Do both the petitioner and beneficiary have to have a letter of re-intent to marry or just the petitioner (USC)?


We had updated letters of intent to marry, duly notarized, but the CO did not even ask for them. I was asked where we intended to marry and how we maintained our long distance relationship over 10 years.

Hi guys!
 
I just called the embassy to check on our situation because our status hasn't changed since our interview. Ready since September 3. 
Just found out that we are on Administrative Review.  They're gonna follow up my case to the team in charge of my visa and was advised to call again within the week. So I am gonna try to call again on Wednesday.
 
Anyone experience this here in the US Embassy Manila?
 
I'm getting a little worried and frankly, a little frustrated. Sometimes you cant help it.
Basically, no forms or letters were given during the interview and i was told that my visa was approved and wait for my visa.
 
Maybe a possible delay on our visa is that I was born in Libya? Could that be a flag? But i grew up here in the Philippines with my Mom and Grandparents.
Last time i was there was the year 2000, i was 14 then. But I have no plans going back because my parents are separated. The CO knows my situation so I don't think it would be a very big problem.....hopefully.
 
Any inspiring words would be very truly helpful :)

My visa status has been 'case opened' and 'ready' both since 26 February 2014. Someone in this thread had their CEAC status change from 'case open ready' to 'issued' within 6 days. I hope my situation turns positive very soon and I see that much-awaited 'issued' status within the next 2 days!

On my first day of medical (Feb 10), I admitted to the doctor performing the physical exam that several years ago, I saw a psychiatrist about 2 or 3 times. I had mild depression due to my partner going back to the US and leaving China, which meant less time together and the hassle of dealing with 16 hours time zone difference.

The doctor required that I be evaluated by the psychiatrist of SLEC, so I had to come back on Feb 12 just to schedule for Feb 14. Came back on Feb 14, passed the psych exam and then I had to come back on Feb 17 for immunizations and the X-ray CD.

Are you done with medical yet?

I recently received a letter last March 3 from the US Embassy in Manila, telling me that my fiancé visa case is eligible to be scheduled for an interview. It's dated January 6 and indicates my case number at the bottom left of the letter. I had my interview last Feb 18. Too late the hero? LOL

Along with this letter is a copy of the approved I-129F with the alien number and a document titled Record Of Inquiry -TECS (ROIT). This TECS form appears to be the result of a background check on both petitioner and beneficiary, using a records search on both our names and corresponding birth dates. Thankfully, 'no match' for both!

So is this packet 3 or packet 4?

I think the fact you had a previous U.S. visa in it was the reason they wanted to see the old passport, I will have to remember this though.


I just checked. The USEM stamped my old visa "Cancelled Without Prejudice".

Yeah, it's a good thing I decided to bring my old passports with me, specially the one with an old US visa. I was thinking I'd just bring a color photocopy of my old US visa and photocopy of bio page of that old passport, but the CO asked for my actual old passport and retained it along with my current passport. The CO politely told me at the interview that he's satisfied with his visual inspection of my old passport (I guess he could tell it's real, as is my old US visa) and that if I wanted it back right there, he would give it back to me. However, he would like to keep it and just send it back along with my current passport. I said he could have it for now.

Hahaha! Thanks! I picked up my passports (yes, the consular officer asked for my old passport with old US visa at the interview along with my current passport) and the yellow packet at SM The Block 2Go Saturday, March 8. It's exactly 1 week before my booked flight.

I tried using my case number and passport number to track my passport, visa, and packet via 2Go. The website returns 'INVALID'.

However, if I use the UID number found on the visa interview confirmation letter, it works! Prior to this, I called up 2Go and their employee asked for my full name then I was put on hold. He came back on the phone and told me the USEM has released my passport and it's now in transit to their office for pick-up. Additionally, he gave me a different tracking number to use: AxxxxxxxF, where the x's are various numbers. This additional tracking also works.

I was told to call back tomorrow, Saturday, March 8 to check if the passport can be picked up in the afternoon. At the latest, by Sunday. So it looks like I'm all set. Next, CFO.

CFO can be too much fun for sure, it is always pot luck as to what documents they will request.   Knowing your fiance's mother's maiden name is one that is always asked, sometimes they ask for a U.S. land line phone number.

The form at the third floor of CFO asked for the petitioner's landline and cell phone number and email. For landline, I gave my fiance's Skype number and I left the cell phone number blank.

Just got done with CFO, and boy, they do change their documentary requirements on a whim!

At the ground floor, I had to fill up a form which asked for exactly the same information as the so-called registration form (in PDF format) that's available for download from the CFO website. Then at the third floor (where the seminar for spouses and fiances of US citizens is held), I had to fill up a different form, which asks a lot of questions regarding the divorces of the US citizen (if divorced).

Instead of the 2x2 visa photos, I was asked to provide 3 or 4 photocopies each of the passport bio page and US visa page. So no more 2x2 photos in my case. Then after a quick Q&A regarding names and birth dates of myself and my fiancé, they took a digital photo of my face using a webcam.

I was not asked for copies of CENOMAR, birth certificates (of both), tax transcripts, affidavit of intent to marry, yellow packet. Just the beneficiary's original passport, 3-4 photocopies each of the bio page and US visa page, original secondary ID (in my case, the NBI clearance) and 1-2 photocopies of the secondary ID.

And yes, the form to be filled out at the third floor asked for the USC petitioner's mother's maiden name!

Lastly, I heard that one fiance's CFO certificate and sticker (who was in my 'class') was put on hold because the USC petitioner's divorce decree indicated mental instability as the reason for the divorce.

Yes, your fiancé or spouse will need to attend the class to receive the CFO certificate and sticker prior to departure. You can take the class prior to your interview but will have to return to have the sticker placed in the passport that contains the visa. You will face getting turned away at the airport if you do not have the CFO. This is a Filipino requirement NOT a USA requirement but you will be stopped at the departing Philippine immigration desk.





OK, thanks! I guess K-1 visa holders are exempt from this Immigrant Data Summary form. Sorry for the bandwidth, LOL.

So over at the CFO website, there is a downloadable registration form in PDF format. Can I print this out now and fill out as much as I can? Also, after the last names of the applicant, petitioner and nearest relative in Philippines, it indicates 'Suffix'. What is that supposed to mean?

there is a small eatery at the left corner of CFO manila. there's a photocopier there and they can print your pictures as well.


This is true. They can even make color photocopies using an inkjet printer. 5 pesos per color copy. I had to make several color photocopies of my US visa, which they require at CFO.

One of the reasons for this is that the embassy closed down due to bad weather and flooding of the metro...their system, I think is adjusting and updating to accommodate those who were not able to come and for those who came but was turned away.

I don't know what would be the best course of action for you but I think you should keep the interview date...I guess for extreme circumstances you may just risk waiting longer or paying another fee.

Well for now I would say be patient, until the embassy staff can update ALL the accounts involved.  The embassy is still closed so if any staff is there working I doubt there are many of them.
