I advise you not to compare your case with others all are different...
Most take 5 months maybe more...
You cant even call or ask questions until it is over 5 months ...period

Thank you everyone for all the advice, all the help. My wife arrived via NWA yesterday.
She was approved on Jan 5th, 2009 and received her visa via air 21 on Jan 7, 2009. Once the Visa was in hand, she went and got the sticker from PRISM then we spent the day looking for the soonest flight out, which was at 0700 the next morning. Manila to Portland Oregon (there were no seats to Seattle).

Always collect anything that may show you are an actual couple, take pictures of the both of you, birthdays, going to the beach, whatever, I suggest using Picasa on Google and make collages, add in the when, where and a heading, using the text edit key, then print these as you go...we had 35...get joint accounts and maintain them. Any proof of joint accounts and cohabitation are key to your success, any time of seperation keep phone records, calling cards, letters to each other, plane tickets, keep everything...good luck, stay focused and build a file, ours stands about 8 inches...never an RFE...start now.

The CR1 is a far superior visa... Able to work upon entry, no need to pay for costly AOS and GC upon entry... I would fully recommend the CR1... Ignore the paperwork on the K3... The processing will be about the same save maybe 3 weeks...

I wait to receive the NOA2 in the mail, our case goes from USCIS to NVC...NVC assigns a number to it and sends me a notice...with those I pay the AOS (support paperwork) online, then I fill out the online form, put all the supporting documents together then send it to them...is this correct?

I did the same thing...the answer is no...he needs to be a resident before he is allowed to file there in the embassy.
I also needed to come home to US to file the paperwork...it hurt. the wait is long, we finally got approved yesterday after 5 months and a few weeks.
Why doesn't your husband stay there with you, get his residency card then file, otherwise, he needs to come to US.

Look at our timeline as well,
our NOA 1 for our I130 was 6 June and I129f June 26, nothing since nothing at all, no change, no touch, nothing.
yet look at all the approved petitions fro June, July even August, yet nothing on our k-3 applications.

Brace yourself for a long and frustrating wait, with no one to call to check on your case...no updates no answers to the 100 questions you will have like...did you do everything right? why is it taking so long? why are others approved yet you wait? yes...brace yourself for the frustrations...Advice? love and support...keep the faith, it is very very difficult when true love is involved...it is a painful process...at least for me and my wife...

I am in the same exact situation! I went to PI to get married and spend time with my wife...
I arrived Aug 2008 so in 2008 I show $18000 in taxable earnings (I only worked 3 months in 2008)...then I stayed till April 2009...got a job and have made only $12000 since June....Our interview is Dec 15th.... my goodness I am stress about this income thing even though have supported since we met...my job pays over $36,000 per year but I havent been there a year...

Sorry to hear your story, but at this moment nobody can help you to approve your case any faster not even congressman. It's all depend on consular. They review so many case in order" first come first serve". I can't tell you exactly how long you have to wait. However from my experience from the pass few years, my husband and I had to wait about 6 months after we supported all documents as they requested. I saw some case approve less than a month, but some case have to wait longer than mine case.
So whatever going on. I will pray for you both. I hope your wife will come soon.
