I just received an email from the NVC that my wife's visa interview has been scheduled at the US Embassy in Singapore. The Singapore police certificate was marked as "U" (The applicant has informed the NVC that the required document is unavailable). Will I still need the Singapore police certificate for the interview? The NVC did not give a letter of request for the police certificate from Singapore but now that the case has moved on the US Embassy should they be able to provide one?
I understand that on Singapore's reciprocity page (http://travel.state....l?cid=9732#docs) it says that the police certificate is available but the process involved to get it is confusing and unclear, while in an email from the NVC, they even stated

Police Certificate for Singapore:

Singapore Police Certificates are unavailable to applicants who are nationals of any country other than Singapore;

So now I'm unsure whether the Singapore Police Certificate is actually required or not...
anyone with any similar experiences out there?

We didn't include our photos and passport style photos and we didn't submit the evidence.. we met again 2 weeks ago. should we just prepare the photos and include the recent ones or just submit the photos of last oct when we meet up?

Just want to tell people on this website our story.
I filed the a finance visa for my soon to be wife in 2006 was approved and had interview in March 2007. i was transfered to Singapore so my new wife joined me. Talked to US Embassy and they told me to re- file my petition under K-3 visa.
Filed I1-30 in May 2007 never heard a word from INS. In November out of the blue received a letter from NVC saying they are ready to process so filed the following paperwork.
I noticed we have a Manila case number (MNL)even though asked them for a Singapore interview.- Too bad.
I did and sent it around mid November called the NVC said they received package. Ok i thought everything is fine. Waiting Waiting Waiting!!!

Around mid Janauary called NVC asked what the hold up was they told me mailed the package to my Singapore address but the Singapore mail system refused it and sent it back. NVC was waiting for me to contact them.

I finally got the paperwork sent to my PO Box- (military box). I am returning the paperwork in the USA next week since it takes 3 weeks thru the military postal system to deliver it.
Hopefully it will be accepted and get our interview soon.
Would like to bring my wife to the USA by July. 1 year 2 months after I filed the I-130 and 2 years after her finance visa was approved.

I filed I-130 for my wife 13 May 2007. Never heard a word from INS.
Called them mid august about status and case number.
Was told on back of check is the Case number use that to track.
Never heard from them again.
Checked website in January 2008 said case was approved.
That is the only info i ever got.

I am stationed in Singapore and both my wife and daughter had to get a police clearance in Singapore even thou thier interview was in US Embassy Manila. THey went down to the police station in Outram Park MRT and it took 1/2 day to wait and do paperwork along with pics. 2 weeks later thier clearance was ready and mailed it to NVC that was the only holdup to thier visa interview. Real pain in the #### but it was required.

Well my step-daughter had her interview Monday Oct 19th and her visa was release by Tuesday the 20th Oct and in her hands by the 21st of Oct in Cagayan De Oro- alot faster than my wife's visa (took over 1 month). Anyway My step daughter will be traveling to the USA Nov 14th and her POE is Los Angeles. From start to finish it took over 1 year and 2 months to get her visa.
Now we have to adjust status issues.

You are much luckier coz your petition went to CSC, not VSC. hehehe. VSC is much slower coz it takes 6-8 months while in CSC only 5 months for both I-129 and I-130. So hang in there you will be approved soon. Just keep the faith.




If read some posts that petitions transferred to NBC are approved faster than CSC and VSC. So you are lucky enough that your case is moved to NVC. Good luck! God bless.

I just want to share my whole experience regarding my petition especially to those who are still patiently waiting for the approval of their petition. First, of all I want to thank my VJ family especially my friends here who have shared their insights, advice and informative ideas on how to go about the I-129F petition. I am extremely happy that finally after almost 8 months of waiting for the approval of our petition, just today our case got approved!!! I have no experience about paperwork since the very beginning we started our paperwork. But thanks to my VJ family, a lot of good people here have helped us go about the whole process of K1 petition, without these good people it would be very impossible to complete our whole packet. My fiance and I never hired an attorney coz it is expensive. We did everything by ourselves with the guidance of my VJ friends. I really want to thank all of you. MILLION THANKS.

To those who are still waiting, let me share to you my experience. We all know that VSC is really slower than CSC right? So the waiting game is really so tough. Ive been through a lot of pains, struggles, frustrations and depression. I cried everyday after we passed the normal processing time which is 5.5 to 6 months as shown on the USCIS website. I almost gave up and I even argued and fought with my fiance, coz I always pushed him to call the USCIS to find out the case and he got tired too hearing different answers from customer reps and even tier2. We tried several times to file for a service request to tier 2, but unfortunately they didnt allow for some reasons. I think it depends on the tier 2 you speak with. So be patient enough to call the USCIS and be on hold for like 40-50 minutes to finally talk to a tier 2. Finally, after we passed the 7th month, my fiance called again the USCIS and was able to talk to a kind tier2. He put us on a service request after he asked few questions from my fiance and noted them down. Then he told him, that a letter will be sent to my fiance in a week or 2. On Dec. 30 my fiance got the hard copy of the letter from the USCIS, but I was surprised that the letter stated that our case is still under review and we have to wait for another 60 days! We were really shocked! What??? I asked some of friends' experience who also had their case put on service request, I was relieved when they told me that 60 days is just a generic answer. They added that hopefully this first week of January I will get an approval. To my surprise today, INDEED I GOT APPROVED!!!! Whoaaaaaaaaaaaaaahh!!!!!!!!!!!!! I was screaming and jumping lol coz I was extremely happy. I realized then that if we just leave everything to God, then it will come the least we expect!!! Good things come to those who wait patiently. So GOOD LUCK TO ALL THOSE WHO ARE STILL WAITING FOR THEIR APPROVAL. NEVER GIVE UP!!! INCREASE YOUR FAITH IN GOD and most of all DONT FORGET TO PRAY. GOD will always grant our desires because HE knows what our heart's desires are.

My case will be handled in manila, so my number is MNL-----. :)
When I went to the cantonment office to apply for COC...
- i prefilled out the request form (i downloaded online from another thread in this forum, but it is also available at the COC room where you request,
- brought proof of my arrival and stay in SG (passport stamp, employment pass copies, employment conttact), brought a copy of the Checklist from US Embassy Manila,
- and another letter I downloaded from a thread here in visajourney... it was a petition to grant approval to request COC for foreigner...
 
but the lady went through my papers and returned those not needed, which was the checklist and the petition for COC for foreigner.

I am currently living in Singapore and I am flying to Manila for my interview date on June 19.
I had the same question about the COC... but I just went to their Cantonment Location, filed my papers, got all the requirements ready, and they issued me my COC without question. I brought my Checklist and Appeal letter to request for COC for foreigner but they did not need it. I will pick up my COC on June4, 3 weeks after I filed.


I believe they also accept requests from overseas and they will mail you the COC. Not sure about the process though and how much longer that will take but I read it somewhere here in Visajourney. Just search for the thread.

hi, I also have been working here for 3 years, stated singapore embassy in our filing.. but when I called NVC to ask abt my case, they sent it to Manila. So I think they only process those with PR status here.
You can wait for your NOA2 and case number before you request for COC. It will take about 3 weeks.
To give u a better idea of the timeline, i got NOA2 april 25, my case was received by NVC may may 3 i think.. sent to US embassy manila May 8. Earliest interview date available was May 15... so things move pretty fast by that time.

just want to share my experience in getting a police clearance (coc) from singapore for a foreigner.

I was a bit worried because I have been reading that they do not give COC to foreigners, but they actually do without hassle. You just need to sign an extra paper (appeal form) that is available at the COC office at the police cantonment station.

Well that depends if the church certificate is legal in Singapore. You need to find that out first. In NYC a religious marriage that is performed is considered valid even without a marriage license AND the federal government will allow you to file taxes as married in NY with just a religious marriage certificate. It is something very unique for NYC so theoretically in NY you cant get married religiously and act like you are married and then marry again with a license at city hall because the second is seen as legally invalid.

So be very careful with this situation. You should consult a lawyer. Dont rely on opinions on here. Seriously.

But which certificate did you already use? Was the US marriage first or second?

If you used the second on then you're already in trouble because the second marriage is not valid as neither of you was legally able to enter into another marriage.


Actually, looking at the cert its just Church certificate so in fact I think we did the right thing using US one.

Exactly correct. All this "thinking of using..." nonsense needs to be purged from your head and replaced with truth telling. It's impossible to predict how much damage you've done but the first lies were told when you applied for a license to marry in the USA when you were already married. If you then used that marriage certificate and marriage date to file a petition, you may well have committed a material misrepresentation, the consequence of which is usually a lifetime ban from the USA. What would happen if you simply continue the process using consistent information is unknown but if IR1 status in the USA is your goal, simply delay the US entry until after the anniversary. A CR1 visa holder who enters after the two-year anniversary of marriage to the USC, will be granted IR1 status.

Hi Guys,

we got married twice, thinking that having a marriage certificate from US, would be better.

for our I-130 we used the US Certificate of Marriage and Date.


Reason, because we didnt know the difference between CR-1 and IR-1.

Now our Singapore Marriage certificate is 1st Jan, and Im thinking of using it for our NVC Journey, which obviously will need some explanations.

because now that we are in NVC, Im pretty sure (being optimistic) that we can get the visa before April. and therefore enter US before 2 years of our wedding anniversary and therefore, well you know, CR-1 instead of IR-1.


Any of you has experienced this before and/or whether this would affect our NVC journey, if I were to give the Singapore Marriage Cert and use the date in DS-230?

Or perhaps I shud include both? and give explanation?

apparently theres is another vj-ers who is waiting for her interview in May, and got an OK from NVC without CNCC.

i asked her to share with us if she can get any oficial letter instead of waiting for 221g -.-


to me, if you can get thru NVC by submitting that notice...by all means get thru it.

its easier to do/track whatever locally. But NVC / SGP US Consulate should really look into this particular issue.

They dont think 3-4 weeks is that long.....jeez!

Okay guys this is recent and im sure some ppl can be stucked because of this, and this can push you back 3-4weeks.

So in Oct 2010, Singapore Police HQ stopped giving CNOC (certificate of non-criminal) to non-Singaporean. THey made it clear on theirwebsite, in their building and have a blue color notice that you can take.

The same blue color notice is what i sent to NVC and got their 'OK' ONLY to be given 221g by Singapore consulate at the interview date later on.

This made me so confused and upset.

On that notice, it says, an alternative is to get Statutory Declaration from any approved lawyer (they have the list on website) - SGD 20bucks

WHich i obtained but the 221g says SD is not sufficient. and between Dec 2010 and mar 2011 they have made the agreement with Police HQ to issue CNOC to US Immigrant Visa Applicant. This sounds like the CNOC office will just give you. BUT NO.

They will ask you to appeal to apply!!!
And you can only appeal if you have any documents that says (GUS THIS IS VERY IMPORTANT):
" Statutory Declaration is not sufficient - need CNOC"

Only then, you are able to fill up an appeal. SO DONT WAIT for 221g. ASK, GET, HAGGLE whatever you need to do...while you are preparing your package in your NVC stage, to GET any formal letter that says that.

THis will save you 4weeks ,at least, of yr time.

once Appeal form has been filled-up, it will take 5working days. Call them on the 5th and confirm your appeal has been approved. Around 4-5pm.

On the 6th working day, go there and fill-up an application form for CNOC. cost you 50dollars. and 10working days.

The part that is confusing is that, FOR MY CASE: I did this after 221g
so when my applicaton was done, Singapore police HQ sent it to US Consulate here.

But what you need to ask, is whether you can collect it and send it to NVC together with your other docs, OR
you can tell NVC that your CNOC, is already with Singapore US Consulate. - GUYS you need to check this part.

The reply that i got says:

"Yes, since this is the what the Singaporean authority is doing. "


I can forward you this email to whoever needs this. Let me know. PM me.


I can safely say, you are not required to have Singapore Police Certificate anymore (IF you are non-Singaporean citizen), this is latest development, Please make sure you have exhausted every source in confirming this. As for me, I will print this email as reference.

If you called, then it is likely that they have touched your application as well. As soon as they move your petition from one desk to another, if you call, if they need something to look at or when the cleaners move it to the side (this prolly doesn't happen but it is a figure of speech lol), then your application is 'touched'.

You can see your application being touched by logging into the USCIS website and check on the date when your application has last been updated.. if this date is a newer date than the last update, then your application is touched smile.gif


My last update date is 06-Jan-2008, and I filed it on 03-Jan 2008. That means my application was never touched? thts sad sad.gif

Hi, It should be enough to get a police clearance certificate from your local Indian Embassy in Singapore. It is a quick process, and you usually get the clearance by the end of the working day. The PCCs are valid for six months at the most. They cover the entire duration of your stay in India. You can find the form for requesting a PCC in the miscellaneous services section of the Embassy Website.


imtay thanks a lot. I want to know if it is advisable to get the pcc beforehand. Since as you say it will be valid for 6 months. can I apply for the certificate before I formally get approval from USICS?

Hey guys...I kinda gotta unique circumstance here. My fiancée filed an I-129F for me on 3rd Jan. She had to give all the addresses i had been since the age of 16. I had been in 3-4 places from then on. Especially I am in Singapore now for my MS, I will be returning back to India in couple of months(We have requested the Visa process in Chennai Consulate). It will be a real headache for me to collect police certificates from all the places I have lived especially since I will be leaving Singapore in couple of months. I had lived in Mumbai previously for 1 year but do not have any evidence for me to claim a police certificate from there.

Is it just enough for me to just get a police certificate and passport clearance from the Indian Counsulate in Singapore as the chennai US Consulate says that is the criteria for non resident Indians. The situation is more complicated since I will be staying in Singapore for another two months only. Will I also need a pcc from singapore? does any one know how long the PCCs are valid when obtained from indian Consulates abroad?

Thank You VJers, thanks evryone here, thanks Rachel&Alex, Sunnybear, blake&olha, Cecile&Bryan and others I havnt mentioned thanks a lot for your help and support. My K1 visa got approved today. The interview dint last more than 10-15mins. It was absolutely smooth. I was asked to collect my visa, passport and a package to show at POE next thursday. Swathi and I are so happy. Guess I will be flying to US in August, still have some stuff pending here.

We wil be hanging around here guys, esp for AOS. All the best for all those in various stages of their visa process. Good Luck!.

Rachel when are you planning to goto CA? you will be marrying in Sunnyvale?

1. You will get them back in the brown envelop that will be send to you. The envelop is sealed and should not be opened but should be surrendered at the POE. If you want to be sure, then also add a copy of each original so they can give you the original back if needed (they will not make copies for you).

See the following lines:

- A copy of the intending immigrant's birth certificate along with English translation. (note: it says a copy so it doesn't have to be the original, besides, you should never send originals to USCIS - Jeroen).
- I693, Medical Examination of Aliens Seeking Adjustment of Status. (If you already have this from your overseas Visa Interview submit a copy that medical check form; No fee is required in this case. If you are a K-1 fiancé(e) or K-2 dependent who had a medical examination within the past year as required for the nonimmigrant fiancé(e) visa, you only need to submit a vaccination supplement (I-693A), not the entire medical report. You may include the vaccination supplement with your adjustment of status application.)

Your spouse may also be required to have a medical sometime during the AOS process. The medical must be done by a CIS Designated Civil Surgeon. Your CIS office should give you a list of CIS accredited doctors in your area, if not check with your local office to get one. The medical exam can cost anywhere from $100-200 dollars, many physicians will not take a check, but only accept cash. Be prepared of the cost before your spouse gets this done. It would be wise to collect their vaccination information before going to the appointment as the doctor will need to have record of them. At the appointment your spouse will be tested for TB, AIDS and Syphilis. If they do the skin test for TB, they will be required to return to the CIS doctors office to have the site checked before they finish the exam paperwork. Note: Some CIS Offices allow you to schedule your appointment when you want, as long as it is done before the AOS appointment, check with your CIS office to see how they handle CIS medical exams before filing your AOS paperwork.

Hi guys, hope evrythin is goin well with you.

I wanna share the happy news that my interview date has been set, its going to be on 26th June (This Thursday) at the consulate in Singapore. I had earlier returned my DS2001 in person (lol! thy let me into the embassy). The very next day they sent me the interview letter.

I am also a bit nervous. Hope things go well and they dont find any fault. Following are the documents I am taking.

1. Interview letter
2. copy of I-129F filed by my fiancee, and attached proofs
3. NOA1, NOA2
4. Birth Certificate (also notarized affidavit from my mother since her name was spelt wrong in the birth cert). Also taking my school certificate indicating my birth date and parent's names, just in case they wanna see more proof.
5. Police certificate from Singapore and Indian Embassy in Singapore.
6. Passport (needless to say)
7. Affidavit of support from my fiancee and her father. He is nto business, hence only taking his last 3 years tax return.
8. Bankers Cheque to pay at the embassy.
9. Poof of relationship which includes
Intent to marry from my fiancee (though embassy did not ask for)
Few engagement pictures of us with family members
Bills of Engagement Ring, bangles I gifted her
Her travel documents to prove she visited me twice in the past year
Lots of pictures taken together during both her visits
Chat records from gtalk
Phone call records from my fiancee
Greeing cards exchanged
10. Forms DS 156-2 copies printed out from web. DS 156K 1 copy printed out
11. Lot of passport size 5x5cms photos.
12. Apart from that, my student card in Singapore, my degree certificate, certificate of scholarship and enrollment in Singapore university. (I am completing my masters degree here next month.)
13. My vaccination and medical records have been already sent to the embassy directly by the doctor. so I am gonna just take the bill.

....well thats about it I guess.

I have a few questions:
1. Will they give back my original records? like birth certificate, vaccination record, medical examination
2. What is the major thing they look at for issuing K1
3. Sould I tell them exact date I am goin to travel?
4. I read that for AOS I can use the same medical record and vaccination record. So is there any specific thing I must do to get those copies?
