I'm a new here so I don't know much but I have some questions to ask you guys I hope you guys dont mind to give me some good ideas because I'm so worried about my paperworks. nearly 5 years ago I used to have fiance and got interview but unfortunately I didn't get visa because I didn't have a lot evidence for relationship.....about 6 months after I got refused my fiance ( my ex) said he wanted to break up with me, didn't want to go on with me anymore. he said he didnt want to waste money on paperwork or waste time with me because he found another girl already. his words like a sharp knife to stab my heart. I didn't believe in love anymore untill 2012 I met one guy who makes me believe in love again.... and in 2013 we decided to get engaged , my question is: will I have any problems when I get interview with my new fiance because of my previous paperwork??? please you guys give me some ideas about it. I'm so stressful about it. thank for spending your time reading my post. I look forward to hear from you guys

My fiance have been busy with his work so he cant stay here for longer like 2 or 3 weeks plus the times that he visited me were not his vocations,even he was very busy with work but he still took his times to visit me. I hope interviwers understand about our situation and hope that it won't cause any problems.

I agree with what  savath said. start skype and send emails for more evidence. sometimes I go to internet cafe for calling to my fiance and ask for receipt that I call from the owner internet shop for evidence......Pictures both of you, pictures of your engagement party, emails, skpe or yahoo messager or receipt of the ticket that you guys visited somewhere together. If you send money for supporting your fiancee every month by moneygram or western ounion....keep the receipt from it. All I tell you it's all what we have for our evidence that I have.  Good luck for your journy

** does anyone have a info/link to the current fees for filing under 319b? i downloaded the FAQs on this site, but there is no date on it...

also, the n-400 form talks about biometrics--does this effect the fingerprint requirement?

i am having a hard time finding any 319b info on the actual USCIS site and can't call them from cambodia, where we live. helpsmilie.gif

Yes, American Citizen Services at the Embassy in Cambodia. That's where my I131 was sent--there is no reliable mail here AT ALL. It's awful...so I hope it will work out.


Basically, USCIS asks that you notify them if you change addresses. I would recommend it, so that you get things in a more timely manner. The only thing that matters, really, is the interview letter. How long does mail take to arrival there? I think interview letters are send out anywhere from 4 to 12 weeks before the appointment date. It could potentially arrive in Cambodia AFTER your interview. But more probably it will arrive a week or two before, and you will have to scramble to make arrangements to get to Fairfax!

The other option is calling USCIS in late January/early February. They might be able to let you know if an interview is scheduled. You'd have to use skype or something from there!


Thanks Thomas. A few questions: to notify USCIS of an address change, would I do it in writing? Email (the fairfax office has one)? Phone? All of the above?

Also, does it matter if my address is in the US but I am residing outside of the US at the time of application? Was it an issue in your case?

I think the check being cashed means they have received your application, very little else.

You should receive a letter, which is generally known as Notice of Action 1. This will say something like, "we received your application and it is being processed." It might even say that it was sent to the National Benefits Center for processing. This is normal. It should also say that you will receive a letter regarding your interview within a certain period of time. This can say 90 days or 180 days or 450 days. The number of days seems to be irrelevant to the amount of time you will wait for an interview. You can estimate this by looking at recent filers to Fairfax Field Office via Vermont Service Center.

By the way, what address is USCIS sending your notices to? Your interview letter is likely to be sent out 4-6 weeks before your interview. If you are abroad, this means you could get your interview letter only a week or two before your interview. This could cause a problem.

We are abroad, and put down our US residency, my parents' house. They open, scan, and email all correspondence to us so that we get it immediately and can make flight arrangements with some anticipation.

Good luck! Sounds like you filed successfully! Now all you have to do is wait! According to past time lines, you should receive an interview letter in January or February and have an interview in April or May! This is a very very crude estimate, however. I recommend you look through the threads titled "July filers," "June filers," "August filers" to see how quickly Fairfax/VSC is moving at the moment.


Thanks for replying. I have listed my address at the US Embassy-Phnom Penh, which is where my I-131 delivered. I'm really worried about not getting things in time...is there a way to change the address to my inlaws or parents, for example? What if I don't receive the NOA1?

thanks for your help...to answer your question, i am a permanent resident. my husband in a year to year contract that expires april 2010. they say you need to have one year left in your contract at the time of interview to qualify for this...that means my interview would have to take place by april 1, 2009.

so, i wonder if there's a chance we still get through the process before april 2009.

(and why i wonder who's fastest, since i am applying from overseas.)

hi, i hope to file under 319b from asia THIS WEEK, where my husband is a contractor for USAID.

a few questions:

1. what do i need to include in my application (by law)?

2. where do i send my application? a service center? i have heard that honolulu and arlington are the most accustomed to dealing with these apps. would that mean i file with either the california service center (for a honolulu interview) or vermont service center (for an arlington, va interview)?

3. we're right up against the 1.5 year guideline that's given so i'd like to file with an office that's the most efficient and understanding in dealing with these--any thoughts on this? honululu vs. arlington?

4. how much advance notice do you get before the interview? what do you need to bring to the interview?

Some useful info for 319b filers--though I have emailed this account about eight times and it took several weeks to get a response. Still, good to know about if you are filing from overseas like I am. I attached the entire document below.

The USCIS Washington District Office in Fairfax, VA is pleased to announce that there is now an email address specifically for inquiries about their 319(cool.gif cases. The address is:

WASN400.overseas@dhs.gov

Individuals who want their 319(cool.gif N-400 applications processed through this office may write the District office using the email address listed above. When writing to the email address, you will receive an automatic reply message to acknowledge that the message has been received. The automatic message also provides some general information. When possible, individuals should continue to file their applications with the standard cover sheet which can be found after this message.
Individuals may file their completed applications either to the Vermont Service Center or to the Washington District Office directly. The email address will be most useful when arranging to schedule interviews with applicants because USCIS can scan appointment letters and send them via email rather then send them "snail mail" or via fax.
USCIS has also revised its cover letter format. Applicants should complete the bottom portion and if at all possible, copy the letter onto blue paper.I have attached the cover letter below.

hello,

so i have an interesting dilemma:

i have applied for citizenship under 319b from cambodia. i've expressed worries on this site about not receiving mail in a timely manner.

i requested an interview at the fairfax, va, office which provides an email you can use to inquire about your case. after several emails, i did get a response from an officer on january 16. he offered me two possible interview dates, march 3 and 4.

i wrote back to say those dates were fine. guess what...no word since!!! crying.gif

so, i have sent him several follow up emails, phoned earlier this week, but have had no reply NOR a letter from USCIS stating that i have an interview.

the interview is supposed to take place in less than 4 weeks. since i have had no confirmation, i still don't have my ticket.

i am wondering, is his email proof that i really do have an interview on one of those days?
would he have actually looked into my case before offering these dates?
what happens if i never get a letter?

has this happened to anyone before?

I am interviewing at the Fairfax, VA office on March 3. I applied there because I had read and was told that they offer same-day oaths.

Some recent interviewees have stated that Fairfax NO LONGER DOES SAME DAY OATHS.

Can anyone chime in here?

I'm really concerned because I've applied as a 319b applicant and need to return to job here in Asia as soon as I can.

hi everyone, just a little update from cambodia--i am naturalizing from abroad under 319b. i received a letter on november 26 that my fingerprints, which i had to submit along with the application, were rejected. apparently the embassy is bangkok is handing out the wrong forms for this. wacko.gif

luckily, the embassy here in phnom penh finally stepped up and redid the prints for me (the first time around they said they couldn't, thus my trip to bangkok).

anyway, that is all the news i have. and i am not sure how will this impact the overall progress of my application. should i still expect an NOA1 or does the letter regarding the fingerprints serve that role?

if so, then i received it 11/26/08.

keeping my ink-stained fingers crossed that the prints will be accepted this time.

I reside in Cambodia and filed for citizenship under 319b in November, and if anyone can help me with these questions I'd be really grateful. This is all so stressful!

1. My fingerprints were rejected, because apparently the US Embassy in Bangkok is giving out the wrong forms. Anyway, I resubmitted straightaway. Did anyone else have this experience? How did it effect your application? How long do fingerprints normally take to process?

4. How long does it normally take to obtain a US passport once citizenship is granted? Can you apply on the same day? I'm wondering because under 319b, I am supposed to leave the country within 45 days of obtaining citizenship and join my husband. Also, I'm not sure how to plan my return trip.

5. Which brings me to my final question: due to my husband's US Gov't contract, my interview needs to take place before March 31. However, we need to come back to the US in May for a friend's wedding. This unfortunately puts me out of range of the 45 day rule under 319b, meaning I'd have to make two trips. Since my husband will be coming to the States on May 8, is there any way an officer would allow me to stay until May 8, if I can show evidence of my husband's trip (a ticket, for example)?
