The Cuban “Carta de Invitacion” is confusing to me, and I have searched other posts on the topic in the VJ Cuba Portal and elsewhere on the internet. I just returned from Cuba this week, and at the immigration office in Havana, they told us that the invitation needs to be submitted to the Cuban Embassy/Consulate here in Washington DC. I’m not sure we even need one for a K-1 Fiance visa…Do we need this? And where have other K-1 petitioners applied? How do we apply if necessary? Is there a form, or just a letter from the K-1 petitioner? I’m not sure what is required, or of what to submit. I’d also like to know the timing for when to submit the “Carta de Invitacion”. I understand it’s valid for 1 year, but is it required to have a US K-1 visa first?...We don’t want to wait months for the “Carta Blanca” after receiving the US visa if possible. Any recent experience with the Cuban exit process is much appreciated. Best wishes to all.

I was thinking of this too…We have 5600 emails now!!!, but that’s how we mainly communicate. She goes to the Cuban “email café”, almost every day but Sunday when we have phone calls. If you print out 500 emails, I’d think you will be very secure…The only reason we have so many emails is because we use it like “chat”…but it is often delayed as I’m sure you are aware.
I don’t plan on paying for freight on airlines for all of our emails…ja ja. I was just going to print out our 5600 email log, and was thinking about attaching 100-200 emails over all the time.
I know we are all nervous, but Cuba has a pretty good success rate for immigration…If we fail…I’m moving…ja ja.

We are applying for a K-1/K-2 visa in Cuba, and were planning to get a letter of permission from the parent of an 18 year old. If I understand correctly, a letter of permission would not be required since he's 18? Or could the age requirement be even 19, 20, or 21 in Cuba? Thanks for the topic, and any help.

You'll still receive the snail mail hard copy from USCIS within a week of approval. You can also go to their website www.uscis.gov , and enter your receipt number found on your NOA1 to check status daily if you want (or multiple times daily...ha ha). The NVC is good about updating emails over the phone...infact they verify it with me everytime I've called. I don't think there will be anymore email confirmations from USCIS after you hit the NVC...at least until you're fiance arrives here (we didn't receive anything more, anyway). I'm not too sure about what USCIS may send over email at that point, and I'd think you'd have the chance to revise your email on the adjustment of status forms you fill out at that point. I don't think you need to worry about it. Hope this helps, and best wishes.

This is what's so frustrating...All the instructions I've seen say to use black ink, but it's normal/good business practice to use blue ink for original signatures. If only there were some consistency...

Is it necessary to submit separate I-134 forms for each child that will receive a K-2 visa? I have already submitted an I-134 for my fiance (K-1 Visa), and the children were listed under item #3 on that I-134 form. My fiance was approved, but the children are yet to interview. I was wondering if any recent Cuban K-1 visa holders have traveled to the US with a connecting flight in Cancun, Mexico? Do they need another or different visa for entering Mexico? I know the flight from Cuba to Cancun arrives in a different terminal than the departing flights from Cancun to the US...I was just wondering what the logistics are like...Do they have an "immigration escort" in Mexico...like I've read in the past? Did it take any more time to pass through Mexican immigration? The idea is that we'd like to travel to the US together on our first POE trip, and that isn't necesarily an option for me other than through Mexico...Thanks for any input/help.

Also, don't let your fiance forget to deal with the vivienda, sometimes there is something small to pay off on that, but in CUP? I'm not sure about that, but they must remember to do it.

We really do need a guide just for the Cuban process, don't we? Of course once it is written, it will change!

What city will your fiance fly into?


That sounds about right for the carta blanca, and medical…and the vivienda inspection was a very minor fee of about $1-$2 US (paid in CUP). I believe my fiancée already has everything needed for the vivienda as well. They did the inspection a few weeks ago, and provided a semi-blank slip. I believe we submit this slip to the Cuban Immigrations when we pay for the carta blanca, and medical. I actually think this slip might be the actual carta blanca (not yet complete), but I haven’t seen it, and I’m not sure at all. I hope the carta blanca, and medical are the only major fees left for the exit process…We just wanted to check if we weren’t overlooking another big one.

A guide for the Cuban process would definitely be helpful, but I fear we’ll need to update it daily…ja ja. I actually requested at one time that Cuba be listed under the “Embassy Info” tab on VJ, but VJ didn't take much notice. If it were listed under the “Embassy Info” tab, people could always update information there. We only have the “Embassy Review” link in the Cuba forum, but that’s different.

We would rather fly through Cancun, for numerous reasons, but I’m still a little concerned since I’m not positive about everything. First, It would be nice to be able to travel with my inexperienced international traveling fiancée, and it would be unforgettable/romantic/emotional to do this together after such a long immigration journey. Also, I have access to frequent flyer miles from Cancun…ja ja. Really, I’m just not too confident with the entry/exit visa for a Cuban traveling through Mexico…but I do think it’s possible…I’m just not sure of everything, and would like to be 100% confident in advance…Otherwise, I think it will be HAV-LAX like you two…then off to Oregon.

kayak.com will not work for flights from Cuba because of the blockade. I tried to pay for the tix from here and didn't find a way.

Takes longer than Western Union, and I don't think it's cheaper. Western Union no longer takes the 10% fee when changing the money from USD to CUC. But it is restrictive in that you can only send one remittance before they get their visa, and one remittance after. $1,000 max each time. (that wasn't my problem,but I tried to send it in two chunks after he had his approved visa and Western Union would not let me.)

Havanatur is the way to go and they have offices outside of Havana, in case your fiance does not live in Havana.

We have an idea, but could you give us a current account of expenses for everything you encountered after receiving the visa? (the carta blanca, medical, etc.)? I'm concerned about transferring money a bit too, as it seems caribbeantransfers.com has some limitations daily, or weekly/monthly. We've been told that my fiancee's visa is finally ready to pick up tomorrow after a few unexpected delays, but we were able to complete much of the carta blanca process in advance of actually having the visa...so we're hopeful that we'll receive the carta blanca quickly.

Yes, you can do another medical exam in the US by a Civil Surgeon...it's just another cost which can be avoided if you simply make a copy of the overseas medical exam before turning it in to the US Interests Section. You really only need a copy of the overseas vaccination report for AOS (not the full medical).

Let us know if/how you make progress with the PSI at the Cuban Interests Section...We're in the same boat, but I can't say we've tried real hard as of yet.

I'm not sure I'm following you, but all you need is a regular copy of the Medical for AOS...actually, just a copy of the vaccination portion if your medical is less than a year old prior to applying for AOS. It sounds like you'll be fine if you make copies Mayi...just be sure Omar does it...ja ja.

The US Interests Section in Cuba gives you a sealed envelope which YOU are NOT to open EVER (and the medical is in there)...It's opened by the officer at point of entry (POE) into the US, but they won't likely want to make copies for you (even if you remember to ask with all the excitement).

Not sure of your timeframe, but maybe you could still ask the doctor in Cuba for a copy before you leave. It seems ridiculous, because they already have a copy of your medical exam from that envelope at POE, but the AOS application requests a copy too. You might have to go to a civil surgeon here, and have the whole medical done again before you can submit AOS papers.

I don't want to be a "downer", but even the VJ guides suggest making copies of the Medical for AOS. Try getting a copy from the issuing hospital if at all possible.

That's all good, but if he's not a "civil surgeon" registered with USCIS, you will have to go to one and PAY...a relative handful of doctors are registered "civil surgeons" if you aren't aware.

One other thing...ja ja. Be sure to make copies for yourself of all his medical stuff before going to the interview. They will take it at the US Interests Section, but you need copies for Adjustment of Status (AOS).

I'm just another opinion...but don't worry about the visa being denied due to a tardy medical exam. They will just ask you to submit it when it's done. That being said, don't expect the medical exam results the same day...you need the chest x-rays too, and how fast do you think this will all take place? Also once you submit the tardy medical exam to the US Interests section, I can almost guarantee they won't issue his visa the same day. From experience, we had to submit supplemental info to the US Interests Section, and it took about 2 weeks after to receive the visa (even though I ALREADY HAD THE INFO AT THE INTERVIEW!!)...It was just that the interviewer wouldn't take it, because the "pre-screener" didn't think it was necessary.

You have some time...so try and try again to get it done ahead of the interview. You can't take NO for an answer in this process in Cuba...because it's almost always NO at first. Does your fiance know anyone that works in the hospital? Almost everyone in Cuba has a relative, or friend of some sort that works there. Go that route, and when he goes to schedule again...a crisp 5-10CUC showing in hand would usually do the trick.

Just my suggestion...Keep trying, and trying, and trying...He'll get it done...ja ja.

I’m not sure I understand completely…So Omar was called inside the US Interests Section Building on the September 27 interview date? And he actually made it is a far as the fingerprint window? We had to have the letter from the US Interests Section to get inside the building, then we had to pay the $150 CUC interview fee at a window, before we could go to the fingerprint window. Did you have to pay the fee too?

I’m not positive about this, but they receive your documents electronically there too (before the mail/DHL), and they would NEVER have issued Omar the interview date and Interview Notice without receiving documents from NVC. That’s ridiculous, but we had a similar problem…My fiancé was allowed into the interview without a hitch, but we had two K-2 children that were listed on the interview letter that weren’t even allowed to enter the building. I corralled the Section Chief, after he swore us in, and he was very helpful in scheduling an interview for the boys a couple weeks later…he actually shamefully admitted that this happens to K-2’s at times, because we were apparently supposed to call the scheduling line for each of the 2 boys on separate calls even though we did schedule and give all their information at the same time as my fiance’s info…It was horrible for us, but I can’t imagine they could pull that BS off with the primary K-1 Omar after he was already inside…how horrible for you.

I know how stressful it is, but I think things will work out for you guys in the end…fairly soon. Many people have these unnecessary “setbacks”…I sometimes think they just don’t want it to be too easy. We have the green card interview on October 15 too…pretty nervous here too…We’ll be thinking about you guys.

I was just trying to say don't worry too much about getting an RFE...respond promptly, and keep waiting like we all do...An RFE is just a short delay in the process normally, and one doesn't need to worry to much, or go to a lawyer in fear of being rejected. My comment about english was only to say that if one misinterprets form instructions,or fills out forms unclearly, they are likely to get an RFE. I was seriously only trying to give you support to keep plugging along, but it came out wrong obviously. My spanish isn't the best...I know this, and reading instructions/filling out forms in spanish isn't easy for me. Last Friday when I was checked my USCIS's case status I saw that my 129F had been approved.

Message says: "On April 19, 2013, we mailed you a notice that we have approved this I129F PETITION FOR FIANCE(E). Please follow any instructions on the notice. If you move before you receive the notice, call customer service at 1-800-375-5283"

I did not receive any notification by email and I still have not received my NOA2 (hard copy) so I don't know what "instructions" I need to follow.

Please, could you help me:

1- What is the average waiting time to receive the NOA2 by mail after 129F has been approved by USCI (in the computer system)?

2- What is the average waiting time to receive the notification from the National Visa Center after 129F has been approved by USCI?

3- Can I continue this process of the K1 without having received the NOA2 (hard copy?

4- Can I call the NVC without having the NOA2 hard copy? If the answer is yes, then what would be the case number (reference) I would give them? It would be the same case number that USCI assigned me at the beginning of the process (NOA10?


1) I believe there is a current graph or table on VJ to give you this info, but for me it took 7-8 business days I think...I'd have to check my timeline, but don't worry quite yet...It's painful I know, but when it does show up in the mail, you will be HAPPY as ever!

2) This goes rather quick really...3-5 days normally...Don't wait for any notification...Call them daily (they were readily available during our timeline...no waiting on hold)...They'll give you your case number if you ask. Then you can schedule your interview, but your spouse will need a passport #...Does he/she have it?

3) You can call NVC still, but I'm not sure you will get anywhere without the case number on the NOA2.

4) Same as above...You can call NVC still...I can't remember if the NOA1 and NOA2 had the same case numbers though, but I think they did. You will probably receive the NOA2 in the next couple days though...about the same time NVC is "ready to process"...again your fiance needs a passport # to schedule the interview...hope you've got that covered.

My Fiance and I have met and I am starting to gather everything I need for proof of meeting fill out the I-129F and send her the proper form for her to fill out (G-325A) with instructions for her. I have been reading this site for quite a while as we have been serious about this for a year but have only recently had a chance to meet in person.

I feel like this site is very thurough in its suggestions and guides on how to proceed and I plan on calling the Government office in charge of immagration to confirm that the steps I am doing are what I need to do in order to proceed but my fiance is a bit nervous and feels like if we make one little mistake she will be denied and never be able to come here.

So here is my question, I think we can do this on our own as long as I triple check and double check things before I send them but I would like opinions from you all. Is a immagration lawyer the way to go? Also if we do make a mistake (doing it ourselves) is there any chance that she could be denied from ever comming to the USA? I realize these are very broad questions so any suggestions or observations would be appreciated.

One more thing, I am under the impression that the paper work and visa processing is mostly on the USA side what does someone who is immagrating from Russia to the USA have to do with regards to the Russian government?

Lawyers are not necessary if your case is strait forward. If there is complicated divorces, criminal records, or anything else out of the ordinary, a lawyer may be helpful. If not, they will actually be more of a hinderance because YOU care about your case a ton more then they do, and will be more dilagent when filling out forms and including all information. A lawyer has no influence to speed up the process with any of the government agencies. So, my opinion, skip the lawyer. Waste of money.

Russian citizens have nothing to do with their government when immigrating with a K1 visa expect for collecting police records from the local militia in all areas they have lived, and a Russian international passport.

Ok thanks for sharing your story. My case is past the processing dates, but has not past the 30 day 'requirement' for them to investigate. I fell I will have a similar situation to yours, however, my case has not been touched so it is possible it was lost as well.

I don't think anyone really knows what constitutes an 'international marriage broker' so I suppose that is one of the issues with the current IMBRA law.

I seem to have a problem figuring out what it could mean myself. Is it a person who runs an online personal ad site? If so, what if a foriegn person signs up for one of the thousands of domestic personal ad sites?

Maybe congress was under the impression there were lots of legal marriage brokers where someone gives someone a fee, then walks away and expects a spouse in a few weeks. I have never seen or heard of such an agency. Has anyone else?

Yes, that is a lot more then most people. When you submit that much evidence you open yourself up to nit-picky employees who will look at your case. Perhaps they will decide one of your photos looks too much like a wedding or in your emails perhaps you say something in jest, but it is taken as doing something illegal.

The USCIS informs us that our I129F has been transferrred from Nebraska to California. I live in Washington State. So any ideas on the reason for the transfer? Anyone else with a similar experience? A 'name hit' means you or your fiancee's name matches a name on a list of suspects with one of several government law agencies, such as the FBI.

"It will take 6 months" seems to be the canned response from the Service Centers. They seem to say that to everyone (based on reading VJ boards). The person your congresswoman talked to probably has no idea when it will get done and only knows it is in security checks, so everytime you aske they will say 6 months.

Since you'll eventually become a US Citizen, you'll have to get a US Bank account right? How do you have all the money transferred from one account to the other?


I you indicate what country you are talking about transferring money from that would be helpful for you to get an accurate response. Also, please fill in your timeline if you have started your K1 (or other) process.

There is a part of the W2 bottom left is gone..well i believe it was used. Does the W2 need to be full for the K1 ?

my fiance lived in her town since for like 1 year at 16, then she moved to another city (all russia). But right now she lives with her aunt and attends the university. It is not her apt and no bills are on her. The only thing is the university. What you guys recommend. I hear police certificates expire? If she gets a police certificate from that town will it expire by the interview date?


Its really too early for you to start worrying about Police certificates.
