I know that the beneficiary is required to attended the Commission on Filipinos Overseas (CFO) Pre-Departure Registration and Orientation Seminar (PDOS) post the receipt of the VISA. BUT are they also required to attend the guidance and counseling program at St. Mary Euphrasia Foundation-Center for Overseas Workers (SMEF-COW) or the People's Reform Initiative for Social Mobilization Inc. (PRISM), which can be taken before the visa interview?

My apologies for the simple question, but I just have not read a straight forward answer anywhere!

I'm not sure if the touches after the CSC recieves the IMBRA RFE are a good sign or simply part of their procedure for this process because everyone seems to be getting touched immediately afterwards. Whenever the CSC gets the ball rolling on approving petitions, which I am hoping is soon, I foresee us all potentially being bottleneck or protracted interview dates at the US Embassy in Manila due to the influx of approvals coming down the pike. For those who don’t know, the US Embassy in Manila is the second busiest… second only to Mexico. Just a thought... Any comments?

For the most part, the information that "qqq777iii888" has relayed appears to be pretty much right on. We all kinda discovered together that CSC was processing by the RFE receipt date. Lately, we have seen more March and April NOA1s process, but the process is still flawed because there are still a few May approvals sprinkled in there (remember we are talking strictly CSC). No offense to the May folks because I know that you want to be permanently reunited with your loved ones as well. If CSC has reverted back to processing by the NOA1 date, I just hope all the folks that have already submitted their RFE and those who still have not received theirs are not pushed to the right way out in never never land. Very interesting. I met my Honey on hotornot.com. I was one of the first to receive and return the IMBRA RFE and did not know enough about the letter of the law when it came to marriage brokers. I did not then and still don't interpret the hotornot.com website as a marriage broker. Needless to write that I answered NO and I am APPROVED. It will be interesting to discover if USCIS attempts to redefine or further define the definition of "marriage broker." I feel like this is all a formality gone really bad resulting in a lot of wasted time for many petitioners.

The article is pure nonsense and is evidently intended to stir-up confusion and to stir up a buzz because it holds no merit. There is no news like bad news that generates good news because people talk about it. It’s the same tactic stars use to thrust themselves back into the spotlight.

I do agree with Satellite that immigration is based on a privilege and not a right based upon the rule of law. Unfortunately we blur the lines between what are privileges and what are rights because of our open society. For example, is driving a privilege or a right? For most of us, driving is an absolute necessity, but it’s a privilege granted by law. Nowadays it’s really hard to draw the line between rights and privileges because they are very debatable (even inalienable rights).

The great thing is that we don’t have to fight in order to have the privilege to bring our beloved ones to the states. However we do have to wait entirely too long time in order to re-unite with our beloved ones.
