Hi everyone! Both my wife and I just regained our Filipino citizenship and are planning on moving to the Philippines in January 2012. We are wondering if we still need to apply for Philippine passports in order to buy one way tickets to the Philippines. Can someone help us? My wife is currently pregnant and is due mid December and we'd like to know if the baby needs a Philippine passport as well. We'd love to leave by January 2012 but the current Phil passport processing time is 8 weeks. Thank you so much!


to buy one-way tickets, no. you enter the Phils as US citizens but bring your dual citizenship forms and old passports to show at immigration. you can wait til you're in the philippines to apply for new ones.

did you get your cenomar yet? photocopy and bring it to them.

as to what i think about the cfo they're a pain (charges too high) and needs a great deal of updating with their information but a very big help to young brides-to-be who think that getting married to a foreigner is the solution to all their financial problems. worse, they don't pay attention to the videos and lectures that gives them the possible future scenarios and advice about getting to know their fiances better (do they a criminal background, how many time they'v egotten divorced, why they got divorced etc)

...greeting cards, emails, text messages are of no help with proving someone has met in person. I would send more pictures for sure, if there are some with family that would be even better. Pictures may be considered secondary evidence but when they have included a variety of receipts... that seems next on the list.


nevertheless, they "back up" the pictures and receipts =). better to submit more than less =)

Hey guys, well..., we got our RFE.

There's 3 listed on there;

1. Lack of signature (Easy yay!)
2. Letter of Intent (a little confused..)
3. Additional proof of having met in person (kinda crazy)

I was hoping maybe our experienced VJ'ers who have gone through the process can give some insight?

For the letter of intent, we used the template we have here on VJ. I'm not sure what was wrong with the first one but we'll use the same just making sure to sign with blue ink and indicated the date we signed it.

Additional proof is where is gets really crazy. This is what we included in the initial packet;

- copy of passport stamp
- copy on his itinerary
- boarding passes (only departure though with his name and Philippines on it, he cant find the arriving ones)
- hotel receipts (from 3 different ones)
- tour package receipts
- utility bill (from the condo we stayed at)
- medical receipt and prescription (he got sick while he was here)
- pictures of us together

I honestly thought that would be enough, but apparently it isn't.

We will be sending the same exact things (except maybe pictures) because it really all the proof that we have. I'm not sure what else they are looking for.

Any advice guys?

3. Additional proof of having met in person don't send the exact same things; you're being asked to submit proofs in other forms (pictures of the two of you with fiance/e's family, friends, co-workers etc indicating the dates and places/events) greeting cards, chat logs, text messages, emails, phone bills showing each other's numbers etc etc =)

I have read both good and bad about the fiancee attending the interview. What are your feelings towards that???


More pros than cons. USC gets to share the experience with the fiance/s; it's a big boost of confidence for the fiance/e to be interviewed. Most COs are ok with it. The bad thing is if on a particularly unlucky day, they don't allow interviewees' companion/s inside (because of overcrowding etc), then USC has to wait for average 2 hours til the whole process is finished (no communication til then).

PhilippinesChanging name after marriage

I followed the Philippine naming convention with regards to women taking their husband's name and I was told that I was not supposed to do this as the American naming convention is different.

I was told that following the Philippine naming convention where you drop your middle name (your mother's maiden name) and take your father's last name as your new middle name then your husband's last name as your new last name would in effect be a name change that has to be done at court.

Maiden Name: (FIRST NAME) (MOTHER'S MAIDEN NAME) (FATHER'S LAST NAME)
Married Name: (FIRST NAME) (FATHER'S LAST NAME) (HUSBAND'S LAST NAME)

The lady who looked over my I.D.s still processed my biometrics with the name as it was on my ASC notice and said that it will be up the USCIS officer if they let me use my married name on the green card. I really hope it won't be a problem because I've read other people who did the name change on their AOS and had no problems using their "Philippine" married name.

Did anyone else do this?

I also read another thread where they had changed the name during the AOS but during Naturalization, the USCIS officer crossed out the father's last name and replaced it with the mother's name and she would have to do the "judicial oath ceremony" to get her name officially changed according to Philippine naming convention. *sigh...



this is one thing that USCIS should clear up someday soon.

the confusion arises because here in the US they do not use their mother's maiden name at all.

if you have a second name (ex. maria rosa), the second name is what they call here your middle name.

(unlike in the philippines where we use our mother's maiden name as our middle name, and drop it when get married and replace it with our last name as our new middle name and our husband's last name as our new ast name)

the "filipino way" makes more sense because it's easier to trace our parents by our father's last name first. and we don't even spell out our mother's maiden name unless it's required in a form.

but americans have their own way, or maybe they just don't get it.

don't worry, whatever you use is ok.

just be consistent with your choice (it should appear the same way in all your government issued papers/IDs

hmmm, i think i jsut read a similar post/situation as yours...

anyway, the airlines rule is that the name on the ticket should be the same on the passport.

so either you call the airline to change the name on your ticket, or renew your passport with still your maiden name on it, which shouldn't really affect your status here in the US anyway

but whatever you choose, it's better to renew your passport before you travel to avoid unecessary questions from concerned immigration people when they see that your passport is expired (because you can renew it before you leave the phils and be alright)

still, there are some airlines that require that the passport you use be valid for a minimum number of months, so since you're going to renew your passport anyway, might as well renew before leaving the country

it would be a lot safer for you that way

you will get through without any problems but aside from having a GC, it's better to renew your passport at your nearest phil. before you leave, to avoid unecessary questioning. it's always better to travel with a passport that's at least 6 months valid (airlines prefer that too)

your problem though is you cannot change your passport to your married name if your ticket is in your maiden name. (airline rule: name on ticket should be the same with that on passport)


so, your choice, change the name on the ticket or renew your passport with your maiden name still

My fiancee has a CENOMAR, a certified birth certificate, and a passport.

I agree that it appears I can't obtain a CENOMAR for myself - I only have the certificate from the US Embassy.

The US Emabassy person said there is no central database that tracks the marital status of US citizens, so they were just as puzzled as I was that the embassy certificate was no longer accepted in those cities, since it was unclear what other documentation could be provided.

How would I go about proving a negative (that I am not married) to an official in the Philippines?

We're going to the city hall in the morning, so I'll report back if we find out any more details, but I figured I would post here on VJ in case anyone already knew what was going on in any of those cities.


if you say you have time, then have somebody in your family (or do the call yourself) request that for you. it takes less than a week to mail to your US address and then you can have that sent to you express.

or, in the philippines you can marry anywhere you want, it doesn't matter where you live. so you can submit your reqs in another city where the cert is sufficient.

a simple affidavit stating the "negative" will not be accepted if it's not in a list of alternative acceptable docs

This may actually be the most common question in the newsgroup, asked on a near daily basis.

As the beneficiary of an approved Fiance(e) visa (petition) you may have difficulty convincing the officer that you are not an intending immigrant."

A.. If the fiance(e)..."Has a residence in a foreign country which the alien does not intend to abandon", and if the fiance(e) is "An alien coming to meet the alien's fiance(e)'s family (to become engaged; to make arrangements for a wedding; or to renew a relationship with the prospective spouse)", then they can enter the US on a B2 visa. (Quotes from the USCIS (INS) Inspectors Field Manual). This does not specifically address an alien with a "K1 visa application pending". Proving an intention to return home might mean showing...

Current enrollment in school
Employment in the home country
Strong family ties to the home country

(t depends on each visa appli(ation...the documents presented prior to tourist visa interview, the interview itself (if documents aren't good, she's denied already and interview becomes a formality)

if you want to improve chances of approval, you should have a a very unique reason why you want her in the US before the K1 is approved =) it's worth a try, application is only $75...and even if she gets the visa...she might still be sent back on the next flight right at the POE

if it's a lot to worry about...just wait till the k1 is approved...she's worth all your wait anyway, right? =)

But I would think that if they were not satisfied with documents for relationship, that would have been checked on the MNL-IV-22 form, so i am thinking maybe just verifing documents........anybody with any thoughts please let us know

your are absolutely correct. they are looking deeper into your application, not anymore into what you have submitted.

"...indentity and relationship issues..." looks to me like they want to be absolutely sure that issuing your visa will not be cause a national security issue in the future, if you know what i mean.

i see a bias here based on places of origin and affiliations...

We haven't applied for AOS yet (I'm on K3 and Pippo is on K4, so these visas are good for 2 years); we will file for AOS later in the year when we are close to our 2nd year wedding anniversary.

I did apply for EAD first, and just got the approval notice today. :D Hope the rest of our journey to GC (and ultimately to citizenship) is a good one.

if she has not yet apply for citizenship, it is assumed that she'll stay a legal permanent resident, who has the prerogative to stay an LPR (renew after every 10yrs) or apply for naturalization whenever she wants

all she has to do then is renew her expired passport.

Well, hello there! Hope everyone had a wonderful Christmas and a Happy New Year! It's been awhile since I posted here... Got my 10-year GC back in Oct and have been enjoying Immigration-free life -- until I remember about the Dual Citizenship. A friend of mine is in the process of applying for Naturalization (she'll have her Bio this Tues). Her Philippine passport has been expired for almost 2 years now and thinking about going to Chicago to renew it. As I understand it, you need to renew your passport before you become a Naturalized U.S. Citizen, otherwise, they (Philippine Consulate) will not allow you to renew it unless you do Dual Citizenship. The renewal of passport and re-acquisition of Filipino Citizenship will both require a trip to Chicago... So my question is, can she just wait till she gets her U.S. Citizenship, then go to Chicago to re-acquire Filipino Citizenship and then at the same time renew her passport? She wants to save a trip there since she's working and hard for her to take a day off.

I just want to hear from people's experience concerning this topic...

I'm actually Fil-Am, so my experience is a little different coming from my perspective compared to an American marrying their fiancee and realizing later that you did not just marry her, but she also came with a family that needs support. My experience started with my parents sending money back home. My siblings and I grew up rather quickly and realized at an early age that if we wanted something in life that we had to work hard for it. I just find it perplexing that my parents instilled this in us, but at the same time would willingly send money to their siblings in The Philippines. I would understand if they were sending them to college to better themselves, but 30 years later they are still sending money to not only support their siblings, but now their siblings' kids and even grand kids.


I even find it hard to understand why my parents would send money to their siblings who made bad decisions in their lives, but would not send money to their few siblings who actually made something out of themselves. It's like there's a reward for failure. I wouldn't mind all this, if it wasn't affecting our home life growing up. My siblings had to sacrifice a lot. It may sound petty, but we learn Santa didn't exist at an early age, when you make a list for Christmas and never get anything on it. Mom had to send money to all her siblings for Christmas, so they can have "something to eat." While their kids didn't care anymore for Christmas, because what's the point of hoping, when you're not going to get anything besides towels and socks. My parents sacrifice a lot for their family in The Philippines, but it does affect your kids if there's no balance. You don't pressure your kids to get scholarships because you didn't bother to save for their college education or send them on a guilt trip and ask them to sacrifice on Christmas because we have a better life than our cousins in The Philippines. My siblings and I don't expect or ask anything from our parents, everything we got, we earned it on our own and we're actually proud of that fact.


I just refused to continue this tradition and I do not want my future kids to experience this growing up. My fiancee has family and siblings she plans to support until they graduate from college. Which I do not mind at all because she actually put a time limit on her support. We've talked about it and I already told her that once we have kids this will have to stop. If it doesn't stop, I do not want kids. I don't mean stop helping them, but the constant help. I don't mind helping if there's an emergency or when it comes to education purposes or to help them move up, but I will not put up with supporting anyone who can't get their act together. I'm not paying for other people's mistakes and bad choices. My fiancee knows that I will do anything to make her happy, but I draw the line on certain things, this is one of them.

no matter what culture, sending a regular allowance (even if you can afford it) is wrong (unless family member is paralized or sometthing) because it's obviously saying "leave everything to me, you don't need to work ever" sending on occasion (christmas) is ok because that's being thoughtful toward your family so far away. now, sending when you can't afford to it is obviously impractical, so....

once your fiancee is able to work, let her find work and let her help her family and at then remind her once in a while about what you talked about and your experience so she doesn't spoil them. =)

the agency is totally lying...once you have the NOA1 (receipt of application) all you can do is wait for the application process to be completed and appproved (NOA2) NO travel agency in the philippines has authorization to expedite anything on your behalf... (can you imagine if every agency has, everyone would just be processing through them) you should ask for a refund from them since they are misrepresenting themselves...also i noticed that your fiancee got a red ribbon birth certificate (which she probably got from malacanang?) which is not even the correct requirement (it's the NSO released birth cert that is required)

if you read the instructions from USCIS, it says do not purchase any airline tickets until after your application has been approved/visa issued because it could pose problems with dates chosen for departure etc, and the possibility that the processing of your application might take a lot longer than usual for one reason or another, and that purchasing a ticket does not affect the speed of application processing (the USCIS doesn't care ifyou've already spent thousands of dollars for tickets/hotel)

get rid of that agency right away before they get anymore money from you

don't worry about his current address and where you should apply for the visa. there should not be a conflict if you decide that he process/apply for the visa in the philippines. you have this option when you get your NOA2 (to process either in the philippines or at the nearest consulate in/to dubai that processes K1 applications outside of the philippines) if you decide that he process the visa in the philippines, he has to be physically present there.

In the list of documents required for K1, it asked for two (2) pcs of photographs. In DS-156 page 1 application form, there is a portion at the lower end that says "staple or glue photo here". Do I need to attach one of the 2 photos there, or leave it empty or attach one photo on the form plus 2 more photos.

only two are needed, paste one on your DS-156 before you fall in line for your interview because if you don't they will ask you to do so before accepting your form, and this will delay your getting a number.

you can bring extras for emergencies but more important is to make sure your photos comply with the required quality, color and size

don't worry your NOA2 is good for a year. your philippine passport should be processed in about a month. if you have extra money you can even pay for rush processing to get it in a week.

unfortunately the embassy warns against buying airline tickets before visas are approved, they don't care about the hassle you will have to get a refund or fees you have to pay for rescheduling...the safest way to do it is schedule your flight back several weeks (say 3) after the interview, after all you will still have to deal with waiting for the delivery of visa after your fiancee is approved (it is very common that instead of the usual 3 days, some deliveries take weeks, like mine did)

I think that's a good idea. I'd also suggest that he file for an extension on his taxes and show the extension paperwork at the meeting as well.



the best thing to do is to file still before submitting your application...but if you want to already file, have your friend's fiance come u p with an affidavit/letter stating a valid (legally accepted) reason explaining why the filing/income tax forms will be late. meantime, he can attach the previous year (2007) and 2006's income tax returns plus a certificate of employment which will show that he is still employed by the government, how much he is paid etc. these should suffice in proving that the fiance is at present capable of financially supporting her for the period she will be in the US should she be approved a visa.

make sure though that you will get the 2008 income tax returns by the interview time.

you need only 1 NSO original of your birth cert, but if print is bad, you can ask for a handwritten version from your local civil registrar to back it up. make sure you photocopy (in color) both at least 2 copies.

1 cenomar is all you need for the visa application, but you can order as many cenomars from NSO (you can even do this online on their website) make sure you photocopy in color also (for whatever emergencies that may arise, hopefully none)

hello. i'm just curious about how st. luke's does vaccinations now...when you do it tomorrow, can you please ask if you're getting all vaccinations you should get (appropriate to your age) so that you don't have to pay for any when you come here.

just wondering because the vaccinations are part of what the 10,000++ fee but if they don't do all there it means they don't really provide all the services you should get for your money

i was told i got everything so more vaccinations here in the US but the truth is when I did my AOS, I was asked to do one more vaccination because it was not done in the phils.
