Maybe I'm a bit selfish but 1 week ago my NOA2 should come in June 15th and yesterday it jumped to July 11th :\

I want also people of August to December get their NOA2 but CSC could keep doing them and ours too. People of Jan already is completing 4 months so if people of Dec got their NOA2 within 4 months its fair Jan filers get their too.

I'm Feb filer and just want my time comes.

I'm sure CSC can make august and dec this month, next month sept and october and in june nov and jan. I've seen the graphics and august with 30% and dec with 40% of approvals, and july with 60%.

Apparently the AP above was due to them sending out her P3 packet today (06/28), called DOS to verify.  Hopefully she can get home in time to receive it, they had very heavy rains in the area she is staying and many roads and crops were washed away.  :(

She had sent an email, but it got kicked back because it wasn't the email address on file. Going to try again with my email address.

I don't believe they will just leave the package outside your door if that is what you mean.  

 

Have you heard anything yet?  Just curious if the embassy had sent her P3 yet?  Our status changed to Ready yesterday but she is not at home yet, visiting relatives.  I don't want to have the package arrive and no one be there to accept it.  Somewhat concerned.  

 

Have you filled out everything on the http://cgifederal.force.com/ website?  I filled out everything for her but was stopped at the payment option, they will not allow for me to make the payment online without a Chinese debit card and she does not have one.  She plans to pay at a bank branch when she arrives back home but until we get the receipt number, cannot schedule the appointment.

I'll ask her to scan it and upload, I don't have it in electronic format but for P3 all they requested was DS-230, two passport photos of her, a photocopy of the information page of the passport (how many times do we need to send this to them, lol!) and a page with CGI in the upper right corner that is basically a table of contents for what you are submitting to them.  According to her documentation, you drop this off at a CITIC bank branch?  Seems kind of odd to me but she showed me the instructions over video call and it did look correct.

We were told by DOS that it was sent out on 06/28; I told my fiancee to rush home (she was in her Grandmothers village at the time) and we have been waiting ever since with no P3 delivered.  Another couple received theirs 7 days after the embassy received their package from NVC, it has now been 12 days for us.  She does live in Jilin, would the distance be delaying it somewhat?  Is there a contact number for Guangzhou that she can call to get a tracking number or something?  I called DOS on Wednesday to ask for a tracking number and they said they did not have one but they also told me that an Email was sent to her with the P3 information.  We checked her Email and nothing has arrived.  What the F is going on?  Is calling DOS completely worthless?

They want 2 copies...Should I do 2 copies in Chinese and 2 copies in English? The DS-157 doesn't fit the Chinese in BOX 12....What should I do? ohmy.png

 

You can add addendum letters to any form, just be sure to state that the letter is an addendum to Form x and label your information with the corresponding field numbers from the form.  You may also need to sign and date the bottom (safer) if a signature is required on the main form.

Well, she paid at the bank today, I logged in to website and the receipt number was already there.  Of course there are no appointments.  :(

Fiancee is concerned now because she read somewhere that she needed five total (this is total until she gets her citizenship) but lawyer told her four so now she is mad at the lawyer.  Does anyone know for certain how many total she will need?  If she needs one more then she will have to pay the 200 RMB again.  

 

Below are the questions she wanted to ask.  

 

 1,how many birth certificate? 

 

 2.how many unmarried certificate and police certificate? 
 
 3,do they need unmarried certificate if single for k1?

PhillyJon - is possible the NVC TeleOperator or a NVC Supervisor was speaking of the GUZ IV P3 Supplemental Form?  I've a link to that in the EP wiki page. It's a one-page form, written in Chinese, usually 'hand-filled' by the beneficiary, sent in with the DS-230.  It's an ugly form...  The email address for Guangzhou IV? There isn't one, that you can directly use - however, the IV Unit utilizes a web-form for email contact - here's the url:

JD - an EOR might be construed the same as an explanation of meeting and relationship letter.  The specific label of EOR was gleaned from a report from a member at a China-Specific website, written about when writing about 'the blue slip' and the evidence asked for to overcome the blue slip.

Is the EOR letter the same (except an updated version) as the explanation of meeting and relationship letter which we already submitted to CSC (twice, updated for RFE)?  I was going to use the same letter and update it again (not much has changed in the last two months though).

ChinaWhen to pay for visa?

I read on one form that you are supposed to wait until after the P3 has been sent in and received and they send you either an Email or package with information on how to pay for the visa.  I have also read on the forums that others have paid before sending; does it really make a different when you pay for the visa and schedule the interview?  

 

Also to confirm, the priority date is the date they received your petition (ours was Oct. 22, 2012)?

Same boat, and although it was received before the 10th, I'm not sure either.

 

The other worry is if it would be accepted if it's not sent through CITIC.

From what I know happened with Rachel, the SZ citic bank sent it to the Guanzhou citic bank, but the consulate wouldn't accept it (not sure if that means only hers or any of them) and if it's supposed to go to Beijing, it would explain that, but it seems like the bank doesn't know what to do with them.

 

The clock is ticking away, and she has an interview appointment on 8/27. Not sure if it can go to Beijing and get back in time.

 

If it was only possible for someone to answer a $@#&!#@ phone, this could be sorted out quickly!

 

Well, my fiancee was finally able to get a hold of someone at the embassy (a real person!); they told her that yes, they did receive her P3 and that the reason for the delay in receiving the P4 was due to the move and they are also very busy.  Hopefully we will both be getting the P4 soon.

According to the tracking, my fiancée's P3 was delivered and signed for at the Consulate this morning.

 

I had my fiancee send me the tracking info when she sent the package so I knew it was delivered on 07/12 and signed for by someone at the consulate.  What now concerns me is the notice that as of July 10th, all documents were to be sent to the Beijing office for processing and that it would extend the timeframe to three weeks for anything to be done with them.  I do not know if the consulate would have destroyed our documents or forwarded them on to Beijing, hoping they will respond to my Email to them since you cannot talk to anyone on the phone there.  

 

The only question then becomes does the Citic bank employees know to forward the packages on to the Beijing consulate rather than the Guangzhou one?  With the way this entire part of the process has gone so far, I'm seriously doubting it.  May be better to find out the mailing address for the Beijing office and send it there directly.

Query - inside the 'stuff' at ustraveldocs.com - is a document delivery sheet, supposedly to be used at CITIC when dropping off the P3. 

 

Are you guys using that document, or not? 

 

Yep, she took everything with her including the instructions for Citic bank employees.  The Citic bank employee told my fiancee that they no longer handle the P3 documents and to send them directly to the embassy (which she did).  

 

Such a clusterf**k.

Also, with the embassy being in a half open state like it is (full services start again 07/29) that could be why they refused the package from the bank and why my fiancee can't get through to talk to anyone on the other end.  I would not be surprised if my Email went unanswered until sometime next week also.

This keeps getting more and more crazy...

Rachel heard that the P3 HAD to be sent through a CITIC bank to be accepted, so she prepared another packet, and has been to several different locations and finally got one of them to accept it.

 

Yesterday, she checked in with the bank, and it was sent to Guangzhou last Friday, but that the consulate wouldn't accept it, and now it's just sitting somewhere in Guangzhou (at the bank there, or in a mail facility, who knows?)

 

So now we're kinda lost as to what to do. She's sent an email to the consulate, but considering they've been closed for 2 weeks, who knows how long it will take for them to get back to her.

 

Not sure what to do at this point. Any suggestions?

 

Did Rachel try calling the Consulate?  My fiancee has been trying to call them but she had no luck getting through to a person yesterday, going to try again today.  I also sent a message to them after she sent her P3 in but I don't believe they have had time to respond to it yet, going to give it until Friday.  I asked them if it was OK to send the P3 directly to them as the Citic bank branch refused to accept it and also told my fiancee to mail it to the embassy.

FYI for anyone that has this question also.  

 

You have to deselect the current selection on the website in order to change to another address.  Once deselected, you can then choose which city and which location within that city.  My fiancee also could not figure this out and I had to show her the trick; website is not the best design.

For question 32 and 33 on the DS-156, did you answer Yes to either question?  I read on the forums that it is advisable to check No for both whether they intend to work or study or not.  

 

Have you sent your P3 in yet?  It is getting kind of close to your interview date and P4's seem to be coming extremely slow (if at all) at the moment.  You do need the P4 for the interview.  

 

The P4 letter also asks for a resume, just curious if anyone is submitting one?  I marked No to question 32 for intending to work so I don't believe this is required but wanted to get others thoughts on the purpose of this one if the beneficiary does not intend to work (even though she may after she gets settled in).

I thought the 'certificate of single status' was listed in the packet 3 instructions? 

 

The only requested documents on the P3 letter were the DS-230, a photocopy of the personal information page of her passport and two passport photos.  The unmarried certificate does show up on the P4:

I just called DOS and they did confirm for me that the embassy did receive our P3 so that at least is a relief.

Fiancee also said you can ask for P4 from the https://cgifederal.secure.force.com website.  After you log in, the fifth option in the left side bar is to provide feedback; others have requested the P4 here and have had good luck (word of mouth) with getting their P4's after submitting a request here to get them.  When requesting it, tell them you have an interview date.  

 

I am going to call CGI as I cannot make any new requests as my last one is still open.  I opened one to notify them that the Jilin Citic bank would not accept our P3 documentation and that request is still in an open state with a status of escalated.  You can call them from the US using the info below.

I've heard that, but I have a hard time believing it, as you need to take it with you to get your medical exam. I would think it would need to be more official.

We had an update on the DOS site on 7/31, I'm assuming that they got our P3 and the P4 will be soon. Anything change for you?

 

Our status changes only when they reply to our Email inquiries.  The last one I sent using her Email account, they responded today (status date changed to 08/02).  I told them that the Jilin Citic bank refused to take her P3 documents and they said to send them to the embassy which we did.  Their response was to send the P3 to their new mailing address; not sure if this means they do not have our P3 or what it means.  My fiancee called them earlier this week and talked to someone and they said they did receive our P3.  Will have to wait now until Monday to call them again and find out if they do in fact need us to send the P3 again.  :(

 

Getting really sick of this whole process and fiancee is stressing big time.

Does anyone know if the P4 is an Email now and if so, is it really a requirement to receive it before the interview since all it is now are instructions?  

 

Also, my fiancee is worried about the unmarried certificate.  I do not even see this as a requirement in the P4 letter; does anyone know if it is a requirement?  She has never been married, she got the unmarried certificate from her home city (Jilin) where she has lived most of her life, but it only states she is unmarried from 2009 until now.   She is concerned because she has lived in several other cities and she worries that she needs to get certificates from each and every one of them also.  Some of those cities are pretty far away (one being near Shanghai) and she does not want to have to travel there if she does not have to.  Is this unmarried certificate a requirement for K1 visa if she has never been married?

Normally how long does it take for the embassy receive the package from NVC before they send it out to the beneficiary? Our Case was create July 25th, updated July 30ths, and the Embassy received on the August 7th.

 

 

 

Two weeks is pretty typical, the big wait time now seems to be with getting the P4's from Guangzhou.
