Normally how long does it take for the embassy receive the package from NVC before they send it out to the beneficiary? Our Case was create July 25th, updated July 30ths, and the Embassy received on the August 7th.

 

 

 

Two weeks is pretty typical, the big wait time now seems to be with getting the P4's from Guangzhou.

Sounds like the issue my fiancee is having with her unmarried certificate.  Jilin only issued her one from 2009 to today, and it appears she now needs to get one from Changhun (where she went to college) and Shandong (where she worked for several years and over 1,400 KM away) also.  Still trying to confirm this with the consulate.  

 

Her police certificate however, does not seem to have this problem.

We've been in AP since our interview on June 11. (but our case is it a little different that yours, since we had to send another police certificate, and they kept her passport) Sometimes when I call DOS, the operators say to give it another week, and sometimes they say to give it three months. The most useful information I've gleaned from it is that "guangzhou has a heavy backlog" so it can take a while. But it's weird they didn't give you any reason for the AP and still had to send the passport.

 

For our case, the consulate received our additional documents July 8, and the status on the CEAC website changed from "ap" to "issued" on August 7. Based on that I'd say give it a month since you sent in the passport, but its just a guess and probably affected a lot by the recent move and whatever details of the case. If she has a sensitive job or something like that, they may need to do a background check which can take an extra month or so.

 

Why did you have to send another police report?

ChinaScheduling the interview using CGI Stanley

I've already begun sending out letters; initially complaints to CGI Stanley and the Guangzhou embassy on a completely ridiculous system of scheduling interviews they have in place.  

 

My fiancee cannot log in to the website, she even had a Chinese friend that works in IT try to help her and she still cannot get in.  This leaves the burden of scheduling the interview all on me.  My days are now spent checking the CGI Stanley scheduling site every hour to see if there is an opening which doesn't exactly offer me a lot of time for sleep (typically six hours a day).  

 

After I receive a response from CGI Stanley (already have one limited response documented, waiting on a response to my full letter) and the Guangzhou embassy (probably not until middle of next week) I plan to write my congressman, Senators and, the IG and the media (basically what I did for the CSC slowdown).  I currently have a good rapport with my congressman so I do feel like there will be some pressure on CGI Stanley and the embassy to get this issue fixed; not for me but for all of those future applicants.  It seems that at every step of the way we have run into speed bumps; first it was CSC and their complete work stoppage on K1 visas (due to the DACA petitions), then a RFE (which I believe was caused by our lawyer losing part of our documentation), the lawyer and insanely slow responses to get things done from him (I have had to hound him every day it seems) and now this CGI Stanley Interview Lottery #######.  Unless people complain, this system will never change, they will simply believe it to be working, and that is very sad indeed.

Unbelievable, perhaps they only have computers answering their inquiries.  I've been keeping a file of all of the communications and the Inspector General will be getting all of the info.

ChinaScheduling Interview Before P4

We submitted P3 Docs to CITIC Bank on July 18 and have been checking CGI Stanley daily for the past two weeks. Every day it says "The case ID that you have entered cannot be found."  Also we have not received a P4 email yet. However, we finally checked the status on CEAC and the status was updated July 31 to "READY. Your case is ready for your interview."   Seems like there must be quite a backlog if P4 emails are not being sent out within three weeks.

 

Well, at least it sounds like your case is moving.  Many of us submitted out P3's before you and we are still in administrative processing. It sounds like to me they should have sent your P4 the same day as your status went to ready for your interview.  Perhaps contacting CGI or the consulate would get you a resolution.

What is so strange is that before the embassy move, the P3 was taking about two weeks and the P4 about a week and a half for those people in the earlier part of June.  Now, post move, no one has received their P4 and some have been waiting over a month (three weeks if you exclude the closure week).  I guess the point of my post was my concern that the embassy may not be sending P4's to people who scheduled their interviews early but Rob's post did alleviate some of my concern over that.  

 

Not sure if at the moment there is no available dates to schedule or (due to poor programming of the ustraveldocs website which currently has my vote) when you reschedule you automatically get "reset" and have to wait the duration again to get a new interview date.  Guess I'll find out over the coming weeks.  :(

ChinaScheduling Interview Before P4

We did this. We registered for the website and scheduled the interview before even having the P3. We knew our packet was at the Consulate and our P3 had been sent out. They didn't cancel it or show any concern. We just had to sweat out getting the P3, turning it around quickly and then getting the P4 email in time. Since we had scheduled about 4 weeks later, we had time. 

 

Unfortunately we had a small problem with getting the certified translations back from the Chinese gov. I even traveled there to attend the interview. But, unfortunately we had to cancel the interview the day before since we didn't have all the documents. We didn't have any problems cancelling at the last minute, we cancelled in the afternoon the day before the interview. We had problems rescheduling because of the move in July but no problems coming from scheduling early. 

 

We just got approved August 12th. 

 

Good to know Rob, thanks for the reply and congrats on your approval!  

 

Did they ask to see the P4 Email at the embassy before they would accept your documents or let you interview?  One member said that they had to go and print the Email at a local print shop in order to get into the interview.

The P3 letter sent to the beneficiary also states not to schedule the interview until told to do so and this information is also on the embassy IV website.  

 

Do not try to schedule an interview appointment until you have been contacted by the U.S. Consulate General Guangzhou.

I guess the point of this post is my concern over the fact that many of us have scheduled our interviews prior to receiving the P4 Email notifying us that it is time to schedule the interview.  So far, none of us that scheduled in July have received our P4.  Our scheduled interview date was Aug. 21st which we had to cancel due to the P4 not having arrived and the visa status check site (https://ceac.state.g...er/Status.aspx?) still has the status of Administrative Processing which it has been since they sent our P3.  Is it possible that they do not send out the P4 if the beneficiary has a interview scheduled?  Could the embassy staff be that petty?  

 

Also note:  My fiancee told me about a girl who had a interview scheduled for Aug. 17th and also had not received her P4 yet.  When she went to cancel yesterday, they informed her that she could not if the cancellation is within five days of the interview.  My guess is this poor girl now needs to be a no-show to the interview and go through additional delays to get another one.  If you need to cancel, may be a safe bet to do so five business days prior to your interview date.

OK, I was able to look it up this time.  You're right that I had to select "immigrant visa" even though I was under the impression K-1 counts as non-immigrant. Anyway, I got a generic statement about "administrative processing" which is what I expected.

 

P3 arrived at my fiancee's house today!  I'm actually worried that things are moving too quickly now.  There are hurtles we're not quite ready to get over yet.  

 

 

Don't worry, once you submit your P3 reply you'll be at a standstill for several months.

ChinaK1 interview today and passed!!!

My fiancee just had her interview this morning and passed.
What was odd was that she didn't know she actually had the interview. She said she went to a window, signed some papers then went to another paper and a guy asked her a few questions and took some forms and then said she passed.

She said "What?" and laughed because he didn't look at any of the support documents or anything and she was still expecting to have to go sit and have a real interview with someone. I think all he took was the copy of my 2012 income tax, leaving behind my other previous 2 years. She laughed and said she carried all these papers for nothing, haha.She had quite a stack of manila envelopes with emails, photos, and many other papers.

She came back to the room laughing not even really knowing what happened. Just that all of a sudden she was told she passed. Also, she was surprised becuase from reading forums, etc she was worried about long lines and having to wait. I guess with the new Stanley system with the appointments, it went really fast. I was there in line with her and they had 2 lines sorted by appointment times. We really only had to be there 5 minutes early rather than 45 minutes.

Also, I'm glad we walked there the day before to make sure we knew where to go because there is a sign that says they do not allow backpacks, purses or electronic devices. You have to have all papers in "grocery" style bags or the plastic sleeves that the medical records are in. There were a few people who could not get in becuase they had a backpack or cell phones, etc.






 

Congrats, you two were waiting a long time by the looks of your timeline.

Did you receive your P4 after the embassy move?  

 

Did you schedule your interview after you received it or before?

Hello All,

 

My fiance received electronic notification from the post carrier that our P3 package was received by Guangzhou 1 week ago (9/2/2013), however, the status date has not changed from when the P3 checklist was sent to her on 8/23/13.  Is it common for the status date not to change within a week of receipt?  If not, is there a number we can call at Guangzhou to receive confirmation that our package is in-hand?

Typically two weeks after P3 for anything to change with the status.  

 

A few girls in my fiancee's QQ group have reported that their interview dates have been cancelled because they did not receive P4.  One girl also reports that she received a call from the IV unit telling her that she should not have scheduled an appointment prior to P4 so she had to cancel and now they are delayed even further.  It is up to you but I would recommend to everyone to not schedule an interview date prior to P4 as the embassy is now looking for that and delaying the sending out of the P4 Emails.

The problem is CGI Stanley.  Until they design their website to hide appointments for those without a P4 people with P4's will continue to have this problem.  I have written to them about this flaw and plan on writing the IG once all is complete (may need to add more to the report by then).  

 

Note that some people who scheduled interviews prior to receiving a P4 have had their interviews either canceled or have received calls from the embassy asking them why they scheduled an interview prior to receiving the P4 (thus delaying their P4 being sent out).  Others have had success scheduling before receiving the P4.  Out of courtesy for others, it is probably best to wait until after receiving the P4 Email to schedule the interview until CGI gets their act together (or loses the contract, whichever comes first).

Sorry for the problems you are having, my guess is that you are going to have to make that trip.  We have tried every avenue we could find to contact someone in the IV unit and they seem to have a nice big Great Wall set up to prevent any of the horde from getting to them.  You could also try calling DOS though I doubt they will be of any help, still might be worth a try.  Is taking a train an option for you?  It is a lot cheaper than flying.  

 

I am utterly befuddled by the complete incompetency coming from both the embassy and CGI Stanley.  Just more fuel for the flames; we all need to report these issues to the IG.

I abbreviated my wifes chinese address on her forms when enough space wasnt available. Usually chinese addresses are full of useless junk like province, city, district, zone, area, block, street, building name, building address, floor, and room/apt number. I took some artistic license when necessary and just have room number, street address, city, and post code. Nobody along the way seemed to mind.....

lol, I did the same thing on some of our forms; too much information, just truncated everything but the street address, city and province.

For all the forms that we could not fit the text in or would not accept Chinese characters, we created an addendum and added all of the information there.  Just be sure to label the form and all of the associated fields, sign and date (if the original requires it) and attach it to the original.  We had a Chinese officer who really grilled my fiancee but she passed and there were no problems with our documentation.

JD& Coconut, glad to hear the dam has broken on the P4's. Quick question, how long after your file was touched (CEAC Stattracker) before you received the P4, ours was touched Aug 5 and was trying to get an idea of how long after the touch we can expect the P4. Thanks in advance.

Ours was touched many times (I lost count, maybe 6 to 8 times?) over the last two months, the most recent was Aug. 22nd.

ChinaP4 Question

When I checked, there were appointments available October 8, 10 appts at 8:45; 5 at 9:30, and same for October 9 and 10. I chose 10/9 at 8:45AM

Chinese holidays are from 10/1 through 10/7.

 

No holidays or Fridays (or weekends) were bookable so maybe CGI has fixed that issue.
