I posted this on the K1 board and am reposting figure this is probably the best place for it.

I think i just got my NOA2 ....I just received this email:

Application Type: I129F , PETITION FOR FIANCE(E)

Current Status:

This case has been approved. On February 2, 2006, an approval notice was mailed.

I am excited but i am not sure what this means. Put this together with the new procedures at the US Embassy in Bangkok and i am not sure what to do next.
What information do I need and have to supply so I can I buy my PIN on the Embassy web site and set up my fiances appointment in Bangkok?

I am wondering if anyone has found an inexpensive way to call to Thailand. My wifes cousin, in Chicago, has just told her about www.tollthai.com
We are trying it now and it seems to work great. It is $0.01 per minute to Thailand with a $0.99 fee applied every two weeks and the credit is good for 90 days. You buy a $20.00 credit to begin. Its strange the first time you use it and it says " you can talk for 1 day and 9 hours" It is working great for us!

Hi John, I just got off the phone with her. All went well. She said the interview went very quickly, and she left the Embassy by noon. Woo-hoo! So, I leave in less than 2 weeks, and I will bring her back with me on August 5th! Sweet!!

Calling the Embassy directly will get you nowhere, you must contact the Call Center to set up the interview. Maybe the Embassy will be closed tomorrow, but are you sure the Call Center will be? I can't imagine they (I think they're actually located in Poland) care about this American holiday.

As I mentioned, it was a fluke that someone else at the Embassy ponied up that direct number to the Consular section. Every day when I called, the guy didn't seem thrilled, but he tried to lookup my info directly on the computer anyway. Oh well...

First, if the NVC says it was mailed yesterday, they really just mean sent to the mail room. So, your DSL reference code is EXP 16 JUN 2008A, which should be picked up by DHL this afternoon. You will be able to start tracking it tomorrow.

It takes the Embassy about a week from when they receive the petition to enter it into their system (they claim up to 10 business days). A few days after the package has been delivered, start calling them daily to see if it is in the system. It took about 7 days for ours to be entered. The direct phone number to the consulate for K-1 visas is +380444904422 (call between 8:30 - 4:30 Kiev time and give them the KEV case #). Once they confirm you are on the system, she can call and schedule her interview.

OK, now the PIN thing. To setup an interview, you do not call the Embassy, it is a call center. In order to use the call center, you must have first purchased a PIN code that allows you up to 8 minutes with a live operator at the call center. So the first thing you should do is purchase the PIN, you can do that now. To do this, call 888-889-3780 and follow the prompts to purchase a PIN using your credit card. You will be switched to an operator, who will take your CC info, and they will give you your PIN (charge is $12). You will use this PIN again later when you or she calls to schedule her interview (I setup the interview for my girl).

Good that you've been able to schedule the interview! That's a bit of a long wait but summer is always a busiest season - with people trying to get tourist and student visas... Good luck for the intervew!

Thanks Masha, I'm sure the interview will go smoothly. I see from your timeline that you received your visa 3 days after the interview. Is this because you stayed in Kiev, or did you receive it so soon by mail? I was thinking of going the week following her interview, and come back together, but 1 week might be pushing it...

But I spoke to a very nice fella by the name of Gerald (Gerald and Vinera), and they recently set up their interview for July 9th, which means the interviews are currently being scheduled about 30 days out. I'll post again when we get our interview date.

It is 2 separate processes. When you phone the Call Center, follow the prompts to obtain a PIN code with a Credit Card. You will get an Operator who will take your CC info, and then they will tell you the PIN code. Give this PIN code to your girl, and she will use it when she calls to schedule her interview.

I received my NOA2 on May 30th. I noticed (like many do) that my case was touched again the following day, so I knew they mailed my petition to the NVC on the 31st. I waited 2 days to start calling the NVC. You can not use their automated system, because the NVC does not track K-1 petitions and they are not entered into their automated tracking system. So, you must talk to a live Operator, and this can be very difficult, as the lines are always full. You must be very patient, and call back often. I had the most luck very late at night, just before they close at 11PM Eastern. Sure enough, on June 3rd they told me they had received it, and they gave me my "KEV" case number. They will give you some BS about how it takes 2 to 4 weeks to process, but with a K-1 it is always processed in a matter of days. I continued to call back, and only 2 days later, they told me it was mailed to the Embassy (on June 5th).

OK, so now it's time for the "DSL tracking trick"! Once you know the date the NVC sent it out, you can track it via the DSL website. For instance, the shipment reference for me is EXP 05 JUN 2008A. Sure enough, DSL picked up the package on the 6th, and off it went. They will only send one package to Kiev per shipment. My package was 7 pounds, so that's a lot of petitions! I even signed up for email notifications as the package is tracked. Anyway... because it was picked up on a Friday (today), I went back to look at prior Friday shipments. So now I even know that the package will arrive on the morning of Tuesday, June 10th, and I even know the name of the guy who will sign for it!

So, I plan to call them on Wednesday, to make sure they have entered it into their system! Once they confirm, I will have Iryna call them immediately to setup the earliest possible interview, as we also downloaded the info packet and have all our paperwork ready to go. I have NO IDEA when the earliest interview will be, I hope we do not have to wait much longer! The web site for the Embassy concerns me, because on the Visa page, they have a large box entitled "Latest News", and it states "Currently, all the appointment slots for the nearest weeks are booked and, unfortunately, we are not able to add additional appointments at this time." blink.gif However, there is no date posted for when this "Latest News" bulletin was added, so for all I know, it has stated this for a year...

When the interview appointment is set, I will begin to make my travel plans. Iryna will travel to Kiev the day before the appointment to have her medical exam. After the interview she will return home and wait for the visa. Meanwhile, I will fly out to help her pack up her stuff, and I will return to the States with her. That is the plan, I hope it all works out...

Unfortunately, because of the run-up in fuel costs, I decided to look at the prices for airfare... very depressing! I just returned home from my last visit a little over 3 weeks ago. Those tickets cost me $820 round-trip (Boston->Kiev). Now I need two sets of tickets to bring her back with me, and they are now $1400 each!!!! It's enough to make a grown man (me) cry! crying.gif

Oh well... you can't put a price on love...

Our interview is on July 18th. I have already purchased my tickets. I will travel there on July 31st, and we will both return on August 5th. You should be all set with 3 weeks notice. Besides, worse case is taking a penalty for rescheduling. With ticket prices the way they are, that penalty is in the mud.

How did she set up the interview? She must have purchased the PIN to be able to even call the Call Center and talk to an operator, in order to schedule her interview. If she somehow did it without purchasing the PIN, they claim she will not be interviewed.

Yes, it's a huge pain. I had my best luck either very early when they open, or just before they close (like 10:45pm ET).
At this point, you could just skip that step, and start calling the Consular Section every day and inquire. The direct # is
+380444904422. Eventually, he will tell you it's ready. Otherwise, you must wait until she received the package in her mail, but that can take a while... Did you purchase your PIN code yet?

Yes, this is normal. When the NVC approved your case, they electronically sent info to the Embassy that the petition was approved. You must wait for DHL to deliver the physical package to the Embassy, and then the Embassy must "process" the package (which will take about a week), then you can setup the interview. As I have mentioned in prior posts to you, first determine when DHL has delivered the package, then wait 3 or 4 days, then start calling the Embassy directly every day, and ask if the KEV # is complete. Once they tell you it is ready, you can then call for the interview. In the mean time, you should contact the Call Center and purchase a PIN code with your Credit Card (this will be required in order to schedule the interview). You should also download that Information Packet, and begin getting all the specified documentation ready.

It depends on which US destination. Will you be meeting her at the POE, or will she need connecting flights?
For instance, if she will arrive into JFK from Kiev (non-stop flight), you can typically get cheaper tickets going directly to Aerosvit, and booking it. For a connecting flight from JFK, you can use JetBlue, and you'll get $100 off the price from Aerosvit. Personally, I like British Airways (Kiev->London->Boston). For other POE's, you can check out Expedia for options.

It depends. That's why I mentioned a Credit Union. My credit union charges me no monthly fees at all for the account, and nothing for ATM withdrawals (up to 5 per month). The ATM machines in Ukraine charge no fees for withdrawal, I have no idea about Italy. The conversion rate is exactly the current international exchange rate for that day, I get charged no additional conversion fees. However, if you use a bank, I'm sure they will find multiple ways to stack on fees. But I still have to believe it will be cheaper than using a commercial service, such as Money Gram or Western Union. It's also hard to beat the convenience, you do nothing and Mom can go to any ATM machine...

No, they won't. You open the account under your name. It's your account, simply send your mother the ATM card and tell her the PIN. The account is in your name which allows you to xfer funds from your primary account into this one. I told my Credit Union that I travel abroad frequently, and to note on the account that there will be activity from <insert country here>. It was simple, and has worked very well for me for quite some time. I still use it to send money to my Mother In-Law.

Set up a separate account for her at your bank (preferably a Credit Union), and link the two so that you can transfer funds into the account whenever you want online. Then, ship her the ATM card. The withdrawals will be free (if it's a Credit Union), and the exchange rate will be at the current bank rates. Very cheap, very convenient. I've done it for 4 years now.

If you are already making plans to marry in 4 months or so, I would suggest you wait, get married and go the I-130 route because the I-129 visa wont be approved before you get married and thus disqualifying you in the middle of the process and having to start over with the I-130.

Never would I imagine that I would be on VJ sharing what I'm about to say. For those of you who know me, you know that for the most part, I've always had good things to say about my husband. Long story short .... it's been almost 2 weeks since my husband of 4 years walked out on me and our 2 month old child. No good byes, no warning, not even an argument between the two of us. I was also looking to go for the same time you are and the prices have really jumped just for the holiday season. I went 4 times this year from Boston to Guangzhou via Hong Kong. Like other posters i highly recommend the high speed train from Hong Kong to Guangzhou. If you take the bus it will be cheap but will take 3 hours or so. The train is relaxing and you can see some of the nice scenery on the way out of Hong Kong. I have decided to travel the last week of January and find my best deals on Continental for about $900 +-. If you are flying from the East Coast of the US then Continental also has the shortest flights that go up over the Arctic Circle and down in to Hong Kong from Boston or Newark that take about 15/16 hours. Some flights are crazy and take much much longer, but those are the best ones if you can swing it. If price is more of a factor and time isnt as important you can take some of the very long red eye flights through S.Korea that can be as long as 40+ hours but are 700 give or take. I can research this for you at the GUZ web site but it might be in Chinese. You might want to contact a member here by the name of Darnell for specifics.

I looked at something they called, "Certification of Legal, Capacity and Intent to Marry," and this is merely a letter the Chinese Beneficiary signs. I did not specifically see the listing for an Unmarried Certificate.

ChinaPacket 3 "Unmarried Certificate"
Hello,

I tried to search this out as much as I could b/4 asking, but I am not sure where to get an Unmarried Certificate or Birth Certificate in China. I am from the US and she is from Guangzhou and I am not sure how this works there and she isn't so sure either. Does anyone know where we can get either of these? I am assuming we can request the police certificate from the police station. Any help is greatly appreciated.

Chi (my fiancée, K1 application) was interviewed today, and this is what she had described to me:

She showed up at 6:00 to stand in line for her number. When it was her turn to hand in the paper works, she did try to have them take the detailed time line (6 pgs long) but the guy refused. She waited nervously for her turn to interview. She witnessed many girls whom have been interviewed for 30 - 50 minutes and walked out with a blue slip (which is a bad sign). She got to know one of the girl who has been married for 1 1/2 year (K3 application) - carrying a large box of evidence - went up to the interview and was pounded with questions after questions - walked out crying with a blue slip after 45 minutes of questions. Chi started to feel extremely nervous and having major anxiety for what about to come.

When it was her turn to interview: She calmly walked up the station and the Caucasian interviewer (40 something years old man, good looking) gave her a very friendly pleasant smile and said "chao em" (hello) in broken Vietnamese. Standing next to him is a Vietnamese male interpreter. Both seems very nice and professional.

The Caucasian interviewer than asked Chi:

"How did you 2 met?"
"We met at a party"

“What your fiancé does for a living?”
“Engineer.”

“Where are you planning to have your wedding?”
“Texas.”

“Do you have any relatives in the US?”
“Yes, an uncle & half brother.”

(Chi speaks very little English so the questions and answers was interpreted in Vietnamese)

He asked to see the engagement photos. Chi handed him the stack of photos, he took a quick glance at just a few photos and handed it right back. He than pulled out a pink slip (already been signed) handed to Chi and said "Chuc mung em" (congratulations). Chi was so shocked, did not know what to say so she kept repeating, "thank you.....thank you....thank you"

Chi could not believe the interview was already over and she has been approved. The whole interview took about 3-5 minutes with only 4-5 questions. He didn't even asked for the detailed timeline nor the relatives listing which we had prepared and notarized. He didn't ask to see any of the proofs that Chi brought with her (and she brought a lot, we had prepared all of the emails, chats, phone bills, all possible evidence that we've collected). Her whole experience with this interview was very pleasant. All the staffs and interviewer were very polite, friendly and professional.

During the taxi ride home after the interview, the Taxi driver (who is regularly picking up passengers at the Consulate) told her that it is extremely rare to see any of his passengers walk out of the building with a happy result. The majority of his passengers got blue slip or rejected, even the one who have been interviewed 3-4 times.

My conclusion is that we were very lucky and that Chi was probably already been approved even before she was interviewed. I think the main reason for that is because we've FRONT LOADED the application from the get go. FRONT LOAD the initial application (I129-F) was the most valuable piece of advice I got from this forum. My I129-F package weighted 8 pounds with all required documents, a cover sheet, 1 page simplified timeline, and every possible evidence COLOR photo copied (travel documents, visa, plane tickets, flight itinerary, passenger boards, 5 phone bills, 10 emails, 5 chat logs, letters, cards with stamped envelopes, e-cards, money wired receipts, hotel receipts in VN, restaurant receipts in VN, car rental receipts in VN, shopping receipt in VN, credit card statements shows that I’ve purchased airfares and gifts for Chi and her family, my blog page described our engagement in details and the messages our family and friends left on the blog message board, 50 pictures in an album format in chronicle order (I used only the plastic photo insert sheets from any typical photo album to insert the photos in, punched 2 holes on top for mounting, I also printed out caption labels and stick them in the back and on the side of every photo)). We punched the top of each submitted form/document and submit it complete with an ACCO fasteners. Everything was bounded together in a 3 sectionals-top mounted ACCO fasteners-blue folder/binder (from Office Max). The end result; the folder/binder was about 2.5 inches thick with documents & photos, and weighed 8 pounds. We must have killed a couple of trees with all the printed documents that we've prepared for the package and the interview.

Chi said that she saw the exact same blue folder/binder on the interviewer desk (everything was in tack). She recognized the blue folder because I’ve made 3 exact duplicates (1 to send initially for I129-F, 1 to send back to Chi, and 1 for me to keep just in case).

A quick overview of our relationship: My fiancée and I were both single never been married nor have any kids. Chi is 29 and I’m 39. We met in April 2007 at a friends gathering party (I stayed in VN for 3 weeks), went back to visit her again in Dec 2007 (stayed another 3 weeks), proposed in Sept 2008 via phone, went back for engagement in March 2009 (also stayed for 3 weeks). Send in my I-129F application in June, 1 2009. Interviewed on the Dec. 3. Total took 6 months.

The other valuable piece of advice I got from this forum is to contact the The US Customs and Border Protection (FOIA Division) to request proof of my traveling since I did not keep any traveling evidence in my first 2 initial trips I’ve made to VN in 2007. Under the Freedom of Information Act (FOIA), any US citizen and request to see their traveling information in and out of the US. Their address is: US Customs and Border Protection FOIA Division, 799 9th Street NW, Mint Annex - Washington, DC 20229-1177. The process took me about 2 weeks to received the requested documents that proofed my travels to Vietnam in 2007.

I hope this post will help somebody out there who is fighting to be united with there loved one. What I’ve learned from this experience is that. Take your time to collect the evidence, think about your red flags and address them with evidence or explanation in your “how we met” description (our red flags is that I did not have any proofs of traveling to VN in the first 2 trips in 2007, but the US Border Protection documents had helped proof it), don’t rush sending in the I-129F unless you have enough evidence proofing a bona fide relationship. Last but not least, FRONT LOAD the I-129F package. Through out this process, we did not used any lawyers or services. I believe that if you have a straight forward case and you did your homework and have sufficient evidence, you can totally do this on your own.

Again, I want to send my deepest gratitude to all members in this forum. Your devotion and generosity had made this entire journey so much smoother, easier and less stressful. Because of you, the love of my life and I can be now be united and starting our own family. We are eternally grateful to all of you. A heartfelt THANK YOU.

Congratulations! I was very happy to read your post. I agree with your Front Loading theory and when i recently completed my I-129F I really tried to lay things out in an organized and methodical way to prove without a doubt that we have a "real" loving relationship. It is so nice to hear the happy stories on this board. Do you remember any of the questions they asked during the interview? We are a long way off from that step but we have been very curious what types of questions they will ask. It seems like you were pretty lucky and they didn't ask that many, but maybe you know of a post or a link that could point us in the right direction. Thank you for your time and help.
