Since beneficiary's ALL ORIGINALS are submitted to NVC, beneficiary will have to take the below documents at the time of interview:
Visa interview appointment letter
Applicant’s original passport
Applicant’s photographs
Medical Report
Excessive evidence to prove marital relationship in addition to the marriage certificate. This can be wedding album, honeymoon pictures, email/chat/phone records, joint bank account/joint property ownership etc. If the interview is to take place through a glass window, make sure things are flat enough to be passed through.
Copies - I-130 set, I-864, DS-3032 and DS-230 sets provided by the petitioner (Originals will be with the Consulate forwarded by NVC. Don't forget to collect them back after interview)
Applicant’s identification info, such as driver license, voter’s registration card etc.
All applicant’s education, employment and all personal files
Petitioner’s original documents/copies are optional. However, it is a good idea to bring them too at interview time. You never know.
Courier office receipts, if applicable
Any other consulate-specific documents; call in advance to see if this applies

Aha!!! Great Loto, thank you! So I should better get that PCC before our petition goes to NVC, right? Then when they ask for it, I will have it ready together with other documents.

What documents are required to be taken to the interview? And will beneficiary have to pay any fees when she arrives to the interview?

You are correct on PCC. PCC is valid for 1 year for most consulates and 6 months for some. Validity is between issue date and interview date. So, as I told you, I'll also gather PCC somewhere closer (imaginatory assumption :star: ) to the I-130 approval.

NVC will forward all the documents to the Consulate. The link I provided just before this has detailed instructions. Beneficiary need not to pay anything at the Consulate. In some countries, beneficiary will pay to the agent a small fee to deliver the visa stamped passport back.

Petitioner will pay $88 for AOS (I-864) review fee to NVC.
Petitioner will pay $404 IV fee to the NVC, if the choice of agent is petitioner.

Should this form DS-230 be sent to the petitioner or brought to the interview?

DS-230 is immigrant visa (IV) application form that needs to be filled by the beneficiary and submit to NVC as part of IV package.

There is another form DS-3032 (Choice of Agent) which has to be filled by the beneficiary. Normally, most beneficiaries will assign their petitioners in the U.S as Choice of Agent to speed up the communication between NVC and the petitioner/beneficiary. If this is the case, beneficiary will send all signed forms and their original documents to the petitioner and the petitioner will forward them to NVC. NVC will forward these documents to the Consulate after the NVC complettion and the beneficiary will collect them after the interview.

Please note that DS-230 has 2 parts - first part must be completed and signed by the beneficiary and the second part must be completed, but NOT signed by the beneficiary. At the time of visa interview, officer will ask the beneficiary to sign the second part.

Police Record
Police certificates are issued by the local police authorities.

Individuals residing in Romania may apply for a police certificate in person in Bucharest at the Inspectoratul General, or at their local police station. Local police stations only issue police certificates for individuals born or residing in their jurisdiction. The processing time for an application is approximately 10 days.

Romanian citizens residing abroad and aliens who lived in Romania for more than a year may apply for a police certificate in one of two ways. They may apply at the Romanian Embassy in the country of their residence by filling out an application form, submitting a copy of the applicant's passport, and paying a 30 USD consular fee. The processing time for this is 30 days. Alternatively, they may sign a power of attorney at the Romanian Embassy for a relative to apply in person on their behalf at the Inspectoratul General al Politiei in Bucharest. If notarized by a notary public in a member country of the Hague Convention on Legalization of Foreign Public Documents, the power of attorney must bear the Hague Convention Apostille.

The Inspectoratul General al Politiei also offers an express service for obtaining police certificates. Cip, You are Romanian citizen. You don't need PCC from Finland since you lived only 10 months there. NVC says, if one has lived for more than 12 months in any other country other than their own country, PCC is needed.

You need PCC from Romania.

I am trying at this moment to putt together the documents for NVC and since I have lived in Helsinki 10 months I must obtain the police record from them :(. I just try to see if I can obtain the record by mail. Do you think that must be translated and notarized or is ok in suomi(finland) language? And please be so kind and let me now what other documents I must prepare for NVC, my brother in law will come to Romania in one week and I try to send the papers to my wife true him. We will spare some money with this occasion.
Probably we have made a mistake :( that we did not made DCF filling in Romania, since my wife have also romanian citizenship.

This is a good idea , hope that will work :). I'm just looking at some other fillers and some of them have their NOA2 between 60-70 days. This means that is some hope for the rest of us. I see the graphic on VJ and seems to me that NOA2 is better an CSC I mean the time until is received. Probably depends of the each country because for my country, Romania, is around 180 days for NOA2 as I see. But we hope to have it sooner :star:. Good luck and cheep us informed :).

Those NOA2 would probably be DCF filers. For them it is like 1 to 2 months deal to approve I-130 at the Consulate abroad. For DCF, petitioner must be the resident in that country for at least 6 months.

Cip, No news at all :star: We will be hearing something in Nov/Dec/Jan timeframe.

BTW, let me update the status of inquiry here.
1) I had called USCIS 2 weeks back to expedite our case (I knew they won't, because there is NO expedite criteria. It was just a try!) - It got denied.
2) Sent an email last week to my Senator just to enquire the status and any possibility to speed up - This Senator does not handle immigration matter and advised me to talk to Congresswoman
3) Sent a fax to my Congresswoman yesterday and they contacted me today saying that they will check with USCIS tomorrow.

I'll update what they say, if I hear anything.

My request to speed up is based on:
1) Our US citizen child is waiting in India and she needs better medical in the U.S
2) This is the second GC for my wife (same beneficiary), so USCIS has all her records.

skynaut, touch (aka tickle :-)) is basically not very useful. Some people have got approval even without single touch.

Let me add one more point about PCC - It is normally valid for 1 year between the issue date and the Consulate interview. Some consulates will consider only 6 months.

  • Last 3 years IRS Tax Transcripts (otherwise, last 3 years 1040 and W-2/1099)
  • Original Employment Letter
  • Last 6 months Pay stubs
  • All of the above from any joint sponsors, if applicable

Required documents from the Beneficiary for DS-230 Immigrant Visa (IV) Package


  • Two passport-style photographs (2X2 inches) of the beneficiary. (Write down NVC Case# and beneficiary's full name and date of birth on the back side of both photographs lightly)
  • Completed and signed form DS-230 Part I by the beneficiary
  • Completed and unsigned form DS-230 Part II by the beneficiary
  • Photocopy of the beneficiary's passport biographic data page
  • Original/certified copy of beneficiary's birth certificate
  • Original/certified copy of beneficiary's and petitioner's marriage certificate
  • Original police certificate(s) of the beneficiary
  • Original/certified copy of military record, if applicable
  • Original/certified copy of divorce decree, death certificate, etc. of previous marriage, if applicable
Beneficiary's signed DS-3032 (email of DS-3032 is enough now-a-days) making the petitioner as Choice of Agent.

I do have a question for the BrainTrust here...I lived in the States for 5 years on an E2 visa..my wife and I met a few years back...and we were going to get married...E2 came up for renewal..denied!! So I had to move back to Canada...so we decided to get married sooner than later. Ok, now the question, do ya think my case might go a bit quicker with my previous history there? and just recently leaving the United States? In regards to background checks and all that sort? and does occupation/skillset play into it at all? I'm a chiropractor. Oh, and I have a USC son from a previous relationship..with a hefty child support order every month. Gracious thank you's to everyone that replies.

No, it is free service. Call National Customer Service Center (NCSC) at 1-800-375-5283, based on one of the criteria in their list.

Also, it is free to contact your Senator/Congressman.

Most probably, it may not be useful if we don't qualify to speed it up, but nothing to lose to knock all available doors :star:

Last time our I-130 approved in 3.5 months time when most of the people were waiting for 4 to 6 months average time. This time I am not that optimisitc due to the complexity in our case. I think once Darnell commented out that the background check 'might be' little faster in our case since it has been done in the past. But, I don't know.

I hope your beneficiary is waiting in Canada for regular IR1/CR1 process with I-130, NVC and Consulate Interview. If yes, there is no biometrics. Cosulate will take beneficiary's fingerprints at the time of Interview.

If you do Adjustment of Status (AOS) with I-130 and I-485 with the beneficiary in the U.S, yes, there is a Biometrics (fingerprint) notice sent out by USCIS.

I too want to know what I should be doing in the meantime while waiting for NOA2?


Skynaut is correct.

USCIS will not correspond until NOA2 other than any RFE or local office case transfer etc. NOA1 to NOA2 timeline is about 4 to 6 months.

However, it is a good idea to collect all required documents of both the beneficiary and the petitioner that need to be submitted to NVC other than Police Clearance Certificate (PCC) and Employment Letter. Though PCC has 1 year validity generally, some posts will consider only 6 months and I saw another only 3 months.

There is no biometrics (fingerprint) for IR1/CR1 visa under normal process.

I got my NOA-1 / I-797C today 08/16/2010 from california center. I am from florida and i sent my application on 07/26/2010. As per paper my priority date is 08/01/2010 and received date is 08/01/2010 as well. Thnks to all especially Lots of Patience. How come my timeline does not display?
