hi!

I was just trying to figure out all the facts. Here is our situation. I am an american citizen but im engaged to my girlfriend who is from sweden. We were wondering if its possible to fly over to america sometime in the fall, get married, go back to sweden, but then move back to america within 1 year(2012).


I'm a British Citizen living in the Philippines, I was told that it would be easier for my partner and I if we applied for the fiance visa.They say they deny some couples who haven't been married long silly reason, but i guess it's just another way of trying to single out the people who are in it just for the Green card.... So far it's been about 3 months and I'm almost done..
Just do a fair amount of reading on which visa you'd like to apply for.

This is not accurate. When contacting the NVC, they will inform you that the petition can take up to 15 working days from the date of the NOA2. In addition, going through this process myself at the moment and having filed in February at the CSC, it took from the 27th May to the 13th June for NVC to receive my petition before then sending it onto the embassy. Therefore, the documents are not always with the embassy within 2 weeks from the date of NOA2. From various postings on this topic, there does appear to be a hold up of documents going from the CSC to the NVC.

Also (and I can only talk about the UK here), the NVC case number is necessary for booking medicals, etc., and the USCIS number is not accepted.

OP - you may want to check with your country's embassy as to which number they will be expecting you to use when contacting them re: medical and interview - the NVC number (which I think is the more normal one) or the USCIS number. I know it can be a trying time, but it does sound like your case is on its way.

We are in the same boat. I emailed NVC a scanned copy of NOA2 last Monday and today the NVC email me back telling me that they don't have any record of my petition sent from USCIS so that they are going to contact USCIS in behalf of me. I also called USCIS and they said I have to wait 90 days to contact them. It is very confusing. The NOA2 said I can contact in two weeks time but the USCIS don't want to talk to me about the issue. I hope things will settle very soon. The NVC service agent told me there is a back up due to the July 4th holiday so that it may take another 5 business days to finalize uploading the files in to their system.

Did your NOA2 tell you to call the NVC? We got our NOA2 but there was barely any directions other than to notify them if we needed to change embassies. I'm just concerned about what to do next since we didn't get any instructions from USCIS.


My NOA2 did not provide any instructions.
but once your NOA2 has been approved you can start filling out the necessary forms.

yes. start filling out your DS-156, 156k and 157.
get your CENOMAR and NBI clearance. make sure it's for travel.
prep the petitioner with all the files he/she needs to provide

check with the NVC if they have received your documents. I'm from MNL...it took me ONE MONTH for them to just receive it.

in short.

while filling out forms. follow up with the NVC if they have your case.
call during operator hours... 7:30 new hampshire time.
about 11pm something MNL Time
Skype has amazing rates... not unless you have a magic jack

Report of birth of child born abroad of Filipino parents

The birth of a child outside of the Philippines should be reported to and registered with the Philippine National Statistics Office through the Embassy/Consulate General.

Note: The place of birth determines which Consulate the report should be filed. Please check the Consulate finder.

When reporting/registering the birth of the child, the following documents should be submitted:
1.Four (4) original copies of the duly accomplished application Report of Birth form
2.One (1) original or certified true copy and four (4) photocopy of Birth Certificate
3.Processing Fee of US$25.00 (non-refundable, payable only in cash when personally applying or money order, certified or cashier?s check payable to the Embassy or the Consulate) when applying by mail; personal check pr personal money order is not accepted)
4.One (1) original/certified true copy and four (4) photocopies of Proof of Philippine Citizenship of either parent at time of birth of the child such as the data page of his/her Philippine Passport and if applicable, photocopies of his/her alien registration card. If only one parent is a Filipino at the time of child's birth, the non-Filipino parent submits photocopies of government-issued identification card or passport.
5.If applicable, Order of Approval (for dual citizens) indicating the name of the child as a minor-beneficiary of the parent?s re-acquisition of Philippine citizenship.
6.If applicable, photocopies of U.S. Naturalization Certificate of parent(s)
7.If report of birth is filed more than a year after the child is born, a notarized affidavit explaining the reasons for the delayed registration.
8.Marriage certificate of the parents
9.If parents are not married and the father?s surname will be used by the child, notarized Affidavit of Acknowledgement of the Paternity and Permission to use Father?s Surname executed by the father.
10.The Consular Officer may require additional proof or documents from applicant to determine the child's citizenship, identity, or eligibility for registration of birth under Philippine laws.

The originals will be submitted to the National Statistics Office and Department of Foreign Affairs.

Applicants who applied in person but want their documents mailed back to them should also submit a self-addressed US Postal Service registered mail or FEDEX /UPS envelope.

Note: If applying by mail, have your application forms notarized and the applicant submits a self-addressed return envelope with appropriate stamps.

I am guessing that they need the BC of the parent that is filipino...I dont know that you will get a BC from the PI since you already have one from the UK...although, shouldnt you have one from Dubai if that is where you were born? Sounds like a complicated mess. You are the first person I have read about something like this .



Okay. in a nutshell my mother became a British citizen before I was born, thus making me legally 100% British.
No Arabic BC cause i was registered under the UK Registry.
this is so confusing. I'm not sure what to do! I wish there was some way that I could actually talk to someone in the consulate!

for the Manila consulate they ask for the local BC.

Again, I was born in Dubai, then registered under the United kingdom BC registry. So i have a funky international Birth Certif...


Do I still require a localized birth certificate?

Tried calling the consulate. -talking to an actual human seems IMPOSSIBLE!

So... I'm getting everything together for my interview.
the thing is I live in Manila and they say you need a certificate from the NSO.
that's fine...the ONLY problem is...

I was born British. in Dubai. and became a Naturalized Filipino in 2002, a few years after I moved here with my family...
This means I have a international British birth certificate...
do i still need to go to the NSO?
I was not registered under the Philippines when i was born.
