Hi CATHYlovesRICK,

My fiance and I are going through the CRBA process right now. I am the USC and filled out the required documents DS-2029 (Application for Consular Report of Birth Abroad of a Citizen of The United States of America) had them notarized and sent them to my fiance in Manila. Make sure you also fill out a DS-11 (Application for U.S. Passport) and also DS-3053 (Statement of Consent or Special Circumstances). The DS-3053 will need to be notarized. Make sure the USC fills these forms out along with a notarized DS-5507 (Affidavit of Parentage, Physical Presence and Support) this form will need to be notarized on page 3 and 4. When done you should have a total of 4 notary stamps. Also make sure every document sent including supporting documents are originals.
Be prepared to be asked to have DNA test. This seems to be pretty standard for children born out of wedlock. When asked I immediately went to the link provided for accredited laboratories. The cost is 650.00 and they will expedite all forms and collection kits for no additional charge. The whole process should take less than two weeks.

Thanks,oh really they required you for a DNA test?you mean Php650.00 or $650?I never put in my mind that we will require a DNA test coz i believe we have every evidence to prove our genuine relationship and we have all the Documents to prove that our baby is her daughter,but my fiance is prepared just in case but i hope NO DNA test...A lot of Filipina too that i have talked too,they passed it without DNA test,they said its a case to case basis,once the consul is not satisfied with your documents and evidences then they will for sure require DNA!But thanks anyway for the information....God Bless

We received the forms from air21 and already start gathering all the necessary documents for the CRBA application of our daughter.To those who experienced filing CRBA for their daughter out of wedlock, What are all the forms that my fiance have to fill up and have to be notarized, just a bit confused here.And after we are done with everything and call for courier pick up,Am i suppose to put there all the documents that they only sent?and the rest in the interview?like my fiance passport,birth certificate,photos,proof of pregnancy and all other supporting documents?Sorry I have so many questions,just want to make sure of every little detail...


One more thing can my fiance just download the forms,instead of me sending them in Fedex and spend $$... :lol:

Still can't believe she's here. We went to the CFO together in Cebu (of course I slept on a bench outside for most of the day. I thought it would be a couple hours, ended up being the entire day).

We received the visa while I was there, and used Chicago as our port of entry before flying to Detroit. We're now here in Indiana, and I am so happy she is here.

Thanks to VJ for all your advice and information. She went through immigration pretty quick despite the fact that she accidentally opened the plastic envelope holding her packet of info. She didn't open the brown envelope, but it clearly says not to open either one. They didn't even care about it. The immigration officer seemed perturbed that we were getting married after knowing eachother 10 months. he didn't seem to think it was enough time, but he stamped her passport and sent us on our way.

Just a word of advice, send your fiance through the visitor's line and you go on to the citizen's line. You'll get yelled at (like I was) if you bring her through the citizen's line.

Yes he can call...i would have already called. Sounds like additional processing. On the notice it should have stated to call the USCIS if you had any questions. What exactly did the notice say?




It exactly says "This is to advice you that we have received the above application or petition back from the department of state along with their request that it be reviewed.We will notify you of any action we take on this case" There goes the disgusting disturbing letter says :(

Its been almost 2 months since my fiance from San Francisco CA received our NOA2 hard copy(dated dec.17)we then expect that the next is NVC but unfortunately last jan 6 2010 we received another disturbing letter saying that our case is being reviewed :( Can my fiance call USCIS what seems to be the problem,My fiance is just calm and said i don't need to worry,but Its making me sick thing over and over again what seems to be wrong with our case...What you think guys is the best thing to do...???

I'm trying to contact NVC so i will know the update to our case status since my Love(fiance)is so busy with his job and some all important things about preparations of our soon arrival in US,looking for a new house blah,blah,blah!:)Since I have known that beneficiary is also allowed to call NVC,i will do the job!My problem is I can't get through,I'm using a cellphone!What are the exact no/nos to dial when using a cell phone when calling NVC from the PI?How much will i spend in calling?Hope someone could help me and i will gladly appreciate it.Thanks in advance!!! San Francisco-Bay Area is beautiful. Perfect weather, wonderful scenery, but it's just darn expensive :P Nevertheless, you will not have trouble finding food you miss, ingredients you need because Asian groceries, Filipino stores and restaurants are plenty.

Take advantage of the diverse mix of people there.
There's a Filipino nearly everywhere, but the biggest concentration of Filipinos (or Philippinos as a poster said - - LOL. Sorry, I find this too funny!!!) would be in Daly City. Going to Serramonte Mall is like going to Megamall. I think there are also a lot of Filipinos in Union City (go to Wal Mart and 80% of staff and customers are speaking in Tagalog). Bad as this may sound, but this is an honest to goodness advice -- be careful of people who will ask you about your legal status. Even if you know you are staying 100% legally, I would advice you to just keep your mouth shut about this for many reasons. Some Filipinos have a knack of using this as a conversation starter - - and I and a lot of people find it rather rude because at the end of the day, it's not the business of mere acquaintances.

If you're from Manila (hahahha), I would advice you to keep your penchant for being extra careful and alert. Just like anywhere, there ARE bums and possibly "high" homeless people around SFO (near Old Navy in Market - -you'll see!). However, you find that you can use your mobile phone with minimal risk of being mugged and killed randomly.

Enjoy the Bay Area and the idiosyncrasies that come with it.

I received a call this morning for our daughter's appearance in US embassy for her CRBA,though it has been said so many times that it is possible that they require DNA test for child born out of wedlock and I only have read few who made it without DNA even not yet married,I still have faith and pray that we can do it without DNA.Please wished us luck and extend your prayers for US!Here is the list of the documents we passed..Plus,so happy finally USCIS send back our petition in NVC,So relieved! :dance:

Just this morning we went in the US Embassy in Manila for my daughter's CRBA And US passport Application!Even the filipina screener is so mean,the first who interview us and have so many idiot questions that doesn't even make a sense to top it all she wrote a note in a paper while interviewing me like insufficient evidence and highlight it maybe for the consul to notice it first plus she said there is a big chance we will be required DNA coz our evidence before the child's birth are not strong enough..blah blha blah!!!The cute handsome smiling face consul throws me questions that i can even answer even I am sleeping :rofl:

1.What is your name?
2.When is your bday?
3.Where is your fiance now?
4.when did he visit you?how many times?
5.when is your child's birth?
6.Did you have any relationship here while in a relationship with him?(LOL)
7.What are your plans once you are in US already?

Then he just take a look at my pre natal records and said exactly "the scrapbook you did amazes me so much with the effort you put in it plus the fact that it shows clearly how you are in love with each other.No reason for me to doubt that the father of your daughter is really your fiance!Congratulations,we will send you your daughter's Passport and CRBA certificate in 2 to 3 weeks" That's it,What a tiring but wonderful day!THANK YOU GOD!!! :dance:

After how many months of delay only bcoz of an idiot thing i think we're almost getting closer.sigh!Can you imagine NOA2.dec 17,then suddenly or case is sent back to USCIS by NVC,then we have an RFE..hahaha!!!What a strange one,that is what other's always tell me here in VJ!But we never lose hope then on March 8 we received RFE,we sent what they need within 2 days now this is the last update of our case..I think this is like confirming our NOA2???Right???What do we do next??Make a call to NVC?Wait?PLS HELP!Just so excited that after our daughter's CRBA is approved without DNA so may good things happen next!!!We hope our manila case no.will be next!

Hello everyone. Can any one here tell me how are things at the embassy in the Philippines? My fiancee is very worried about the interview. For some reason many Pinoy ladies are very shy and my fiancee is very shy to everything. I will attend the interview with her when the time comes when I'm together with her she is a solid rock tactful and respectful, strong and confident, but when she is alone she is jelly. I want a heads up to prepare her ahead of time, please help. THANX. :help:

If you call the NVC make sure you have the NOA2 handy. They will want the case number from the NOA2, the petitioner name and DOB and the Beneficiary name and DOB (At least that is what they asked for last September when I called).

When I got through to the NVC they were very nice and helpful. I found that our petition had been sent out the day before and was on its way to the consulate!! A few days later I received a letter from the NVC with all the info I asked about. I don't remember exactly how long it was between receiving the NOA2 and the letter from the NVC but it was pretty quick (believe it or not!!)

Sounds like everything is good and your petition is now off to the consulate :thumbs:

If it had already been sent to the NVC as you mentioned, once the RFE was taken care of it looks like it went of direct to the consulate.

As far as the statement asking if you would like the petition to be sent to a different consulte - that is just a canned statement, it was on our NOA2 also (even though there is only one US Cconsulate in VN! I guess in some countries there may be times when a petitioner requests a petition be changed to another consulate. Should be nothing to worry about in your case.

Typically the NVC forwards the petition to the consulate so not sure exactly what path yours followed because of the RFE.

That appears to be your hard copy letter of approval from NVC. It wouldn't go back to them because they're done with your documents. It says your documents were/will be forwarded to the "above" consulate so I would think you should call NVC this week and see if your interview has been set. They are scheduling interviews during this week at NVC - we're all waiting to hear some news :) You should get an email (provided you gave one to NVC) with your interview date and instructions. If you didn't then you'll have to rely on calling them.

Our first NOA2 last dec 17 say that our case is forwarded in NVC?unfortunately it has been reviewed and we had an RFE.After we passed the RFE our case now is reaffirmed(approved) but why does it says that our case is forwarded to the listed consulate?and not NVC? :unsure: We are still trying to connect to NVC to know what is going on..

Does this means our case is already on its way to US Embassy in Manila?and why there is a statement saying if you would now like them to forward the petition to a different consulate?

That's where I had my CFO seminar a day after my interview before going back to Cebu. I think PRISM conducts the CFO seminar three times a day and they accommodate as many people as they can. They only require two valid IDs. I showed my original postal ID and TIN and handed them the photocopies. PRISM used to admit those who just have their NBI clearance or birth certificate (I don't know if they still do until now). Fee: Php 250


The talk endured for about an hour, there was a very brief Q&A vis-a-vis with the counselor (she asked me two simple questions), and next was picture-taking for the yellow certificate. In less than two hours, I was already out of the building with my yellow certificate. I didn't go to St. Mary's because Quezon City is quite far from the hotel (where I stayed) near the Embassy.


The last instructions given by PRISM: Just go to the CFO Manila Office once you have your visa. Pay Php 400, present two valid IDs (photocopied) and bring your yellow certificate from PRISM. There was no queue when I went and after paying and a few minutes of waiting in CFO Citigold, I already had my sticker and the green certificate and so ready to fly to LAX.

I am not familiar with Manila and I went by myself to two different locations to complete the CFO but it was a fun adventure. I was thinking that Cebu makes it one whole day (that's no way for me!) while St. Mary's is far.

That is correct. I was in AP at NVC for a few weeks and called EVERYDAY except Sat/Sun (phone lines closed to NVC operators on those days). :unsure:

I believe it is 12 hours difference between the PI (12 hours ahead) and NVC (eastern time zone). Also I dont think they are open for questions on the weekend.
