Can I submit DS-3032 by e-mail? Do I have to fill one out or is it optional? Can I (petitioner) be listed as the agent? What if I'm not "living" in the U.S. now? I work in Kuwait, and my wife is in India. I do have a mailing address in U.S. though.

Yes,you can submit by email. Most people choose the USC petitioner as the agent. Not sure how it works if you are out of the country though...

As my wife in Romania and I prepare for the NVC steps before the approval of our I-130, we were following LingChe's NVC shortcut document LingChe NVC Shortcut

In several places within this document are references to "original or certified copies" of documents. What does "certified" mean? Does this mean the same as "notarized"?


No it's not the same as notarized. Certified copies are not photocopies. They are official copies from the issuing body or the official agency that would normally issue the particular civil document in your country. E.g. a certfied divorce document will be from the court, a certfied birth certfificate will be from the appropriate government records agency... In short they are 'originals'.

It depends on how busy your consulate is. It takes weeks for busy consulates to scheduled and less busy consulates can schedule interviews a day or 2 after SIF and CC, with a date as close as a month away.

I sent 3 emails from the same email address. One for me and one each for my two children. There was no prolem with this at NVC. All 3 were acknowledged.

A parent can always sign a form for a minor if you choose the paper route.

My wife in the Ukraine has a minor child 11 years old. They have independent I-130 petitions that has been approved by USCIS. When I send choice of agent form to NVC, do I have to send 2 forms - one for my wife, and another for the child? Does the child need to sign the form?

Also, looking far ahead, does the child need to come to the interview to the US Embassy in Kiev?

There is no need for signatures, the easiest way for the choice of agent is by email. Send 2 separate emails, one for your wife and one for your stepchild. Check out this link for a sample email:

Since you have paid the AOS bill, log in and print out your AOS cover sheet. You can send the AOS docs(I-864 and supporting documentation.You dont send the DS230 until you have paid the IV bill. If you have paid the IV you can send all the docs together: AOS forms and supporting documentation, IV form and civil documents.

Not if it expires in six months, she didn't. A K3 visa from Ethiopia would be valid for two years, not six months. If she got a spouse visa, it was a CR1 or IR1, depending on how long you've been married. Check the visa itself and see what it says as to category and expiration.

Here's my scenario, I am a US Citizen, my fiancée(Russian Citizen)is trying to obtain a US tourist Visa, we are wondering if we marry abroad, will having the US visa help or hurt in obtaining the K-3 Visa? Also, if my fiancée' does obtain the tourist visa, will they need to stay for a certain amount of time before returning to Russia? I understand the process for the k-1. Thanks for any help!


If she obtains the tourist visa but with immigration intent, that might be considered as visa fraud. But if she obtains the tourist visa, you marry in the US and she returns to her home country to wait out the K3(CR1 is really the way to go)process then there is no problem with that.

Some of you may have read my post from a few weeks ago...we have been relatively smooth sailing through this whole process. A few minor delays here and there but nothing big. When my wife called Dublin embassy to confirm her interview appointment they told her, yes its confirmed but there is a problem with your affidavit of support...they said the folder was sealed and they were unable to tell her what the problem is until the interview. The NVC had apparently marked on the folder that it had been sent back TWICE even though we never heard so much as a whisper about it. We've looked through the form we submitted with a fine tooth comb and can't find ANYTHING wrong with it...we've even had other attorneys (other than the one that helped us with this case) review it...all ok.

But, last night I started browsing the forums and saw the i134 mentioned all over the place...nary a mention of the i864. Could we have completed the wrong affidavit?? Should we have completed the i134? We were initially K3 applicants...changed to CR1 at the NVC like so many others. Only been married since May 2010. What is the difference between the forms? Luckily the embassy said the problem can be handled in Dublin but I still racking my brain trying to figure out what the problem is!

I-864 is the correct form for CR1.

Which number did your wife call at the embassy to confirm her appointment please? I want to call to do same but the €2.40/min number is the only one I could find!

I'm the US citizen petitioner...can I just show up at the embassy for my wife's cr1 interview next week in Dublin (with her obviously)? Should we call the embassy first or is if even allowed at all?


I learnt that you have to make an appointment at the embassy as a USC to coincide with the time of your wife's interview, thats how you'll be allowed to go inside together. At the time of the interview I believe at some point she will be at the counter answering questions by herself and you will be called if need be, but your presence will be known.

In my NOA1 and NOA2, under the beneficiary's name, we found out that my fiancee's name is written incomplete/not fully written(middle name is not written also). Even in their system :(

Will i have problems at the embassy esp submitting my Identification(written my full name) on the time of my interview? What else do i need to prove that i am the beneficiary aside from pictures?

Also, my NOA2 will expired before the interview, do the consulate revalidate it automatically?

You should have had this corrected once you noticed it with the NOA1. You will need to send a photocopy of your ID(I'm assumind passport) with a letter requesting that the name be fully and correctly replaced in the system. You will be better of sorting it out before it gets to the embassy.

Now I'm worried :( ...I am missing a vaccine and consulate approved doctor said she would order it. She called me yesterday to say she cant get it before the interview date (Feb 14), that she would recommend in her report that I get it when I arrive in the states.

Will that cause a problem? Will the embassy accept that or will I have to go and find it elsewhere before I am approved?

My fiancée in London has her interview scheduled for Wednesday Feb 16 at 0800 -- and here is the situation with her birth certificate:
She is still waiting for the certified translation of a new copy of it to arrive from Spain.
She does have an older untranslated birth certificate.
By this wednesday, she could probably have a fax of the certified translation, but not the original of that.

Should we re-schedule the interview, or go ahead with what we have?

Maybe go ahead and if need be they will make sure all the other things are ok and ask her to bring the translation in when ready and then they will issue the visa.

Hi all,

Our sponosor sent us an affidavit of support straight away when we decided to go ahead with the visa process. That was sept 2010. The affidavit is dated 9th Sept 2010. Is this ok that he filled it out that long ago? Will the embassy understand it was a document filled out in advance? We are living in Ireland and our sponosor is in the US so it would take time to have this done and my medical is in 2 weeks!!


Thasts over 6 months ago. I'd say you apologetically and politely ask for another copy from your co-sponsor. I believe you'd also need the 2010 tax returns too seeing we are in April already.

There is no set time, it varies per consulate. If you have a very busy embassy, it might take weeks or months to get an interview date. Just be sure that everything is in order. If you have waited and the waiting time is outside normal processing times for that embassy, you might want to get in touch with them for an update on the scheduling.

I guess I have the definitions mixed up. Im Australia (at least) a photo copy has to be certified by a JP as a true copy of an original sighted by the JP. I thought that was the same as notarising. The question then is: What is to notarise? I'll google the definition meanwhile........ An original is an original, why would it need notarising?


An original does not have to be notarized, photocopies are notarized.You are right, notarising is having a photocopy stamped as a true copy by someone authorised to do it.

Notarized Copy: You take the orginal documents to a public notary. They make copies of it on their copy machine. Stamps it and signs it with their infomation.The notary is not the issuing authority. The certified copy must come from the issuing authority.

Certified Copy: Getting a copy of the document from the place that first issued it. It looks identical to the orginal or has a "copy" with the seal of the place that issued the orginal document.

Certfied copy IS NOT THE SAME as notarized copy. Certified copy is what we will refer to as original in most countries, it is NOT a photocopy.

You dont need certified copies or originals for filing the I-130 petition with USCIS, photocopies will suffice; you will need certfified copies or originals of your civil documents(birth cert, marriage cert etc)at the NVC stage. So in answer to your question, the flight tickets, boarding passes etc DO NOT have to be notarized.
