All the documents my husband has to send in are all certified by the ministry of foreign affairs. I apologize for confusing you. You can pay online using the IIN#or invoice# that the NVC gives you when you request it. Then you go online to https://ceac.state.g...ice/signon.aspx and logon. You will need to provide your bank routing # and account # and verify your address. I didn't send any paystubs because when I spoke to a rep she said that you can send in a letter or have the most recent pay stub. The paystub can be at the very least the most recent; one only. Hope that helps. With this application, I called them everyday so that I won't receive any rfe. I am waiting for their reply. I sent it out yesterday and they received it today. IR-1 / CR-1 Spouse Visa Process & Procedures	Online Payment	When I first called for the IIN# the person did not know what I was talking about but I told her the invoice number then she gave it to me. You can try getting that then try paying. If it does not work it will say it on the website otherwise you can use it. Make sure all the info is correct. They also said that about faxing in papers. The first rep gave me a number and then when I called again about it she said because they are having so much problems with it they will no longer accept docs by fax.
