well, there is a lot to do at NVC - even then, the visa isn't just 'handed over' - there's also scheduling, more namechecks, and the interview itself, then AFTER the interview the visa is handed over to her.
some timeticks for you
USCIS-NVC handover - 2 weeks
NVC Processing - 1 to 3 months
NVC Scheduling - wait time - 2 weeks to 6 weeks, depending on that embassy's scheduling calendar
Appointment at Embassy - 2 to 6 weeks after scheduling, depending on that embassy's scheduling calendar.

this is a 'request for evidence' letter?

you'll need to send in something that 'makes sense' to an adjudicator, aye?

if you are sending in the original BC, then you'll need to write up a letter of attestation, explaining exactly why the date is in 'that format'
or
if you are sendingi n the new BC, make sure the date makes sense.

Got it.

No idea on any 'turn-around' time, but

usually, if an I-130 is sent to local office prior to I-130 approval -
then USCIS wants biometrics on the US Citizen

or if you are an LPR , not a US Citizen -
the file is sent to storage until your priority date becomes current.

or

if transferred from east coast to west coast (WAC to EAC), for example -
you'll receive a case-transfer notice. Maybe and sometimes.

A few ppl NEVER have any case status online - but the I-130 got approved anyway, postal notification (NOA-2) received as well.

If you can't 'see yer stuff' 4 months after the NOA-1 date - don't sweat it - you prolly never will see it.


IF you've not received any NOA-2 by the 18th day of Month 6 - start calling into USCIS, get an ISO, a Tier 2 Human™, and become a pest.

'requirement on initial filing' and
'Visa Officer give you 221g with additional items ticked, on interview day'

Try getting the foreign spouse into a US Consulate to get a passport copy notarized. Like I said, the petitioner needs the passport in hand. If it's carried to a Consulate, great, but it would be in the USC's hand when that happens. I don't think a Consulate will authenticate a foreign passport though. If there's an IRS office in the foreign city, they will.


Sorry, Chengdu does this, the cost is 50 bucks to make a notarized copy of the China Passport Bio Page. ShenYang, BeiJing, Shanghai also. No clue of Guangzhou.

IT IS SPECIFIC to filling out the W-7 for ITIN application (please be aware of that, ya?)

usually a USEmbassy overseas can make the proper 'notorized copy' of the passport, and also stamp any W-7 document.

If it's something to do for you, filing a joint return for TY2010, then by all means, do the W-7 - but remember the 1040 and W-7 plus all forms are sent in via postal mail to the special W-7 address in Austin, TX - no e-file for you, this first year.

if indeed the 001 BBS 'portal' - I say - disregard anything from there.

Specifically for GUZ IV for a CR-1 Visa -
my 'golden ticket' guidelines is 4 times in 2 years, with a big trip during CNY. CNY is important, la.

ok - so the interview was for YOU, the USCitizen, at a local USCIS office, prior to any I-130 approval.

Ya give them what they ask for, or if you don't have it -
and yer certain it's in that PRIOR file -
then the USCIS officer that interviewed you will put in a 'file request'
to have yer prior file retrieved.

This 'file retrieval' may be a week, may be 2 months - is no way to measure it.

'case complete' always means 'we have all of yer documents'.

What you should be asking - is -
is the 'final review complete yet, or not?'

Suggest you have the USCitizen Spouse call in to NVC, get a human, ask that exact question.

ONCE the final review is complete - THEN the casefile can be 'set' in the appointment queue.

FWIW, Final Review takes anywhere from 1 to 3 weeks, depending on the queue for Final Review Process.

If the case is finished at NVC - then expect to be scheduled soon.
The 'lag' as a LPR petitioner occurs between USCIS approval and NVC 'arrival' -
so if NVC is DONE (you've sent in the DS-230 and I-864) then at some point,
soonish, NVC will finish the final review, and then lob the casefile into the
'appointment scheduling queue'. And you wait some more, anywhere from 1 to 6 weeks to get that appointment date set.

When you become a citizen, tell NVC about it, then send them what they ask for - they will forward all to the CONSULATE/EMBASSY IV UNIT, prior to the actual interview.
