You know, when people get denied there is something more than they think it is.
Besides the fact that they could have had less luck than somebody else, they could have had something else in their paperwork that bothered the consular enough not to issue the visa, plus, even if the visa is denied it's temporary, till you can add some required(and missing) information from your portfolio.
I would say you need to have faith.
And,God willing, you'll be fine.

He has a social security card that states that the DHS has approved his right to work, but I'm not sure how far that goes.

In order for him to apply for a new visa, he would have to go home and it might take a year before he can come back to the states.
-or it could take a litle more for the overstaying
What would we/I have to do in order to keep him here and change his status? What are the steps that we should follow and how much would it costs? We are not ready to get married yet so that is why this is hard for us.

They may send the package back, they may forward it to the correct center...I've seen both happen.

They won't send the package back. You're just looking at a delay of a week or two while they forward it to California or Vermont. I suggest you use the guides here, for your further preparation as the process continues.

Lots of people are eally unhappy with the job their lawyersa are doing.
Once a cople hired a lawyer, and that one was supposed to get everything(RFE, NOA's) on his address, and he got an RFE, but remembered to say about that about 6 months later.
And, if you hire him, you're doing most of the job anyway.

it will take about a week to get and to leave NVC, than depends on when the consulate is going to send the p3, because from NVC to Consulate it only takes about 1-2 weeks to get.
