Plus..many employees have what is called "use or lose" vacation time. They store up their vacation time (that would lost in the new leave year) and save it for the week between Xmas & New Year. It is usually in most agencies a liberal leave week and as long as someone is there "to hold down the fort" they let most people, that want to, take off.

The bottom line...you can presume not much done around/during the holidays. Things should pick up second week in January...

Disclaimer: Of course I have not worked for the USCIS, but it's been the same for the several other agencies I have worked for.

If they wanted to make more money, they would work in private industry. This is private industry. They just happen to work for a contractor that has a govt contract to staff the mail rooms at the USCIS Centers and do the initial data entry.

They are not govt employees and do not get a COLA raise in January.


Correct and by my calculation a clerk (GS-3) starting out with the gov't (before the '08 COLA) would be getting only $11.08 an hour....
