Oh and one thing the lady just said to write the case number on the form ( right hand upper corner).

I think that is just petty, what is the difference with printing your name and typing it. The reason forms ask to have name printed is so they can read it. I cant remember if I typed or printed (I think I type every place I could, I filed the I-864EZ and the operator told me everything is fine with that form. I hope they dont change their mind later. And I put the case number on all forms and documents (in pencil on the originals) in case they should be seperated from the coversheets.

National Visa Center (Dept of State)Experimental new shortcut: IV fee bill generation
The only reason I am not coming unglued is we are waiting for Indian PCC (seems that this peticular passport office lacks a FAX machine in order to request inquiry from my husbands home town and the postal service is v e r y s l o w in India). I am sure this will all be resolved by the time I get his PCC to put with all the other documents.

National Visa Center (Dept of State)Experimental new shortcut: IV fee bill generation
To date the payment has not been processed. They have said that the barcode sheet was not with the bill and when I asked them tonight why it has not been processed after 19 working days from the date they should have received it (they are counting from the 26th and I know it would have been in the mail room no later then the 15th) they said that the MO office has to mail it to the NH office to be joined with a new barcoded IV bill and then mailed back to the MO office to be processed. The cashiers check has the NVC case number printed on it from the bank. That just sounds wacko.gif

National Visa Center (Dept of State)Experimental new shortcut: IV fee bill generation
this is what I am thinking of doing...I have been working on this and managed to get the barcode the same size as in the downloaded fee bill and in order to get rid of the mystery numbers on the bottom barcode I have taken the bill too close to the bottom edge out side of the margin. Half of the last line of print has been cut off so it looks as though it is their printer failure...no bottom barcode and no unknown number.
anybody have any comment? plz respond with advise

Sure post it, I think that's a good idea. All of the shortcuts are risky anyway smile.gif

I will post my IV fee bill document here tonight. Suffice it to say, it is a very experimental document!

Okay, for those of you who want to be adventurous, attached is an MS-Word document version of the IV fee bill.

Special Note: This payment coupon should be considered defective. We do not know if it will be actually usable by the payment processors. Always write your case number clearly on your money order and always send the payment by U.S. mail with delivery tracking information (certified, priority, or express). Do not make a second payment if your payment doesn't post by the time you receive the actual IV fee bill. If the payment doesn't post after a reasonable amount of time (2-3 weeks usually), call NVC to inquire about it, and when NVC is ready to research the missing payment, you may want to consider telling them that you sent the payment without any payment coupon. Finally, do not use the envelope that you received with the I-864 Affidavit of Support fee bill to send in the IV fee payment, as the payment address in St. Louis, MO is different!

Instructions:

Next to "Bill date," type in the date the IV fee bill was generated. Underneath the date, change "MNL2006123456" to your case number. (If you are applying for an IR1 instead of a CR1 make sure to change "CR1" to "IR1" whereever you see it.) Under "Payment coupon for", type in the beneficiary's full name in ALL CAPS.

You will need to replace the barcode under the "visa classification." Go to http://www.idautomat...earservlet.html. Select CODE 39. Select "No" for "Add check digit" and for "Add check digit to text" and select "Yes" for "Show text below barcode." Change the X dimension to 0.05 and the Barcode bar height to 0.4. Click on Create Barcode. In the resulting window, right click on the generated barcode and left click on Copy. Paste the image into a graphics editing program such as IrfanView (either by selecting Paste under the Edit menu or hitting Ctrl + V on the keyboard) and crop out the barcode as tightly as you can, eliminating all text and most white space, making sure the full barcode itself is still kept intact (i.e., draw a box around the barcode only and, e.g., in IrfanView, select Crop selection under the Edit menu). Copy the image from the graphics program either by selecting Copy under the Edit Menu or by hitting Ctrl+C on the keyboard. Go to the Word copy of the IV fee bill, select the original barcode, and hit the Delete key. Then click on Paste under the Edit menu (or hit Ctrl + V on the keyboard). The barcode you generated should be in the exact same place as the original one you deleted.

For the barcode at the bottom
We cannot generate the full barcode on the bottom, as there is 9-digit sequence number to the right of the case number which NVC cannot tell you on the phone. However, It is possible that the extended number in the barcode may not be actually needed. Therefore, you must choose one of the approaches shown below, none of which may actually work. This shortcut is highly experimental and the most risky of all to use at this time, so please don't use it if you aren't prepared to potentially deal with a payment posting problem. However, please post your experiences in this forum topic, especially if your payment doesn't post without special research by NVC, so that we can eliminate the methods that clearly don't work entirely and quickly. Other suggestions for dealing with this problem are also welcome.

The options I've come up with to get around the problem of the unknown sequence number in the barcode at the bottom that we cannot know before actually receiving the bill are:
  1. After printing, intentionally cut-off the bottom barcode on the payment coupon with a pair of scissors and mail your payment with that. The payment processors will have to scan the upper barcode if they can use it.
  2. Generate the barcode with all 0's for the 9-digit extended number as shown in the default on the form (use X dimension .05, height 0.4), and before mailing intentionally damage the right part of the barcode with a dark black marker so it won't scan, and also cover up the 9 zeros with the black marker. Be sure to block out the entire height of the barcode over at least a .25 (one-quarter) inch length section.
  3. Generate a large barcode as in the AOS fee bill instructions (X dimension 0.07, barcode height 0.85, no text below) and put that centered in the bottom of the IV fee bill (this will scan just like #1, but more easy to point and click!). Do not include any extended number in this barcode, just your case number.
  4. Repeat #2, but forget the marker and actually let the payment processors be able to scan it with the 0's, with or without showing text below.
  5. Don't include a payment coupon at all; just mail your money order with the case # clearly written in the memo area to the NVC lockbox facility. The payment processors will have to key it in by hand (let's hope they don't miskey!).
If you are contemplating using this experimental shortcut, please read through this entire topic first, as we may have to mark this shortcut as permanently unavailable if none of the above methods allows a payment to post normally. Also, if the shortcut is finalized, an updated version of these instructions will be provided later in the topic. Good luck, and please post your experiences!

DISCLAIMER: None of this is legal advice, and you may only use this shortcut and the attached file at your own sole risk.

the name on this bill would be the foreign spouse? and the mailing address on this is correct?

I hope that my wife can try again at some point - I may even take her along with me while I'm there to see if I can have any luck ... Since it's valid for 6 months I know she probably should wait a little bit ... I haven't even filed papers yet for anything lol ... BUT the thing is that she asked her local police office and the passport office and both required/requested a formal letter to get the ball rolling ... Any ideas around this?

Hi,
I had to go back and check on the pcc information because I was sure that is what good for a year from issue then I read this and started to have doubts. so here is a link to the mumbai embassy and it states that the pcc is good for one year. my husband had quite a time getting his (time and money) and it would be good to get that ahead of time.
I certainly understand wanting to be ready because the wait is long enough with out waiting to gather documents.

K-3 Spouse Visa Process & ProceduresMarriage Registration in India
QUOTE (Pattu Rani @ Dec 6 2007, 06:50 AM) <{POST_SNAPBACK}>
Interesting that India requires Hindu conversion to speed up the process. Are you submitting your conversion certificate along with your application? I went through an Arya Samaj conversion as well and was married legally in Nepal this last June - my FIL 'knew people' and like you say some palms were greased - our court marriage was handled very quickly and I had the marriage certificate in 3 weeks. The religious issue never came up but maybe my FIL already told them I was Hindu - I converted before I even met Govi. I am including the certificate to show that we are both the same religion and hoping it stengthens our case.

An aside - I find it interesting that the Indian government recognizes that non-Indians can convert to Hinduism yet there are still many temples which will not admit 'non-Hindus' which generally means anyone who does not look South Asian, even with an Arya Samaj certificate.

I cant remember where but I had read that the conversion certificate needed to be sent with other evidence so yes I did submit it. I asked at a hindu temple here state side about conversion before going to india and they said they didnt do conversions, and I wanted a traditional hindu marriage, that is the reason for the arya samaj. In the last 2 years I have looked at so many sources preparing for my marriage and wanting to make sure that everything would go smoothly when the time came for our marriage and filing to bring my husband home, I am not able to remember everywhere I found information. I know that the hindu marriage act allows for a quicker marriage between indian and non-indian (or else 30 days waiting for civil marriage) and we all know how important saving time is at this point.

K-3 Spouse Visa Process & ProceduresMarriage Registration in India
i dont know that i can offer anything to help, but maybe this information will be of help to some one else. i was just married in india in june 2007. i did a lot of research before going to india and found that to circumvent the 30 days i had to convert to hinduism before marriage and have a certificate of conversion. arya samaj does conversion and hindu marriages and supply certificates needed for registration. with the help of many strangers in delhi and a few extra dollars to grease a few palms(is there such a thing as a stranger in india?), we were able to get our marriage officially registered and all legal paper work in hand all in about a weeks time.
good luck to you, i hope you are able to find what you need to get the process moving for you as it is far too long even when everything is right.

you can have your wife start to gather all the documents, that can take a bit of time in India and as far as I am concerned you cant start too early for some of the things.
If you dont mind me asking, was this a civil ceramony or hindu and if hindu marriage are you hindu from birth? if not did you get conversion certificate as that will be required to even get approval of I-130.

passport office certificates for 6 months and city pcc for one year (that is what my husbands local passport office told him, that is vizag) and you do need a PCC the difference is if you have recently got you passport (with in the last 6 months) you only need PCC from passport office not from all the cities you lived in.

National Visa Center (Dept of State)HK Police Certificate Confusion
I had the same questions as you, except Brunei is where my fiancee worked and needed police clearance from. The embassy of Brunei in Manila told her that she needed a request letter from the US embassy. You can see my post here:
http://www.visajourn...71#entry4335871

mrsean was nice enough to answer my questions. They went through the process personally in order to get police clearance from Hong Kong, same as you. Since they have first hand experience, I hope it helps.

After the posts, mrsean and I exchanged personal messages where they gave me a lot more detail. This detail should help you a bunch, so I'll post it here:

Hi. Thanks for your reply to my question about getting a request for police clearance. Can you tell me how long it took for you to get your police clearance from Hong Kong after your case was moved to the US Embassy in Manila? Also, how long between NOA2 and your visa? I was hoping to see this info on your timeline, but I see you don't have one. Thanks.
-James

it took about a month from time i mailed all my info and fingerprints to hong kong [dhl or lbc carrier or one of the major ones i forget which one even fed ex]with tracking number then hong kong mails it to embassy in manila but i tracked it with hong kongs carrier tracking number to manila post office then the us embassy in manila picks up there own mail from the post office with embassy personel!!!!i was on phone with every one alot!!! just making sure

Thanks for the information. I hope we can get it that quickly too. I don't think we will be mailing anything to Brunei, but instead, the Brunei embassy will do it when we give them the required documents. Hopefully they will be quick and maybe give us someway to track the delivery as you did.

I assume it did not take long to get the request letter from the US embassy after your case was transfered there.

Thanks,
James

took about an hour, go to the information then tell them you need letter saying you need a police clearance i think i went to counter x not sure

Thank you so much for the information. This will be so very helpful. I wish the best for the both of you.

-James

Good luck.

You might be right about the end result but your assessment is not in conflict with what I wrote. Read the sentence you're disagreeing with and pay close attention to the part that comes after the word "unless". I like to think folks can understand the meaning of complete sentences. Those who can't, probably aren't qualified to manage their own visa process. Just saying.

Also, sometimes (often actually) expedites are granted for reasons other than the primary emotionally expressed reasons for requesting them. What the mother "wanted" in the case you mentioned may not have been considered at all by whomever granted the expedite. They tend to strip out the emotion and focus on the facts.

If you want a reference for the concept, Google, "Post hoc, ergo propter hoc" and have a read.

Ok. I concede. I shouldn't have said you were wrong.

Pushbrk is almost never wrong, friend James. I personally wish that a lot more VJ members would heed his advice in regard to many matters.

I would agree that he usually has great advise. I've seen that many times. However, here is a case where a wife with children and a mom on her death bed needs her husband. I sited a recent case where a USC brought his fiancee here on expidite because his mom was sick and wanted to see them together before she died. If they will expidite in that case, then why not for a married couple with children. If there is any chance of getting an expidite, wouldn't you suggest trying? I know I would try if I could. Not everybody would do this as he said either, since most people aren't caring for a parent who is close to death.

I wasn't trying to be rude by disagreeing. If he would have said it was possible, but hard, and told her that some people have been able to expidite for that reason, then I would have agreed with him. Instead, he only said improbably. That doesn't give her much hope and could mislead her into not even trying to see how other people were able to do it.

Improbable is not contradicted by possible.

What is this, a game of words? Why would you tell someone probably not, when it is very possible? It sounds to me like she has a great chance with kids and taking care of her mother.

Your mother's condition is probably not a reason for expediting the case unless it has a direct impact on YOU. They don't care if your husband gets to see her. If they did, everybody's mother would be sick.

You're wrong about that. Check out the profile for David & Kezia. If you click to see all there comments, and look at the last one on the bottom, you will see they expidited based on David's mom having cancer. They got NOA2 in 1.5 months while everyone else is waiting 5 months.

Has your husband been in the states illegally before?

Thanks Vann, I'm sure I'll be ok things have a way of working out. I'm not sure a lawyer was needed at this point, I'm feeling a bit lost frankly. I'm fairly careful about everything, I think I should have just handled this, I hired a lawyer because my girlfriend couldn't read english forms well enough, nor I Thai forms. Who knows what's right, I won't give advice on that. Your inspiring me, I thank you. If I had any advice at all, it would be learn all you can about the culture and the language, it will serve you well.
