CFO is a requirement of the Philippine government. Your fiancee will not be allowed to leave the country if there is no CFO stamp in her passport.

Ok, but she has left the country before traveling on her passport and that is what confuses me. I guess the immigrations officer will see the K1 Visa and know the CFO is required? Thanks, Payato

Thanks, That explains it a little better than the website. But i still think it is an additional money making scheme by the Philippine government as the Embassy and Immigrations folks are already aware and have processed the K1 Visa so she is already accunted for. Aloha, Payato

I'm not so sure about it. But however Philippine Government make money by doing these, I am not really worried, I just want my fiancee be here with me. 20$ doesn't matter at all.

There are 2 different seminars at CFO. For marriage based visas, you don't go to the predeparture seminar, you go to the Guidance/Counselling seminar. If you attend the predeparture seminar by mistake, you will still have to attend the guidance/counselling session. The posts above are regarding the predeparture seminar and not the guidance/counselling.

Alright so maybe she misunderstood these two thing PDOS is for overseas worker and GUIDANCE AND COUNSELLING is for marriage based immigrant? That sounds clearer now. Thanks John_and_Marlene.

I just talked to my fiancee about this CFO thing and this is what she sent me. I hope this helps a little.

CFO- Commission of Filipinos Overseas

CFO Manila Registrants:
Filipino emigrants or those leaving the country to settle permanently abroad are required to register with the CFO. Part of its registration requirements is attendance in the Pre-Departure Orientation Seminar (PDOS) to prepare them for settlement overseas.Those who are 12 years old and below are exempt from attending the PDOS.They must, however, be registered, even if by proxy. Children of emigrants, aged 13 to 19, are required to attend the Peer Counseling Program to help facilitate their adjustment to a new environment.

One (1) valid identification card with photograph;

One(1) valid identification card with photograph of the proxy; and
Special Power of Attorney or notarized authorization letter from the parent/s/ or guardian/s authorizing the proxy to register the minor children.
Note: After satisfactory completion of the requirements, an emigrant registration sticker is affixed to the emigrant's passport

Pre-Departure Registration and Orientation Seminar

Pre-Departure Registration

Filipino emigrants or those leaving the country to settle permanently abroad are required to register with the Commission on Filipinos Overseas (CFO). Part of its registration requirements is attendance in the Pre-Departure Orientation Seminar (PDOS) to prepare them for settlement overseas. Those who are 12 years old and below are exempt from attending the PDOS. They must, however, be registered, even if by proxy. Children of emigrants, aged 13 to 19, are required to attend the Peer Counseling Program to help facilitate their adjustment to a new environment.

The registration of Filipino emigrants started in 1981, or a year after the CFO was created. The registration process generates an information resource on Filipino emigrants, which provides reference for policy formulation and program development.

Pre-Departure Orientation Seminars (PDOS)

Country-specific pre-departure orientation seminars are conducted for departing Filipino emigrants to address their adjustment concerns in their destination countries. In these seminars, various topics are discussed such as:

Travel regulations;
Immigration procedures;
Cultural differences;
Settlement concerns;
Employment and social security concerns; and
Rights and obligations of Filipino migrants.

Asia: East and PacificWhere do you get CFO seminar in Manila?

She can try to get there as early as she can to avoid any circumstances like being full.

Ok how early though?
Isn't there a session at 10-12 and one at 2-4pm?
How early does she need to be there for those sessions?
And lastly is there a jeepney that goes from ermita to cfo Prism?
Which one does she need to go for the seminar? The CitiGold Or Prism?

Please help, my girl is going to manila tonight.

She can go as early as 6:00 am.

The session starts at 10-12 and 2-4 but since there are numbers petition going to Philippines, we can expect the amount of people lining up outside before that specific time for counselling.

My fiancee said that there is no jeepney direct to CFO since the road is only for BUS and private vehicles. She can take a jeepney from Ermita to Quiapo and then Quiapo to Pedro Gil. In that case she is going to walk a little farther from the corner to the other corner of the building. Taxi is going to be convenient and quite safer. Zane said that taxi from Ermita to CFO wont cost more than 4$ specially during 6 am. Traffic is not heavy during that time according to her. (By the way she's been already there to get her passport and she is living near Ermita).

She will need to go to CFO Citigold first and she will be given an instruction after she's done paying the registration fee. (Please note: The are fixers outside the CFO building before you enter the gate. Tell your fiancee to ask the guard of the building and not the people around chasing her for different service.)

And lastly my fiancee asked is where is your girl from lol and to please tell you to tell her to be cautious, Manila has a lot difference than in province. To just be watchful.)

PLEASE CHECK THE FLOWCHART

http://www.cfo.gov.ph/fs_manila.htm

She will need to attend the guidance and counselling session

It can be done at either location according to the website.

That CFO website is a bit confusing but thank you for your help its much clearer now. So if I'm understanding right, she can go to either CITIGOLD or PRISM to get her seminar? Can she get her stamp at both places too?

I'll have her take a taxi that's fine, I wasn't sure if it was very crowded there which is why I'd prefer her to take the LRT.

Yes she can get the stamp in the same building.

LRT is not operating until 7 am according to Zane and the station is still farther from the CFO building and she still need to walk 2 corners before she's going to get there.

If she answers NO, that would not be truthful because his biological father lives here in the states. I'd be scared of that causing a denial should they find out that in fact he does live here. What do you think they will require if the biological father is here in the states?

Wow yeah that'S truly hard. I honestly can't answer this question I am sorry. Does jinky still have contact with Job's bio father? Coz if they don't communicate at all she have reason to answer NO. but if she really knows her sons bio-father address and status then it's better to answer honestly.
RiggerAFMalePhilippines2007-01-19 21:53:00
US Embassy and Consulate Discussionlooks like we are rejected

.... I hope we don't run into any snags with Jinky's 5 year old son. She was never married and has the CENOMAR document, but I am concerned they may ask for the biological father's written consent for his son to leave the country because his name is listed on the child's Birth Certificate.

Jinky has a sister-in-law who is a top law student - she told us we have nothing to worry about because the biological father has no legal custody of the child.

Steven, what is the consulates usual position on this type of scenario?

That's my concern. I have no knowledge of what the CO will do. On the DS-156 we had to fill out for Job (Jinky's boy) - question 37 asks if any of the following relatives live in the U.S. or are a U.S. Citizen. The biological father is a Philippine National living here in the states, but it is unclear what his status is - Jinky believes he is here illegally. She has contact with him and we could get his written consent if needed, but Jinky was satisfied with her sister-in-law's legal advice.

After reading this topic I am once again concerned that this may cause a snag.

Not sure what to do? Jinky could possibly go to a government agency that will verify that she has full legal custody of the child. I believe that should satisfy any issues the CO might have...I hope. :unsure:

I can't quite fathom that with all the members of this board petitioning for Filipinas this question has not been answered before.

Have you raised this question on the boards, Steven?

DS 156 question number 37... Simply answer NO. Kids won't be questioned during the interview. According to my experience the pre-interviewer asked me for my son was his birthdate, birth place, if i live with his bio-father, pictures of my son and my fiance. So no worries about it and simply put NO to avoid any complications.you are unsure about his status anyway.

Steven_and_Jinky,

If Jinky has CENOMAR then no need to worry about it. My son is illegitimate too but his bio-father has a signature at the back of my sons BC under ADMITION OF PATERNITY and listed in his BC as FATHER. The consul isn't going to ask any paternal consent. I had a paternal consent with me during the interview, we spent money to get the signature of my sons bio-father but all of it is useless. Just tell Jinky to bring photograph of her and her son when Job was still a baby. I mean like aged 2 months to 3 yrs old. Just a picture of them together. Also ask Jinky if her son was late registered or not coz then if he is late registered the pre-interviewer is going to ask for Baptismal Certificate.

For those of you here in Hawaii, the SSAN process is simple but the office has long waits. Parking for the SSAN office is almost impossible and prepare to wait for approx 2.5 hours. We got there at 10 am and were finally called to the window at 1:30 pm. The CO said they would not issue a non-immigrant SSAN if you are within 2 weeks of the K1 expiration. We should have Maria's SSAN within a week. Ken & Maria

Hi Ken,
We went to get our SSAN last week too. Park a little bit farther along Punchbowl St. We got inside the place around 3:45 and got called after 5 mins. Maybe that was because it was almost time for them to close. To our disgrace they don't give my son a card or a number unless I can get him a work permit which is shady because he is only 4 yrs old and what is the purpose of getting him a work permit. I didn't know about this. Does anyone here experience the same thing? Is SSAN required for the AOS?
