i hope edwin or someone with a newly arrived spouse can come on here and explain it better.

the carta blanca is actually a slip of white paper that gets put into the cuban's passport as just about the final step of them leaving.

it's part of the process of them going to an immigration office and asking for a visa to exit. there are 2 kinds of exit visas -- one to visit (11 months, then renew at an embassy/office) and the other is a visa to reside abroad.

the visit abroad visa (PVE) -- don't need the $400 medical stamp for cuban authorities; do need to pay a fee for every month outside of cuba; must go back to cuba within 11 months of leaving (legally impossible for folks living in the US); can keep their property back in cuba. (maybe they can also keep their ration card, family can still use it?)

the reside abroad visa (PRE) -- do have to pay for the $400 medical stamp; do not need to pay a monthly fee; no problem if they don't get back to visit within 11 months; must give up any housing back to the cuban government (even if it was in your family for generations). the housing issue is done through something called Vivienda. i don't know what kind of agency does that. must give up their Cuban ID card and their ration card.

so i think they get the carta blanca after they have the visa from the US; plus after they've gone through the process with cuban immigration, and get a "letter of liberation" from work to show they don't owe anything and there are no problems there; and have a flight ticket out to show.

then there's also something called "Salida Definitiva" and "Salida Indefinitiva" -- i don't know if that is something different, or just different names for the PVE and PRE

sorry...to not be totally clear.

but the carta blanca is a white slip that goes in their passport. i assume it comes from the immigration office. you cannot leave the country without it.

however there are big big rumors that the carta blanca and exit visa process is about to become much less restrictive, so perhaps this will all be moot.

El Pais newspaper from Spain (very reputable) published that the changes would be in days or weeks, and that was on April 18th

oh my gosh you must be on pins and needles. that is good he will go to the school and just wait for them to produce it. i guess he has nothing better to do, and nothing more important to focus on than getting his final papers in order!

I don't have the paperwork in front of me, but I definitely think he should go back to the hospital. In fact I think they say you don't need to bring the Xrays because the analysis of them should be in the results on papers.

He will need paperwork. I would definitely NOT count on the cuban health system communicating on his behalf with the US. WHy should they? and even if they did, would you trust them to do it on time?!?!?!?

Now please share some more info...

Did the medical exam cost anything?
How long did he have to wait?
Did he need an appointment in advance or just go in?
Can you go any day or are there specific days? (I know there are only certain allowed hospitals)

I don't want to get my hopes up...do you have examples of it going faster? I hope so because right now it looks like the California office is looking at papers from June of 2007! Yikes.

There are only a few people right now on VisaJourney with Cuba petitions... so it's hard to tell if they are getting pulled and put towards the front of the line.

There are so many rumors and myths and wishful thinking that I would love to know if it's true, but like I said, I don't want to get my hopes up.

I used a lawyer for some advice, and he only does K-1s but he doesn't have much info on Cubans specifically.

well, you might as well, i had to hand over ticket stubs proving i was there in order to prove we've been together in the last 2 years.

all the advice i've heard says that the USCIS doesn't hand over info to the Treasury Dept, which is the arm of the law that set up the "Trading with the Enemy Act" so i just had to take that on faith.

some other guy on this board tried to say he hadn't been to cuba and it was a hardship because of the law, but they rejected his petition. so then he tried again and had to admit that he lied the first time -- eesh -- but they still let it go forward, so that was lucky for him!

Yeah I agree it is totally unfair... Being in Cuba you are left wondering "how can this country, with this feeble economy possibly be a threat to the US???"

my attorney suggested it might have been a "training case" where they picked it to use to train new people.

it was pretty straight ahead, neither of us married before, tho he has a son who will not be coming at this time.

either way, it was incredibly quick. "holy #######" seems to be the common response from people i tell!

welcome to the board!

when looking at other peoples' timelines, i would just look at other people with cuban fiances.

you can look at my page, and also look at my list of friends...i think they are all cuban fiances.

i was SUPER excited because the first steps -- my K-1 petition approval -- happened very fast. then the petition cleared through the National Visa Center very fast.

then, when I called the Havana embassy to set up an appointment... the disappointment set in, having to wait about 4 months for the interview to happen.

so definitely as soon as you hear that the National Visa Center has had your papers for about one week, go ahead and call the Havana office (search this site for past posts from "Edwin and Mary") and try to get an interview set up.

you don't need to wait for your fiance to pick up his/her packet from the embassy (if they ask, just say you've downloaded all the forms from the web) because you will want to get yourself an appointment ASAP. if you have 4 or so months in the meantime, then you have plenty of time to fill out the forms and collect all the data.

Hi everyone, I'm all done getting all my paperwork together for the I-130 application.

I was just wondering what exactly you guys sent in your paperwork inside?

Here is my file:
1. cover letter
2. i-130
3. evidence of citizenship (photocopy of all pages of passport)
4. my g325a + photo in ziplock bag
5. her g325a + photo in ziplock bag
6. marriage ceritificate (copy)
7. translation of marriage certificate + certification by translator
8. evidence of bona fide marriage (two affidavits form our parents, five photographs from our wedding ceremony in a ziploc bag)


The marriage certificate is in another language, should I use a sheet of paper to preface it? I want to use TABS but I don't know if its okay to just stick tabs onto the original documents?

Acco fasteners seem to be overkill, I have everything paper-clipped and a bulldog clip keeping it all together. Should I just send this all bulldog clipped in an envelope? I have it in this, but again it seems like a bit much.

And finally, some of my documents are oversized, but only by an inch or so form the usual 8.5x11 size paper. I was wondering if I should just fold the ends of each document up and fit them in a regular envelope or try to find something that will fit them as they are.

I know I'm being ####### but I can't help be worried about every little detail.

Seems like you went overboard with the translation also. I believe you only need it translated by someone who is literate in both English and the language it is written in. They can sign a simple letter stating they are literate in both languages and that is enough. No official seals and extra stuff is needed.

Our marriage contract had 23857 stamps and seals also. They were not on the translation however.


A copy is totally suffice as others said, and I hope you didnt send the original with the 130 packet unsure.gif

Hey everyone,
So I got my I-130 NOA1, and the directions for the I-129 say that I need to send ANOTHER translation of our marriage certificate.

My questions to you are:
1) is this necessary?
2) does it have to be an original of the translation certificate or a copy from the one sent for the I-130?

The reason I ask is because according to my folks in Pakistan, it is difficult enough to get a the official marriage certificate translation once, let alone twice. And I believe them given how hard it is to get paperwork through the bureaucracy in Pakistan, because the one I got for the I-130 was absolutely festooned with stamps and signatures from a minimum of 5 different departments. If you guys sent multiple translations, how did you get these translations done in Pakistan?

Hey guys, I have a couple questions.

So just to be clear right now we only have the NOA1, and I'm trying to get all the other documents together. I'm trying to follow LingChe's NVC shortcut page (http://www.visajourn...he_NVC_ShortCut).

It says that the birth certificate of the beneficiary should have BOTH the father and mother's name, but my wife checked and her birth certificate only has her father's name on it. Do you think this will be a problem?

The second thing is, we're trying to get a police certificate ahead of time, and so far the police office has said they need to see a letter from the embassy first. Is there some way to get around this? What if we showed them a filled in DS3032 (even though we haven't received an actual packet yet)?

Just wondering how you guys did all this...

One other question, guys. My wife mostly calls me, as it's so much cheaper (and you get better sound quality) if you call from Pakistan, and even if I do call her I use calling cards. We also email, but pretty much strictly in farsi. Given all that, how would I go about eventually showing that there's an on-going relationship if the interviewer can't understand our emails, and I have no call records?

I just got my I-130 NOA1 and I'm wondering if I should file for the K-3 at all or just stick with the CR-1.

I was under the impression that all this takes about 6-9 months but even in my naivete I suspected that it would be a royal pain in the ### on the Pakistan-end of the process and may take a lot longer... for those of you under "AP," is that all at the embassy in Pakistan? And is it the norm that it takes several months in AP before the immigration/visa is granted?

I am a second-year medical student at a university in the US. My sole income is from medical school loans (note: this is the norm). I was wondering exactly how I go about filling the I-864 form out because while it asks income (and I can put down the amount of money I get from the school that is for all living expenses) it doesn't seem to ask how I got it, and I have to check "unemployed." Should I just add an explanation in the I-864 packet?

So, my relatives are (financially) sponsoring my wife, so they filled out a I-864. I am filling one out and I'm stuck on what to do for Q.8.

I am the person filing for her, but since I am a medical student and live solely on student loans I was not even planning on sending in any tax information.

1) SHOULD I still send in tax info even with 0 income? and where on the form could I possibly interject that I'm a medical student, not living off the government or anything?

2) What should I put in Q.8, "I am sponsoring the principal immigrant named in Part 2 above." YES or NO?

3) and if I do put NO, then do I put her as 1 under "Persons NOT sponsored in this affidavit"?

Hi guys,
So our case was completed at the NVC and I just got an email telling us the interview date! My wife hasn't received an actual physical letter from them yet, I was just wondering how that worked (and if there are ways to speed it up). The interview date is in two months, and she has to do a medical before that? I know there are certain sites for the medical, do you just call up any one of those doctors and schedule an appointment?

Also did any of you not have your complete medical records? Like vaccinations from childhood? Was it an issue? Any advice on what to expect at the medical (besides what's already on immigrantvisas.com)?

Hey guys, so can anyone tell me which vaccines they asked you to take at the medical? I would make a new thread about it but I figure I already have the best target audience because the vaccines, besides being age- and gender-specific can also be country-specific.

Thanks for the reply Mary. I know the vaccinations aren't necessarily the same but if anyone has info on what vaccinations they had to take I can figure out which ones are necessary across the board. I figure it will save some time later on, especially if they're multi-shot vaccinations, besides hep B.

Oh I also have a couple questions about the DS230, guys.

And if so, what did you guys do about the police certificate? My wife tried and they said you cannot get a police certificate unless you get the letter from the embassy. Does that have to be sent in with the DS230 packet or can we send it in later?

Do I understand this correctly: my wife can send me a filled out DS230 now (besides the signature and the date) plus all the accompanying documents so I can send them in to the NVC from the US? I searched a lot but I couldn't find what documents exactly need to be submitted with the DS-230 packet. Also did you send certified translation of the birth and marriage certificates, or the originals?
