yet) because I am a late November/early December CR-1/K-3 filer) but if I were the others I would be confused and very sad headbonk.gif

I was happy when I was assigned to CSC originally, but now it seems to be a big disadvantage.

IR-1 / CR-1 Spouse Visa Process & ProceduresDoes the I-129F slow down the I-130 ?
I have spent an exhaustive amount of time studying all this data. I agree that these days, the K-3 is a waste of time AND actually delays your CR-1 by up to 2-4 weeks. This is because THEY DO process them together. For example, even though we got a 11/28/08 NOA1 on the CR-1/I-130 our processing will not follow along with those that only have the I-130. Our K-3 NOA1 was received around 12/22. I am sure that is debatable and a bit hard to measure, but I see others further back in the line that await their turn when the CR-1 only pass on thruough.

Those that don't have the K-3 (CR-1 only) are getting approved quicker (60 - 80 days) as compared to those that have bothIR-1/K-3 (90 - 180 days).

My baby is eligible to become a USC but I have not had the chance to do so as Wife and Child are in Japan.

For this reason, I know my wife needs an ITIN until we get her SSN after her visa is approved but...

for the baby, the baby is 6 months old and has only Japanese passport - should I get an ITIN for her?

She is eligible to be a USC but I have yet to go to the Embassy in Tokyo to officially make her one.

Do I file ITIN for baby?

IRS accepted my wifes W7 but not my stepchilds.


I think for your own child the case is different but I am not sure...

Start by filing a Consular Report of foreign birth of to a US Citizen. You will find the form online.
Then get her a passport.

What you may or may not be aware of is that a TON of VSC files were transferred over to the 'formerly' fast CSC. I was happy in Nov. when I found out ours was at CSC. Now CSC has been processing mostly the VSC transferrs rather quickly. The original CSC files have been processing at the standard rate for the most part, although some recent files have passed through quicker than the older files. The VSC transfers to CSC slowed down the output rate at CSC significantly.

If you have a random number generator on your computer, use it. That is the only way to guess when your number will come up.

I also know that some military families have been expedited quicker than others (warranted in my opinion).

Meanwhile, we all sit hear anxioiusly waiting.

For a while CSC have been processing faster than VSC and I was delighted to get sent there. I sent my application on 01/05/2009 so expect to hear sometime before July. The USCIS web site says 6 months, but people have been getting it in 3-4 months. Just the last day or two 2 people in VSC got theirs approved within 40 days of sending it!!!! What's going on? It's great news for them obviously. Just wondering if CSC is running fast now too? Anyone got approved through CSC recently?
