Your case is being touched the past two days and looks like it is being addressed now. The marriage must be legally possible according to laws of the state in the United States where the marriage will take place. I agree that they are very young and may not be able to handle the responsibilies of marriage. The affidavit sponsor would be agreeing to take care of her for 10 years or until she became a citizen. She is not eligible for any government aid and if she takes any it must be repaid back. I highly recommend that you read the guides and understand the responsibilities that are involved and see what steps you need to take to proceed. I think that if they truly love one another waiting some more time would be better for them. I would think he would want his wife to come to the USA and he be financially able to care for her, have a home for her and not to mention that all that goes with a growing family. Your fiancee is the one who should submit the packet 3 to the consulate, not you. She can order the police certificates now or wait a few more weeks...the state one is ready right on for her to pick it up and the federal one takes 15 days depending on where she lives. 2. She can submit the packet 3 once she finds out her case is in the consulate which can be discovered by just sending an e-mail to them ( no need to waste your time on the phone).
