I-130 is needed only AFTER you have received your NOA2 from USCIS...at the interview stage. guides6ly.gif

I-130 is NOT used at any point of a fiancee visa process from initial filing all the way through adjustment of status.

Ahem, Marina, the OP is asking about K-1 visa - at this point OP only needs to go with I-129f.

After the fiance arrives and they get married they will file for AOS which will include the I-130 among other forms.
NOT True either, K-1 adjust status based on K-1 visa, the I-130 is NOT used when a K-1 adjusts status.

ONLY if the K-1 marries the US citizen OUTSIDE the 90 days of the I-94 would they need to file an I-130.

Marry first, then file the I-130 DCF, and shortly after marriage US citizen needs to move to USA in advance of the visa interview and re-establish US domicile (Rent apartment, look for a job, apply for a driver's license, etc..), file IRS return for 2008, and perhaps late one for 2007, will not need to pay any tax on foreign income. Need to be able to demonstrate re-establishing US Domicile, and being able to support prospective immigrant. Probably will need a Joint sponsor living in the USA too.

No fast way, for the most part CR-1 and K-Visas have been taking similar times, CR-1 for Mexico tends to take a few months longer.

Note CR-1 allows the immigrant to take a job immediately after entry to the USA allowing to support family, K-Visas need to apply for AOS and EAD and cannot work until they have EAD or green-card which can take 90 days or more to get.

If you sent this to USCIS, simply send it to them again, it is possible that they misplaced something.

To file a K-1 you must have a US address. You can live in another country, but need to maintain an address in the USA. Your fiancee, when she arrives, will not be able to leave until she has an AP or adjusts status. Either can take 2-6 months (probably more like 2-3 months for the AP) She would have to be in the USA for her AOS interview and biometrics appointments. After her AOS she will need advance permission to be out of the US for more than 12 months.
NOT "Advance permission" it is called a Re-entry permit. And the re-entry permit has to do with remaining out of teh country for an extended period that were beyond the US resident's control.

This is an ugly one.

K-1 is a single entry visa for ONE entry to the USA only, once the K-1 is in the USA the must marrywith 90 days or return to home country.

Once the K-1 marries they must file I-485 and perhaps I-765 and I-131 for AP doc. The K-1 CANNOT neave the USA without AP doc or Green-card in hand.

Note: Canada WILL require a person from China to have a visitor's visa AND AP document to visit Canada, once the Chinese national has green-card they can visit Canada without a visa.

One last note: A green-card is for residency in the USA, the green-card will be a conditional one, one condition is that you share a resident together, this may be a problem with you having a job and residency in Canada, and the Green-card holder having to maintain residency in the USA to be able to hold the green-card.

Green-card holders are allowed to reside in a foreign country, in limited cases like a (US Government job).

The OP doesn't want to live in the US, they just want the K1 for their wedding and then they will leave.
They have a 10 year bar, the only way to overcome that is through a visa petition filed by a US citizen, and then waiver requested by consulate, so K-1 or Spousal is the only way to deal with this, not visitor's visa as another poster suggested.

K-1 is NON-Immigrant, however it has immigrant intent, and as such is always handled by the US consulate in country that handles immigrant visas. Since the K-1 ultimately adjusts status the immigrant visa unit handles the case because they have to do more extensive background checks to determine if there is any inadmissibility issues, and the immigrant visa unit is equiped to handle the additional processing required by the K-Visa.

The only consulate in Mexico that handles IMMIGRATIONS visas like K-1 is in Juarez.

Note, K-Visas are handled by the consulate having jurisdiction over your place of residency, which may required evidence that your residency in Mexico is as a permanent resident not a visitor.

You indicate you are British, if so, more than likely the consulate that will handle your case is in London England.

From what I have seen London is much quicker than Juarez.

If the reason for denial was for "Non-bona fide relationship", yes you can start again at a later date. USCIS tends to expire denied cases for the Non-bona fide relationship denial.

What you can do is provide some evidence of length of relationship at the time you file the I-129F, this tends to front-load the petition, and tends to defuse this reason for denial at the time of the interview.

No can do.

K-1 requires I-129F filed first.

K-3 requires I-130 filed and then later I-129F filed AFTER I-130 is received by USCIS.

If considering K-3 then consider doing the Spousal CR-1.

K-3 is an optional visa process that was developed at a time when I-130 was taking a long time to process when compared with K-1 fiancee visa, the K-3 allowed the prospective immigrant to enter the USA and wait for I-130 to be approved. However since USCIS has been approving the I-130 and I0129F at the same time lately the reason for the K-3 no longer exists, the 2 visa processes tend to be about the same time to approve through to a visa.

Both visas start the same way, you file an I-130 for a CR-1 spousal visa, and then file an I-129F to the address indicated on the I-130 NOA1 letter to start the K-3 option.

Consider sticking to the I-130 visa process, for the most part USCIS has been approving I-129F AND I-130 on the same date which essentially eliminates the whole reason that the K-3 was developed in the first place (LONG I-130 Processing time ate USCIS).

For the most part CR-1 tends to take a bit longer than K-3 to get if you prepare for NVC when they request I-864 fee, and Visa fee, as well as documents requested by NVC. In many cases the CR-1 petition reaches the consulate just before K-3 interview, which causes K-3 to get dropped and the interview becomes a CR-1 visa interview.

K-3:

I see many posts from K-3 holders stating, "Wow this sucks, I am stuck at home because I don't have EAD, DL, etc, or I am having hard time getting added to bank accounts because of NO SSN." K-3 has a 90 day or longer period of limbo while waiting for EAD or Green-card.

K-3 was developed at a time when CR-1 was taking much longer that today, NVC has greatly streamlined the CR-1 process to the point where K-3 becomes irrelevant.
