I was told by an immigration officer that all petitioners go through FBI background check.
If nothing comes up, it seems to take only a few days because I have received an approval letter from the US Embassy only a week after my husband petitioned for me.
We've done DCF so it might be different from the USCIS route, but I hope this helps.

You can get married anywhere you want as long as it is legally performed.
I am not sure if it is easy to go for DFC in Thailand when your fiancee is Lao,
but I think it isn't impossible. Let's see what others say.

Assuming your fiancee and you will get married in near future and the timeline at the bottom of your message (signiture) is nothing to do with your current situation, the option is not IR1 but CR1.

My husband and I are both living in Japan and we put our Japanese address on all forms, but didn't have any problem.

I highly doubt if USCIS approves F1 when he has a strong tie (you) to the US.
And switching from an immigrant visa to a non-immigrant visa might have adverse affect on your future AOS etc.
I understand you want to get together as soon as possible, but it would be better to take a safer step in the long run.

My mother-in-law was our joint sponsor, but didn't write any statement to prove our relationship.
If you are married less than 2 years, you (the petitioner) have to write the statement, though.
Notarization isn't necessary. For DCF Tokyo, we had no document notarized.
