So we feel like we are stuck again,

 

I have my NAO2 approved and the docs are with Mumbai consulate for further processing, we have been planning to get engaged for the last month but could not due to the death in my family and now are looking to have it done before the interview but due to some reasons things are not looking good.

 

The question is what happens if we are not able to get engaged before the interview, will that hamper the visa chances by any way?

 

I am a bit stressed about this although we have all proof of our relationship till date, Please let me know your thoughts.

I had my interview on 16th Dec and was approved, would like to thank all of you for your support.

It was at the Mumbai office and below is my experience

Walked in at 8 got in the consulate and there is a big lawn where people are waiting to get in there was a person waiting he saw that I was a K1 applicant and he spoke on the walkie talkie and informed someone inside that there was a K1 visa applicant and asked me to walk in so I went in to a counter where I got a token number and was asked to sit then my number flashed and I went to a counter where a India guy greeted me and asked for all the documents as below.

 

Original Passport

DS160 Stamped during bio metric

I134 and the supporting docs

Copy of My Birth Certificate and copy of translation

PCC

Medical Reports

 

He then asked me a few questions like my father?s maiden name surname, mother?s maiden name and then he asked me to keep my proof of relationship ready for the interview and all other docs were ready with them.

 

Then I waited for about an hour before my number again flashed, I got up took a deep breath and walked over to the window and there was a lady in the mid 50?s, she greeted me and so did I?.She asked me to swear that all information provided is correct to best of my knowledge??Then started the interview

 

How did you meet your fiancé? - Answered in detail

How do you keep in touch?  - Shared my Skype screenshots

What time of the day do you typically speak? ? Answered

What?s the plan for marriage?

Will you Parents travel for the wedding?

What religion do you practice?

What religion does she practice?

She asked for the photos

When did she last traveled here? ? My Birthday this year

What did you do for her birthday and what?s her birth date?

She asked a few questions about the people in the photos

How do your parents find her?

 

It went on for about 10 minutes and finally the magic words came out that the Visa is APPROVED and I was excited, what a feeling?I rushed home and called my Fiancé and woke her in the middle of the night and she was excited, also called my parent who were out of town who were also excited.

 

My passport id ready for pick up and will do that tomorrow!

 

What a Day!

I finally got my K3 NOA1 yesterday, exactly after 57 days from filing it. Filing date was the 20th of February and receipt date was the 21st.
Also, when I logged online to add this to my online profile on USCIS website, my I-130 and my K3, both have been touched yesterday, the 16th. I hope that is a good sign and I hope my I-130 does not get approved before my K3.

Initially, I waited for the I-130 NOA1 for 2 months. So basically I am 4 months into the process with nothing to show but 1 NOA for the I-130.
This is just ridiculous; I hope someone can shine some light on this.

Packet 3, you need to show your passport, best if you take a copy and hand it to them along with the forms.
Basically, you have to submit the forms that I had mentioned,

DS-230 Part 1
Application form
DS-2001
Do not forget a photo attached on the first page of the application form.

DS-230 Part 2 is to be submitted at the time of the interview, not now.

Packet 4 comes in mail as far as Mumbai consulate is concerned, however, I would check personally at the information desk in 2 weeks after submitting the packet 3.

Hi,

Let's see if I can help you, I am going through the Mumbai consulate, this is what I was given when I went to the information counter at the Mumbai consulate.

Here is a complete list of forms that are part of packet 3.
Applicant statement.
Form DS-230, parts 1,2,3 & 4.
Form I-134, Affidavit of support.
Photo instructions.

I also received a letter stating that I have to fill out the Application statement and part 1 and 2 of the form DS-230. Please note, u have to attach a photo to page 1 of the form DS-230.
The rest of the forms need to be filled out and brought to the interview.
The forms are standard, you can go ahead and download it from Mumbai Consulate's website.
Instead of mailing it in, hand deliver it to the information desk at the consulate, its faster and it will help getting you an earlier date for the interview.
Interview dates are subject to availability. Mumbai consulate website lists the dates and application numbers for the interview. An average of 15 K3 & K1 applicants is what I am seeing on the Mumbai consulate website on a monthly basis.
Usually, it takes about 2 months for the interview to be set, but you have to get all the other documents, plus the medical done, so time will fly.
Also to note, Mumbai consulate requires 2 police certificates, I am assuming its the same for Delhi also. One from the local police station and the other from the commisioner's office. It was a pain to get it and it took me almost 2 months.
Please do your homework, its better to be safe than sorry.

Like I had mentioned its best to go to the information desk and find out about the photo mishap.
As far as the interview is concerned, minimum 2 months is the wait, after you send in your packet 3.
If you do not receive a packet 4 in a months time after sending the packet 3, I would again check with the consulate.
This is all as of today, I visited the consulate today to hand in my packet 3 at the information counter.
They do not reply to emails and they do not answer calls, but thankfully the information desk is easier to access.

It will take about 2 weeks to hear from the consulate, irrespective of which one it is. I would recommend visiting the information desk of the consulate as they are not very diligent about mail in India. My packet 3 never arrived, inspite of correct address, I found out after a month and a half, and after visiting the consulate myself.
Also, the dates for the interview are posted on the consulate website, you can check it using your application number, mine is Bombay / Mumbai, so mine starts with BMB.
And yes, you need to send US passport size photo with your DS-230. Its easy to miss as its not stated on the form, but the block on the top is where you are supposed to attach it.
At this point, I will again recommend your wife to visit the consulate information desk to see how you can avert the photo mishap.
Try to get there early as there is a huge line for the information also.

Thats the best way to submit the packet 3 personally if its not too much of a hassle. I did the same thing, but I am in Mumbai already. Do remember, that the consulate is open from 9 to 11.30 only, and also check for the holidays on the consulate website.
Your check list looks perfect, just make sure you attach your photo to the DS-230 on the top.
Make sure your wife also carries the approval letter you got from the National Visa Center. It has an important number on it, the INS RECEIPT NO. and the CASE NO.

For #3 - Do I need to include the checklist in addition to the form? If so, did you all ensure that you had all documents before submitting Packet 3 documents as collecting PCC can take time?
No need to include the checklist, thats only for your reference. It doesnt matter if you have all the documents right now.
PCC (both ) takes atleast 2 months.

For #4 - Does the photo get attached to DS-230 Page 1 or DS-2001 or Application Statement?
Your photo gets attached to the big block on the top of form DS-230

For #5 - Is it OK if I include the whole passport's copy instead of just biographic pages?
Why would you want to include the whole passport copy, just the first and last page is required.

I filed for my PCC from the Comm's office in the first week of August, currently its stuck at the local police station. Hopefully, it will get nudged again this week.

Total cost of the 2 PCC = rupees 300 + rupees 100 + agent fees.

Cost of frustration handling this = $1,000,000.

i just went to the police commissioners office for the pcc but the form mentions that i need to get a letter/instruction specifying why i need the pcc. i have not yet got my noa2. what should i do. the passport office wont issue me a pcc till i get one from the police. also i have not yet added my spouses name on my passport or changed my surname on it. will it matter during the visa processing or interview. all my documents are in my maiden name.

I had a question, I am going through the Mumbai embassy also, the K3 route. You mentioned 3 PCC, I was under the impression there are only 2, the local police station and the police commissioner. Can you please specify the 3rd PCC that you are obtaining. This has got me worried as I am scheduled for 23rd October for my interview.
As far at the document submission goes, I was at the embassy last week and the guy at the information counter specifically mentioned that I have to submit everything except the passport at the VFS office, 10 business days prior to the interview.
But I have read posts that have mentioned not submitting a few documents and rather bringing it to the interview.

FYI, it took me about 2 months to get the 2 PCC, it was a major hassle to say the least.

Let's see if I can share some wisdom with you, I just recently got both my PCC, from the passport office and the commissioner’s office.
For the letter you were mentioning, you will need a letter from your husband, you can draft it up and email it to him, and he can sign it, scan it and email it back to you. You can print that and take it, they will accept it, as they accepted mine.
The letter should say that he is requesting PCC for you, his wife, as it is requested for visa by the US consulate, just as detailed as possible. There is an additional list of things needed, I have mentioned those below.

It’s a major waste of time and effort, very frustrating.

Total cost of the 2 PCC = rupees 300 + rupees 100 + agent fees = approx 1500 rupees.

Cost of frustration handling this = $1,000,000.

-I was planning on submitting I-864EZ. I was going to submit past last year's tax return and w2, current pay stubs, about last 2 months. Is this enough?
3 Years tax return minimum, current 6 months pay stubs required.

-Question of Police Certificate from Passport Office in India- Any of the indian member try to get one recently?
You have to get police certificates from the commissioner's office, whichever city your wife lives in and also from the local passport office. Check out the US consulate website in India(GOOGLE IT), either Delhi or Mumbai, they have additional information on it. Takes atleast a month or even 2 to get everything. Basically, you need police certificates from every district or city that she has lived in since the age of 16, so it maybe 2 or 3.

What I was going to do was create a DS230 cover letter after I get the case number using James Shortcut and send that to my wife along with NOA2 letter. Will this work?
I don't know about this question, ask someone in the CR section.

My wife has filled out the DS230, has a copy of the passport page, original birth certificate, true copy of marriange certificate, police certificate from district police office, two passport size photos. She will send above to me soon as she is able to get the police certificate from passport office which is asking her for a call letter.
The call letter can be generated by you, just type up a letter stating that you are a US citizen and are requestiong a police clearance certificate for your wife. You can mention that this is requested by the US consulate. This is all I did and I got my police certificate in Mumbai. The Noa2 or the approval letter from USCIS is useless to them. Some offices request the actual letter that you get with K3.

What is everyone else doing to obtain the passport office certificate?
Everyone has to go through the same process, I can only shine some light on the process I went through in Mumbai and it was a major pain. It took me 2 months to get both the police certificates, numerous hassles with the local police station, bribing of officials, etc. Its India after all. There is no way around it. Perhaps if you have a local passport agent, they can help with 1 police certificate that you get from the passport office. All they can actually do is file for you, the police has to come and check your whereabouts and question your neighbors, very similar to acquiring a new passport.

Just look up one of my other posts, I have detailed how I acquired my police certs. Hope this helps, good luck.

I have recently completed my medical from Lilavati hospital. It was a one day event, everything was done in house and the staffs were quite helpful.
However, Breach Candy hospital is very close to the Mumbai Consulate, I heard the service is quite satisfactory there also.
From my personal experience, they have dedicated physicians who see people on a daily basis for visa purposes. It doesn’t really matter which physician attends to you.
It was a step by step process, first the blood test, eye test, physical, x-ray, in my case I needed vaccines so I had to purchase those from the in house pharmacy and take it.
I got my report at around 3 in the afternoon with considerable ease.
Just call them ahead and notify them that you are coming and rest they take care of it.
