I was told by the NVC that our application was sent to GUZ on August 9. I tried calling there, and could not find anyone to talk to. All automated responses.
One of the choices had a chinese woman speaking English but I could not understand what she was saying.

Is there a website I will be able to see if they, in fact, received our application?

Would you recommend sending western union receipts for the interview in Lagos ? Has anyone done this? I just want to know if its a good proof of ongoing relationship or if it will be used against me?


In another thread, this was addressed. I thought if sending one or two hundred every few months would look good. Meaning, it would show I already think of fiance as family? However, it was pointed out it could look like you are "paying for a wife" Maybe not with small amounts, but I am only going to include a few at this time. For example, my fiance has a medical concern, so I am sending her $350 so she does not have to work until surgery. I will pay more after surgery as well. I am not going to include these in out "packet". Hope this helps....todd

Thank you to everyone who has replied to help me.. Thank you so much!!! But still NVC and USCIS are clueless about my Approved K-1 Visa Package. USCIS said they have approved the I129-F and sent off to NVC but it could take up to 90 days!!!! before NVC receives my package.

NVC said they do not have my case on record and did not receive the package from USCIS. They ask me every time to read whats on the NOA2. They then say well we don't have it and it has just been approved (July 8th 2011) so i need to wait. It could take up to 90 days to process.

Please, is anybody else going through this and what steps did you take while waiting for USCIS and NVC process this package.

Its just mentally discourage to read of so many other receiving there case numbers in days while 30 DAYS!! has past since being approved and nothing but shucking a jiving from NVC and USCIS..

More advise and help is always appreciated.

Wally. We had our 129 f approved and it said it was sent to the lsited consulate. Of course, there was NO listed consulate!
So, I called the NVC and when asked for my birthday, I was told that is NOT my birthday!!!! This means the Vermont Service Center screwed up on somewthing as simple as a birthdate! Now, after emialing birth certificate and passsport, i am told it will take up to a month to reveiw it! Vermons Center SUCKS!

And they will not give me any information because icnat comfirm my birthdate! So, I have to wait! and then i have to check everything to make sure there are no more errors. good luck...todd

Help!I just chatted in live cam with my fiance in China for the first time in 5 weeks!
She said she sent the documents to Guangzhou! Usually we go over everything together, but not this time. She sent in a DS-230 and a 169???

In any case, she did send me a link where I could print out everything I needed to send. But that was many months ago. Other then financials for 3 years, it had things like....a utility bill from where I live with my address on it, other things like that. Needless to say, after all of this time not chatting face to face, I hated to see her face change to unhappy from happy because I did not have "the list" handy!

No, I guess I didn't explain myself correctly....The person who filed the K1 visa for me is an American citizen, who is also my common law wife. I have been with her since 1999 and we have kids ( american citizens ). She lives in CA and I live here in Baja, Mex. What I want to do is marry her to make it official and what I want to know is what exactly are the next steps. I have that K1 VISA in review but I want to get married better so I just want to know what is it that I need to file and how is this going to affect my K1 VISA case right now.

It sounds like you might be better off working through your K1 visa problems, as otherwise you will have to start all over and will still have the K1 paperwork following you.

You are correct in surmising that the K1 is not likely to come through in 2 months; however, I don't think you'll encounter very many problems with being in the military or with your fiance holding dual citizenship. You might have a bit of extra paperwork to sort out, but that's about it. There are multiple threads here about the extra hurdles relating to proving bona fide relationship when the marriage takes place while the foreigner is here on a visitor visa, a forum search should turn those up pretty quickly.

J. and I opened a joint bank account while he was here on his last visit. Our bank required that we both appear in person, and that the non-USC needs to bring their passport. It was actually pretty simple, and since we both signed the account paperwork right there at the bank we made sure we got extra copies of it to include in our K1 filing package as extra proof that we were together. Going forward, we'll also keep copies of deposit records to show on-going relationship for when we get to the interview stage.

There was an extra IRS tax form that only J. had to sign as well, I forget the title/form # of it but it basically was a statement that he wasn't subject to US taxes as a foreigner.

Your bank should be able to tell you what their requirements are for opening up a joint bank account with a non-USC.

I've read in other threads here that sometimes an engagement ring for a man can be mistaken for a wedding ring, and there can be questions about whether a marriage has taken place already and consequently, they make you file for a K3 instead.

Plane itineraries are not as good as tickets sometimes even if they have names on them, because you can get itineraries printed out and not actually take the flight. They like actual boarding passes and baggage claim tags with dates on them. A cancelled ticket shows someone actually went somewhere, and with photos of the two of you at the location that seems pretty good.

Same with the handwritten bed and breakfast receipts - too easy to fake and not as good as other documentation. Still, it's good to have all this in reserve in case you need it.

It sounds like you'll be fine; it seems like your attorney had some pretty good reasons for not including some of the documentation so not to worry!

It sounds like you would like permission to lie on a government form and to continue lying to your future wife about your past.

Be prepared to answer the "what else have you been keeping from me" questions from the fiance, and obtain the documents you need for the government forms.

Otherwise, you should be prepared for a penalty for knowingly falsifying the I129F. When you sign it, you acknowledge that "you may be fined up to $10,000 or imprisoned up to fiveyears, or both, for knowingly and willfully falsifying or concealing a material fact or using any false document in submitting this petition."

So what's more important: keeping your secret or being subject to fine/imprisonment?

If you are a US Citizen and your parents were married, you *might* be able to get his exact DOB from their marriage certificate. I wouldn't worry about it too much, though. For sure it won't be the first time they've encountered that situation.

From what I understand, there is no guarantee that any addendum will actually be matched to your case. With that said, we submitted an addendum and it was indeed matched to our petition and our case was adjudicated using the information contained in it.

Yes you need the permission letter/court order before the interview or the K2 cannot be issued. FYI for other VJ members. This is something to be cared about before you file the petition. DO NOT start down this road without clearing all the hurdles, if children are involved this needs to be taken care of FIRST.

A court order of sole custody will substitute but the order must include transport rights for the mother.
The permission letter needs to state clearly that the father gives permission for the mother to relocate the child PERMANENTLY to the UNITED STATES. It must be notarized and you must have a copy of the father's passport (or other government ID) photo and signature page (if other ID is used it must bear a photo and signature)

Ok, sorry but i am STILL unclear on the technicality of these requirements, so pardon if I beat a dead horse as I am also facing this and trying to figure it out for CERTAIN:

it is STILL not clear to me about the court order and the permission letter. Are they 2 separate things that are BOTH NEEDED? Or is only ONE of them needed? And the timing of it is not clear, because someone else said the permission letter has only a 30-day validity, so obviously you can't get that until you are 30 days or less away from your scheduled flight out of the country, while you are implying you need to get it way ahead of time to be sure to have it ready to bring to the K1/K2 interview. A document that has a 30-day expiration isn't worth getting way ahead of time.

In my case, the father is on the birth certificate but they were never married, the intent is to bring the child and mother at the same time, so the K1/K2 will be addressed at the K1 interview.

Ok, I am in the early process myself, one child involved, father is on birth certificate, never married. What i have learned so far:

Need signed affidavit of permission by father giving permission, with lawyer signing as witness,for child to leave country to live with her mother for permanent residence in [US].

Then that has to be taken to court in her country and approved by court, told it takes 2 or 3 weeks. And need copy of father's cedula/passport if he has one, and be sure that that ID has his signature visible on your copy.

Also have been warned on the back end: you are talking about child going back and forth for visits, but I have been warned/informed that the minor child (until age of 18) who re-enters her native country will need a signed affidavit of permission from the father to leave the country EVERY time. (This is for the DR that I have info, don't know if that varies country to country.)

I feel same way about being cool with maintaining their father/child bond--but because of the stupid law that requires a permission every single time to re-exit the native country, well, sad but true BUT I will not want to risk losing the child at some future point if the father suddenly becomes antagonistic and won't allow the child to leave on some nice visit we set up for him at our expense no less. So if I have my choice, once my fiancee and her child are here the child won't be going back, too risky.

I also have same fears you have. Getting a "permission to leave country for permanent residence in USA" signature from the father is one thing, and he has expressed no problem with doing that, but if in fact I need him to sign away all custody rights, that is totally different wording and I don't want to antagonize him and word it that way if not needed.

I myself still don't have a 100% certain straight answer to this latter: will a signed/notarized/court approved statement that: "I, the father of X, give permission to leave country for permanent residence in USA to live with her mother" document suffice; or does the document have to actually say in some form or wording as well, "and I relinquish all custody rights by signing this document." Does the "give up all custody rights to the child[ren]" have to be part of the permission statement or not.

In my case, the father is on the birth certificate but they were never married and have no legal custody arrangement. As far as I know, most countries consider the MOTHER the legal custodian by default if there was no actual marriage between the parents of the child.

Send a copy of the final decree, the one that is the end of the whole process of divorce, meaning you are "available" to marry again. We got an RFE for sending a partial part instead of the final document.


I just sent in my I-129F. I had a copy of the signature page that stated divorce decree was official, but it was not the final version with county clerk filing date stamp. And when a lawyer I had helping me reviewed it he pointed it out as likely red flag.

So even though it ended up delaying my sending in the I-129F by 3 weeks, as it turned out, I called the county/court clerk and requested an official certified copy of the divorce decree.

Mine is several pages long, has the final decree page with all official signatures including filing date stamp of the clerk's office and it says "certified" copy and signed by clerk, and has a gold seal stuck on the spot where the photocopied seal is.

It looks real cheesy, like a gold embossed stamp I coulda got from K-mart, but it's what they give. So I photocopied that and included it in the I-129F application. And I will bring the original with the cheesy gold stamp to our interview.

Be warned people, DON'T follow the form instructions, in fact it's the FIRST INSTRUCTION on the instructions form, I followed it and now they reject me because I did:

General Instructions.
1. Type or print legibly in black ink.


So be warned, use BLUE INK for signatures so they don't accuse you of using photocopies and reject your application and therefore delay it as they have done to my application.

Hopefully someone else will learn from my "mistake" of following the instructions. :rofl:

Reprint the signature page of the petition, and anything else signed in black sign them with blue ink and mail it back. No need to complicate things. I saw a petition returned because they said the check wasn't legible. No sense waisting time complaining. Just do what is needed and mail it back.


Yes I will complain, it's now delayed for no valid reason, in case you didn't notice she lives in a different country, so it's not as simple as reprint the signature page. There are multiple pages with signatures, they all need to be redone and then she has to have them in person in her country to sign them. And I have to get them back.

It is all signed, then they are saying they think the black rollerball pen signatures that I used are not original but photocopies? My fiancee used blue ink one time and black rollerball on her statement page.

Is this the problem, the signatures in black rollerball ink look to their eyes like photocopies? They are not, they are all original signatures. What the hell do I do if they say to use black ink and we did and now they say they are photocopies not originals?

No, not blank, it says "NONE" in previous spouse box, as instructions say to use the word "none." And the code is PS 105.

Well, I'm off to a bad start. Was wondering why I hadn't heard anything since I sent in my I-129F petition. I just check my mailbox and here is my petition rejected for PS 105??? :help:

It has a red slash mark on the very first page of the application under "Part B. Information about your alien fiancee Seems like the red slash is through item #10 Name of Prior Spouses, Date Marriage Ended, the red slash is diagonal through the Date Marriage Ended box, and written sideways in blue pen is PS 105, which is the same thing on the green cover sheet, just a PS 105.

It doesn't tell you what the heck PS 105 means. Can someone tell me what this code means?

Now I have been married and divorced, but not my alien fiancee, and the question #10 about previous spouses and dates marriage ended is in her column, the right hand side, Part B. Information about your alien fiancee.

Did they get mixed up and reject it incorrectly because they got confused about which one of us was married before???

Yes, I noticed that too with mine a few weeks before yours. Also, it went quickly from NVC to consulate in Santo Domingo, and now we can all hope it goes quickly at consulate to an interview date.

Problem is now we are in the hands of bad mail delivery system in the Dominican Republic, and we are now trying to track down or find out how to get another copy of the Packet 3, which Visa Specialist at State Dept. in Washington says was sent on June 14. But can't figure out how to contact someone directly at consulate to get this packet 3 or find the one lost in the mail.

Yes, I know to keep looking at State Department web site for latest interview dates. I see last case number for July citas is only "201062xxxx" and our number is "201065xxxx" so nothing yet. I have a feeling we will not be on August list, I think it will be September, but of course I will keep checking. And making preparations now.

MrTee12 has advised you very well and told you many of the things I would have told you. I was in the same boat as you waiting on this non-existent packet 3. Your best bet for answers without having to pay the consulate (yet...) is the Dept. of State. When was the last time you called? Did you get an interview date yet? Don't wait around for packet 4 for an interview date. You need to find out when that is so your fiancee has time to get everything done and also, if you plan to be there with her. The Dept. of State can tell you your interview date. I too thought that my fiance wouldn't have enough time to gather the documents and get the medical if we received packet 4 too close to the interview date. As it turns out, he did get everything together. However, I am not sure what your fiancee's schedule is like and being on public transportation here with her child is no walk in the park. About three weeks after the embassy received everything from the NVC, we had an intervew date. We did not receive packet 4 in the mail. My fiance called the mail company and they told him they receive all those things at a certain time. We waited, and nothing came. We called again and waited. They gave us a date of when to expect it. We waited for that date and still nothing. We then had to spend money to call the embassy. They too gave us a date of expected delivery and surprise surprise, we didn't receive anything. Evenutally he had to go and pick it up at a designated time from the embassy. That is very inconvenient but necessary. On the USA embassy website for Santo Domingo, they have a list of scheduled appointments. You can look for yours with your case number on that website. Also, make sure your fiancee has all the necessary money to pay for everything.

While person from State Dept. may be wrong on what she told me, she did tell me that "a package was sent on June 14th." If indeed she was wrong, and it was not the Package 3/4 sent to my fiancee from the embassy, maybe it was the I-129F package going to Santo Domingo, maybe that was what the date she mentioned was for.

But that was NOT how she worded it, she said "the embassy sent a package 3 out on June 14th."

Thank you for clarifying the timing on the police certificates, that's what I thought but I'd seen conflicting info, and you have provided that answer--get the police certificates no more than 30 days before the interview. And thanks also for the information that the police certificates DO NOT need to be translated.

No, I did not receive NOA2 via email. So she was not referring to that, I did receive all my NOA's in hard copy, and the date she gave me does not correspond with any of the NOA dates, the NOA dates were all earlier than the June 14th date she told me.

Yes, I am working on all those things you mentioned, and also driving my fiancee nuts with reminders and loving, gentle promptings of reminders of all the things she needs to do. Yes, there are more things to do of course with child(ren) involved. She still has to go to a lawyer and get drawn up and get the father of the child to show up and sign the 2 necessary documents for the child, the permission for visa, and the permission to travel/leave the country. And those I DO need to get translated to English. This of course assuming that the father of the child shows up at the lawyer's to provide copies of his passport and cedula and birth certificte, and shows up again to sign these documents once the lawyer has prepared them. He said he would, we'll see if he does, and in a timely fashion.

Plenty of things to do, unfortunately many of them for my fiancee to do, and she has to run all around the country to do them by public transportation and slow tedious agencies or lawyers, and I can't be there to help her with any of it. All I can do is cajole her sweetly from afar to get them all done ASAP so that we are ready and don't have to sweat it at the last minute.

Ok, and further update, I was supspicious of the embassy phone number the NVC gave me, seemed I'd seen that phone number mentioned by others as being useless.

And it was useless, I called and it's just automated information, most of it about getting ready for interview date, getting a PIN from Banco Popular etc.

I must say also, at some point I will need that info and I hope I can get same info elsewhere, preferably in writing, because I could not hear half of the info the message speaks, it is inaudible, maybe it was because I was on my cell phone; so I'd hear half of a web address and not the rest, also spoken pretty quickly and not repeated so you have to be quick to write it down even if you do hear it.

Ok, followup to your advice which I followed, thank you.

I did call state dept. at 202-663-1225, as you suggested, and I got a real live person within a couple minutes, amazing.

But contrary to what you said about packet 3, they did tell me that Packet 3 was sent on June 14. My fiance has not received it in the mail. And I did not receive it in email, the woman on the phone kept saying it was done by email. The only email I had given them on the I-129F petition was mine, and I have NOT gotten anything.

So then she told me to check with Santo Domingo consulate, and I said I'd love to but didn't know a good number to reach them directly.

So then she said I should talk to NVC and she would transfer me. I begged her NO, because I had already talked to them this morning after a long wait and they gave me less information than she did, they didn't tell me anything at all, while she told me date that Packet 3 was sent.

She insisted I should talk to NVC and transferred me. Got through surprisingly quickly, now that person told me she didn't know anything, but then she gave me phone number of SD consulate to call. So now I will try to call them and find out how to get packet 3.

So as soon as I get some free time at work for the umpteenth time I will try calling consulate in Santo Domingo at number she gave me, 809-221-2171.

As I mentioned, I did receive the letter from NVC and I called them and they said they sent the petition on to SD on June 4th. So there IS no packet 3. Wow, then my fiancee needs to get moving on getting stuff for interview.

But the two big ones are medical, in this case for her and her daughter; and the police reports.

You mention if we have seen that we got an appointment date posted but NOT received Packet 4 to wait until 2 weeks before the appointment date and "call the embassy and schedule a day to pick it up before your interview." And you mention the need for the Packet 4 letter to get the medical.

This seems extrememly difficult for a time schedule: if we wait until 2 weeks to try to contact the embassy to get Packet 4 it will be impossible to receive the packet by Inposdom and have time to go for medical and get medical results available (all in less than 2 weeks). Plus she has to get medical for her child, also, and that is restricted by certain days AND they have to go back a few days after that for child's TB results--and what if the child has a positive result for some reason??, so more days are needed there. Plus she lives across the country from Santo Domingo. Waiting until last 2 weeks before interview to contact embassy to get packet 4/letter doesn't seem like it will make it possible to be ready for the interview 2 weeks later??

I'm sorry, and two more questions about the police certificate(s): it is unclear to me from everything I have read--is it REQUIRED to also have police certificates translated into English? Congrats on your NOA2. The consulate in Santo Domingo only sends Packet 4 (there is no Packet 3).

They will send the Packet 4 soon (with instructions on what to do before the interview). The instructions will be very similar to the Instructions posted on the site.

After you receive your NOA2 (approving your I-129f petition), you will receive a letter from the NVC telling you that they are processing your case and it will mailed to the appropriate Embassy. During this time your case is examined then repackaged and mailed to the Embassy handling your case.

To get valid information just wait 1-2 weeks and call (toll-free) the Visa Specialist (Department of State) in Washington D.C. Call 202 663 1225. Press Option 1 then Option 0 to speak to a visa specialist. (Do not waste your money calling the Embassy). They will tell you when your case was mailed and when your interview date is.

Also keep checking the Interview list to see when your interview is. Just type in the Case # that was printed on your NVC Notice (SDO2010...)

Your packet will be mailed by the mail service in Dominican Republic (Inposdom). Which may take forever. Just keep calling and checking the interview list. So people never receive it, so be proactive. If you have not received anything around 2 weeks before your interview, call the Embassy and schedule a day to pick it up before your interview. The medical cannot be done if you do not receive your appointment letter that comes inside of Packet 4. Also, there is no way to track your case online at this point. So calling and checking the interview list is your best options.
