I think your best hope is to have the Congressman keep pressure on the USCIS. Did they give your Congressman an estimate of when to expect an adjudication? If not, ask your Congressman to call the USCIS again for a firm date.

It seems the CSC has all but stopped processing K1's during the past 2 weeks. As you can see from Igor's web site only 4 NOA2's have been issued for VisaJourney members in the past 2 weeks. Last month, they were issuing 2 or 3 NOA2's a day.

I think this is totally unacceptable. Why should CSC filers have to wait 6 months for an NOA2? The USCIS should be transferring cases from the CSC to the VSC office to balance the load.

Who's in charge at the USCIS? I'd really like to give this person a call and get an explanation of what is going on over there. We need to start a campaign and put pressure on these guys to make some improvements.

I called the USCIS this morning and spoke with a friendly customer service rep, Brian. I asked him if he knew why so few NOA2's were being generated by the CSC and VSC this month. He gave me a quite lengthy and detailed discourse about the operations of the USCIS, such as their primary functions and time frames for completing tasks. He seemed very knowledgeable, which may lend some credibility to his answers.

Basically, he said that starting on April 2nd, the USCIS has been mandated to clear the backlog of name checks. Staff has been pulled from other areas (I assume that means K1 and K3 Visas) to accelerate processing of name checks. I found a USCIS memo that backs this up: http://www.uscis.gov...heck_2Apr08.pdf

I think the CSR's explanation is correct. Looking at Igor's web site, the beginning of April is when NOA2's started to drop off.

So, the big question is when will additional staff be assigned to process K1 and K3 Visas? I asked the CSR if the USCIS was hiring more adjudicators, but he did not know.

The people who answer the phones are not involved in processing the applications, so calling them won't slow things down. Unfortunately, it probably won't speed things up either. cray5ol.gif

I called this morning at talked to a polite young man. He had little information to offer me, other than they are swamped with applications.

Regardless, I think calling lets the USCIS know we are not complacent with the long delays. I am sure they tally the numbers of calls they get each month and it is used to measure their performance.

BTW, if you call the automated 800 number, if can be tricky to actually speak with a live person. After calling the 800 number, I entered 1, 2, 6 to reach a person.

I honestly think this is a bad idea. I think going directly through USCIS to try to get change is just going to piss them off. I suspect that the adjudicators are doing everything they can...it's policy and planning that is wrong. I think a letter-writing campaign to all of our congressmen is much more likely to get results! USCIS needs to change the way they handle this from a managerial perspective and the only way that's going to happen is through congress involvement. It definitely needs to change...but we need to take this through the right channels! I think we've all worked jobs where people get pissed off at us for management decisions...we can't do anything about it, even if we call management and tell them about the calls, they won't listen to us. We need to go above management and get at it from the other direction! good.gif


You're probably right. I'll give the USCIS a polite call just to let them now I am concerned. Then, I'll send a letter to my congressman. I think my NOA2 will come soon, so this probably won't help my case, but maybe it will speed things up for others.

The USCIS has been slow this week. They seem to be in fire-fighting mode. Name-checks get backlogged, so they allocate extra manpower to get caught up, but then they fall farther behind on Visa's. So, they shift back to Visas for a week and fall behind somewhere else.

But, the day will come for us February filers. Hopefully next week will see more NOA2s.
