I have already taken the steps and filed for the time that I was here. Like your husband, I really had no clue that I needed to still report to the IRS as I am a resident in Italy. As you know, they dont let you do anything without having to inform them. I really dislike it. However, I will play by their rules if it means getting this taken care of. I would suggest mailing both the original marriage certificate and original birth certificate to NVC with a simple cover letter stating what you are sending in response to the RFE. Funny enough - I received a written email (not a generic letter!) this morning from NVC: "Dear Sir or Madam, Your inquiry has been received at the National Visa Center (NVC). The NVC has received the Agent of Choice selection. The Immigrant Visa Application (DS 230) processing fee bill will be sent to the designated agent (petitioner) on the case. The fee must be paid according to the instructions before the instruction packet will be sent. The message said: "The Immigration Visa Fee Bill letter has been generated on August 6, 2009 and will be sent within the next few weeks." However, that was the day that the AOS Fee bill was generated. I'm a wee bit confuzzled. Hrm - checked the online payment system, it appears they have generated the IV bill!
