Hello Akatagirl?

If you go to ADLI SICIL GENEL MUDURLUGU-the directorate of criminal records building in Ankara in the morning and gie the ID of Turkish citizen and pay 3 Lira per copy you get it from the same place in 3 hours.
The directorate is located in Kizilay. If you ask people when you/your spouse gets there you should have no problem finding the place.

Also the document is in English so you do not need any translation..no expenses for having that translated.

Romanian Consulates including the ones in the US should be authorized to renew passports. Consulates exist also for such situations. Your husband should call (better visit the consulate in person) his country's consulate in the US. I am a Turkish citizen and have my passport renewed at one of the Turkish Consulates in the US.

They do NOT accept credit cards or cash! Never ever.
If you do not have the receipt on the day of interview with you then you are re-scheduled.
The embassy might accept credit card in some instances only ...maybe CR1 only if you are applying through the embassy not through the USCIS.
Do not generalize saying that they accept credit cards and/or cash without specifying your own case/situation. If you do..then you would be misleading people and causing irreperable damage and long delays/suffering.



The consulate in Ankara sent me an internet weblink with instructions (what will be in the packet)
and I was confused about something in it.

It states that my husband will need to bring a receipt to the interview:

RECEIPT: The fee for a K-3/K-4 visa is $100.00 per person. The fee must be deposited at any branch of FORTIS before the interview. The closest FORTIS to the Consular Section is located at Paris Caddesi, No: 34/B Kavaklidere, Ankara. Please do not send the $100 FORTIS receipt this office before your interview. You will be required to submit this receipt to this office at the time of your interview.

Does anyone know how this works? How do you deposit money for payment? Will there be a deposit slip in the packet
or a letter with bank account information?

This is confusing to me.

we went through Ankara and they accept cash and credit cards. I paid by a credit card.Much easier.

Hello Dayna,

Your husband needs to go to a branch of Fortis Bank and tell the teller that he wants to deposit money to the account of the US Embassy for ...... the visa type..... That is it. Simple and clear. You do not need a slip or anything to show them in order to deposit money. They know it. They will do it for you/your husband. And they will give him a receipt for depositing that money. Your husband will bring that receipt on the day of his interview to the embassy.

I hope everything goes fast and problem-free for your husband and you.

I need info from people that received their visas from Ankara...

After the interview, and visa is approved.
How long does it take for the visa to arrive in the mail?

My husband's interview is on Tuesday, March 27th.
I am going to Turkey to be with him that day, and I made
my flight to come back to USA on Wednesday, April 4th.
That gives us a week to receive the visa in the mail,
is that enough time?
I've heard that it takes about 3 days, but I'd like to hear
about other people's experiences.

We had our interview on Nov. 1st, also a Wednesday.
I had wanted to come back and pick up his visa and that was not an option.
She told us that his visa was being printed as we were leaving the counter and went to the UPS table to fill out his address forms.
My husband lived in a small village in SE Turkey and mail/UPS takes forever to get there. He called UPS on Friday at the main office in Sanli Urfa and it was there, but said it would not get to his village until the next Friday as that is the day they delivered there. We had plane tickets to leave on that Friday, UPS lets go to their office in Urfa and pick it up on Saturday but we needed to show the plane tickets to them at that time.
So, if you leave in a large city it is likely you will have the visa by Friday or Saturday, if not give UPS a call and work something out with them.

I did wait longer than 3 days if I remember correctly. But that was a weekend I think. So let's say not more than 7 days.

I don't see why there'd be any difference in doing that vs. getting a new one. It's not an uncommon thing to change the passport to reflect new last name, especially if you had a previous visa to some country that was still valid and didn't want to have to re-apply for it. It should be perfectly fine.

Good to hear that you can get that all mailed in, send it via UPS and you shouldn't have any problems and hopefully get your visa within a week or so.

I think the fact that they only look at your packet just when you arrive at the interview is a very bad practice. If they actually looked to make sure everything was good to go, and then call you for an interview just to ask the usual questions, it would be better and people wouldn't feel so terrible traveling all the way to Ankara just to return back with that green sheet of paper.



I told you so months ago that interviews take no more than 5 minutes usually. But you have to have everything with you in case they ask for it. As a precaution.

It is NVC's known practice that they do not contact petitioner/beneficiary in case of a missing supplementary document. The ones which are in Turkish especially. Birth certificates, military discharge papers, passport copies anything like that..as long as they get a document they do not tell you if it is the right kind or not.

The Consulate however knows it and should notify the people involved before the visa interview to prevent any delays and extra work both for them and the beneficiaries but they do not do it.

Nufus Cuzdani is the name for Turkish ID.
Of course it is not the same as birth certificate. Do they accept Driver's License when you apply for passport as proof that you are a citizen? They ask for a Birth Certificate.

How did you send your wife's ID card? What did she do without one?

I thought by red/pink document you meant international marriage booklet/document.

It happens...the details could be overlooked.

That was EXACTLY what the woman from the Turkish Consulate had a question about. She could not undertsand that either. This is all very puzzling to me.

The woman from the Turkish Consulate is going to call me back. I believe she is as puzzled, as you and I are. She told me the same things as you, and could not understand why, if I submitted a marriage certificate from the USA.............................why there would be any need to register the marriage in Turkey at all.

So, apparently she is checking on this situation, and contacting the Turkish Consulate in New York.

She seemed to agree with you, that registering a marriage in Turkey should have been a matter of choice for the spouse, and NOT required.


I was puzzled at the time when they asked us to register our marriage in Turkey. Not now..although I still say that it is absurd what the American Consulate in Turkey does: wanting to see a Turkish document and not being satisfied by an offical American document.

The red document you wrote about must be the international marriage document..it is like a passport..just bigger than a passport. If you have got it it means your marriage is already registered.

The American Consulate website states that they require a longer form of a birth certificate called ' Vukuatli NUFUS KAYIT ORNEGI'.
Although a birth certificate in English can be obtained from the Turkish Vital Statistics Office branches American Consulate does not recognize them since the is not a party/signatory to the international agreement creating the legal base for that particular birth certificate form and international marriage certificate (booklet).

Good to hear that hopefully it will be solved soon and your wife can be issued her visa without further delay.

How come your wife has her surname changed on her birth certificate and it says married on there and still the embassy says it has to be registered? If she has your surname on her birth certificate (vukuatli nufus kayit ornegi) and it shows there that you are married (your name must on there too) then it means your marriage is registered. American embassy has no way of knowing otherwise. Hello MPGGPM,

Sorry to hear that.

We got married in the US too. After that I returned to Turkey. I tried to register my son at Turkish Vital Statistics Office. I found out that I needed to have the birth certificate (in your case marriage certificate and your birth certificate) translated by a sworn translator through a notary and take it to the Ministry of Foreign Affairs (in Ankara..I am not sure the ministry's Istanbul office does it) and have it approved (signed and stamped). You can do that too. And then all you need to do is go to a Vital Statistics office with the stamped/approved and translated documents and have your marriage registered. If they ask you to do it through the consular offices abroad you can tell them that you are in Turkey now and you have no chance but do it there.

I hope everything goes fast and problem-free for you/your wife.

What about their supervisors? The inmates can't run the asylum by themselves. :whistle:

It's up to the Office of Management and Budget to develop the plan for which government services are essential and must continue operating during a shutdown. I haven't seen their current plan, I suspect because they haven't finished writing it yet. I know that much of DHS will not be shut down because national security and law enforcement are considered essential services. If USCIS ends up being shut down then I'm sure that there will be accommodations made for people with time critical issues.

INS continued to operate during the shutdown in 1996 specifically because processing is paid for by customer fees, so petitions were still being adjudicated. However, visa services and employment visa applications were affected because the US consulates and Department of Labor were operating with minimal staffing and essential services only.

He is inadmissible under an immigrant visa until the pending charges have been resolved.



I guess they can get us on this "who has not subsequently submitted fully to the jurisdiction of the court in the United States having jurisdiction with respect to that offense, is inadmissible."

But these charges can not be resolved until he is admitted into the U.S. and he did go to a few of the court dates, that is why they didn't revoke bail.

This is probably why we are in AP, this needs a supervisor's opinion. Maybe we can get a waiver.

OP - you guys don't need a I-601 waiver and your fiance's overstay should not be an issue if she was here on J-1 visa and left the US voluntarily!!!
Her I-94 was marked D/S (Duration of Status), which means she was not told what date she exactly needs to leave the country. This is a loophole that will save you! Unless she was placed in removing procedures, she should be fine!

In the case of I-94's marked D/S one is not considered "out of status" until it is declared by an immigration judge!

Here is the law:

7. Under the revised interpretation, aliens admitted for duration of status generally will not/not be subject to 222(g), regardless of their activities in the U.S., unless either:

(A) INS finds a status violation while adjudicating a request for an immigration benefit, or/or

(B) An Immigration Judge finds a status violation in proceedings against the alien.

8. Under the revised interpretation, a 222(g) refusal of an alien previously admitted for duration of status may not be based on the Conoff's assessment of whether the alien did or did not maintain status. For example, even if a former F or J visa holder admits in his/her visa interview that he/she stayed in the U.S. months or years after studies ended, or worked without authorization, or never enrolled in school or undertook any studies at all, or never engaged in practical training that was authorized, the alien would still not/not be subject to 222(g), absent a prior finding of status violation by the INS or an Immigration Judge under the circumstances set forth in Para. 7.

Our case is at the New Zealand Consulate currently.....and our waiver (if we ever get there) should be going to the Manila Philipines consulate.

That holding paperwork for a year is AMAZING!!! I thought they would slam me with the 30 day thing like they did with my action to deny/reaffirmation process. :thumbs:

About the Air Traffic Control and the child situation. I have no clue how the hell I'm doing it. On top of the immigration paperwork....I basically don't sleep(ex I was up until 5 am this morning doing a paper after my daughter fell asleep, woke up at 730 am to go to a class, came home brought my daughter to dance, then took a 1 and half hour nap, ate dinner, and now I'm back on the computer worrying about getting my husband somewhere that I can live with him at 12:40 am after watching Crossing Over and having my nightly cry). But I have my husband motivating me to push myself through school so we can have a better life in the future because it is now my sole responsibility to figure out how to provide for my family since he left. I'm finishing two semesters early because I've been taking 18 credit semesters and I took 15 credits over the 8 week summer semester. Still hold a 3.95 and rank in the top of the ATCTI program in my school.

:wow: That was the first time someone gave me recognition for handling such a mess so thank you...I needed that, All my family asks...is why am I tired all the time...I'm just too tired to respond so they don't fully understand. LOL. At least my extreme hardship waiver was 140 pages of a piece of cake lmao...it only took me two weeks to put it together (plus a 9 page hardship letter and another 10 pages of what may not be submitted in regards to the criminal convictions that he probably wont get)

When all this is done with I just want to look back at my life of where I am now as if it were a nightmare that I woke up from...I'm sure many on this site would agree or else you wouldn't be here helping others make it through this hell after you already finished your own process.

As the topic says... Did any of you do a bridal shower? Tanya knows a lot of my friends and family through email and webcam, and I thought it might be a good way for her to meet them all and to get her feet wet with American traditions. Of course I would rather she not be an American girl, ha ha, but at least I could have something small for her. I'm sure she would love it, but I was curious if any of you did this. Any other ideas, or just get married, as I am sure many of your answers will be.

Also what about English classes? Tanya speaks English very well, but as any person coming to a new country to call home, she is a little apprehensive about her English skills. I told her there are English as a Second Language classes that begin 2 weeks after she arrives here. these classes could really work, so to put her mind at ease a little I am thinking we will attend this class. I know it will not be the real-world experience as living and breathing amongst the people here in Pittsburgh with the crazy dialect, but if it helps to put her mind at ease, I am all for this.

Just wanted to see what you all thought.

I swear, since I have been here in Turkey, I gain around 10 lbs it seems like! :wacko: I don't eat near as much in the states as I do when I am here! As long as the dresses aren't on the line of Belly Dancing... I should be fine... just give me a month or two of warning....I don't wanna look like Omar the tent maker!

NOHUTLU PILVA - Rice with Chickpea

1 cup long-grain rice
2 tbsp orzo
1 ½ chicken stock, hot
½ cup chick peas in a can
1 tsp salt
2 tbsp butter



Wash the rice several times with warm water and drain. Cover the rice with warm water and leave it for 15-20 minutes and drain. If you do not have time for this, just wash the rice and then drain. Place the butter in a saucepan or pot and add the orzo. Over low-heat, fry until their color starts changing to golden brown. Do not over fry, take the pot from the stove as soon as you see the golden brown color and add the rice. Then, again place the pot on the stove and stir for 3-4 minutes over medium heat. Finally, add the hot chicken stock (If you leave the rice in water before cooking, use 1 ½ cup hot water otherwise use 2 cups). Add the salt and close the lid and cook over low heat, until the rice absorbs all the water. Meanwhile you can stir once or twice. Finally add the chick peas and stir. Let the pilaf stand for about 5-10 minutes before serving.
Pilaf goes well with any kind of dish and yogurt. I like it with plain yogurt.

P.S: You can also add 1 tsp of lemon juice with the water, to make the pilaf shine.

1 su bardagi baldo pirinc
2 yemek kasigi arpa sehriye
2 yemek kasigi tereyagi /margarin
1 ½ su bardagi tavuk suyu, sicak
½ su bardagi nohut konservesi ya da haslanmis nohut
1 tatli kasigi tuz
Pirinci temiz su cikana dek yikayip suzun. Uzerini ilik su ile kaplayin ve 15-20 dakika dinlenmeye birakin. Sonra suzun. Eger buna zamaniniz yoksa, pirinci sadece yikayip, suzun. Tereyagini bir tava ya da tencereye alin ve arpa sehriyeleri ilave edin. Dusuk ateste sehriyeler kizarmaya baslayana dek cevirin. Ates uzerinde fazla birakmayin, kizarmaya baslar baslamaz ocaktan alin ve pirincleri ilave edin. Orta ateste 3-4 dakika pirincleri kavurun. Son olarak, sicak tavuk suyunu ve karistirin (Eger pisirmeden once pirinci suda beklettiyseniz, 1 ½ su bardagi sicak su, eger bekletmediyseniz 2 su bardagi kullanin). Tuzu da ilave edip kapagini kapatin. Pilav suyunu cekene dek, dusuk ateste pisirin. Pisme esnasinda 1-2 defa karistirabilirsiniz. Son olarak nohutlari ilave edin ve karistirin. Servis yapmadan once 15-20 dakika dinlendirin.
Pilav butun yemek cesitleriyle ve yogurt ile guzel gider. Ben pilavi yogurt ile severim.

NOT: Eger pilavinizin parlamasini ve tane tane olmasini istiyorsaniz suyu ilave ederken 1 tatli kasigi limon suyu ilave edin.
