From my own personal experience, I would say it is next to impossible to get a Philippine collge/university to send you transcripts via mail. There is just too much BS beaurocracy involved for things like that in the Philippines. Your best bet would be to have a family member of hers go there in person. She will most likley need to have a letter of authorization from your wife as well as both your wife's and their NSO BC, and probably 1 other form of ID. (yeah, I know it sounds weird, but the auth letter is not enough, you almost always also need the authorizing person's ID)

Aappilee, Just as a second FYI on top of Derrel & Lai's comments, Please don't show up at SLEC with dollars in your pocket and expect them to exchange them for pesos at some then current rate. You have to exchange your dollars for peos at some other location first. When you are at SLEC, you pay in Pesos. BTW, current street rate for exchange is $1.00 = 40.60 pesos.

Postal ID is issued by the post office of her LOCAL baranguy. It is a less than 4 hour affair that **MAY** have stretch across at most 2 days, due to signatures on forms that are needed in some locations from the Baranguy Capitan.

Its very common, very easy...no big deal.

Yes, postal if is a good thing to have...

Also, If you can, it would be a really good idea to renew your PHILIPPINE drivers's license. You can use it in the USA to drive legally while you are awaiting the neecessary paperwork to be able to get a US Drivers license.

I'm sorry to hear what happend. She can still go to Medical even without her passport all she need is 3- 2"x2" pictures but she can't get the result without her passport.


I'm not sure if this is technically true or not. But, regardless, I wouldn't advise it. Here is why:

Even if they would let her inside SLEC to start Day 1 of her medical exam,
as spidergirl says she can't get her results without submitting her passport. What "getting her result" means in SLEC speak is that the SLEC will not Forward her paperwork to the US Embassy without the passsport. No forwarded paperwork, means no Embassy interview. In addiiton, when she finally did get her passport, she would have to make another personal trip to SLEC/Manila to deliver the passport.

Her college transcripts will NOT be needed nor particularily helpful for getting a passport. It is the School ID they are interested in...but in the philippines, no ID's are valid if they are expired (go figure! I guess they think that the person in the ID is no longer the person represented!! haha...they cant seem to understand the card is using for ID purposes, not for MEMBERSHIP purposes!! oh well..this IS the philippines!)

It probably is a good idea for her to have her complete college transcripts (called T.O.R. here in the PI) for that matter, even her TOR from high School for other purposes in the future, but they are not needed and wont be asked for for for her passport application.

1. Postal id takes a MOST 2 days. Cost is minimal less than $20USD total, including necessary photos and photocopies. In some baranguys ("municipalities") it is even less.

2. It's good her passport wasnt stolen. To do a renewal, she, pragmatically, should have the following:
- NBI Clearance
- Authenticated NSO Birth Certificate
- Postal ID
- Passport Photos (Keep in mind that the passport photo specs have recently changed - a ROYAL BLUE background is now required - not WHITE.
- Prior (expired or unexpired (doesn't matter) Passport.
- and since this is the Philippines (hehehe) photocopies of all the above. (they LOVE photocopies here!!!)

3. You can go in person if you like waiting in lines, but based on where you are with the visa journey, you also could do this via the official DFA service agent, Pilipinas Teleserve: http://www.passport.com.ph/app/index/ (personal appearance still required, but with this process it is appoinment based - no day long line waiting and managed by the service Agent. We used this service for a renewal. Time was 10 days, cost 1200 pesos (plus cost of photos).

The issue here in this thread is how the USCIS/DOS will "find out" about unauthorized work. Every single one of us has to provide IRS information to the USCIS and/or DOS during this process. Here's aother form of communication: the IRS is in receipt of communication when an unauthorized worker's employer submits Earned Wage info to them and then does not receive an ITR from the worker. The IRS will not provide a official transcript for that worker- something that the USCIS/DOS is well within their right to request. I can go on, but I think the point is clear.

Point: Stuff goes around: directly and indirectly. The old adage of not letting the right hand know what the left hand is doing is quite difficult in reality. Certainly, as many have said - including you, eau, NOT WORTH THE RISK.

Unlike what some people think USCIS and IRS do not communicate. However, the SSA has established a new system wherein they are supposed to submit to USCIS a report on SSNs that have the "work with DHS authorization only" restriction and have earned work credits. Under this new system, there is a greater possibility of USCIS finding out if you worked without authorization.




Sure they do. Sometimes directly, more often times indirectly - via the petitioner and applicant. How many times in the visa issuance process does USCIS/DOS request (validated) documentation submitted to the IRS? Every time. If you work unathorized, the risk is huge that they will find out which at the least will require a waiver and at the most will get you a ban. Not worth the risk.

If the employer can't or won't hold the job for you, then you will have to look for another job. Employment is not only about Employer Needs and Worker Capabilities. It's also about TIMING. Sometimes the timing isnt there...this happens all the time.

To the OP. If you found one good prospect, there are a hundred more out there where the timing will be right - especially in a city the size of LA. Good Luck to you! You will find a great position with a great company when the timing is ready to go and everything can be done "above board" and legally. Take care!

Congrats Stephen1 to you and your fiance for getting the interview dates.

Your gal can go to SLEC in Manila any day that they are open. No advance appointment is necessary. There are no specific days or hours that are set aside for "walk-ins". In fact, EVERYONE IS A "Walk in". The SLEC medical exam schedule date given by the US Embassy is really just their attempt to even out the load at SLEC and keep the beneficiary within their timeline (max 1 month, min 1 week before embassy interview. All beneficiaries that show up on a given day at SLEC, whether they have a "appointment date for that day given them by US Embassy" or are a walk in are accepted and treated on a firs come first served basis.

One thing to think about would be:

If you believe that the TB Screen is the only "risk item" to passing the medical exam, you might have that test done in advance in your location (no travel to Manila) at your expense - not much for medical things here in the Philippines. In this way, you will know in advance if she will pass or fail the TB screen. If you know in advance that there wont be a problem, then you can do your SLEC medical 1 week before the interview so that you can only make 1 seven day trip to Manila.

If on the other hand, you find that from the test in your local area that there may be some problems, then you can go to SLEC the full 4 weeks before hand and not have to worry about staying in manila for a whole month which could be expensive unless she has family there.

The X Ray waiver for pregnant beneficiaries was discontinued in October 2007. The waiver is no longer available. All beneficiaries regardless of how early or late they are in their pregnancies are required to have a chest Xray. No Xray, no Embassy Interview. No Embassy Interview, no Visa. Of course you can choose to postpone the xray until after the (local) birth of the baby. If that will be within 6 months of the medical exam, then you can return for the xray only and its results, as well as the previous medical records, will then be forwarded to the US Embassy. If it will be longer than 6 months, then the other parts of the medical exam will expire and the entire medical exam will have to be redone - including another full SLEC Medical Payment.

#2) What about vaccinations? Are all vaccinations skipped due to pregnancy (to be done in US after baby's birth, but before AOS)?

Yes, for the philippines, all available vaccinations are granted a deferral until after the baby is born in the states. Note, however, that there are some vaccines that are not contra indicated during pregnancy. However, none of those are currently available in the phillippines.

#3) If the Xray is not taken and the Vaccinations are not done, does that mean that an SLEC exam for a pregnant woman is only 1 day? 2nd day not required because no xray to pick up or vaccinations to take? Can anyone comment on this? If you were pregnant, did they finish everything, including all paperwork on day 1 so no need to return for day 2?

If you arrive and start early enough in the morning, there is a small possibility that all results will be complete and ready for release on the first day. However, most likely, you will still need to return on day 2 to pick up the release papers.

Hi to all.

Well, we are going to early medical at SLEC next Tuesday, 18 March 2008. Embassy interview is 4 April 2008.

Unfortunately, no one in our situation has posted their personal experiences at SLEC. Here is what I have learned 3rd hand via reading documents, etc:

1. SLEC really tries to get the beneficairy to take the xray. They quote some BS from the US Health Department that "Xrays have not been found harmful to the fetus". Yeah...sure, that's why everyone I know, including TinTin's doctor says, Well of course not..no xrays when you are pregnant... There used to be some actual text on the Manila Embassy web site that said "An exception is available for pregnany women". However, the site has been updated in the past week or so and that text does not seem to be there anymore. I don't know if that is on purpose or not. One thing that is not clear to me is how will SLEC be able to do a TB screen without an Xray. Skin tests on adults in the Philippines is pretty much worthless due to the type of immunications that were common historically here.

So this point is not clear to me. If you decline the xray, does that mean they can't do a TB screen? And if they can't do a TB screen, does that mean you can't pass the medical and are therefore ineligible for a Visa??? How I wish someone here from VJ that has been through this before would assist us with their personal experience....

2. Vaccinations: Even though the USA lists a bunch of vaccinations, it appears that only 2 are performed here in Manila. Both of these two vaccinations are specifically listed in the US/CDC vaccination instructions as contraindicated during pregnancy. It is well known that vaccines are not TECHNICALLY REQUIRED before entry into the USA for a K1 beneficiary, so no vaccines will be given at SLEC and if you are in need of some, you will have to do them later in the US after the baby's birth.

3. I haven't been able to find any information on whether or not SLEC will release documents on Day 1, instead of waiting until Day 2, since (if) no other Day 2 activities are needed (ie Xray, vaccinations).

Anyone else get any other/different info on this subject??

Law has to do with INTENT also...someone carrying one, used "gucci like" bag that they bought at some market and is full of their wallest, lipstick and other stuff is going to have no problems. The law is in place to prevent people from bringing in pirated items specifically for resale. Not the case here.

Yeah, those damn appointment letters...wat a pain in the A__!!!!!!!!!!! We also never got one, even though the embassy says they sent it out twice....ha!

Here is what we did - we had no problem using this option at SLEC.

Go to the US Embassy web site to the appointment lookup page, enter your case number and your appointment info will display on the screen. Take a screen Print of that page and print it out. Now the trouble is, you name is not displayed. So, if you bring another document, like the letter the NVC sends out which has your name and case number (but not your appointment schedule), then in this way you can prove your name with this case number has an appointment with the USE Manila on this date. Worked for us with no trouble at SLEC.

Now am just hoping that this same thing will work for getting past the US Embassy guard on the day of the embassy interview. Both Lorraine and Grace at the US Embassy have insisted this is fine and I dont need the "appointment letter". We'll see.....

NEITHER... They repeat all X-rays if they saw something different on the film. The second X-ray is on a different view of the lungs to make sure that they are ok.



Ummm....No.... headbonk.gif Feeling a bit bold today again, I see.... As you guys have been around here a long time like me, you no doubt know that there are plenty of posts here discussing complaints regarding the quality of the xrays taken at SLEC. Sure, there are legitimate times when a well taken xray on well maintained exquiment needs to be repeated. But the incidence of second and third shots at SLEC is way over that water mark. In addition, as many others have observed, we are paying for a TB screen - NOT an XRAY. It is SLEC's chice to use XRAY as the screening device. If they determine they need 1 or 2 or 3 XRays in order to complete their screen, then that's on them and should be covered by the (now outrageous) $180 fee.

When I called the USEM I rcvd a conformation email with the appoitment date and time they said show it at gate 2, I had them send it to my email then forwarded to my fiancee so I have copy incase she needs again. It was sent like 5 mins after i got off the phone with them, just letting you know.


Thanks for your information. Im happy that you were successful. THis is yet another example of how things are so bad here. The process is completely opaque and non reproducable from 1 person to the next. Ughh.....!

Just FYI....I too have read other posts that say they have gotten the appointment letter via email. However, for us, in 3 conversations with 2 individuals at the Manila Embassy, both told me that they do not/can not do that. The last conversation I had from them 2 days ago was, "you don't really need it anyway", just show the embassy guard the screen printout of from the Interview Lookup page on the embassy's web site.." Now....i fully expect to have some stress when I show up at the embassy guard and he asks for it and I say I dont have one, but....blah blah.... We will see.. anyway we will get in one way or another - that I guarantee.

OK: WARNING!! HUGE VENT COMING..........

All I can say is that I am hugely UNIMPRESSED TO DATE at each interaction with SLEC and USE Manila. I thank God that I am here with TinTin to go through this together as she would be losing her mind by now with all of the BS, misinformation being slung out by SLEC and the Manila USE.

Whoever takes over for Gonzales needs to just drop a bomb on the whole visa Beaurocracy Machine and start from scratch! (Yes I know that DOS does not report to USCIS, etc, etc..). It's a BIG PICTURE sentiment...
