Do not let my profile mislead you. :unsure: The intent is there and we both have the letters of intent. I did not ask her to marry me over the phone, email, chat or by letter as that is so impersonal in my opinion. :huh: She understands the actual act of asking her to marry me has not occurred, but the intent is there. I have all my documents, all signatures, cover letter...etc all in a blue double pocket folder as was planning on mailing it from UPS on Monday. You should ask yourself why a man that claims to be divorced is having his mother mail items that are his responsibility. Not trying to be Scrooge here, but from you short description in this post, you have doubts, and he seems to rely on you and his mom to do all the work. Doesn't sound very responsibel to me, but that is just my opinion.

Yea the problem is not them trusting me. It just seemed to me being an observer in the entire situation that the interviewers have a predetermined number of Tourist Visas they will approve on a daily basis so they do not even look at your package to see if you meet the requirements or not if u are not # 7 on the day.
I filed the official complaint with my congressman and they filed the complaint with the Embassy Manila. The Immigrations office has 30 days to respond to the complaint. The first interviewer was really rude and pissed me off. My GF has already finished one school and in another college full time now, but he treated her like a bar girl. She was insulted and I was embarrassed. The second one went as far as to tell her she should apply for a fiancee' visa and just get married instead of just visiting.
Like I told my congressman, no wonder we have illegal aliens. When we have our immigrations office turning people away that are trying to enter legally without a legitimate reason, it makes them look for alternate ways.
With the time lines delayed because of the new requirements, it looks like my Embassy duty is well timed as I do not expect and interview until Feb at the earliest and more likely Mar-April. Then I rotate back in June, perfect for a summer wedding in Hawaii. Payato

There are always 3 sides to a story, your side, their side and the God's honest truth in the middle. I for one had a terrible marriage and it came after a short courtship. Met in Mar and married in Nov the same year. I will never do that again. That lack of knowing the other person had me married to Satan's sister for 9 years and took me another 3.5 years to get rid of her officially. I legaly separated from Satan's sister in Jun 2002 and remained single until I just happened to meet my GF in Sept 05 through mutual friends.
In Sept 05, Our friends knowing both of us had come out of bad relationships, thought we had a lot in common, so we agreed to at least chat online and wow it was like we had known each other an eternity. We had so much in common. Both of us had our reservations and doubts, so we kept our plans to meet simple. I was already scheduled for a 30 day rotation to the Embassy in Manila, so we set it up to meet with a large group of friends on 5 Nov. I arrived on 31 Oct but all I could think about was meeting her, so I got in touch with our mutual friend and she found my Maria and they came to Manila to meet me on 2 Nov instead of waiting for the 5th. I remember it well, I was so nervous because we had only seen each other on cam and people are usually so different in person. I was waiting in the Hotel lobby and getting more nervous by the minute... worrying if she would lke me, if I would like her.... you know the first meeting is so awkward.
The moment of truth... I saw our friend first, then I see the most beautiful woman in the world coming towards me and OMG it is my Baby ko. She is more beautiful in person than her pics and the cam. We hit it off like old friends.
That was Nov 2005. I have mad eit a point to try and get to see her as often as possible since that day and can not get her out of my mind. I snuck back in for 4 days unannounced in Jan 2006, she was so surprised. I had struggled through the holidays before going back to see her with the questions all of us should be asking ourselves. Was I ready to give up the single life; was I ready to settle down with one person again; why do I feel this way about her, what is different, is this real or just infatuation..etc.
We spent 4 wonderful days together in Jan and were making plans for my vacation in Mar. My eldest daughter was graduating in Mar form High School and we invited my Baby ko. By the time Mar rolled around, any doubts I had, were gone. I knew the feelings inside were real and not jsut a passing moment. I ordered us "Promise rings" with our names engraved on them. When I arrive in the Philippines, we promised ourselves to each other and said "Ilove you" or the first time. We spent two weeks of bliss just getting to know each other more and more. We also applied for a tourist Visa so my Baby ko could come visit me in Hawaii. We had schedueld the interview during this trip so I could be there yet we were denied... a whole different story.
My daughter wanted to stay in the Philippines until the summer time with her friends, so we planned for me to go back in June and pick her up. My Babyko and I agreed to try for the tourist visa once again and schedueld it for the time frame I was gonna be there to pick up my daughter. We were once again denied, but spent 4 wonderful days together.
We have plans to meet again in Sept for about 4 days as I swing through after some busines in Japan. I have also worked on and volunteered for AmEmbassy Manila duty for a 6 month rotation that should begin in late Dec or early Jan. This will give us more time to get to know each other and let the long drawn out 129F process work.
Bottomline, in my opinion, getting to know someone via chat shortens the dating process as there are many things you can learn about your significant other. Do not be worried about the shortened dating-to-marriage process, just make sure you are totally comfortable with each other. If something about the other bothers you, now is the time to talk about it, not after you get hitched. Be 100% honest no matter what. Good luck and God Speed to everyone. Payat

Our package has been touched twice since 1 Aug, which is great. I see the new dates when I log into the USCIS page, but I am not receiving email notifications. Did I misunderstand the USCIS status page? I thought I would get an email everytime the package was touched?

When you get a touch you will not get an email, all that happens is the date on the USCIS website changes. Nobody knows what happens when you get touched exactly, could be someone moved your petition, looked at it etc.

You'll only get email notifications for things like RFE requests, RFE received responses, Approvals etc.

You have to call the USIS center that u received your NOA from and then you will receive notification via snail maile that your address has been updated. If you do not move until the 25th and the notification has already been mailed, it should be there before you leave. You can also have all mail forwarded then call with the change of address like I did. Do a search for change of address on the USIS page, all the directions are there. Good luck, Payato

Does this mean the Embassy has until that date to approve the petition on their end and if they do not we have to submit for an extension or refile? What does the expiration date mean? I moved between my NOA1 and NOA2 (54 days), did the change of address per the instructions on the USCIS page and didnot have any issues. If the petitioner does not want delays, I suggest waiting until he get to Maryland or going ahead and filing now using an address in Maryland where the NOAs can be sent until he actually moves. Either way he needs to file witht he service center of where he is going to live. Good luck payato

Good point Jen, Something else to be careful of, is the amount of child support if any, as he has to prove he can support his fiancee's and that they will not become a burden to the state.
There is one common factor in being divored 3 times, but give him the benefit of the doubt as I have a friend that was divorced 3 times and he just picked really bad women... 1 left him for another woman, 2nd for his neighbor and 3rd is in prision for selling drugs... he has custody of all his kids.... not always the man. But she should think about these things and as long as she accepts them, it is her life. JMHO, Payato

Although, I very happy for all the recent approvals, I cant help but feel a little jealous and depressed with this whole process. I still haven't gotten my IMBRA RFE!!

It seems that our situation might be a little more complicated than expected. My fiance, is what the USCIS defines as an Amerasian. My fiance was born in Olongapo, a city surrounding a former Naval Base Subic Bay. She one of many thousands of babies born during or after the Vietnam war, who was fathered by American sailors. Her mother gave her up for adoption without knowing who here real father is. Her birth certificate is Bogus!!! There was so many babies born at that time that proper paperwork was not filed. On her birth certificate, it has her adopted mother's name and the father is left blank. This is a big deal becuase the philippines sued the US navy for money raising the babies. In 1982 Ronald Reagean signed a deal that allowed these Amerasians to become US Citizens even though the father had not claim as their babies.

I just wonder if this is delaying our process?? I can never prove that she was a daughter of an American sailor but if you just look at her, she definitely is not full filipina. In my eyes, she is an American citizen!!
But my opinions dont count. :(

Anyways, I need advice. Can I tell USCIS about this...to hopefully expediate the paperwork? But then again why, because I am filing for a fiance visa not fo her coming as an Amerasian. I just needed someone to ask or talk too. Maybe someone can offer me some sound advice.

Two things: All she needs is a birthcertificate from the FSO. If it is from the FSO the Philippines and Embassy recognizes it. The birthcertificate only serves two purposes, proof of age and citizenship.
Second, Unless her adopted mom took her to the embassy when Regan did this and she officially became a U.S. citizen, she is still a filipino, not to mention she has to declare citizenship at the age of 18. I know this because my daughter was born in the PI and is dual citizen until next summer.
I do not think telling the USCIS the detailed story will help speed things up. The FSO birthcertificate is all u need. Good luck Payato

I am out of the country for 6 weeks (visiting my fiancee and such), so I have temporarily forwarded my postal mail to my parents house since the post office will only hold it for 30 days... and of course, they sent my NOA1 to me just after I left. Well, most gov't envelopes have "Do Not Forward" printed on them, and the post office seems to return mail to sender when it's marked like that (usually, although sometimes they let it through)... so, I'm wondering if anyone can tell me...

1. If you've received NOA1 or similar, did the envelope have "do not forward" marked on it?

2. Does the NOA1 have any instructions for some action that I must take quickly, or just a notice?

3. Does anyone know, if USCIS receives a returned letter like this, would it cause them to stop or hold up processing on a case, even though it otherwise has no problems (i.e. it's not a RFE).

Thanks in advance for any help or advice...

The big thing with the proof is to prove more than u just going to the country. Hotel receipts, ATM, train stubs and pics along with the passport and itinerary is sufficient.
Pictures with her and her famly help also, but in the end it depends on the interviewer at the embassy or consulate. I personally included a sampling of Chat archives instead of everday (twice a-day) chats and phone calls. Just enough to connect the dots and paint the picture for the consulate. Ur finacee's haveing a scrap book of ur relationship has been a suggestion on this board, not really sure if it helps or not but it is a nice touch. Good luck. Payato
